NETZ WERK STADT
IN A NUTSHELL
NETZ I WERK I STADT is a student project created in the context of the master program ‚ Integrated Urbanism and Sustainable Design‘ at the University of Stuttgart. Under the title „Urban Refugees in Stuttgart“ different concepts for a better integration of refugees into the local society have been developed by an international group of students. NETZ I WERK I STADT deals with the challenge of the long/ idle waiting periods which is caused by the German complex bureaucratic system. Since their arrival to Germany, assylum-seekers are received in temporary housing camps where they stay for long periods of time due to bureaucratic delays until they get the final decision regarding their acceptance to stay or not. During this period of time, they can neither start in building up their new life nor take part in a productive scheme. Respectively, our project tackles questions like: How can they give something back and find their own personal way into society? How to push for a better integration of the refugees in the local society where they live ? How to make them feel as active contributors to the community ? How to provide them with a place that makes the best use of their abilities? NETZ I WERK I STADT aims to create a space where the residents of a refugee housing units can share and develop personal and profesional skills and knowledge. It activates the community to participate in every step from the early begining. Our aim is not only to implement the project, but also to strenghten the connection between the refugees.

CONCEPT
Public space is the heart of every community and provides the area for citizens to interact and deal with each others. The „Placemaking“ concept focuses on reinforcing the relation between people and places as well as revitalizing the community. The first key of placemaking is integrating the community into the process of placemaking to reach the maximum shared values and facilitate different innovative pattern of using the public space and to tackle all the terms related to the place like the culture, social aspects that define the space.
PLACEMAKING ACHIEVED CONCEPTS
Community Development
Place-Based Orientation By Developing space asset
By enhancing the quality of life
Cultural Development
By enhancing the built environment for cultural expression
Economic Development
By enhancing the standard of living and provide income
PROCESS OF PLACEMAKING The first step to integrate the community is to introduce them the project objectives and process. Then the role of the architects comes to manage and consult the project at the beginning until the locals mobilization starts in a collaborative manner.

NETZ I WERK I STADT started by analyzing the potentials of the refugees and the challenges, risks and opportunities that they face on a daily basis in the chosen site (Heumaden; chapter 2) . The project was based on two major ideas, capacity development and job opportunities. Accordingly, it was divided into 3 parts: 1. INTEGRATION CENTER Iwhich acts as a welcoming and information center / café for to florish the space with activities and workshops. It offers the opportunity to switch the passive into an active intergration system. The integration center, created in a renewed

One of the main aspects considered in NETZ I WERK STADT was networking and involving diverse groups of actors who contributed to the project with different responsablities, tasks, skills and knowledge. Our main contact person through the whole planning and realization phases was Uemit Kepenek who is in charge of the acommodation in Heumaden (our chosen site; Chapter 2). In this context we also got in contact with Ariane Müller-Ressing and Norbert Zimmermann who represent Heumaden-Sillenbuch (Arbeitskreis Flüchtlinge Heumaden-Sillenbuch) . In addtition, The owner of the acommodation; the City of Stuttgart played also an important role in the whole proccess although we haven‘t been in direct

Most importantly, the refugees living in the accomodation were our main man power through the construction proccess and were the ones assisting us in achieving our theoretical concept. Last but not least, we were able to reach what we have achieved due to the support of a wide range of sponsors especially Julius Göring from the Waldorfschule Silberwald and Mrs Yicel Deminez the Agroeconomist who supported us with kind donations and contacting several sponsors. In the same way; we had support from various shops, companies and private persons.

SITE ANALYSIS
OVERVIEW
The site is located to the south of the Heumaden neighborhood, one of the three neighborhoods of Sillenbuch, an urban district of the city of Stuttgart. Heumaden is located around 5 km (2.9 miles) far from the city of Stuttgart, capital of Baden-Württemberg, and is connected to the city center via the U-Bahn lines U7 and U 15. Other U-Bahn and buses lines such as U8 connect the neighborhood to different areas of Stuttgart.
The estimated population of Heumaden was around 9.219 in 2011 according to the report of the Statistik und Informationsmanagement for Landeshauptstadt Stuttgart issued in 2013. The map below shows the connection between the center of the city and the site location. With an U7, the time expected to reach the site is around 23 minutes from the center.

NETZ I WERK I STADT plot was an empty vacant green spot separating the refugees‘ house from the nearby kindergarten in Heumaden. Only a small part of the site is used to plant potatoes while the majority of the space did not have a specific use. Some of the refugees used to park their bicycles or gather for a barbecue from time to time in this site. The container was not located in the site, but it was moved later at the begining of the project in order to change the functions of this space. The container used to be located beside the offices to the North.

The Physical and Social conditions of the Heumaden site were in favor of implementing NETZ I WERK I STADT due to the following reasons: •
An initiative of urban gardening have already been started within the site by AGDW. There is enough space for gardening. • Approximate size of the site in Heumaden is 3000 m2, but around 2000 m2 are not occupied by buildings. The size of the site that is provided by AGDW for the gardening project is • around 600 m2 (100 m2 is already planted with potatoes).
SPA PACIAL CONTEXT
•
•
The site’s orientation to the sun is appropriate for horticulture with a sufficient number of hours of sunshine . Refuges are interested to be involved in some activities that can turn their living environment better and make some profit for them . The site does not an have appropriate function, it is just an open space with partially used for gardening.

VISUALISATION
NETZ I WERK I STADT Project is divided over Three Zones: Zone 1: It includes the container (planned to be used as a CafĂŠ) with a terrace located at the entrance of the site with flower beds, benches and tables. The terrace is planned to be covered with a shade of grape vines creating a cozy environment. Furnitures used on the terrace are made out of the wooden pallets. Zone 2: Consists of the Barbecue area and gardening boxes. Flower beds made out of the wooden pallets are used to mark the spatial borders between zone 1 and zone 2. Herbs such as Lavandula angustifolia, Rosmarinus officinale, Petroselinum crispum, Mentha piperita, Ocimum basilicum, Origanum vulgare and chilies were planted in these beds. Tables and benches were installed
in Zone 2. A Cherry tree, Prunus serrulata, was planted on site. Zone 3: It consists of an existing potato field which was extended. Few garden beds are scattered in this zone as well. Later, a small green house is planned to be build next to the potato field. At the farthest point of the site, three composting boxes were made out of wooden pallets to be used for ocmposting the organic waste separated by the refugees. Mesh fences will be installed on the site between the common space and the private rooms of the refugees. These fences will serve as a support for climbing plants forming natural walls between the project site and the rooms of the refugees giving more privacy.

2. URBAN GARDENING
Building a community garden with the refugees and for the refugees
40
CAPACITY DEVELOPMENT The starting point of implementing the Urban Gardening part was to hold Capacity Development workshops in order to help the refugees use and improve their skills and knowledge. The aim of these workshops was to realize a better integration of the refugees in the surrounding social communities. The initial idea consists of preparing waste management workshops that help the refugees understand the waste management system adopted in Germany. At these workshops, the knowledge of the refugees regarding source segregation at their residencies, as the locals do, shall be increased. It was planned to organize a workshop on waste composting and to reuse the compost in an urban gardening project as a soil enhancer.
Later on, the idea was further developed in order to reduce the waste generated through reusing it. Hence, a series of workshops that develop the capacities of the refugees started to take a part in the list of the capacity development workshops. The reusing and recycling simultaneously of rain water and grey water became part of the project as well as reusing wood pallets to build gardening boxes for the urban gardening project. NETZ I WERK I STADT included implementing a series of workshops on rainwater harvesting, greywater reusing, organic waste composting, and waste reusing and recycling. These workshops are detailed as follows:
Urban Gardening Workshop: The aim of this workshop is to use and improve the knowledge of the refugees or even to train and teach them on maintaining a gardening site that could generate raw food such as herbs, vegetables and fruits. Water Management Workshops: The aim of these workshops to teach the refugees on the grey water primary treatment for reuse as a source of irrigation, on the rain water harvesting from the rooftops and on the irrigation techniques in a gardening site (e.g. how many times to irrigate the plants, convenient times of day to irrigate, etc.) Waste Management Workshops: the aim of these workshops is to teach the refugees about the source segregation of waste and organic waste composting as well as working together on the reuse of waste such as wood pallets, tires, containers to build garden boxes. Water Management : Rainwater Harvesting: Rainwater is planned to be harvested within the site. In the first phase, one water tank was installed while two other tanks will be added later to form all together the rainwater storage tanks. In these tanks, the rain will be collected and maintained in order to be reused on site for irrigation purposes. Rain falling on the rooftop of the buildings will go through the rain gutters to the storage tanks where it will be maintained and reused in order to reduce the fresh water use within the site. Grey Water Treatment: The grey water resulting from the activties inside the container cafĂŠ will be primary treated in order to be reused for onsite irrigation. During the constuction phase we came to the decision that this thechnique of using the pallets is not very effective. To provide better growing conditions for plants we changed the design to have more space for roots and plants to grow. We built elevated beds out of four pallates or pieces of pallets. It is an improvement for the plants and at the same time it makes the gardening easier.

Welche Möglichkeiten öffnet die Zusammenarbeit? Welche Vorteile können die Flüchtlinge langfristig daraus ziehen? Wie lassen sich so Perspektiven ausbauen?
Interview conducted in German with Uemit Kepenek; 3 August 2015.
FORMING THE COMMUNITY GROUP

One of the vital aspects to ensure the sustainability of the project is to form the community group that will help in operating the project. Starting with the economic value produced from the Integration center (since it has a café ), until running the urban gardning field . So far; there had been a couple of potential refugees who can are interested in running the project but they still need enhancement for their leadership skills . Therefore, a hand-over plan to establish transition preparations. The Handover Support Arrangements will be divded into 2 parts : 1. Divisions of Roles & Responsibilities 2. Detailed Schedule of needed trainings The Refugees who are interested in leading the community group

CORE RECOMMENDATIONS • •
• •
• • •
The project should be maintained periodically to bear the increase in amount of users in the refugee camp Using movable objects in the space helped in creating a sense of ownership since the early beginning of the implementation phase. It also permitted the children to easily participate Beverages distribution during the construction days is essential, especially in hot days. Construction activities ( like our work in NETZ I WEK I STADT )should begin to gradually include German kids as means of integrating with the asylum-seekers. Construction activities should encourage mixed nationalities group activities. Colourful paintings proved to be an interesting tool for all ages. The peer-to-peer relationships between the designers and the refugees is an essential factor that might lead to the success or the failure of the project.

Building friendships with the community is an added value to the project Additional side activities should be prepared within the initial plan for underage children and Elderly people . Children of all ages were attracted by the sound feature of the constructing tools as well as the patio ( i.e. stamping their feet on the wooden patio; drumming on the upcycled pallets) For group activities and workshops , the number of refugees per group should not exceed six that each person have the needed care and attention Intercultural exchange is easy if you have got a common task to fulfil that‘s why communication is possible even without a common language. The local society (i.e. refugees in our case) are interested to invest their time and skills in something useful to their community, they just dont know how . Everything is possible, JUST DO IT.
