Todo o mercado da

Com o esgotamento de outras alternativas, a polĂ­tica energĂŠtica orientou-se finalmente, e felizmente, para o autoconsumo e para a eficiĂŞncia energĂŠtica. Como referi em editoriais anteriores criou-se uma grande expetativa, nĂŁo propriamente pelos apoios que possam surgir, mas porque novos programas e legislação aparentam libertar e dar a oportunidade a novos mercados orientados ao consumidor. Acontece que estas expetativas começam a sair frustradas e as empresas estĂŁo a ficar, mais uma vez, em situaçþes complicadas devido a atrasos e a indefiniçþes. No autoconsumo continuam sem sair os regulamentos tĂŠcnicos, existem ainda muitas indefiniçþes tĂŠcnicas que retraem os projetos. Mesmo assim, as empresas tem avançado com o desenho dos seus modelos de negĂłcio. Mesmo sem saber alguns detalhes tĂŠcnicos ĂŠ preferĂ­vel arriscar alguns ajustes mas ir marcando posição junto dos clientes. Aparentemente sĂŁo muitas as propostas de autoconsumo, mas por agora sĂŁo poucos os clientes que decidem avançar. Quanto Ă s Unidades de Pequena Produção (UPP), o primeiro concurso apenas ocupou 77% da capacidade, apesar das reduzidas cotas. É um pĂŠssimo sinal, tendo em conta o acumular de expetativa devido Ă espera resultante da alteração legislativa. Os resultados dos prĂłximos concursos serĂŁo certamente menos concorridos. TambĂŠm ĂŠ um mau sinal de viabilidade econĂłmica para as Unidades de AutoConsumo (UPAC), sendo esta modalidade nĂŁo mais atrativa do que as UPP. Para a eficiĂŞncia energĂŠtica, com o lançamento dos vĂĄrios programas PO2020, foram criadas muitas expetativas. Programas que incluem o autoconsumo, esperando-se que haja algum complemento para tornar o autoconsumo viĂĄvel quando integrado em projetos de eficiĂŞncia. TambĂŠm nesta vertente surge jĂĄ muita frustração. Os modelos de financiamento 100% reembolsĂĄveis para os privados e os atrasos nas definiçþes dos instrumentos financeiros fazem temer pelo realismo de concretização das oportunidades anunciadas. Tal como aconteceu nos Ăşltimos anos, mais uma vez, todo o mercado da eficiĂŞncia energĂŠtica estĂĄ congelado, Ă espera que as entidades responsĂĄveis definam as regras. Parece que mais uma vez, neste setor da eficiĂŞncia energĂŠtica, a maior das ineficiĂŞncias ĂŠ a ineficiĂŞncia de quem define as regras. No tempo da subsidiação ainda podĂ­amos pensar que a ineficiĂŞncia era uma estratĂŠgia polĂ­tica intencional de retração dos mercados, mas com o paradigma atual, em que a eficiĂŞncia energĂŠtica representa criação de valor nĂŁo subsidiado, esta ineficiĂŞncia organizacional ĂŠ incompreensĂ­vel. A limitada resiliĂŞncia das PME nĂŁo se compadecem com esta lentidĂŁo e indefinição. armazenamento energético – inovação e segurança Como é do conhecimento geral, o armazenamento de energia elétrica continua a ser uma dificuldade, nomeadamente quando falamos de grandes quantidades e portanto com aplicação direta aos centros eletroprodutores de energia renovável, como os parques eólicos e muitas centrais fotovoltaicas. Não envolverei neste tema as hídricas, por um lado devido à sua dimensão, por outro, porque estas têm, em alguns casos, a possibilidade de implementar uma solução de armazenagem através de centrais hidroelétricas reversíveis. pellets: um mercado em crescimento A União Europeia tem o maior mercado mundial de pellets de madeira que continua em crescimento. De acordo com os dados publicados pela AEBIOM (Associação Europeia de Biomassa) no seu relatório European Bioenergy Outlook (2014), o consumo de pellets na UE atingiu as 18,3 milhões de toneladas em 2013, sendo o consumo global cerca de 23,2 milhões de toneladas.
