n 2011, a review into country football in Victoria was conducted by the AFL.

13 region commissions have been introduced across the state to undertake this challenge.

These Football Development Managers are assisted with high level support from AFL Victoria Head Office management teams. The establishment of the Region Commissions in regional Victoria seeks to empower “local people to make local decisions for local reasons.�

The review recommended that the strategic direction of country football leagues was to be decentralised through the establishment of a network of region commissions that would oversee the development of football in geographic areas.

26 Football Development Managers are now employed by AFL Victoria to undertake on the ground assistance to clubs and leagues under the direction of the Region Commissions.

Already we are seeing unsustainable pressure on grounds in metropolitan and regional areas, with usage limits and limits in expansion that will not meet expected population growth. The provision of football ovals is a critical factor in influencing participation.

Synthetic surfaces may be able to answer the needs in high growth areas where the requirements for high traffic ovals are needed to cater for multi sport use.

The AFL Victoria Alcohol Strategy has been developed within the lens of a strong focus by federal and state governments with VicHealth support to reduce the harms associated with alcohol, and a growing disquiet in the community about alcohol issues.

AFL Victoria recognises the important role that sport plays in responding to a social issue such as harmful alcohol use. To this end, AFL Victoria has developed an

Alcohol Charter and have pioneered a number of alcohol initiatives across community football. RESPONSIBLE ALCOHOL INITIATIVES SEEK TO: 1. Improve health and welfare of players, administrators, volunteers and supporters. 2. R educe damage to image and reputation of the game. 3. T ake responsibility to lead on a key social issue demonstrating football’s leadership capacity.

LOW ALCOHOL FINALS INITIATIVE A number of community leagues have taken the opportunity to institute low alcohol for their finals series. Light and Mid Strength beer is only made available, along with a strong ‘drink responsible’ messages being displayed around the ground. The data from these trials have shown that crowd behaviour was improved, and bar takings showed a negligible difference.


The goal of the Fair Game - Respect Matters program is to develop awareness and implement a toolkit for clubs that promotes safe, welcoming and

inclusive football environments for girls and women. Building respect and fostering respectful relationships between men and women in football is shown to have very positive repercussions within the

club environment, and has opened the door to some excellent examples of behaviour modeling and honest discussions about the impact of violence amongst women.

Illicit Drug Education

Fundamental to the ability of clubs to manage and grow are skills and personal development in administration. We conduct a range of training seminars on the key administration roles within football clubs.

Illicit drug awareness sessions have been offered by AFL Victoria directly to football clubs to distribute important messages about harm minimisation and available support structures.

TAC

AFL Victoria provides direct advice to community football clubs on governance and constitutional matters.

For over 20 years the TAC has partnered with AFL Victoria to develop targeted awareness and safety programs for young drivers.

Medical Trainers Accreditation is provided for medical trainers at local level ensuring the safety, proper treatment and medical referral of local footballers and netballers.

WorkSafe

Responsible Gambling AFL Victoria has partnered with the Victorian Responsible Gambling Foundation to create

EJ Whitten Foundation AFL Victoria Country has supported the dissemination of men’s health messages directly into country football clubs and events in partnership with the EJ Whitten Foundation.

Breast Cancer Network Australia AFL Victoria Country was the foundation partner in ‘Pink Footy & Netball Day’ with BCNA to raise awareness and funds to support families with breast cancer in regional and rural Victoria. Some $ 1.6 million dollars have been raised in what is now a National campaign covering numerous community sports.

Cyber Bullying AFL Victoria has established policy and procedure for cases of cyber bullying in relation to our sport. Personal advice and education sessions for community clubs are available from experts in the field.

The continued health of the game depends on the quality of the league and club environments in community football. Victoria has the most developed club football network in the nation that hosts over 140,000 participants across metro and country areas with nearly 100 leagues. Community Football is supported by a vast network of volunteers,

administrators, umpires and coaches whose passion and dedication ensures that the players have the opportunity to learn, develop, and excel in

ince 1992 the TAC Cup has become the major source of AFL Draftees with more players recruited to the AFL from the TAC Cup than from any other competition throughout Australia. The TAC Cup has also been very successful in providing an opportunity for talented country based players to play in a very high standard

A

ustralian Football has been integrated into Victorian schools since the very beginning. For those with no experience in Australian Football, the school PE curriculum provides a safe place to learn the fundamentals of the game, acting as an introduction to Auskick and club football. For those students who are already playing, there are opportunities to play

football for the school team and extend their sport experiences. Unashamedly, our aim is to see the footy being kicked around at lunchtime by boys and girls as a natural part of their daily recreation, and for them to be talking about footy around the drink taps. Yet, it is not just about playing the game, but using football to engage kids and teachers within the curriculum to stimulate teaching and learning.

Lessons plans and units are available to all teachers through the schools portal of the AFL, and through the leadership of the AFL School Ambassador Network. AFL Victoria is taking the leading role in creating female friendly environments that encourages participation, leadership and excellence from Auskick to senior women’s football. To this end, we support affiliated leagues to be able to

cater for junior and youth girls footy,and are restructuring our high performance programs to include talented girls through Victorian and national structures. We have successfully implemented the establishment of a women’s state league, and see the clubs in this league getting stronger into the future.

he demographics of our communities are forecast for great change in the coming generations. We are seeing significant shifts in the population in Victoria with increasing numbers of people born overseas, or with parents born overseas. As this shift continues there will be a need for a cultural change at community football

level if the game is to be fully embraced by the community.

Diverse communities (CALD) require a collaborative approach by the industry to overcome the unique barriers to play and support Australian Football. KOORIE AUSKICK

FL 9s is the AFL’s newest game, designed for participants looking for a social, safe and less time consuming way to be involved in Australian Football. It’s a fast, free-flowing game, which is played with nine players on each side on a smaller field, suitable for people of any age and skill level, and is perfect for mixed

teams. AFL 9s is our version of ‘touch football’ with no tackling or bumping.

“ A new game for a new century!” AFL 9s allows participants the opportunity to play Australian Football, regardless of their previous experience.

AFL Victoria sees AFL 9’s as the introduction to the game for a brand new generation of footy players and particularly suited to engaging with multicultural and female school markets. AFL 9’s is being rolled out across the state in social competitions, school based competitions, off season competitions and as an alternative to traditional football structures for players of all ages.
