Editorial El mercado ruso se ha mantenido estable durante este año, a pesar de que no va a volver a ser el mercado codiciado de años anteriores, ya que la realidad de la economía rusa cambió. Este verano la demanda de flor se ha mantenido e incluso ha mejorado en comparación con los mercados de USA y Europa. Eso muestra que la economía se va estabilizando y esperemos vaya mejorando en los meses venideros y el próximo año. El trabajo que vienen realizando las fincas para consolidar los mercados de USA, Europa, China y Rusia haciendo que nuestra flor vaya a estos mercados con regularidad, permite asegurar el crecimiento sostenido que requiere el sector. Es importante seguir buscando la manera de bajar costos, mediante la mejora de productividad, no solo en la parte agrícola, sino también en los procesos de logística, transporte, empaque, etc. En esta edición hacemos un recuento de la Feria de Kenya y del gran logro que significó la obtención del record Guiness con el arreglo más grande del mundo hecho con rosas. Hacemos una reseña sobre la importancia del ATPDEA para el Ecuador en relación al mercado de flores en USA. Saludos Fernando Sáenz Director
Российский рынок оставался стабильным на протяжении всего этого года, не смотря на то что он уже никогда не будет таким желанным прошлых лет , так как реальность российской экономики изменилась. Этим летом спрос на цветы оставался стабильным и даже улучшился по сравнению со спросом на рынках США и Европы. Это доказывает, что экономика Росси стабилизируется, и надеемся, что она улучшится в ближайшие месяцы и года. Работа, которую выполняют плантации чтобы консолидировать рынки США, Европы, Китая и России, направлена на создание таких условий, чтобы цветок поставлялся на эти рынки регулярно, обеспечивая тем самым устойчивый рост поставок, которого требует того данная отрасль.

На сегодняшний день важно продолжать искать пути сниженияния расходов, не только путем повышения производительности в сельскохозяйственной части, но и в логистических процессах, транспортировки, упаковки и т. д. В этой статье мы упоминаем о выставке в Кении и ее великом достижении, где была представлена самая большая в Мире композиция из роз, которая была занесена в книгу Рекордов Гиннеса. Так же делаем обзор о важности «Закона о Тарифных преференций Анд и искоренении наркотиков» для Эквадора, в отношении цветочного рынка в США.
Editorial The Russian market has remained stable during this year, although it will not be the coveted market of previous years, since the reality of the Russian economy has changed. This summer the demand for flowers has remained stable, and has even improved compared to the US and European markets. This evidences that the economy is stabilizing and we hope it will keep on improving during the coming months, as well as during 2019. The work that the flower producing farms are carrying out in order to consolidate the markets in the US, Europe, China and Russia, is allowing our flowers to reach these markets regularly and thus ensures the sustained growth required by the sector. It is important to continue looking for ways to lower costs, by improving productivity, not only in the agricultural part, but also regarding the logistics, transportation, packaging processes, etc. In this edition we give an account of the Fair held in Kenya, and of the great achievement that meant obtaining the Guinness record with the largest arrangement in the world made with roses. We review the importance of the ATPDEA for Ecuador regarding the flower market within US. Greetings, Fernando Sáenz

ATPDEA Que beneficios nos ha dejado al país
El Presidente George Bush expidió la Ley de Preferencias Arancelarias Andinas, ATPDEA, (Andean Trade Promotion and Drug Eradication Act) en Diciembre de 1991, como una compensación económica por la lucha contra el tráfico de drogas. Fue un sistema de preferencias comerciales por los cuales Estados Unidos otorgaba acceso libre de aranceles a una amplia gama de las exportaciones cuatro países andinos: Bolivia, Colombia, Ecuador y Perú. El 31 de octubre de 2002 fue renovado, como un reemplazo para la similar Ley de Preferencias Comerciales Andinas (ATPA). El propósito de este sistema de preferencias fue fomentar el desarrollo económico en los países andinos para proporcionar alternativas a la siembra de coca. El impacto de este acuerdo fue el impulso al crecimiento del comercio entre los Estados Unidos y los cuatro países andinos. Las exportaciones estadounidenses a la región aumentaron de US$ 6,463.8 millones en el 2002 a US$ 11,636.5 millones en el 2006; mientras que las importaciones aumentaron de US $ 9,611.5 millones a US$ 22,510.6 millones en el mismo período. A partir del 2006 las principales exportaciones andinas a Estados Unidos en virtud de la ATPDEA fueron de aceite, ropa, cátodos de cobre, flores, joyas de oro, los espárragos y el azúcar. Del total de las importaciones estadounidenses del 2006 en virtud de la ATPDEA, Ecuador representó el 60%, Colombia el 36%, Perú el 24% y Bolivia el 1%.Según un informe de septiembre de 2006 por la United Satates International Trade Commission, el ATPDEA ha tenido un efecto insignificante en la economía estadounidense y en los consumidores, así como un pequeño efecto positivo sobre la reducción de cultivos de drogas y exportación relacionada con la creación de empleo en la región andina. En 2013 Colombia y Perú establecieron un acuerdo comercial con Estados Unidos que fue negociado durante varios años, mientras que Ecuador se retiró voluntariamente del acuerdo, (Decisión desacertada del gobierno de la Revolución Ciudadana). Este acuerdo tenía por objetivo estimular la creación de empleos que reemplacen la producción y tráfico ilícito de drogas. El ATPDEA buscaba la diversificación y el aumento del comercio entre los países de la CAN (Ecuador, Colombia, Perú y Bolivia) y Estados Unidos. En este sentido permitió el

ingreso libre de arancel a cerca de 5.600 productos, dentro los que se encuentran las flores. En 1992, las exportaciones totales de flores alcanzaron los $30 millones; en 2001, ascendió a $229 millones; en 2003, llegó a $294 millones; en 2008, alcanzó los $557 millones y en 2016 fue $787 millones. En este periodo Ecuador se consolidó como el tercer mayor exportador de flores a nivel mundial después de Países Bajos y Colombia. Si bien las preferencias arancelarias terminaron en 2013, las exportaciones hacia los Estados Unidos no se vieron muy afectadas. Ecuador ya estaba consolidado en el mercado americano. Además, a pesar de que Ecuador no firmó un TLC con ese país, como sí lo hicieron Colombia y Perú, en 2014 las exportaciones de flores ecuatorianas hacia Estados Unidos alcanzaron una cifra récord de $184 millones. Las exportaciones de flores (especialmente de rosas) se vieron incrementadas y han ido ganando la aceptación del mercado convirtiéndose en la mejor herramienta para expresar nobles sentimientos entre personas. Fiestas como San Valentín, Madres, Navidad son oportunidades que los americanos aprovechan para expresar sus sentimientos de amor y cariño mediante el uso de nuestras flores ecuatorianas por su color, tamaño y durabilidad en el florero. Podemos decir que la flor ecuatoriana se ha ganado el corazón de los habitantes de muchas ciudades de Estados Unidos. Esto se refleja en que las exportaciones de flores a Estados Unidos representan poco más del 45 % de la capacidad exportable del Ecuador. Con este porcentaje las rosas ecuatorianas han captado el 25 % del mercado americano. La estabilidad del mercado americano ha repercutido en una mejora de precios comparado con Europa y Rusia, por ello debemos seguir trabajando para mejorar condiciones de logística y servicio al cliente para lograr mantener esta penetración e incrementarla. Es de esperar que el gobierno actual, aprovechando las buenas relaciones que ofrece el Embajador de USA, impulse el que se logre un acuerdo comercial de largo plazo para impulsar las inversiones de exportación en nuestro país, que redunde en mayores plazas de empleo y bienestar para muchos ecuatorianos.

Всего в 2006 импорт США согласно ATPDEA составили Эквадор 60%, Колумбия 36%, Перу 24%, Боливия 1%. Такими праздниками как День Влюбленных, День Мамы, Рождество, американский народ пользуется для выражения любви и нежности, выбирая наши эквадорские цветы за цвет, за форму, за долгую жизнь в вазе. Можем с уверенностью сказать что эквадорский цветок нашел место во многих американских сердцах. Как подтверждение этим словам, экспорт цветов в США составляет 45% экспортных возможностей Эквадора. Эквадорская роза занимает 25% американского рынка. Стабильность этого рынка позволила улучшить стоимоcть цветка по сравнению с Европой и Россией, по этому мы должны продолжать работать над улучшением логистики и формой обслуживания клиентов для роста и поддержания этих достижений. Надо ожидать что нынешнее правительство Эквадора, пользуясь хорошими отношениями с посольством США, сможет заключить коммерческое соглашение на долгий срок чтобы дать импульс экспортным инвестициям, которые найдут отражение в увеличении рабочих мест и благосостоянии многих эквадорцев.

ATPDEA what benefits has it left for the country President George Bush issued the Andean Trade Promotion and Drug Eradication Act (ATPDEA) in December 1991, as an economic compensation for the fight against drug trafficking. It was a system of trade preferences through which the United States granted tariff-free access for a wide range of exports to four Andean countries: Bolivia, Colombia, Ecuador and Peru. On October 31, 2002, it was renewed as a replacement for the similar Andean Trade Preferences Act (ATPA). The purpose of this system of preferences was to promote economic development within the Andean countries in order to provide alternatives to the cultivation of coca. The impact of this agreement was the boost in the growth of trade between the United States and these four Andean countries. US exports to the region increased from US $ 6,463.8 million in 2002 to US $ 11,636.5 million in 2006; while imports increased from US $ 9,611.5 million to US $ 22,510.6 million in the same period. As of 2006, the main Andean exports to the United States under the ATPDEA were oil, clothing, copper cathodes, flowers, gold jewelry, asparagus and sugar. Of the total US imports of 2006 under the ATPDEA, Ecuador accounted for 60%, Colombia 36%, Peru 24% and Bolivia 1%. According to a September 2006 report issued by the United States International Trade Commission, the ATPDEA has had an insignificant effect on the US economy and upon consumers, as well as a small positive effect on the reduction of drug crops and exports related to the creation of employment in the Andean Region. In 2013 Colombia and Peru established a trade agreement with the United States that was negotiated for several years, while Ecuador voluntarily withdrew from such agreement, (Unfortunate decision on behalf of the government of the Citizen´s Revolution). The purpose of this agreement was to stimulate the creation of jobs that replace illicit drug production and trafficking. The ATPDEA sought the diversification and increased of trade between the CAN countries (Ecuador, Colombia, Peru and Bolivia) and the United States. In this sense, it allowed the entrance of nearly 5,600 tariff free products, among which were flowers. In 1992, total flower exports reached $ 30 million; in 2001, it increased to $ 229 million; in 2003, it reached $ 294 million; in 2008, it amounted to $ 557 million and in 2016 it was $ 787 million. In this period, Ecuador was consolidated as the third largest exporter of flowers worldwide after the Netherlands and Colombia.

Although tariff preferences ended in 2013, exports to the United States were not greatly affected. Ecuador was already consolidated within the American market. In addition, although Ecuador did not sign an FTA with that country, as did Colombia and Peru, in 2014 Ecuadorian flower exports to the United States reached a record $ 184 million. Flower exports (especially roses) were increased and have been gaining market acceptance becoming the best tool to express noble feelings amongst people. Festivities such as Valentine’s Day, Mother’s Day, Christmas, are opportunities that Americans take advantage of to express their feelings of love and affection through the use of our Ecuadorian flowers because of their color, size and durability in the vase. We can say that the Ecuadorian flower has won the hearts of the inhabitants of many cities in the United States. This is reflected in the fact that flower exports to the United States represent just over 45% of the exportable capacity of Ecuador. With this percentage, Ecuadorian roses have captured 25% of the American market. The stability of the American market has resulted in an improvement in prices compared to Europe and Russia, so we must continue working to improve logistics conditions and customer service in order to maintain our presence within this market and continue to increase it. It is to be hoped that the current government, taking advantage of the good relations offered by the US Ambassador, will promote the achievement of a long-term trade agreement to boost export investments in our country, which will result in greater employment opportunities and welfare for many Ecuadorians.

ESMERALDA BREEDING COSECHANDO ÉXITOS CON VISIÓN DE FUTURO Ana María Quiñones
El laboratorio Esmeralda Breeding, se ha dedicado por más de 20 años a la creación de nuevas variedades de flor de corte y maceta. Actualmente se ha concluído satisfactoriamente la primera etapa del programa y ahora empieza el reto más importante que consiste en mejorar las variedades ya existentes, además del desarrollo de productos diferenciados que superen las expectativas de sus clientes.
Esmeralda Breeding nace como parte de la visión del Señor Peter F. Ullrich (+), quién fundó el laboratorio en el año 1998, como un emprendimiento que lo embargó de pasión y optimismo, pues siempre comentaba: “No importa cuánto nos demoremos en obtener una buena variedad ya que es un proceso que requiere de mucho tiempo y perseverancia, pero estoy seguro que sí vamos a lograrlo”. En un inicio, se realizaron los primeros cruzamientos en una especie ornamental poco conocida llamada Leucocoryne con resultados interesantes, que sirvieron como modelo para extender el programa de breeding a otros cultivos de flores de verano como Hypericum, Gypsophila, Aster, Solidago, Trachelium y finalmente Rosas. Esta visión, sumada a todo el apoyo de la empresa, el equipo de investigación, las capacitaciones, asesorías y participación en varios simposios, han contribuido para mantenerse siempre a la vanguardia con la última tecnología en métodos de mejoramiento genético.
Pioneros en Ecuador, Esmeralda Breeding conforma la primera generación de breeders de cultivos ornamentales de flor de corte. Todos los procesos de mejoramiento genético se llevan a cabo en el país, empezando por la planificación, cruzamientos, selección, evaluación; y finalmente la validación que se lleva a cabo en las diversas regiones, en las cuales se piensa producir y comercializar las diferentes variedades.
Durante esta trayectoria, el equipo ha logrado la creación de más de 100 variedades de flores de verano y rosas que actualmente se producen y distribuyen alrededor del mundo.

El programa de mejoramiento se mantiene activo, con un total de 20 programas de breeding y un grupo de 90 colaboradores especializados y capacitados en técnicas de mejoramiento genético. Principalmente se ha trabajado con métodos de mejoramiento genético clásico y técnicas de propagación in vitro avanzadas.

Uno de los principales objetivos es el aprovechamiento comercial de las variedades florales para conquistar diferentes mercados del mundo. Este nuevo reto es posible gracias al apoyo y confianza de la Sra. Clarisse Ullrich, CEO del Grupo Esmeralda. En un principio, las variedades fueron creadas para ser cultivadas exclusivamente por las fincas del Grupo Esmeralda, a excepción de algunas variedades de rosas que fueron vendidas a clientes selectos que confiaron en el potencial de las mismas.
El equipo siempre mira hacia el futuro y cuenta con el know how, experiencia y madurez para seguir introduciendo y posicionando variedades novedosas, con gran potencial de ser rentanbles en los diferentes mercados. El gran legado y experiencia de Grupo Esmeralda, han permitido que las oportunidades para conquistar el mundo con sus variedades sean infinitas. Después de varios años de trabajar en el campo de investigación y desarrollo, se ha aprendido que la única manera para alcanzar resultados se basa en el trabajo en equipo, confianza, entusiasmo y sobre todo visión.
El trabajo es interminable pero la satisfacción de lograr un acierto con una variedad exitosa es inmensa y gratificante.

ASOCOLFLORES and AgroCheck start partnership
Bogotá, July 2018 – ASOCOLFLORES, The Association of Colombian Flower Exporters, and AgroCheck, credit information supplier and international debt collection agency for the floriculture industry, recently started an exclusive partnership to improve the debt monitoring for Colombian flower exporters. The arrangement will be an important advance for the Colombian flower producers and their portfolio. Having the credit information of new potentials clients is key to achieving secure transactions and avoiding losses in the business. It is also important to remark the service of debt collection offered, Flower´s exporters can secure their business, increase utilities and strengthen the whole model of exportations. During the meeting both ASOCOLFLORES and AgroCheck were convinced that a partnership was the best solution. “Last May I visited Bogotá and Rionegro to discuss about the problems Colombian farms have with non-paying clients and to give a presentation how to improve this”, says Mark Weitjens, director of AgroCheck. “The last three years we noticed that more and more South-American farms became the victim of doubtful debtors. In a lot of cases these were debtors we already known in our database for years with a negative history. Some of them did business with Dutch flower exporters, leaving big debts behind, and starting all over again with a new business entity. A lot of companies in Holland know these debtors now so they start buying flowers in South-America, because nobody knows their history there. But, we are there to help them and I’m sure we will! A simple check in our database can tell if there is positive or negative history known about a debtor and if we don’t know the debtor, we can create an up-to-date credit report.” For AgroCheck this is a great opportunity, Mark explains: “For two years we have several clients from South-America, but the growth was not that big. By working together with ASOCOLFLORES, we can reach a huge market in Colombia and we can prevent their affiliates to do business with doubtful debtors. And this is just the beginning, we aim to create a complete international database for companies in some

of the most important flower producing countries: Holland, Colombia, Ecuador and Kenya. They all supply flowers to the same clients in many different countries. If a supplier has a problem with a client and sends this information to AgroCheck, they can warn other suppliers. Court of Justice of the European Union PRESS RELEASE No 111/18 Luxembourg, 25 July 2018 Judgment in Case C-528/16 Confédération paysanne and Others v Premier ministre and Ministre de l’Agriculture, de l’Agroalimentaire et de la Forêt Organisms obtained by mutagenesis are GMOs and are, in principle, subject to the obligations laid down by the GMO Directive However, organisms obtained by mutagenesis techniques which have conventionally been used in a number of applications and have a long safety record are exempt from those obligations, on the understanding that the Member States are free to subject them, in compliance with EU law, to the obligations laid down by the directive or to other obligations. Unlike transgenesis, mutagenesis is a set of techniques which make it possible to alter the genome of a living species without the insertion of foreign DNA. Mutagenesis techniques have made it possible to develop seed varieties which are resistant to selective herbicides. Confédération paysanne is a French agricultural union which defends the
interests of small-scale farming. Together with eight other associations, it has brought an action before the Conseil d’État (Council of State, France) in order to contest the French legislation which exempts organisms obtained by mutagenesis from the obligations imposed by the directive on genetically modified organisms (GMOs).1 In particular, that directive provides that GMOs must be authorised following an assessment of the risks which they present for human health and the environment and also makes them subject to traceability, labelling and monitoring obligations. Confédération paysanne and the other associations argue that mutagenesis techniques have evolved over time. Prior to the adoption of the GMO Directive, only conventional or random methods of mutagenesis were applied in vivo to entire plants. Subsequently, technical progress has led to the emergence of in vitro mutagenesis techniques which make it possible to target the mutations in order to obtain an organism resistant to certain herbicides. Confédération paysanne and the other associations take the view that the use of herbicide-resistant seed varieties carries a risk of significant harm to the environment and to human and animal health, in the same way as GMOs obtained by transgenesis. It is in this context that the Court of Justice has been requested by the Conseil d’État to determine, in essence, whether organisms obtained by mutagenesis are GMOs
and whether they are subject to the obligations laid down by the GMO Directive. In today’s judgment, the Court of Justice takes the view, first of all, that organisms obtained by mutagenesis are GMOs within the meaning of the GMO Directive, in so far as the techniques and methods of mutagenesis alter the genetic material of an organism in a way that does not occur naturally. It follows that those organisms come, in principle, within the scope of the GMO Directive and are subject to the obligations laid down by that directive. The Court states, however, that it is apparent from the GMO Directive that it does not apply to organisms obtained by means of certain mutagenesis techniques, namely those which have conventionally been used in a number of applications and have a long safety record. The Court nevertheless specifies that the Member States are free to subject such organisms, in compliance with EU law (in particular the rules on the free movement of goods), to the obligations laid down by the GMO Directive or to other obligations. The fact that those organisms are excluded from the scope of the directive does not mean that the persons concerned may proceed freely with their deliberate release into the environment or with their placement on the market within the EU. The Member States are thus free to legislate in this area in compliance with EU law, in particular with the rules on the free movement of goods.
With regard to the question whether the GMO Directive may also be applicable to organisms obtained by mutagenesis techniques that have emerged since its adoption, the Court considers that the risks linked to the use of these new mutagenesis techniques might prove to be similar to those that result from the production and release of a GMO through transgenesis, since the direct modification of the genetic material of an organism through mutagenesis makes it possible to obtain the same effects as the introduction of a foreign gene into the organism (transgenesis) and those new techniques make it possible to produce genetically modified varieties at a rate out of all proportion to those resulting from the application of conventional methods of mutagenesis. In view of these shared risks, excluding organisms obtained by new mutagenesis techniques from the scope of the GMO Directive would compromise the objective pursued by that directive, which is to avoid adverse effects on human health and the environment, and would fail to respect the precautionary principle which that directive seeks to implement. It follows that the GMO Directive is also applicable to organisms obtained by mutagenesis techniques that have emerged since its adoption. Finally, the Court examines the question whether genetically modified varieties obtained by mutagenesis must fulfil a condition laid down by another EU directive,2 according to which a genetically modified variety may be accepted for inclusion in the ‘common catalogue of varieties of agricultural plant species the seed of which may be marketed’ only if all appropriate measures have been taken to avoid risks to human health and the environment. The Court considers that the concept of ‘genetically modified variety’ must be construed as referring to the concept of a GMO in the GMO Directive, with the result that varieties obtained by mutagenesis which come under that directive must fulfil the condition mentioned above. By contrast, varieties obtained by means of mutagenesis techniques which have conventionally been used in a number of applications and have a long safety record are exempt from that obligation. NOTE: A reference for a preliminary ruling allows the courts and tribunals of the Member States, in disputes which have been brought before them, to refer questions to the Court of Justice about the interpretation of EU law or the validity of a European Union act. The Court of Justice does not decide the dispute itself. It is for the national court or tribunal to dispose of the case in accordance with the Court’s decision, which is similarly binding on other national courts or tribunals before which a similar issue is raised. En el cantón Pedro Moncayo de la Provincia de Pichincha (Tabacundo), con la participación de más de 150 empresas florícolas que aportaron con medio millón de rosas cultivadas en las fincas vecinas, para la elaboración del arreglo florar más grande del mundo, un arreglo con la forma de una de las pirámides de Cochasquí, ruinas preincaicas muy cercanas a esta población que comprende uno de los complejos arqueológicos más importantes del Ecuador. El arreglo tenía una superficie de 1100 m2 y un peso aproximado de 30 toneladas, se estima su costo en alrededor de $700.000 (dólares)
