Towards a diplomatic rapprochement between Museveni and Kagame?
Today, in Angola, the presidents of Rwanda and Uganda have signed a memorandum of understanding to ease the tensions that have been marring relations between Kigali and Kampala.

he memorandum of understanding was signed on regional cooperation and security, Rwandan Government officials told Uganda local media. The signature between the former rivals(Kagame and Museveni) has been witnessed and shored up by the president of Angola, Joao Lourenco, the president of DRC, Felix Tshisekedi, the president of Congo Brazzaville, Sassou Nguesso. THE BIG PICTURE: As the Angola president, Joao Lourenco has taken the helm to spearhead the mediation efforts between the president of Uganda, Yoweri Kaguta Museveni and the president of Rwanda, Paul Kagame, some may see that there is a potential diplomatic rapprochement between the former rivals.
This was the second quadripartite meeting chaired by the host president of Angola trying to mediate on the standoff between Uganda and Rwanda. A probable rapprochement?

WHY IT MATTERS: The accusations that Uganda and Rwanda accuse each other may be the underlying issue which may be a hurdle to a probable rapprochement between Museveni and Kagame.

Analysts argue that the Chairman of this memorandum of Understanding between Kagame and Museveni may reach the heart of the issue that has caused the standoff between Kigali and Kampala for months: accusations of wanting to stabilize either country. Rwanda accuses Uganda of arresting, jailing and torturing its citizens illegally, the accusations Kampala denies and brands thems as ‘groundless’. Kampala says that it only ’rounds up’ troublemakers. Another accusation that analysts see that the Angolan president should be dealing with appropriately is the actions said to host rebels wanting to destabilize either country.
Rwanda accuses Uganda of hosting Kigali’s administration opposition members such RNC officials. Rwanda also goes far by saying that Uganda even trains the anti-Kigali regime members, FDLR, in the eastern DRC. Uganda also rejects these accusations as ‘groundless’. Since February this year, Rwanda and Uganda have had frosty ties which led to the trade standoff between Kigali and Kampala. Both countries are said to have suffered financially, especially their citizens which rely heavily on the mutual exchange of the goods between the two countries. Burundi security ministry calls for calm before 2020 elections
A
mong the ongoing standoff between adherents of some political parties, the Security Ministry has called for calm as the 2020 elections are nearing. This was said yesterday by Pierre Nkruikiye, the spokesperson of the Ministry. Pierre Nkurikiye urged political parties leaders to avoid double language during this period leading to 2020 elections. Nkurikiye regrets that there are leaders of political parties who hold soothing and unifying speeches in the media or during public meetings but who, unfortunately, spread unwholesome teachings during secret meetings. Such messages, he said, are at the root of the cases of violations witnessed in recent days in some regions of Burundi.

Refusing to comply with local authorities’ regulations. Among these aggressions already noted by the police are the refusal to comply with the orders of local authorities and cases of political party activists who want to replace security services by asking for identity documents to passersby. The Ministry of Public Security also notes cases of offices demolition of political parties and fights between CNDD-FDD and CNL party members in some localities in Muyinga, Kirundo provinces, Ngozi, Rumonge and Bujumbura rural. Commissioner Nkurikiye, however, points out that the alleged perpetrators of these offenses have been arrested and are being prosecuted. The Security ministry urges young people to respect local authorities, to remain calm, to get down to development work and to follow the example of the leaders of political parties at the highest level who maintain good relations.

19 people killed in Uganda after a fuel tanker explosion

ccording to Uganda Police statement, the incident occurred when a fuel truck which was on its way to the Democratic Republic of the Congo from Kenya, went up in flames after losing control and crashing into the traffic of three cars killing several people instantly in Kyambura Trading Centre, Rubirizi District (western Uganda).

It’s not the first time such an incident to happen in Uganda In 2002, 70 people were killed when an oil truck rammed into a bus in Rutoto, less than 50km from Kyambura. And in 2013, 33 people died in an explosion after a fuel truck overturned – many having rushed to the scene to siphon fuel. The accident in Uganda came eight days after a fuel truck exploded in Tanzania . The fireball engulfed a crowd thronging to collect petrol from the wrecked vehicle, leaving around 100 dead.

Burundi: Cases of freezing the exiles’ assets brought before the EAC Court
Burundian cases of exiles’ assets frozen by the government have been brought before the East African Community Court of Justice.

HE BIG PICTURE: Burundi took the decision to seize the assets belonging to political exiles since 2015 when the failed coup attempt was launched by a small group of politicians seeking to overthrow the ruling party’s(CNDDFDD) government.

The group of lawyers for the defense of the victims of crimes of international law committed in Burundi, CAVIB, brought complaints before the court of justice of the East African Community concerning the case of the seizure of the assets such as furniture and buildings of the political leaders in exile, r eported the magazine reporting about refugees.
The Burundian government accused these owners of being involved in the failed coup attempt of May 2015, amid protests against the re-election of the current Burundian president, Pierre Nkurunziza.
After the coup attempt failed, some political figures fled the country, since then, the Burundi

that they preferred to go directly to the EAC Court of Justice “It is a measure that comes just to pillage the assets of people who havemanifested their opposition to the reelection of the incumenbt president and who took side for the respect of human rights in Burundi,” the lawyers said.

According to these lawyers, this decision to seize property is a plundering because it is a decision taken in serious violation of several constitutional provisions of domestic laws.

This group of lawyers calls for the decision’s revocation of the Attorney General of the Republic of Burundi and the Supreme Court that seized the assets of some opponents of the Burundian government.

Burundi National Security Council issues key decisions to tighten security Burundi National Security Council, in its meeting of August 16, 2019, appreciated the security situation within the country and on its borders, according to a statement released from the meeting.
T
he Council, led by the President of the Republic, Mr. Pierre Nkurunziza, thanked the entire Burundian population, the security authorities, the judiciary, the administration and the joint security committees that contributed to that tightening of security. The Council has taken several measures to further improve security. ‘Make national security one’s own’ Among other things, the permanent secretariat was asked to organize, jointly with the Ministry of the Interior, the popularization of the national security strategy among political party leaders, in turn, with their activists, and especially with young people affiliated with their parties. The Council regretted the fact that several leaders of authorized political parties are unaware of the content of that national security strategy. ‘Traders called on to take food prices down’ The Council also called on the Ministry of Commerce and other trade actors to suspend or punish traders who charge very high prices for food products while production has been well and abundant. The shortage and rising prices of certain drinks produced by BRARUDI (Brewery and Lemonade processing) were also criticized by the Council, which suggested that those responsible for such a situation be punished. ‘FOREX traders warned’ FOREX (Foreign Exchange) traders have been accused of being at the origin of the depreciation of the Burundian currency against the foreign currencies. The National Security Council asked the
ministries in charge of Finance, Commerce, Justice, and Security, as well as the BRB (Central Bank) to collaborate to severely punish those currency exchangers who are causing economic woes in the country. ‘Banks warned’ As a result of the very high-interest rates charged by some banks on the clients’ loans, some people fail to run their projects and become rather bankrupt, according to the National Security Council. Some recipients of such loans even sell their assets and properties, and families are sometimes dislocated. The Ministry in charge of Finance and the BRB have been called on to sit together with those banks to find a solution to that issue, in a period not exceeding two months.

‘Mining industry’ The National Security Council also deplored the non-compliance with the law and the agreements signed by the mining and the rare earth companies.
It recommended that the Ministry of Energy and Mines to closely monitor the situation in order to take appropriate measures against companies that violate conventions signed with the Government of Burundi or that conceal the amount produced in making false reports. In order to promote local businesses, the National Security Council expressed the support of the Burundi government to the FOMI chemical fertilizer manufacturing company, which has already made a remarkable step in this area. The Council asked the Ministry in charge of Agriculture to support the company so that it can increase its production in quality and quantity. The same ministry should also request parastatals, including OTB, SOSUMO, INTERCAFE, ISABU and other private companies importing chemical fertilizer, to purchase from FOMI to reduce the use of foreign currencies.

If you spend enough time on Internet, wherever you are in the world, there are possibilities that one day you stumbled upon videos of American Got Talent, Britain Got Talent or from one of many other franchises of the Show created by Simon Cowell. Now we have an East Africa Got Talent, People are asking why Burundi or South Sudan are not featured on the show.

any of us [Burundians] have dreamed to see a Burundian on this “Greatest stage of the world”, that was before we heard that there is an “East Africa Got Talent” coming in. However, how angry and pissed off we were to hear that Burundi was not part of it.
Even though everyone would be tempted to answer this question with political arguments, and as always exploring the Rwanda-Burundi conflict, adding to that the executive producer is a Rwandan, I will try to answer this question “Why Burundi is not Part of East Africa Got Talent” by using TV business-related arguments.
