Welcome Letter On behalf of the Secretary of the Army, I’d like to welcome you to the 2016 Army-wide Small Business Professional Training in Norman, OK. I am pleased that so many acquisition professionals have been able to join us for a week of training and leadership development. Our theme – “Building a Sustainable Future Through Changes, Challenges, and Opportunities” – really speaks to the past year of fiscal uncertainty and sweeping legislative changes that present both challenges and opportunities for us and small businesses. After you depart this week of training and development, I believe that you will gain a better understanding of the importance of developing small businesses for the purpose of innovatively delivering the right goods and services to the warfighter at the right time and at the right price as well as the importance of collaboration among all acquisition professionals – legal, contracting, small business, program management. Speaker Biographies Mr. Tommy Marks Director Army Office of Small Business Programs Mr. Tommy Marks was appointed the Director for Army Small Business Programs on April 19, 2015. In this position, he serves as the Army’s lead for small business policy, goals and procedures and represents the Secretary of the Army at congressional committee and subcommittee hearings on small business, historically black colleges and universities/minority institutions (HBCU/MIs), and other small business matters. Mr. Marks serves as the focal point in responding to industrial, congressional, and individual inquiries on small business, HBCUs/ MI, economic utilization and other business matters. He represents the Army in inter-agency communication with the Small Business Administration, the Office of Federal Procurement Policy, the Minority Business Development Agency (Department of Commerce), and other agencies and presidential commissions. Mr. Kenyata Wesley Acting Director Department of Defense Office of Small Business Programs Mr. Kenyata L. Wesley is currently the Acting Director for the Office of Small Business Programs. Mr. Wesley is responsible for the oversight of DoD Small Business Program and Policy to include, DoD SBIR/ STTR, Rapid Innovation Fund, Mentor Protégé, STEM, Small Business workforce reshaping, as well as Outreach, and Indian Incentive Programs. Mr. Wesley was selected in to Senior Executive Service in 2014. Previously, Mr. Wesley served as the Chief Associate Director for Small Business Programs, Mr. Wesley was the Principle Advisor to the CECOM Commanding General/Head of Contracting Activity on Small Business. He also served as the primary liaison between the Army Contracting Command-Aberdeen Proving Ground and CECOM/C4ISR. He served as the primary program manager for CECOM’s Small Business and HBCU/MI program. He had the primary responsibility working with AMC and the Army Office of Small Business Programs (OSBP) to establish and monitor goals and their achievement. Mr. Wesley earned a Bachelor’s degree in Business Administration from Wayland Baptist University in 2001, a Master’s Business Administration from Alaska Pacific University in 2002. He is Level III DAWIA Contracting Certified and is a member of the Army Acquisition Corps. Mr. Wesley is also a proud Veteran of the United States Air Force. Prior to being selected for the CECOM/C4ISR position, Mr. Wesley served as Director/Chief of Contracting for Letterkenny Army Depot. He has held various other assignments to include Deputy for Small Business Programs for PEOSTRI, Contract Specialist for the U.S. Navy NAVFAC at Camp Lejune, North Carolina; Contracting Officer for the Corps of Engineers to include multiple temporary assignments in a contingency environment, Senior Contract Specialist for both DLA and Fort McPherson, Georgia. He has also served as a cost price analyst for Tooele Army Depot Deseret Complex, in Stockton, Utah.

Speaker Biographies Mr. Wesley has received an Army Civilian Achievement Medal for his accomplishments while serving as a senior Contract Specialist for the Army Contracting Agency Fort McPherson, Georgia. He also received several commendations while serving as the Deputy for Small Business Programs at Program Executive Office Simulation Training and CECOM/C4ISR. These assignments have broadened his knowledge of the Contracting and Acquisition career fields to include Small Business. He utilizes this experience in working with diverse customers, to incorporate effective small business participation in their acquisition strategies. Ms. Janice Buffler Associate Director, Subcontracting Policy and DoD Regional Councils Department of Defense Office of Small Business Programs Ms. Buffler has twenty-five years’ experience in Small Business Programs within the Federal government Presently, she is working with the DoD Office of Small Business Programs, where she has been since 2006, first as a support contractor and then as a government civilian. She is responsible for DoD’s subcontracting program, including the reporting of the Department’s subcontracting achievements to the Small Business Administration; developing and recommending policy to improve DoD’s subcontracting compliance oversight, as well as the submission and review processes for reports related to their subcontracting plans. She also oversees the DoD Comprehensive Subcontracting Plan (CSP) Test Program and its management by the DCMA CSP Division. In addition, she provides support to the DoD Regional Councils located across the United States. Prior to joining the OSBP, Ms. Buffler was at the Pentagon Renovation Program (PenRen) where she was responsible for establishing the PenRen Small Business Office and developing its Small Business Program. Functioning as the PenRen Small Business Program Director, she also established a subcontracting program, which included the development and implementation of a data system and an evaluation program to assess prime contractor and subcontractor performance on PenRen contracts for award-fee purposes. Prior to PenRen Ms. Buffler was a Contracts Manager with DMJM/HTB under a construction management support contract for the Department of Labor’s Job Corps Centers. Mr. Kenneth Dodds Director, Office of Policy, Planning, and Liaison Small Business Association Mr. Kenneth Dodds (SES) is the Director of Policy, Planning and Liaison at the Small Business Administration (SBA). His office is responsible for small business government contracting regulations, small business size standards, and small business prime contracting goals for executive agencies. Mr. Dodds has served in many roles at SBA including Director of the Office of Government Contracting and senior attorney in the Office of General Counsel. He is a graduate of James Madison University and received his law degree from the MarshallWythe School of Law at the College of William & Mary.

Speaker Biographies Mr. Carter Merkle OBAN Program Manager Oklahoma Procurement Technical Assistance Center Carter Merkle manages the Oklahoma Bid Assistance Network (OBAN) for the Oklahoma Department of Career and Technology Education. OBAN is a federal cost share program providing small businesses help in seeking government contracts. It is Oklahoma’s statewide Procurement Technical Assistance Program, or PTAC. Through 15 offices in Oklahoma technology centers, OBAN works with more than 1,000 companies each year, helping them successfully compete on hundreds of projects worth hundreds of millions of dollars. OBAN services range from helping large contractors find qualified subcontractors and suppliers to helping small companies enter and succeed in government markets. Merkle has worked closely with other Oklahoma economic development programs in Oklahoma to enhance partnerships and achieve greater efficiencies in reaching and assisting Oklahoma’s businesses. Working in the CareerTech system since 1998, Merkle came to his present duties in 2002. Previous to 1998, he operated a private training program for an Internet service provider in Norman, Okla. Merkle also worked 12 years in retail and corporate management, and five years as a newspaper journalist. Ms. Tora Henry Acting EEO Director Army Contracting Command Tora R. Henry serves as the Army Contracting Command Acting EEO Director and principal advisor with responsibility for establishing, organizing, directing, and staffing an EEO Office. Ms. Henry informs and advises the Command General, Leaders, and employees for the Army Contracting Command (ACC), two subordinates Commands, and six Contracting Centers. Ms. Henry provides quality EEO products and services and its impact on policies, plans, practices, and decisions on personnel. Ms. Henry also provides required training, develops the ACC Management Directive 715 Report, EEO Complaints 462 Report and all other required end of year reporting and ensures program compliance with EEOC, OPM, DOD, DA, and EEO Federal laws and regulations. In her previous assignments, Ms. Henry was an EEO Specialist, Army Contracting Command (ACC), Fort Belvoir, VA and Redstone Arsenal, AL. Ms. Henry was a General EEO Specialist having oversight of the entire command’s discrimination complaints program. Ms. Henry provided guidance and direction to EEO Contract Counselors who are responsible for processing pre-complaints. Additionally, she managed the command’s Special Emphasis Programs (SEP) for groups that included Federal Women’s, Hispanics, Blacks, Asian American/ Pacific Islanders, American Indian/Native Alaskans, and Individuals with Disabilities. Ms. Henry served in the Unites States Marine Corps from six years in Jacksonville, N.C., Quantico, Va., and Okinawa, Japan. She is a certified Mediator through the Department of Defense Shared Neutral Program. She received basic and advanced mediation training

Ms. Henry is certified for Lean Six Sigma Black Belt and Green Belt Facilitation Training, DA EEO Counselor Trainer and is certified to administer the Myers Brigg Type Indicator (MBTI) Personality Assessment. Ms. Henry has a Masters of Education (M.Ed.) in Counseling and Development from George Mason University, VA and a Bachelor of Science (BS) in Social Psychology (Magna Cum Laude) from Park University, MO. Ms. Henry enjoys zumba, singing, organizing, and spending quality time with her husband of 20 years, Cledis Henry. Ms. Henry has one son, SA SirTroy Henry, USAF, stationed at Minot Air Force Base, ND. Ms. Tina Ballard Executive Director U.S. AbilityOne Commission Ms. Tina Ballard is the Executive Director of the Commission. The Commission is an independent Federal agency responsible for directing and managing the AbilityOne® Program through which Federal activities purchase products and services from nonprofit agencies associated with National Industries for the Blind (NIB) and SourceAmerica® (formerly NISH) (serving people with a wide range of disabilities). AbilityOne Program procurements provide high quality products and services needed for the operation of the Federal Government, while providing employment and training opportunities for tens of thousands of people who are blind or have other significant disabilities. Prior to serving as the Commission Staff’s Executive Director, Ballard served as the Deputy Assistant Secretary of the Army (Policy and Procurement). She directly supported the Army Acquisition Executive and the Assistant Secretary of the Army (Acquisition, Logistics and Technology), serving as the Army’s principal acquisition and procurement policy authority for all Army acquisition programs. She was responsible for the management and execution of the Army’s contracting function. This included the oversight of contracting operations, which encompasses the organizations, resources, policies, and procedures addressing the management and execution of Army contracting worldwide. She was the Functional Chief’s Representative for the Army Contracting and Acquisition Career Program. As such, she was responsible for the recruitment, training, education, and professional development of the contracting professionals who are part of the Army’s acquisition workforce. She was also assigned responsibility for the Army’s industrial base policy. During her 30 years of Federal experience, Ballard served as the Director of Combat Support Operations and the Deputy Executive Director of Contract Management Operations in the Defense Contract Management Agency. In these positions her responsibilities included agency policy to accomplish contingency contract administration services in multiple theatres of military operations, supplier risk management, quality assurance and engineering support, delivery management, pricing/ modification actions, business and financial systems, payment and financial management, contract closeout and industrial base analysis.

Speaker Biographies Ballard joined the Federal service as a Stay-in-School and continued her service as a college Cooperative (Co-op) Education student. Upon graduation, she accepted a Contract Specialist position at the Aeronautical Systems Division, Wright-Patterson Air Force Base. The Air Force designated Ms. Ballard a Procuring Contracting Officer and later transferred her to the Air Force Plant Representative Office, Boeing Military Airplanes, Wichita, Kansas where she was the Principal Administrative Contracting Officer and the Director of Contract Operations. In 1994, she became the Director of Pacific/Caribbean Contract Operations in DCMA International. In this position she was responsible for more than 200 personnel located in six countries. Ballard served as a liaison to the Air Force Materiel Command for four years. In January 1999, she accepted an assignment in the Office of the Secretary of Defense where she led several projects for the Deputy Secretary of Defense. Ballard received her Bachelor of Arts Degree in English (1980), a Master of Science Degree in Management (1989), and a Master of Science Degree in National Resource Strategy (2001). She has completed the Industrial College of the Armed Forces Senior Acquisition Course and Leadership for a Democratic Society at the Federal Executive Institute. Ballard has received the Office of the Secretary of Defense Award for Excellence, two DLA Meritorious Civilian Service Awards, Department of the Army Decoration for Exceptional Civilian Service (2008), Department of the Army Outstanding Civilian Service Medal (2003) and was named the Federal Executive Association Unsung Heroine. Ms. Cynthia S. Tolle Director of Acquisitions and Principal Assistant Responsible for Contracting National Guard Bureau In May 2015, Ms. Cynthia S. Tolle was selected for the Senior Executive Service and appointed as the National Guard Bureau Director of Acquisitions and the Principal Assistant Responsible for Contracting. In this capacity, Ms. Tolle serves as the principal acquisition advisor to the Chief and Vice Chief of the National Guard Bureau and exercises contracting authority over fifty-four states and territories, as well as the joint staff acquisition office, overseeing execution of contracting and cooperative agreement actions in excess of $4B annually. Ms. Tolle’s operational contracting experience spans more than 30 years, having begun her professional career with the Department of the Army as a Contracting Career Intern at Ft. Polk, Louisiana and later appointed as a Contracting Officer at 8th Army, U.S. Army Contracting Command, Korea and the U.S. Army Corps of Engineers (USACE) where she performed complex Civil Works acquisitions. During her tenure with USACE, she led contracting missions as the Chief of Contracting at Jacksonville District, the Center Chief of Contracting at Huntsville Center, and as the Regional Contracting Chief at both Northwest and South Atlantic Divisions, overseeing contracting programs ranging from $500 million to $4 billion annually. Prior to joining the National Guard Bureau, Ms. Tolle served on the staff of the Deputy Assistant Secretary of the Army (Procurement) where she led the Army Procurement Management Review and Audit Programs to evaluate the health of the Army Contracting Enterprise comprised of over 240 offices worldwide. Ms. Tolle holds a Bachelor of Arts degree in Business Management from Upper Iowa University and an Associate’s Degree in Liberal Arts from Saint Leo College. She is a 1998

Speaker Biographies graduate of the Army Management Staff College, a member of the Army Acquisition Corps (AAC), and is Level III Certified in Contracting. Ms. Tolle has also been the recipient of the Meritorious Civilian Service Award, Superior Civilian Service Award, The Bronze Order of the de Fleury Medal, The Minuteman Award, the U.S. Army Korean Civilian Service Medal, the National Contracting Organization Rock the Castle Award for Leadership and several Commander’s Awards for Civilian Service. Ms. Kristan Mendoza Principal Assistant Responsible for Contracting Army Contracting Command-Warren, MI Kristan Mendoza is the Executive Director of the Army Contracting Command-Warren, and serves as the TACOM Life Cycle Management Command senior civilian procurement authority. In this capacity, she advises the TACOM LCMC commanding general on the total acquisition process, to include policy development, compliance and review, contract pricing, contract management and associated support. The center is headquartered in Warren, MI. Army Contracting Command-Warren ensures war-fighting readiness for the Soldier by providing contracting and acquisition support for combat and tactical vehicle systems, deployment and Soldier support equipment, and armaments. Ms. Mendoza directs more than 700 civilian and military personnel located at six geographic sites who administer in excess of $37 billion in active contracts. In fiscal year 2015, ACC-WRN executed 11,088 contracting actions totaling $6.3 billion in obligations. Ms. Mendoza is responsible for contracting offices located at Anniston Army Depot, Ala.; Red River Army Depot, Texas; Sierra Army Depot, Calif.; and Watervliet Arsenal, N.Y.; INSCOM Acquisition Center (IAC), Fort Belvoir, VA, in addition to the headquarters. Prior to becoming the ACC-WRN Executive Director, Ms. Mendoza served as the Civilian Deputy to Executive Director for the Army Contracting Command-Rock Island. In this capacity, she was the senior advisor to the Executive Director/PARC on strategic planning and policy issues for the center of approximately 560 personnel and yearly obligations of $12B-$14B. Ms. Mendoza also served as the Alternate Principal Assistant Responsible for Contracting (PARC), and strategically positioned the Center for success by analyzing personnel and facility needs. She managed day-to-day operations of the Center, primarily focusing on contract execution. Ms. Mendoza has more than 30 years of acquisition experience including service as the Director, Contract Operations Directorate, Army Contracting Command-Rock Island, February 2012-September 2013; Acting Deputy Director, ACC-RI, and as the Director of Field Support Contracting, ACC-RI, June 2010-January 2012, and has been detailed through Deputy Assistant Secretary of the Army-Procurement (DASA(P)) to the National Guard Bureau HQ in Arlington, VA. Prior to that, she held numerous other contracting positions including Branch and Division Chief, Logistics Civil Augmentation Program (LOGCAP) Contracting Branch, Army Sustainment Command/ACC-RI, Field Support Division. Ms. Mendoza graduated from Western Illinois University with a bachelor’s degree in Accounting and earned a masters degree in Science from the Naval Post Graduate School.

She is a graduate of the Darden School of Business Commercial Business Environment program and the ASC Journey to Leadership (JTL) Tier III (Executive) program. Ms. Donna Wilhoit Program Manager Office of the Assistant Chief of Staff for Installation Management Installation Services Directorate Donna L. Wilhoit joined the Office of the Assistant Chief of Staff for Installation Management in Dec 2009. She had previously served the Installation Management Command (IMCOM) as the Pacific Region Plans, Analysis and Integration Division Chief, and served as the HQ, IMCOM Contracts Manager. Joining the Army Staff to provide program management for the Army’s publicprivate and public-public partnerships was a natural progression and application of skills. In addition to the Residential Communities Initiative, she has provided program management support to the Army’s Utilities Privatization Program. Ms. Alice Williams Associate Director Workforce Initiatives, Socioecomonic Programs & RIF Department of Defense Office of Small Business Programs Ms. Alice M. Williams assumed leadership of the OSUD AT&L Office of Small Business Programs’ Workforce Initiatives, Socioeconomic Programs & RIF on October 6, 2015. She provides functional leadership and oversight of the entire process for the workforce initiatives, provides management and control of socioeconomic programs and oversees multi-million Rapid Innovation Funds (RIF) across the DoD. Prior to assuming her current position, she served as Director, OSBP for U.S. Army Communications-Electronics Command (CECOM), OSBP. In this capacity, Ms. Williams was the principal advisor to the CECOM Commander (Major General), the Army Secretariat level Office of Small Business Programs Senior Executive, and the Small Business Administration (SBA) on all small business matters related to CECOM and Command, Control, Communications, Computers Intelligence, Surveillance and Reconnaissance (C4ISR) multi-billion dollar acquisition program. She provides support to Defense Agencies in the review and negotiation of Comprehensive Subcontracting Plans (CSP). She is responsible for oversight and surveillance of CSP plan participants. She successfully managed the small business program by writing and implementing agency Standard Operating Procedures for approximately 300 contracting personnel. During her leadership, ACC-NCR won several awards for exceeding the 3% Service-Disabled Veteran Owned Small Business (SDVOSB) goal. Ms. Monroe is the first Department of Defense (DOD) and first DA recipient of the “DOD OSBP Golden Talon Award” in recognition of the dedication and efforts made toward significantly increasing contracting opportunities for SDVOSB’s. Ms. Monroe’s career began as a contracting intern at Tinker Air Force Base, Oklahoma from 1984-1994. She worked as a contract administrator, cost /pricing analyst and a warranted contracting officer. In 1994, she was selected to enter the Advanced Copper Cap Contracting Intern Program at Andrews Air Force Base, MD and completed the program at Bolling Air Force Base, Washington, DC as a contract specialist. Mr. Myles Rogers Procurement Analyst Office of the Deputy Assistant Secretary of the Army (Procurement) Services Directorate Mr. Myles Rogers currently serves as a senior procurement analyst in the Army’s Senior Services Manager’s office. He has extensive work experience in federal contracting and acquisition management. He has held numerous positions as supervisory contract specialist and procurement analyst. He has held various acquisition jobs with the Department of Defense since 1987. Mr. Rogers started his career as an active duty Air Force member where he served as contracting officer and supported organizational change during periods of funding shortfall, scare resources, and changing priorities throughout his career. Mr. Rogers has achieved several acquisition certifications. He holds a Bachelor of Science in Resource Management from Troy State University and two master’s degrees. His team supports thousands of small businesses every year as they compete for over $500 Billion in federal prime contracts and billions more in subcontracts. Under his leadership and for the third consecutive year, the federal government exceeded the 23 percent small business procurement goal. In FY15, over 25.75 percent or $90.7 billion of all federal small business eligible contracting dollars were awarded to small businesses. Over 537,000 jobs were supported by the $90.7 billion in small business contracts representing an incredible impact to the stability of the American economy. Noteworthy for FY15 and for the first time in history, the federal government exceeded the 5 percent women-owned small business (WOSB) goal with over $17.8 billion of all federal small business eligible contracting dollars awarded to WOSBs. Prior to his current role, A. John Shoraka served as Regional Administrator for the SBA. As Regional Administrator for Region 3, Shoraka was responsible for the delivery and management of SBA’s small business programs, financial assistance, and business development program initiatives throughout the region. Shoraka previously served as vice president at The Aries Group in Silver Spring, Md., a business and financial consulting firm where he was responsible for implementing multi-year projects throughout the world. Ms. Pamela Callicutt Deputy Director Army Office of Small Business Programs Ms. Pamela Callicutt is currently the Deputy Director for the Army Office of Small Business Programs. In this position, she is responsible for providing leadership and implementing policy and oversight in regard to new and complex concepts, theories, statutes, governing the participation of small businesses. Ms. Callicutt joined Army OSBP in late June 2015. Ms. Callicutt is retired Air Force and has 34 years of Defense acquisition experience. Prior to joining Army OSBP, Ms. Callicutt was a student at the National Defense University, Eisenhower School where she completed a 10-month graduate level program in National Security Resource Strategy. Her most recent assignment prior to attending the NDU, Eisenhower School was an action officer for the Deputy Assistant Secretary of the Army for Procurement, Services Directorate. In this position, she was responsible for reviewing all acquisition strategies for services valued at $250 million and above and providing a recommendation to the Army and DoD Senior leadership on approval or disapproval. Ms. Callicutt deployed to Kuwait as the Deputy Principal Assistant Responsible for Contracting, U.S. Army 408th Contracting Support Brigade (CSB), Southwest Asia (SWA) under the U.S. Army Expeditionary Contracting Command (ECC). As the Senior Civilian of the 408th CSB, she executed the Army’s SWA theater contracting mission through offices in Qatar, Kuwait, Pakistan, Iraq, and Shaw Air Force Base and through deployed teams of contingency contracting officers for contingency and wartime missions. Ms. Callicutt served as the Chief, Internal Review, Contract Closeout, and Quality Assurance at the Army Contracting Command, Contracting Center of Excellence (CCE). In this position she was responsible for developing pre/post award requirements documents, advising both internal and external customers regarding acquisition planning and strategies including conducting independent research of contracting issues to determine the best business solutions in accordance with established regulatory guidance, policies, and procedures. Experience: Construction contracting, performance based services contracting, government purchase card, procurement management reviews, federal acquisition/contract policy and contingency contracting. Ms. Sherry Freeman Learning Director/Professor, Small Business Defense Acquisition University Sherry Freeman is the first Defense Acquisition University (DAU) Professor of Small Business; a newly created position as a result of Small Business being established as DoD’s newest acquisition career field. Currently she is instrumental in shaping the development of the small business curriculum for the acquisition workforce. Prior to joining DAU, she was an Associate Director, in the Department of Defense (DoD) Office of Small Business Programs (OSBP). In this capacity she served as the Co-chair for managing the Rapid Innovation Program (Fund), and the small business career field curriculum development lead subject matter expert. Prior to joining the DoD OSBP Sherry was the Director, Office of Small Business Programs for Washington Headquarters Services, a DoD field activity. Prior to that, she was a Programs Director in the Secretary of the Air Forces’ Office of Small Business Programs with primary responsibility for managing the Women-Owned Small Business and Historically Underutilized Business Zone (HUB Zone) Programs, and the Director, Office of Small Business Programs for the Air Force Test and Evaluation Center. Sherry began her federal career in contracting in 1976 as a cooperative education student. With over 34 years of service, she’s held the positions of Director of Acquisitions, Contract Negotiator, Contract Specialist, Contract Administrator, and Contracting Officer.

Speaker Biographies Ms. Melissa Koehler Audit Manager U.S. Army Audit Agency Melissa Koehler is an Audit Manager with the U.S. Army Audit Agency. She has worked in numerous audit areas to include contracting, morale, welfare and recreation; environmental; information technology; and force protection. She has a Master’s Degree in Public Policy Management from Georgetown University. She is also a member of the Fort Meade Chapter of the American Society of Military Comptrollership and is a Certified Internal Controls Auditor. Mr. Ashok Kumar Data Management Specialist Office of the Deputy Assistant Secretary of the Army (Procurement) Mr. Kumar is currently the lead management analyst responsible for collecting, analyzing and validating all Army contract data on behalf of senior leadership at Headquarters, Department of the Army (HQDA) and at the Office of the Assistant Secretary of the Army (Acquisition, Logistics, Technology) (ASA (ALT)). He works directly with senior acquisition officials helping to develop ways to generate reports used in their day-to-day management and supervision of the army contracting enterprise. In addition, he provides monthly contract activity assessment reports to help identify shortfalls and negative trends in contracting procedures and he creates programs to automatically transition data from contract writing systems and contract databases to user friendly formats for end users. He routinely assists contracting specialists with retrieving data from contracting systems such as the Army Contracting Business Intelligence System (ACBIS), the Federal Procurement Data SystemNext Generation (FPDS-NG), General Fund for Enterprise Business System (GFEBS), and the Career Acquisition Personnel and Position Management Information System (CAPPMIS). Mr. Kumar’s efforts have been recognized world-wide, as he accepted a challenging deployment to Afghanistan for a year to support the Commanding General, U.S. ForcesAfghanistan (USFOR-A). As a result, the Command was able to increase its use of contract data to help manage contractors on the battlefield and to correct bottlenecks in the acquisition process, thereby significantly decreasing the time it took to soldiers to get the necessary equipment and gear to become effective in their day-to-day missions. His services are frequently requested to assist in CONUS and abroad. Mr. Kumar is the Army’s “go to” technician for establishing new information technology methodologies, for improving techniques for increasing data efficiencies, for streamlining contracting procedures, and for decreasing redundancies in the contracting arena. Mr. Kumar began his career at the Acquisition Support Center (ASC) from 2003 to 2010 and has since worked at the Office of the Deputy Assistant Secretary of the Army for Procurement (ODASA(P)) from 2010 to present. He holds a Bachelor of Science degree in Computer Information System from Strayer University and a Bachelor of Science degree in Accounting from GNDU University, India. He also holds certifications in Program Management and Contracting Officer’s Representative (COR) Procedures.
