018 was an exciting year for the Port of South Louisiana. Perhaps the most important milestone of the year was the endorsement of the proposal to deepen the main channel of the Mississippi River to 50 feet by the US Army Corps of Engineers. In August, the Corps determined the increase of the river via dredging from Baton Rouge to the Gulf of Mexico would result in average annual benefits of more than $100 million to the nation’s economy, compared to average annual costs of $17.7 million. The Mississippi River is the second most productive river transportation system in the world, behind only the Yangtze River in China, so it is crucial that improvements be made to continue that success and the benefits to our country. The next step toward the dredging of the Mississippi River is up to Congress acting on the Corps’ recommendation to appropriate $237 million in funding in the 2019 fiscal year budget. With this recommendation, we are closer to seeing the dredging of the river become a reality. We had two large project announcements this year, both big wins for the Port of South Louisiana and St. James Parish. In April, a site in St. James was selected for a $9.4 billion chemical manufacturing complex for Formosa Petrochemical Corp. The facility will be operated under its subsidiary and Louisianaregistered company, FG LA, LLC to produce ethylene, propylene, ethylene glycol and associated polymers. Then in November, Wanhua Chemical Group Co. Ltd. announced the development of a $1.25 billion chemical manufacturing complex in Convent, Louisiana. Construction of the plant, which will produce methylene diphenyl diisocyanate, is anticipated to be completed by the end of 2021. to assisting them in the construction and operation of the new facilities. This year, the Port of South Louisiana also celebrated the 25th anniversary of operations of our transshipment center, Globalplex Intermodal Terminal. Founded in March 1992, Globalplex is currently a 335-acre multipurpose terminal handling, on average, 1.1 million tons annually. Present tenants of Globalplex are Evonik, Pinnacle Polymers, NATCO, ADM, CRC, Barton Mines, Baumer Foods, Lafarge Holcim and Associated Terminals. Globalplex’s transformation into a world-class facility has been remarkable. The Port of South Louisiana has invested over $104 million in construction, upgrades and improvements to the terminal and we continue to support new additions that will attract future tenants and users. The Port of South Louisiana Executive Regional Airport has seen an increase in traffic thanks to many executives and contractors preferring it as an alternative to landing at and driving from the Baton Rouge and New Orleans airports and, as a result, plans and projects were developed this year to improve the terminal. For instance, upgrades slated for next year are: the entire length of the airport’s runway will be completely resurfaced; the construction of a new T-hangar for private and business usage will begin; and airport security will be enhanced with an expansion of perimeter fencing and additional camera locations. The Port of South Louisiana is actively engaged in supporting the transformation of our airport into a technologically sound and safe travel option for regional business clientele. With 2018 behind us, we give thanks for the successes we have achieved and we look forward to the challenges of the year to come. •

The Port is charged with a mission to promote maritime commerce, trade and development, and to establish public and private partnerships for the creation of intermodal terminals and industrial facilities.
The Port’s philosophy of development is to entice companies to set up regional operations within its boundaries. The Port serves primarily as a “landlord” port to more than 30 grain, petroleum and chemical companies. Exceptions to this are the port-owned world-class intermodal Globalplex facility, SoLaPort, and the St. James Westbank property.
Within the Port’s jurisdiction, there are seven grain elevators, multiple midstreaming operations, more than 40 liquid and dry-bulk terminals, the Globalplex Intermodal Terminal and the Port’s Executive Regional Airport.
GOVERNANCE
The Port is under the jurisdiction of the state of Louisiana and authorized by the state constitution. A 9-member board of commissioners directs the Port; all of them are unsalaried and are equally representative of each of the three parishes.

The ports of South Louisiana, New Orleans, Baton Rouge, St. Bernard and Plaquemines make up the world’s largest continuous port district. They are responsible for moving one-fifth of all U.S. foreign waterborne commerce.

The Port covers a 54-mile stretch of the lower Mississippi River between New Orleans and Baton Rouge. The Port begins at river mile 114.9AHP near the Louis Armstrong New Orleans International Airport and winds through St. Charles, St. John the Baptist and St. James parishes. MUST-DO NO. 1:
Step inside most picturesque plantation homes of the South The iconic plantation homes of St. James Parish have been immortalized in film, television and print for decades. One look at their majestic beauty and antebellum architecture, and it’s easy to figure out why directors, producers and photographers are drawn to these historic locations. Located on the west bank of St. James Parish in the town of Vacherie, Oak Alley Plantation is best known for its signature feature — an 800-foot long oak-tree canopied walkway to the main house. Designated as a National Historic Landmark, Oak Alley has been the backdrop for scenes in movies like Interview With A Vampire, TV soap operas like Days of Our Lives and even a Beyoncé music video. Built in 1839, Oak Alley stands as an example of Greek Revival architecture, including 28 columns on all four sides of the house that correspond with the number of oak trees marking the famous walkway. Within walking distance of Oak Alley is St. Joseph Plantation, which was built in 1830 and features 16 registered live oaks trees on site. Double-wide French doors provide cross-ventilation for the home’s 16 rooms. St. Joseph Plantation has been the setting of the Oprah Winfrey Network scripted series Queen Sugar, Twelve Years a Slave, Skeleton Key, and many other famous productions. Each October through November 1, visitors can experience reenactments of the 18th and 19th century Creole tradition of mourning the dead through “The Mourning Tour.” The house will be “dressed in full deep mourning.” For more information on tours, visit stjosephplantation.com. Just down from Oak Alley stands Laura Plantation — a restored Louisiana Creole Plantation — which dates back to 1804 when Revolutionary War veteran Guillaume Duprac was granted this parcel of land by then-U.S. President Thomas Jefferson. The guided tours — which start every 40 minutes during open hours — at Laura Plantation are criticallyacclaimed, offering historical context of the time while debunk-
ing myths of daily life in the South during the 1800s. A glimpse into the way things were back then at Laura Plantation is illustrated during the tour through the stories of four generations of Creole women — both free and unfree — who lived there. Show Santa the way at Festival of the Bonfires Louisiana is the land of festivals. More than 400 recognized festivals crowd the calendar each year. With that established, arguably no festival matches the pageantry and uniqueness than that of the annual Festival of the Bonfires at Lutcher Recreational Park on Highway 3193. Thousands of patrons will congregate on the grounds during the second full weekend of December each year and partake in events like a Gumbo Cook-Off, various pageants, a 5K run walk and an antique car show. All the while, the typical festival staples of Cajun/ Zydeco live music acts, food ven-

dors and crafts merchants are available to be enjoyed. The showcase, however, is the nightly lighting of the Bonfires along the levee of the Mississippi River — a tradition that dates back centuries. Refuel at area restaurants After spending time exploring all St. James Parish has to offer culturally, odds are there’s gonna be a rumble in your stomach. So why not check out what St. James has to offer culinarily? Not surprisingly, the area features fantastic options for world-famous seafood and traditional South Loui-
siana cuisine. Owned by the Breauxs, a family filled with generations of fishermen, B&C Cajun Seafood Restaurant in Vacherie (2155 Hwy 18, bncrestaurant. com) is right next to Laura Plantation and a mere three miles from Oak Alley and St. Joseph Plantation— making it a popular spot for out-of-towners. Start things off with the Cajun Breaux Sampler and thank us later. For those not in-the-know, that’s a sharing-size appetizer of fried catfish, crawfish kickers, alligator, boudin croquettes and hushpuppies. Moving onto entrees, the grilled catfish or the Tommy Breaux Special Frog Legs are always a winning choice. Staying and dining in Vacherie, Chenier’s Seafood & Market (22114 Hwy 20, 225-265-1702) features some of the best boiled crawfish, shrimp and crabs while in season. Wanting some smoked andouille sausage and Cajun dishes? Stop by Spuddy’s Cajun Restaurant (2644-LA 20, 225-265-4013). his past October, the Ports Association of Louisiana (PAL) selected Jennifer Marusak as its new Executive Director. With a diverse background in transportation and governmental affairs, Marusak said that in this position, she hopes to draw more attention, civically and politically, to the vital role Louisiana’s port industry serves to the state and to the nation. “It sounds cliché,” she said, “but the moniker is accurate — this is the industry that drives all industries in Louisiana. We need to bring that to the people, to really tout the industry — not just individual ports — but the entire industry as a whole.” PAL is a nonprofit organization devoted to supporting the port industry through fostering relationships and communication between Louisiana ports, facilitating legislative efforts and representation towards policies supporting the interests of its members, promoting publicity efforts and research, and fostering economic development within Louisiana. A native of Natchitoches, Louisiana, Marusak is an alumnus of the University of Louisiana at Monroe, where she earned her B.A. in Criminal Justice and her M.A. in Mass Communication/Media Studies. Over the last twenty years, she has served in leadership positions including: Vice President of Government and Infrastructure of the Monroe Chamber of Commerce, Legislative Affairs Director at former Governor Mike Foster’s office, Executive Director of the Louisiana River Pilots

Association, Confidential Assistant to the Secretary of State’s Office, Communications and Legislative Affairs Director of Driving Louisiana Forward and, most recently, Vice President of Governmental Affairs of the Louisiana State Medical Society. “We’re very excited to bring Jennifer on board,” said Ports Association of Louisiana President Drew Heaphy. “She’s got a lot of knowledge in transportation and is bringing a lot of new and fresh ideas to the Ports Association.” On Marusak’s fervor for increasing public consciousness about the port industry, Heaphy said, “I think Jennifer is really going to be able to bring a new level of awareness to citizens and politicians that ports are an economic driver to the state of Louisiana.” In her interview for the Executive Director position, Marusak says she proposed a grassroots effort to the executive committee, referencing her experience in former Governor Foster’s office, in which she visited civic groups in 62 of the 64 parishes on his behalf. “I proposed going to civic groups and talking in the community — stepping outside of the industry,” she said. “I’d like to go in and have the port directors with me, invite the legislators, get the community fired up. And discuss the industry as a whole while highlighting what that specific port is doing in that community. When you get the legislators support, you get their constituents’ support as well. Which translates into bigger and more investments for the ports program.”
Director of West Calcasieu Lynn Hohensee said that though they had a lot of promising candidates, the executive search committee felt that in Louisiana’s current maritime climate, the Association would benefit most from Marusak’s specific skill set. “Jennifer has demonstrated experience working in transportation, but she also has very strong communication skills,” he said. “I feel that she really has the ability to bring to voters the message of how important these ports are in the economy of the Pelican State.” Ultimately, Marusak said that she hopes to personalize the perceptions of the port industry. “At the end of the day, it’s about people, not just steel and industry,” she said. “It’s about jobs, the economy, the quality of life for everybody in the state. If we didn’t have our port system, you wouldn’t have your neighbors. You wouldn’t have your community.” •

he Port of South Louisiana’s original “Master Plan” — a multi-phased effort begun in 2011 that identified improvements, renovations and additions necessary to fully-utilize the St. John Airport for the clientele they intended to serve — is complete. But that doesn’t mean progress has been grounded. Not even close. In mid-October 2018, the Port approved several initiatives to add new facilities or improve existing ones in a continuing effort to make the Port of South Louisiana Executive Regional Airport an attractive alternative landing/takeoff spot from the airport in Kenner for private aircraft travelers seeking to check on their business operations in and around the Port. The highlight of these green-lit projects calls for the construction of 10 “T-Hangars,” all of which will be housed in a single building. This

joint partnership project between the Port and the Aviation Section of the Louisiana Department of Transportation and Development will outfit the airport with hangar space that’s available for the public to lease through the Port — a benefit that wasn’t available as of two years ago, since every other hangar on the grounds at that time was privately owned. These 10 T-Hangars are scheduled to be ready for occupancy by April 2019. “The benefit and amenity (of these hangars) is that they are for individual use and offer privacy, in contrast to larger “Box” hangars that house multiple aircraft together without any separation,” said Airport Director Vincent Caire. “The T-Hangars will be owned by the Port and leased on terms convenient to aircraft owners flying not only in the River Parishes, but throughout the greater New Orleans area. These T-Hangars are perfectly
positioned aircraft storage facilities for businesses in or between the cities of New Orleans and Baton Rouge.” The T-Hangar announcement comes on the heels of another hangar addition. In 2017, the airport opened its first public transient hangar — conveniently named “Hangar 1” — which is suited for the aircraft of daily and overnight visitors and equipped to handle every foreseeable need of the traveler and flight crew. The $600,000 hangar protects aircraft from the array of dubious weather found in South Louisiana and features storage units for passenger property and restrooms. At the time, Caire affectionately called the public hangar, an “Aircraft Hotel.” Every dollar spent on the airport — be it maintenance, capital projects or grant funding from the FAA or LaDOTD-Aviation Section — is an investment in the local economy,” Caire said. “The easiest way to put it
in perspective is to think of it this way: An airport is listed in a national directory used by pilots, flight crews and passengers. That book is called the Airport Facility Directory. This listing is published by the FAA and advertises operational improvements of every public airport in the United States. Our improvements and services are added to the directory and, as a result, use of this airport will increase over time. “This doesn’t happen overnight,” Caire continued, “but as pilots and flight crews become familiar with these published improvements, our proximity to the River Parishes, New Orleans and Baton Rouge becomes an alternative to other airports where aircraft operations are less convenient to ground locations, and far more expensive.” Beyond the 10 hangars, Port officials also set in motion efforts earlier this year to improve their existing security network — specifically to add more perimeter fencing along with more security cameras — and to extend the taxiway leading to the runway. Currently, the Airport features two taxiways — one on the north end of the airport, one on the south end of the airport — that
individually measured less than half the distance of the 5,150-foot runway. The extension bridged the two taxiways into a single access path measuring the same distance as the runway. During the construction phase of this project, flight operations continued without delay or operational hinderance. “Convenience and time savings,” Caire answered when asked about the pluses of taxiway work. “For a business airport, a well-planned taxiway layout reduces the operating cost of an aircraft on the ground by providing more direct access to the runway, preventing traffic congestion on the ground.” In late October 2018, Port of South Louisiana Executive Director Paul Aucoin announced in a statement a few airport projects that are planned for the next 15 months. The aforementioned runway — whose extension five years ago was a phase in the Port’s original “Master Plan” once it gained day-to-day operations of the airport — will be completely resurfaced. In addition, excessive tree growth north of the airport will be trimmed as to not to interfere will takeoffs and landings. The project will be funded by the FAA and the La. DOTD. •

ust more than a year ago, Pin Oak — a highly anticipated liquid marine terminal — opened with 4 million barrels of fully-leased storage capacity and an operational deep-water ship dock at the Port of South Louisiana. Now, it has sold to MPLX LP, Marathon Petroleum Corporation, for a cool $450 million. The site, located at mile marker 144.1 on the Mississippi River in Mt. Airy, officially opened in August 2017 after a 14-month construction project responsible for employing hundreds of River Parish residents. The project was reported as completed without incident. Boasting one dock, a two-bay truck rack and four tanks with a holding capacity of 424,000 barrels of refined products and biofuels, the terminal grew out of support and collaboration between Pin Oaks LLC and the Port of South Louisiana, St. John Parish officials, Louisiana State

Government, local residents and contractors, and key investments by Mercuria Energy Group Ltd. Mike Reed, CEO of Pin Oak Holdings, recently confirmed. “Marathon has taken over all operational controls and all related commercial and development activities at the facility. As part of the transaction, Pin Oak will retain an economic interest in the facility.” Pin Oak is a privately held partnership between Dauphine Midstream and Mercuria Energy Group. SUBMERGED INFRASTRUCTURE
The continued growth of the liquid bulk export terminal is key to the business development plans of the River Regions and the Port of South Louisiana. Now that Marathon has purchased a controlling interest in Pin Oak, Port leadership remains confident in the project that they’ve sup-
ported from the beginning. As the largest tonnage port in the western hemisphere, the Port hosts over 4,500 oceangoing vessels and more than 65,000 barges each year. Five port-owned facilities in St. Charles, St. John the Baptist and St. James parishes have made the Port a “premier sea gateway for U.S. export and import traffic,” according to the PSL website. The partnership with Pin Oak is sure to heighten the Port’s status as a worldclass complex for bulk and cargo. It was the objective of Pin Oak to develop a full-service transportation hub on the Mississippi River, building off of the extensive pipeline infrastructure and global trade. With more than 87 percent of total imports oil and gas, Port of South Louisiana leads the nation as one of the top energy transfer ports. “With Pin Oak Mt Airy, Pin Oak established a PILOT program with the Port as its sponsor and worked together with other key community stakeholders to forge a successful partnership,” said Reed. “Pin Oak is very grateful to have had the opportunity to work with the Port of South Louisiana in such a tremendous, win-win partnership. We look forward to finding more ways to collaborate again in the near future.” FULL STEAM AHEAD
With permits in hand, growth is in the future for Pin Oak Terminal. The facility has the capability to expand its storage capacity to 10 million barrels and is permitted for construction of a second deep-water ship dock under Marathon leadership. ANOTHER POSITIVE FINANCIAL AUDIT FOR THE PORT

Port of South Louisiana’s “vital signs” maintain strength after a new, independent audit shows increases in revenue.
A
recently completed audit keeps financials transparent for stakeholders. Independent audits are an essential part of financial reporting for Port of South Louisiana, where a wealth of economic development resources and pioneering intermodal transportation lines foster growing relationships with major ports integral to the complex global trade market. The Port is an independent subdivision of the state of Louisiana governed by a Board of Commissioners consisting of nine members appointed for a four-year term. The Port is reported as a stand-alone entity, and does not provide financial benefits on local government nor impose financial burdens. For this reason, the Port’s funds are accounted for as an enterprise fund — a self-supporting government fund that sells goods and services to the public for a fee. Professional accounting corporation Kushner LaGraize, LLC, recently completed the newest audit for the Port. It is their job to obtain reasonable assurance that the financial statements and other supporting information are free of material misstatement. The 14

past several years have seen successful audits, and this report is no different. This is largely due to the Port’s Finance Department, which keeps meticulous financial records to allow for the audits to be completed smoothly. Before his current post as Executive Director of the Port, Paul Aucoin served on the board of supervisors for the University of Louisiana system that governed nine universities in the state. Aucoin served as Chairman of the Audit Committee and is a firm believer that “the audit is the vital sign of the entity. A good audit means you have a healthy entity and a bad audit means you have an unhealthy entity. We have a healthy port, and I’m proud of that,” Aucoin said. Paul added that auditors Kuschner LaGraize praised the Port’s Finance Department for the thorough work they contributed to the audit. “I would like to commend Port Finance Director Grant Faucheux and his staff on the wonderful job they did and do on a daily basis in managing the Port’s finances,” Aucoin said. The independent auditor’s report, on public record, highlights several wins for the Port in the fiscal
year ending April 2018. The Port had a net increase of approximately $5.8M. The Port’s total operating revenue increased by three percent to approximately $15.7M and total operating expenses decreased by six percent to approximately $15.1M. The report sites an increase in dockage, wharfage and rental revenues as the cause for this upswing. The audit is conducted in compliance with accounting principles accepted in the United States and represented in a 60-page report inclusive of the independent auditor’s analysis, port management’s discussion and analysis, financial statements and additional supplementary information about pensions. T
he Port of South Louisiana is now part of a growing legacy to provide education and training for personal development in the field of port management. The International Association of Maritime and Port Executives, IAMPE, conceptualized and launched the multi-level continuing education program that accredits and trains port executives and managers so that they can do a better job. “A particular interest is that there is a whole new generation of port people coming up out of different industries that are good managers, but are not that familiar with the port industry,” said Capt. Jeff Monroe, Director of Education and Training and IAMPE. The IAMPE is a non-profit educational institution that 16

hosts management seminars and provides professional certification to port and maritime managers at sites designated as educational partners around North America. In developing, and continuing to update the educational format, the IAMPE focuses on practicality. “We dove into the aspect of finding and recognizing how broad the industry has gotten and how many innovative things are going on,” said Monroe. The result is a 36-hour immersion program that includes everything from finance to media relations. After an additional 16 hours of continuing education, like the seminar recently hosted at the Port of South Louisiana, participants are awarded the gold standard, Accredited Marine Port
Executive, or AMPE. Port of South Louisiana Executive Director Paul Aucoin and Chief Operating Officer Dale Hymel have recently completed the 16 hours of continuing education. “We are very pleased with our association with the IAMPE and to be designated an Executive Management Educational Partner,” said Paul AucoinAMPE, Executive Director of the Port of South Louisiana. “We look forward to working with the Association on future educational opportunities to further enhance the professionalism of the port and terminal industry.” The Port of South Louisiana is a 54-mile port district on the Mississippi River between New Orleans and Baton Rouge, encompassing the parishes of St. Charles, St. John the Baptist, and St. James with what the industry calls “blue water and brown water.” This diversity makes the facility a strong location to host continuing education that backs away from the local politics to educate participants in global logistics. IAMPE and its educational partners rely on the diverse backgrounds and experience levels of attendees to add value to the program. Attendees will draw knowledge not only from the seminar material, but also from other attendees in the program. IAMPE works to keep cost of attendance as low as possible, and seminars average between 10-15 people per session. •

The new Water Resources Development Act increases the U.S. Army Corps of Engineers’ support of crucial waterways through efficient project development delivery.
C
ongressman Garret Graves, a Republican member of Congress representing Louisiana’s Sixth Congressional District, recently backed a bill that President Donald Trump has signed into law titled the Water Resources Development Act (WRDA). The Act — which garnered bi-partisan support in Congress and is designed to increase the U.S. Army Corps of Engineers’ (USACE) sup-

port of initiatives like flood and storm defense and coastal restoration — will be largely beneficial to our ports and other industries that rely on efficient waterways. There are a number of important provisions in the bill, including one that relates to the development and delivery of projects in Louisiana that have already been approved by Congress, but that are stuck in either a study process or a planning,
engineering or design process. “These projects, in many cases, are essential,” Graves said. “So we have a provision that looks at the viability of moving the U.S. Army Corps of Engineers’ mission to a different agency.” As of now, the Secretary of Defense oversees the USACE’s mission. However, Congressman Graves suggests that the USACE’s responsibilities would be bet-

ter administered through an agency where it can be a priority, such as the Department of Transportation or the Department of the Interior. “Our Secretary of Defense is responsible for ensuring our national defense,” Graves said. “As important as I think it is to deepen the Mississippi River, restore the coast of Louisiana or provide hurricane protection, that can’t be as important as national defense to our Secretary of Defense, and I don’t think that the mission is compatible.” Another provision in the bill relates to ports and dredging, providing for a five-year operation and management contract. This provision puts the onus on the industry, rather than the USACE, to maintain navigational certainty. “In many cases, dredging is done on an annual spot basis,” Graves said. “Instead of spending all this money on mobilization and demobilization costs, like we do now, and being so reactive, we can effectively have a dredge that constantly works a region by lumping navigation channels in together and providing long-term contracts.” The WRDA is beneficial to South Louisiana in a number of ways. First, it will expand on the ability of non-federal interests to take the lead on building projects (with the USACE as the granting
agency) to complete more projects at a fraction of the cost. Secondly, the WRDA allows for non-federal entities to effectively use the USACE’s regulatory process so that funds can be better utilized. The Act does so by saying that if a project has already been approved from a regulatory perspective for the USACE, then the state or local authority can use that same process as if they were the USACE implementing the project. Yet another benefit to South Louisiana is a provision that requires the USACE to accept the lowest form of acquisition that’s still compatible with a project — i.e. accepting donated land through project easements rather than requiring a fee title. According to Graves, the priority now is to focus on the most important provisions in the bill, in order to see on-the-ground benefits in the next year. The most critical projects in Louisiana involve the restoration of the coastal wetlands and coastal ecosystem. “We have projects that we’re working on right now that have to do with hurricane protection that are fully funded, such as deepening the Mississippi River to handle the larger mass flows tracing the Panama Canal, and it’s all about implementation,” Graves said.
“We appreciate Congressman Graves’ support of the WRDA bill; more importantly, we appreciate his efforts to dredge the mouth of the Mississippi River to 50 feet and to keep it dredged to that depth,” said Port of South Louisiana Executive Director Paul Aucoin. “Dredging the mouth of the River is important to the entire country, not just to Louisiana.” The Act will provide Louisiana with about $500 million in credit for coastal restoration projects, which can be used by the state in lieu of cash-cost shares required by the state. This means that the state of Louisiana will get credit for work on authorized projects that have already been completed (without waiting on the USACE to advance them), and will then be able to use those credits against cost share on other restoration projects. Ultimately, the theme of the bill is to recognize that there is a $100 billion backlog of USACE projects that have been authorized by Congress for construction. “It’s all about truly delivering on these projects; to move dirt,” Graves said. “In the state of Louisiana, we’ve lost 2,000 miles of our coastal wetlands. Finding better ways to move these projects forward for the resilience of our communities is so important, not just here, but around the United States.” •

Gulf Intracoastal Canal Association Ensures Safe, Reliable and Efficient Gulf Coast Waterways
W
ithout the Gulf Intracoastal Canal Association (GICA), the Gulf Intracoastal Waterway (GIWW) — a navigable inland waterway that runs 1,050 miles from Brownsville, Texas to St. Marks, Florida and used primarily for barge transportation — may not exist. This inland system of channels and tributaries is vital for efficiently moving raw materials, by-products and finished goods between Gulf Coast ports and major industrial centers both inland and coastal. As the connecting link to the rest of the nation’s 18,000-mile inland waterway system, the GIWW connects the Gulf Coast to other ports as far north as Minnesota and as far east as Pennsylvania. In addition to

providing access to materials that may not be available otherwise, the GIWW — and the companies that operate along the waterway — are important sources of jobs and revenues. LOOKING BACK The story of the GICA began in 1905, when a convention of more than 200 business representatives met in Victoria, Texas, to discuss the feasibility, plans and final construction of an intracoastal canal from Brownsville, Texas, to Donaldsonville, Louisiana. “Those early visionaries recognized the economic benefits of the proposed waterway over existing railroad routes and came together in an effort to address the
need to construct the waterway,” said Jim Stark, president of GICA. During that meeting, they created the Interstate Inland Waterway League and pledged to build a continuous system that would tie together the 18,000 miles of navigable waters extending from the Great Lakes, through the Mississippi Valley, and along the Louisiana and Texas coastlines. The League later became the Intracoastal Canal Association of Louisiana and Texas, and finally, the GICA. The association successfully lobbied to pass the Rivers and Harbors Act of 1925, which authorized a continuous waterway between New Orleans and Galveston. Two years later, the authorization was extended to Corpus Christi and, in 1942, legislation provided for an enlarged channel from Florida to the Mexican border. Today, the GIWW is the third busiest waterway in terms of tonnage (more than 112 million tons of cargo moved through the GIWW last year), trailing only the Mississippi and Ohio rivers. “The GIWW is unique because of its location astride key energy ports and production facilities that rely on the waterway for raw materials and feed stocks,” Stark said. “Additionally, the high value and nature of the cargo carried on the GIWW by barge is unique. Over 69 million tons of petroleum and petroleum products, and 23 million tons of chemicals, are transported each year. This accounts for a value of $90 billion worth of products.” GICA TODAY GICA, a not-for-profit trade association, acts as the voice of the GIWW. It does so by identifying, analyzing and addressing GIWW issues, educating association members and the public about the unique and critical GIWW system, advocating for adequate federal and state funding for maintenance and construction, leading the Gulf Coast Inland Waterways Joint Hurricane

implementing an effective, consistent, safe and expeditious restoration of Gulf Coast maritime commerce following future storms,” Stark said.
Team to prepare for and respond to Gulf storms, and more. GICA currently has about 200 members, including manufacturers, refineries, shippers, port authorities, utilities, city governments, shipyards, tow boat and barge operators, among others. Currently, infrastructure is of the utmost important for GICA and its members. “Locks and dams up the rivers are old, outdated and, due to funding shortfalls, becoming less predictable and reliable,” Stark said. “In Louisiana and Texas, the GIWW has 15 locks or floodgates that directly impact navigation and timely shipping of cargo. The oldest in our system is the Inner Harbor Navigation Canal (IHNC) Lock, built in 1923. It should be replaced by a modern structure that can better handle today’s shipping.” A recent successful project for GICA involved developing an alternate route for towboats to navigate between the east and west sides of the GIWW after the U.S. Army Corps of Engineers (USACE) closed the IHNC lock for three months to repair and replace gates and machinery. Without the lock, towboat captains would have to travel 14 days out of the way to get from east to west. Working with the USACE, the National Oceanic and Atmospheric Administration
and the Coast Guard, GICA led efforts to establish an alternate route, thereby saving time and money. GICA leads the Gulf Coast Inland Waterways Joint Hurricane Team (JHT), which was formed after the devastating hurricane seasons of 2004 and 2005. “Early in 2006, [the U.S. Coast Guard, USACE and the inland barge industry] formally agreed to work together to more fully develop lessons learned from past hurricane seasons and waterways management practices, with the goal of

GICA represents inland maritime interests as plans work their way through the process. “Our industry clearly understands that the coast must be maintained,” Stark said. “Without a coast, there is no intracoastal. And Louisiana agreed that shipping through the GIWW was critically important to the economic health of the entire state. Thus, a partnership is in place to ensure balanced projects to protect and restore Louisiana’s coastal wetland and shores are brought forward, while maintaining navigation.” This kind of effort is not limited to Louisiana and GICA will assist and advise in a similar role as the USACE and Texas General Land Office move forward on plans to protect the Texas coast. •

antai, China-based Wanhua Chemical Group Co. — which researches, produces and sells MDI and petrochemical products worldwide — has announced plans to build a $1.25 billion chemical complex in Convent along the East bank of the Mississippi River. The 250-acre manufacturing site will have deepdraft river access and rail service available to transport the company’s products, which are used in applications such as appliances, electronics, spray-foam insulation, furniture, textiles and footwear. Construction on the new chemical complex will begin in 2019 — with the project generating 1,000 construction jobs at peak activity — and

completion is slated for 2021. The Louisiana project represents Wanhua’s commitment to bring manufacturing to the United States (in addition to China, the company also maintains major manufacturing operations in Hungary) and to enable the company to better serve customers in the Americas. Having the new facility at the Port of South Louisiana provides an economic boon to the local economy by creating 170 new direct jobs with average salaries topping $80,000, plus more than 1,050 indirect jobs in the state. Wanhua chose to build the facility at the St. James Parish site thanks to a competitive incen-
tive package offered by the State of Louisiana, which includes the comprehensive workforce solutions of LED FastStart (the No. 1 state workforce training program for the past nine years in a row). The state also offered the company a performance-based grant of $4.3 million to offset site infrastructure costs, and Wanhua is expected to use Louisiana’s Quality Jobs and Industrial Tax Exemption programs. “Our LED team, joining other state agencies and regional and local partners, has worked diligently with Wanhua to attract this next-generation MDI project,” said Governor John Bel Edwards in a press release issued by the Port of South Louisiana. “Louisiana offers

world-class manufacturing sites, the most productive manufacturing workforce in the U.S., and LED FastStart. Our infrastructure assets enable us to compete for the leading economic development projects in the world.” According to Weiqi Hua, CEO of Wanhua Chemical U.S. Operations LLC, the company will be fully committed to Louisiana’s workforce by engaging with the local business community. In order to achieve its goal of being a good industry neighbor, Wanhua will focus on workforce development, local hiring and a commitment to safe and environmentally responsible operations. Wanhua’s investment in Louisiana will add to the state’s chemical industry — one that generates $80 billion in annual sales, supports more than 267,000 direct and indirect jobs, and benefits from an extensive infrastructure of ports, pipelines, rail and interstate highways. “The Port of South Louisiana welcomes Wanhua into our port, and we look forward to assisting them in any way we can,” said Paul Aucoin, executive director of the Port of South Louisiana. “We look forward to a long and prosperous relationship. Through the Third Quarter of 2018, the Port of South Louisiana’s throughput totals display why it’s a vital economic engine for the River Parishes and why increasing depth levels in the Lower Mississippi River via dredging is so important.
F
or years, the Port of South Louisiana has been a major player in global trade, an oasis of quality jobs for those in the region and an attractive destination for major industries to call home. And judging by the Port’s throughput numbers through this Third Quarter, 2018 will be no different. The longstanding “Largest Tonnage Port in the Western Hemisphere” aims to maintain that distinction as Third Quarter reports show the Port of South Louisiana is once again projected to surpass 300 million short tons of cargo this calendar year. Through the end of the Third Quarter, the Port handled 224.7 million short tons of product from nearly 3,330 vessels – down just slightly from 2017’s record-breaking pace of 228.7 million short tons. 24

But, with grain shipments projected to increase in the fourth quarter, the Port still has a shot to match 2017’s tonnage total of 307.8 million short tons. “Our goal is to always increase our annual tonnage. We are very confident with the numbers (no matter what they may be) because we always expect a huge number; maybe not a new record every year but a huge number,” said Paul Aucoin, the Executive Director of the Port of South Louisiana. “Also, with $25 billion in announced projects coming into the Port District, the tonnage should increase proportionality.” In the Third Quarter of 2018, 75.6 million short tons of cargo went through the Port. That’s up slightly from the 2017 Third Quarter throughput total of 75.1 million short tons. The number of vessels and barges called
in the 2018 Third Quarter compared to the 2017 Third Quarter increased by 4 percent and 12 percent, respectively. The majority of this quarter’s tonnage was represented by 18.1 short tons of Crude Oil (accounting for 24 percent of the throughput quarterly total) and 14.9 short tons of Petrochemicals (accounting for 20 percent of the throughput quarterly total). Corn (12.7 million short tons, 17 percent of the throughput quarterly total) and Soybeans (9.9 million short tons, 13 percent of the throughput quarterly total) rounded out the Top 4 commodities handled within the Port District during the months of July, August and September. A deeper dive into these report numbers reveals a few eye-catching positive trends for a few industries in particular and the Port of South Louisiana overall. For instance, Coal throughput has more than doubled in the last five years — from 7.3 million short tons this time in 2014 to 16.3 million so far in 2018. Steel has also seen an upward trajectory recently. After the 2016 Third Quarter saw the Port handle 4 million short tons of steel, that number inflated to 4.8 million the next year and 5.3 million currently. While pleased with the overall throughput numbers, Aucoin reiterated that guaranteeing this type of positive economic activity in the years to come is somewhat dependent on the mouth of the Mississippi River being dredged to 50 feet, permanently. Aucoin, along with his executive contemporaries at the other Louisiana ports, heads of industry and several politicians, have championed this effort for years — stressing to whomever will listen that dredging the Mississippi River from 45 feet to 50 feet (from Baton Rouge to the mouth leading to the Gulf of Mexico) is imperative to allow safe passage of new Panamax ocean-going cargo vessels. This past August, the Army Corps of Engineers Senior Civil Engineer James Dalton recommended approval of the dredging project, citing that the 5-foot depth increase would generate $127.5 million in benefit to the country’s economy while costing less than $20 million annually to maintain. •

Three major interstate highways connect the Port of South Louisiana to major U.S. markets. Interstate 10 extends across the nation from the Atlantic to the Pacific. Interstate 55 reaches points as far north as Chicago, Detroit, and St. Paul. Interstate 59, which originates near the Portâ&#x20AC;&#x2122;s northern boundary, allows direct entry to cities in the eastern United States. Just within 600 miles are 20 metropolitan area markets in the southeast U.S. accessible via these interstates.
