PLANS FOR A CARE FEES CAP “ABANDONED”… Here are five things you need to know about care fees funding. April 2016 should have seen the most significant changes in a generation to the law relating to the provision of social care, with the introduction of the second part of the Care Act 2014*. Here’s five things you need to know: 1) The Personal Expense Allowance – when an individual requires care and is means tested, the first thing to be taken to fund their care is their income. All an individual’s means testable income will be taken to fund their care, with just £24.40 per week (the Personal Expense Allowance) being left untouched… 2) The means test – this will be conducted by the relevant Local Authority when an individual needs to access care. The means test is an assessment of an individual’s assets (income, property, savings etc) to ascertain whether they should be funding their care themselves. The means test thresholds for capital assets were due to change in April 2016 but have now been “delayed” until 2020 so remain as follows: i)
Assets less than £14,250 = your care will be funded in full by your Local Authority ii) Assets more than £23,250 = you will have to cover the cost of your care in full iii) Assets between £14,250 and £23,250 = you will have to make a contribution towards the cost of your care, which could be a very significant sum 3) The “funding cap” was also due to be introduced in April 2016. It was intended to limit the amount an individual will be required to pay towards their care at £72,000, but again that has been delayed to 2020 so there is currently still no cap in place. 4) Deferred Payment Agreements don’t mean you no longer have to sell your home to fund your care. Initial statements by Government ministers suggested there would be no need for anyone to sell their home to fund their care. However, the legislation actually introduces a nationwide scheme, called Deferred Payment Agreements, which could mean your home doesn’t need to be sold during your lifetime, but still could be sold after your death. Clearly there is a big difference.
You need to take advice if… • You or your spouse/partner don’t yet have a Will. • You have a Will but it leaves everything to your spouse/partner. • You don’t have both kinds of Lasting Powers of Attorney set up. • You or your spouse/partner don’t have a pre-paid Funeral Plan. • You are divorced or widowed. • You have children. • You are concerned about what will happen and covering the costs if you need long term residential care.
5) Plan ahead – perhaps of most significance, you can opt to plan ahead and protect what you’ve worked hard for. Using a Trust, created under the terms of your Will or during your lifetime, can help protect your home and savings for future generations. However, for this planning to be effective, it must be done at a time when you are fit and healthy. Using the right Trust for your personal circumstances and objectives is vital, so taking advice from a specialist is an important first step. repare to be delighted and frightened, as a whole host of witches, ghosts and monsters take over Chapeltown Park this month. The Friends of Chapeltown and High Green Parks are back to host their eighth annual Halloween Party. The event attracted around 100 people last year, and the organisers are hoping that this year will be even bigger and better. Taking place at the bandstand on Saturday 22 October, it’s a great way to start the spooky season. Local parents and their children are invited to play fairground games such as Bat the Rat and Hoop the Witches Hat, to create Halloween-themed decorations and to don their scariest outfits for the fancy dress competition. There will be girl and boy categories for under-fives and over over-fives, so children of any age can enter to be in with a chance of being crowned bestdressed and to take away a Halloween goody bag. Follow the Halloween Trail to find letters and make as many words as you can and enjoy some delicious treats including sticky buns, coffee, tea, juices and hot chocolates. All proceeds made on refreshments on the day will go back into the running of the charity. The Friends of Chapeltown are a group of 20 volunteers and trustees who work together to host a range of events throughout the year, which bring families together to create a deeper sense of community. The group was established in 2003 and was originally set up as a Sheffield City Council initiative to look after the parks and to encourage more people into them. Cut backs meant that the group no longer had the financial backing of the council, but seeing the positive effect the scheme had on the local community, the group decided to continue their work free of charge. What started out as a spot of litter picking and giving the parks a general tidy, soon turned into a number of events taking place throughout the

This year, there was a kite flying event in March, an Easter egg hunt in April, a bug hunt in May, a plant sale and coffee morning in June, an annual gala in July, a grass-sledging event in August and a brass band concert in September. Doris Denton is the secretary and has worked with the charity group since the beginning. She explained why events such as these are so important. “These events make the local area a much nicer place to live,” she said. “Holding regular events has made Chapeltown Park a safer place to go. People used to be afraid to go there - even in the day - but by encouraging families to come to the park, we have made the community feel welcome once again. The Halloween party will be a great opportunity for kids to dress up and get spooky in the park.” So if you are looking for a fun way to entertain the kids this Halloween, head down to Chapeltown Park bandstand at 10.30am on Saturday 22 October. The fancy dress competition starts at 11.30am. All children must be accompanied by an adult. .

We always try and use local tradesmen, and saw Visual Bathrooms in Sixer magazine; they’re on Holme Lane just round the corner from us. It was fantastic; my wife was the driver behind it, she went to see Eric and he came to see us and listened to ideas then gave suggestions to how it would work. Eric has a really nice showroom, with plenty of different bathrooms to look at. Eric produced two computer generated mock-ups for the design, we wanted a whole revamp of the room including new tiling and flooring. Eric gave us suggestions for appliances and suggested ideas we hadn’t thought off, it was a real team effort. Our initial idea is not what we got, our finished bathroom is a lot better than what we first wanted. The bathroom definitely needed a revamp. We went from one light to five spotlights, a new shower and bath,

Sands of time YOU’LL FIND MORE THEATRE MEMORIES THIS MONTH AS PHOEBE SEYMOUR LOOKS BACK AT A CLASSIC PRIORY PLAYERS PRODUCTION. ollowing last month’s photos of the Ecclesfield Priory Players, submitted by Roy Norcliffe, Mrs Aileen Wadsworth got in touch to tell us that she recognised the fifth man from the left wearing the trilby hat as Horace Garfitt. “He lived on Dunning Road and I lived on Dunning Terrace in Shiregreen and we used to catch the same bus,” Aileen recalls. “He suggested my husband and I have our wedding reception at the school room in the methodist church. He was really helpful and even suggested a photographer.” In the end, Aileen and her husband ended up having their wedding reception at the building which is now the EPPiC theatre – the current home of the Priory Players. Syl Langan also got in touch to tell us that she is compiling a history of the Priory Players since its formation in 1932, and would be grateful for any details readers may have about some of the theatre’s productions

Locals enjoy third annual Chapeltown Village Show Prizes were won and a great time was had by all at the Chapeltown Village Show at Newton Hall. Organised by Chapeltown Forum, the event is a chance for locals to compete in a number of different categories including horticultural, floral, arts, textiles and more. Visitors were able to view the ribbon winners and runners up, to look around a range of stalls, enter a raffle and to enjoy some refreshments. The show was opened by Chapeltown Forum chairman, John Housley and Pulse editor Phoebe Seymour and awards and certificates were awarded by the Chairman of Ecclesfield Parish Council, before the event came to a close with an auction. Pulse editor volunteers at Ecclesfield Library To celebrate 30 years of publishing, staff at RMC Media, which publish nine magazine titles including Pulse, decided to use this opportunity to make a difference by volunteering their time to local causes. The challenge is aptly called 30 Happy Returns. When it was editor Phoebe Seymour’s turn, she could think of few better causes than Ecclesfield Library, where she spent a day helping out. Ecclesfield Library is one of many libraries in Sheffield that will soon be without funding from the city council and which now solely employs volunteers. As sad as this sounds, the enthusiastic team of volunteers are very positive about the future of the library. As well as lending out books, the library hosts a number of regular community groups and special one-off events. Author of In Search of Emily Bronte, Nick Holland, will be sharing his experiences and discussing his work from 1pm on 22 October as part of this month’s Off The Shelf festival. The library also tries to involve local schools as much as possible. Rosie Hobson, seven, from Monteney School and Jack Foster, seven, from Ecclesfield Primary School won the Children’s Christmas Tree Painting competition last year, and their designs have been printed onto Christmas cards to be sold through the library. Phoebe congratulated the winners, who were delighted with their finished Christmas cards. A pack of six is £2 (three of each design) and all proceeds go back into the running of the library. Barnsley College tutor represents Team GB Barnsley College sport and public services tutor Lisa Ballantine has recently competed in the ITU Triathlon World Series in Mexico representing team GB. Lisa finished the prestigious event with a time of 01:35:53 and raced with some of the world’s fastest triathletes for a chance to be crowned World Champion. Lisa represented team GB with a strong 750m swim, cycled in hot and humid conditions for 20km and finished the race with a 5km run. As well as working at Barnsley College, Lisa is currently a Level 2 triathlon coach and head coach at York Triathlon Club. Dedicated to sport, she widely encourages Barnsley College students to get involved in a wide range of physical activities, especially as she regrets dropping out of school sport herself. Lisa said: “It’s incredible to be given the chance to race with an elite field of athletes and have the opportunity to travel around the world. I, like many girls, dropped out of sport at school as I was uninspired by my PE teachers. Small SUV The Q2, Audi’s smallest SUV to date, is now available to order priced from £22,380. With the newest examples arriving in November, these examples are available with either a 114hp 1.6-litre diesel or a 148hp 1.4litre-petrol with the option of manual or automatic transmissions. Later in the year, a 114hp three-cylinder 1.0-litre TFSI petrol will be available from £20,230 as well as a 148hp 2.0-litre diesel. In mid-2017 we’ll see a four-wheel drive 2.0litre petrol being offered too. The Q2 will come in SE, Sport or S Line trims. Standard items includes Audi smartphone interface, Bluetooth, MMI radio plus with MMI controller and progressive steering. Features on other trims include LED headlamp and rear lights, front sports seats, cruise control and dynamic sweeping rear indicators.

Something different Classic looks Following the announcement of the forthcoming Aston Martin Vanquish Zagato back in June, Aston Martin has now revealed the Volante version. Or to put it another way – the convertible. Zagato is an Italian coachbuilding firm and they’ve collaborated with Aston Martin to design exquisite-looking cars for nearly 60 years, starting with the DB4 GT Zagato race car in 1960. As with the coupe, the convertible comes with a 6.0-litre V12 naturally aspirated engine producing 592hp, which is good for a top speed of 200mph, and can achieve the 0-62mph sprint in just 3.7 seconds. The only difference between the coupe and the Volante is the Volante doesn’t come with Zagato’s infamous double-bubble roof. But I’m sure you’ll agree, this is one fine-looking machine.
Faster Focus RS Ford has announced that the Ford Performance by Mountune engine upgrade, which has been available on the Ford Performance fleet for a while now, is now available for the all-new Focus RS. For those who are unsure to what the Mountune engine upgrade is, it’s a power-boosting upgrade to the engine which does not affect the car’s warranty. The upgrade will cost £899, and for that you get a power increase of 25hp and a 30lb ft more torque over the standard RS, equating to overall power figures of 370hp and 376lb ft of torque.
