Welcome Letter Dear Army Small Business Seminar Attendee, I am proud to welcome all of you to the third consecutive Army Small Business Seminar at the 2015 Association for the United States Army Annual Meeting. This seminar, hosted by the Army Office of Small Business Programs, provides an excellent opportunity for small firms to network and to gain valuable knowledge about Army contracting. The Army leads the federal government in small business contracting, spending more contracting dollars with small firms than any other agency or military service. As of the end of September, the Federal Procurement Data System showed Army exceeding its fiscal year 2015 small business goals in all socioeconomic categories and awarding over $15 billion to small businesses. This amounts to just over 30 percent of total small-business eligible contracting dollars, one of the highest percentages for any fiscal year in Army history. The Army is committed to utilizing small business, but as small business owners, you must ensure your products and services meet the current needs of the Army. Your participation in this seminar is a sign that you are committed to learning the Army mission and figuring out where you can play a role in supporting it. Firms like yours are the future of the Army industrial base, so please: Ask questions, share lessons learned, network with each other and with the Army leaders we have brought here, and help us build a stronger Army!

Speaker Biographies Mr. Anthony Braun Project Manager, Halfaker and Associates, LLC Support Contractor, Army Office of Small Business Programs Mr. Braun is a project manager on a contract supporting the U.S. Army Office of Small Business Programs. He works for Halfaker and Associates, LLC, and has seven years of experience in government contracting, small business programs, data analysis, and web development. Ms. Harriett L. Burton Associate Director, Office of Small Business Programs U.S. Army Intelligence and Security Command Ms. Burton currently works for U.S. Army Intelligence and Security Command (INSCOM) as the Associate Director, Office of Small Business Programs. Ms. Burton has over 33 years of acquisition experience of which 30 years are in contracting. Ms. Burton has over 10 years experience as a contracting officer. Ms. Burton has worked with small businesses throughout her career and has been working as a small business advocate for over 13 years. Ms. Burton is responsible for managing INSCOM’s Small Business Program. Small Businesses are prime contractors in INSCOM’s major procurements now, but were only subcontractors prior to Ms. Burton’s tenure. Ms. Burton continues to strive for more small business opportunities that continue to provide a win-win outcome. Ms. Burton is a retired Army Officer and a service-disabled veteran. Ms. Burton received her commission through the U. S. Army Officer Candidate School at Fort Benning, GA. She received a Bachelor of Science in Business Administration from Virginia State University and a Master in Business Administration - Contracts Management from Florida Institute of Technology. She is proud that she still has the opportunity to serve her country and pursue her passion of helping small businesses thrive. Lieutenant General Robert S. Ferrell Army Chief Information Officer / G-6 Lieutenant General Robert S. Ferrell became the Army CIO/G-6 on December 23, 2013. As the CIO, Lieutenant General Ferrell reports directly to the Secretary of the Army, setting strategic direction and objectives for the Army network and supervises all Army C4 (Command, Control, Communications, and Computers) and IT functions. He oversees the Army’s $10 billion IT investments, manages enterprise IT architecture, establishes and enforces IT policies, and directs delivery of operational C4IT capabilities to support warfighters and business users. As the G-6, he advises the Chief of Staff of the Army on the network, communications, signal operations, information security, force structure and equipping.

Speaker Biographies Lieutenant General Ferrell, a native of Anniston, Alabama, enlisted in the Army and attained the rank of Sergeant. He completed his undergraduate degree at Hampton University and was commissioned in August 1983, as an Army Signal Corps Officer. He holds a Master of Science Degree in Administration from Central Michigan University and a Master of Science Degree in Strategy from the Army War College. Ms. Pamela D. Callicutt Deputy Director Army Office of Small Business Programs In her current role, Ms. Callicutt serves as the senior advisor to the Director, Army Office of Small Business Programs, and provides leadership, guidance and oversight to a network of over 200 contracting professionals that serve throughout the Army as Small Business Specialists. Ms. Callicutt is retired Air Force, with thirty-three years of acquisition experience. She served twenty years in the U. S. Air Force as an acquisition professional. She is a recent graduate of the National Defense University, Eisenhower School. Her last assignment within the Department of the Army was an action officer for the Deputy Assistant Secretary of the Army for Procurement, Services Directorate. In this position, she was responsible for reviewing all acquisition strategies for services valued at $250 million and above and providing a recommendation to the Army and DoD Senior leadership on approval or disapproval. Ms. Grace Fontana Associate Director, Office of Small Business Programs U. S. Army Corps of Engineers Ms. Grace Fontana is the Associate Director of HQ, U. S. Army Corps of Engineers (USACE), Office of Small Business Programs. USACE annually spends $19B program to support engineering services in over 130 countries world- wide. She has responsibility for the USACE Small Business Programs for the nine Divisions, plus the Army Geospatial, Engineering Research and Development and Engineering Support Centers. She assumed the role of the Associate Director in November 2014. Prior to joining the Army, Ms Fontana served as Assistant Director for the Air Force Office of Small Business Programs for the Secretary of the Air Force. While at the Secretariat level, she was also the Assistant Director for Technology and Development of Small Business Programs and Program Manager for the Air Force Mentor ProtĂŠgĂŠ Program. Ms. Fontana also served as the Special Assistant to the Deputy Director, Undersecretary of Defense and Business Transformation, for a Task Force for Business Stability and Operations in Iraq and Afghanistan with the Office of Secretary of Defense. In this position, she led a team that developed economic opportunities including industrial development, banking, finance, energy, IT infrastructure and agriculture in both Iraq and Afghanistan.

Speaker Biographies Ms. Fontana entered the federal civil service as an acquisition professional at Electronic Systems Command, Hanscom AFB. She has extensive acquisition experience to include program management and as a Contracting Officer with an unlimited warrant at Air Force HQ. Ms Fontana began her career in California working for a small business in the environmental remediation and construction industry, followed by additional private sector experience in commercial real-estate investments. Fontana holds a Bachelor degree in Business Management and a Masters degree -in Public Administration, as well as a Senior Executive Leadership Certificate from Georgetown University. Mr. Harry Hallock Deputy Assistant Secretary Army (Procurement) (DASA (P)) On 14 July 2013, Mr. Harry Hallock, a member of the Senior Executive Service, was appointed as the Deputy Assistant Secretary of the Army (Procurement) (DASA (P)). The DASA (P) manages the Army’s procurement mission including development and dissemination of policies, processes and contracting business systems. He directs the evaluation, measurement and continuous improvement actions for 270+ Army contracting offices worldwide executing contracts for major weapons systems, base logistics support, construction and wartime operational contracting in Iraq and Afghanistan. He ensures the execution of Federal, Defense, and Army regulations for acquisition, procurement, and related business practices. As the Functional Career Representative for Contracting, the DASA (P) oversees the recruitment, training, certification, and professional development of the Army’s contracting workforce. As designated by the Deputy Secretary of Defense and delegated to the Secretary of the Army, provides staff supervision and support to the Multi-National Forces through the CENTCOM to support Joint Force Combat Operations, humanitarian relief, reconstruction, and security of Iraq and Afghanistan. Mr. Richard A. Hancock Chief, Military Programs Integration Division U.S. Army Corps of Engineers Mr. Richard A. Hancock was selected to the Senior Executive Service in December 2007. He has served as Regional Business Director in the Mississippi Valley Division, Program Director in the Gulf Region Division (Iraq), Regional Business Director in the Great Lakes and Ohio River Division, and currently serves as Chief, Military Programs Integration Division, HQ USACE. As the MPID Chief, he provides overall direction for the development and execution of the military design and construction program worldwide for the U.S. Army Corps of Engineers. Mr. Hancock also serves as the national champion for the Programs and Project Management Community of Practice and is actively engaged in the Corps’ CP-18 program (Engineers and Scientists) and the Corps’ Research and Development Steering Committee.

Speaker Biographies Ms. Emily D. Harman Director, Office of Small Business Programs Department of the Navy Ms. Emily Harman is the Director, Office of Small Business Programs (OSBP) for the Department of the Navy (DON) serving as chief advisor to the Secretary on all small business matters. She is responsible for small business acquisition policy and strategic initiatives. Ms. Harman joined the Secretary of the Navy Staff as member of the Senior Executive Service in August 2015 and has over 30 years of federal service. Prior to receiving this appointment she served as Associate Director of the Naval Aviation Systems Command’s (NAVAIR) OSBP from November 2005 to August 2015. Ms. Harman’s previous experience includes serving as a Division Director in the Major Weapons System for Air-Antisubmarine Warfare, Assault, Special Mission Programs Contracts Department and as the Multi-Mission Helicopters Program Office’s (PMA-299) Contracting Officer. Ms. Harman has NAVAIR experience as a Services Contracting Officer, as well as Contracting Officer for the AV-8B Weapon Systems Program Office (PMA-257). Prior to joining NAVAIR in 1997, Ms. Harman served as a Contracting Officer for the Naval Supply Systems Command’s (NAVSUP) Fleet and Industrial Supply Center (FISC), Norfolk Detachment Washington. Ms. Harman served as a Supply Corps Officer in the Navy from 1985-1992 and retired from the Naval Reserves. She served onboard the USS Emory S. Land (AS-39) and earned the Supply Corps Surface Warfare pin. Her other duty stations include: Supreme Allied Command Atlantic, Commander in Chief U. S. Atlantic Fleet, United States Naval Academy, and FISC Norfolk Detachment Washington. Mr. Pete Hunter Associate Director, Small Business Programs Army Medical Command Pete Hunter currently serves the Army Medical Command as the Associate Director for Small Business Programs, ensuring effective implementation of the Army Small Business Program. Providing small business advocacy oversight to the Army Health Contracting Activity and the U.S. Army Medical Research Acquisition Activity, Mr. Hunter oversees Army spend with small businesses that exceeds $1.1 billion. Mr. Hunter previously worked as the Assistant Director, Office of Small Business Programs, at the Mission and Installation Contracting Command. He also previously served as the Small Business Specialist and Policy Analyst in the Office of the Principal Assistant Responsible for Contracting (PARC) for the 410th Contracting Support Brigade and held positions of responsibility with the Army Test and Evaluation Command Mission Support Contracting Activity, Joint Interagency Task Force South, and the Defense Contract Management Agency. Mr. Hunter entered federal service in 2002 with the United States Secret Service. Mr. Hunter has supported programs, operations and organizations, to include the High Performance Computing Modernization Program, the Defense Research and Engineering Network, Operation Unified Response, Program Manager-Light Armored Vehicles, Mine-Resistant Ambush Protected Vehicle Program, and OPM-SANG. Speaker Biographies A three-time recipient of the Department of the Army Commander’s Award for Civilian Service, Mr. Hunter has won the Army Contracting Command Small Business Champion award, and numerous Special Act Awards. A graduate of Phillips Exeter Academy, Mr. Hunter holds a Bachelor of Arts degree from Vanderbilt University and a Juris Doctor from the University of Kansas School of Law. Ms. Venessa Kadiri Procurement Technical Assistance Specialist District of Columbia, Department of Small and Local Business Development Ms. Kadiri, a United States Navy Veteran is a Procurement Technical Assistance Specialist with the District of Columbia (D.C.) Procurement Technical Assistance Center, a program of the D.C. Department of Small and Local Business Development. She provides one-on-one counseling for small b usinesses interested in procurement with federal, state and local governments. She works with women-owned, 8(a), veteran-owned, small and disadvantage and HUBZONE businesses. Venessa is certified by the U.S. Department of Veterans’ Affairs, Verification Assistance Program, as a Certified Verification Counselor. Prior to joining DC PTAC, Ms. Kadiri worked as a Senior Military Certified Enrollment Specialist and Associate Faculty for the University of Phoenix, assisting active duty, retired service members, DoD employees, and prospective students during the entrance process for the University of Phoenix Associates, Bachelor’s, and Master’s degree programs online and at campuses in the Washington Metropolitan area. She holds a B.S. in Business Management, a M.A. in Procurement and Acquisitions Management degree and a Certificate in Government Contracting. Ms. Kadiri is also an Associate Faculty member with the University of Phoenix and a Mentor for Associated Black Charities. Mr. James C. Lloyd Assistant to the Director Veterans and HUBZone Program Manager U.S. Army, Office of Small Business Programs Mr. Lloyd is currently appointed as the Assistant to the Director, Office of Small Business Programs for the Office of the Secretary of the Army and the Program Manager for the Veterans and HUBZone Small Business Programs. He is directly responsible for providing leadership, management and oversight of these programs as well as implementing policy oversight in regard to new and complex concepts, theories, statutes, regulations and DOD policies governing the participation of small businesses in Army contracting. He is also responsible for executing the Staff Assistance and Review Program which provides oversight over all of the Army’s Major Commands and acts as the executive liaison with the Secretary of the Army and Chief of Staff. Mr. Lloyd is an acquisition professional with over 25 years of experience as an Army officer. He has served in a variety of command and staff positions at varying levels within the Army.

Speaker Biographies Mr. Lloyd retired from the Army in 2003 as a Lieutenant Colonel. Mr. Lloyd is Level III certified in Contract Management and Program Management and is a member of the Army Acquisition Corps. He has successfully completed the Program Manager’s Course, Command and General Staff College, and numerous other federal procurement and acquisition courses. Mr. Lloyd received his BS degree in Accounting from Central State University in Wilberforce, OH. He is a Distinguished Military Graduate, and has received numerous military awards and decorations for superior service during his military career. Mr. Tommy L. Marks Director of Small Business Programs Office of the Secretary of the Army Mr. Tommy Marks was appointed the Director for Army Small Business Programs on April 19, 2015. In this position, he serves as the Army’s lead for small business policy, goals and procedures and represents the Secretary of the Army at congressional committee and subcommittee hearings on small business, historically black colleges and universities/minority institutions (HBCU/MIs), and other small business matters. Mr. Marks serves as the focal point in responding to industrial, congressional, and individual inquiries on small business, HBCUs/ MI, economic utilization and other business matters. He represents the Army in inter-agency communication with the Small Business Administration, the Office of Federal Procurement Policy, the Minority Business Development Agency (Department of Commerce), and other agencies and presidential commissions. Ms. Pamela L. Monroe Assistant to the Director Subcontracting and Mentor-Protégé Program Manager U.S. Army, Office of Small Business Programs Ms. Monroe assumed her duties at the Office of Small Business Programs (OSBP), November 2013. Prior to joining Department of Army (DA) OSBP, she was the Assistant Director for the Army Contracting Command National Capital Region (ACC-NCR) OSBP from June 2003 to July 2013. As the Assistant Director, she was the principal business advisor to the ACC-NCR Executive Director; Headquarters DA OSBP; Headquarters ACC-OSPB and the Small Business Administration on small business matters. She successfully managed the small business program by writing and implementing agency Standard Operating Procedures for approximately 300 contracting personnel. During her leadership, ACC-NCR won several awards for exceeding the 3% Service-Disabled Veteran Owned Small Business (SDVOSB) goal. Ms. Monroe is the first Department of Defense (DOD) and first DA recipient of the “DOD OSBP Golden Talon Award” in recognition of the dedication and efforts made toward significantly increasing contracting opportunities for SDVOSBs.

Speaker Biographies Ms. Sharon R. Morrow Assistant to the Director Women-Owned Small Business Program Manager U.S. Army, Office of Small Business Programs Ms. Sharon Morrow serves as the Assistant to the Director for the Department of the Army Office of Small Business Programs (OSBP) where she is responsible for the Army’s Women-Owned Small Business Program (WOSB), workforce development, and major programs. Ms. Rachel Moye Branch Chief U.S. Army Intelligence and Security Command Ms. Moye serves as a senior contracting advisor to the Principal Agent Responsible for Contracting, United States Army Intelligence and Security Command (INSCOM). In this capacity she serves as an advisor for acquisitions supporting the United States Army Intelligence and Security Command (INSCOM) comprised of 17,400+ personnel, 19 Commands in over 40 Countries. Since her appointment as an INSCOM Senior Contracting Officer in December 2012, she has provided senior acquisition expertise and advice on all intelligence and associated operational requirements applicable to National, Joint, and Army Component Intelligence planning, operations, training and programming. She is recognized as INSCOM’s lead for the Global Intelligence Support Services (GISS) Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) contracts. In this capacity she provides contracting oversight in the development of long-range operational requirements to ensure they are consistent, accurate and adequately reflect trends and developments within the Intelligence Community. Ms. Moye’s experience reflects wide-ranging ability to execute intelligence acquisitions at the National, Operational and Tactical levels. Her enterprise oriented perspective to synchronize intelligence requirements and secure contracted resources have positioned the intelligence community to achieve strategic objectives worldwide. Mr. Thomas Neff Project Director Computer Hardware, Enterprise Software and Solutions Mr. Thomas Neff assumed charter of the Project Director, Computer Hardware, Enterprise Software and Solutions (PD CHESS) July 10, 2014. Prior to this assignment, Mr. Neff was the Deputy Project Manager, General Fund Enterprise Business System (PM GFEBS), where he was instrumental in establishing contract actions for GFEBS programs and to the Enterprise Resource Planning (ERP) data center migration efforts. Mr. Neff also served as the Project Director, Reserve Component Automation System from September 2009 to June 2012, where he was responsible for the delivery of information technology solutions that support the training, administration, and mobilization of the Army’s Reserve Component. He led a workforce exceeding 30 military and government personnel and managed annual budgets exceeding $80 million. Mr. Neff also served as the former

Speaker Biographies Deputy Product Manager, Joint-Automatic Identification Technology (PM J-AIT) from September 2005 to September 2009. Mr. Neff’s Army career spans over 30 years, with service both in uniform and as a Civilian employee. He entered the Army in 1982 as a Private and served four years of enlisted service as a Pershing Missile Crewmember, ultimately receiving an Honorable Discharge as a Sergeant in 1986. He was commissioned as a 2nd Lieutenant in 1991, branched Field Artillery, after graduating from the U.S. Army’s Officer Candidate School. He served in a variety of artillery, training, civil affairs and system’s acquisition assignments until he retired from the U.S. Army Reserve in 2005. Mr. Richard Paden Counselor, Maryland Procurement Technical Assistance Program Mr. Paden serves as a Maryland Procurement Technical Assistance Program, (PTAP) Counselor. Mr. Paden is seasoned Federal Business Development Manager who has held direct sales and sales management positions with both large and small government contractors. During his 30 + year career he identified, qualified and conducted capture management and key personnel recruiting for numerous multi-year Government contracts that resulted in awards valued from; $24,000 to $1 Billion. Mr. Paden welcomes the opportunity to share the procurement and business development knowledge he acquired to help others obtain success in the government market. Dr. Donna Peebles Associate Director, Office of Small Business Programs National Guard Bureau Dr. Donna Peebles serves as the Director and Principal Advisor for the National Guard Bureau’s Office of Small Business Programs. Acting in the best interest of the government she leads the NGB’s multi-billion dollar small business program and is the principal advisor to the Head of Contracting Activity and the Principal Assistant Responsible for Contracting in support of NGB’s small business programs. Dr. Peebles provides senior leadership and direction to an integrated network of 54 small business specialists positioned throughout the 147 purchasing offices of the National Guard of the 50 states, Guam, Puerto Rico, Virgin Islands, and the District of Columbia. In this capacity she is the senior authority on small business for the National Guard Bureau to ensure that contracting, program, and technical personnel are knowledgeable about small business programs and take all necessary actions to include small business in their acquisition strategies consistent with socio-economic program objectives. In Fiscal Year 2015 the National Guard Bureau awarded over 70%/$1.5B of their eligible dollars to small business and executed over 22,000 contract actions worth more than $2.0B. Dr. Peebles began her civilian service career as a Navy Comptroller intern in 1990. Speaker Biographies Ms. Jackie Robinson-Burnette Associate Administrator of Business Development U.S. Small Business Administration Ms. Robinson-Burnette was promoted into the Senior Executive Service as the Associate Administrator of Business Development, U.S. Small Business Administration on December 15, 2014. Prior to joining the SBA, Jackie served in the Pentagon as a Deputy Principal, Office of the Secretary of the Army, Office of Small Business Programs. In this position with over $16 billion in annual contract awards to small firms, Jackie managed the largest federal small business program in the country. She provided leadership and guidance to a network of over 200 military and civilian Small Business Specialists. From 2010 – 2014, Jackie led the $6 billion U.S. Army Corps of Engineers (USACE) Small Business Program. She was the principal advisor to the Commander on all USACE small business matters. Jackie provided senior leadership and direction to an integrated network of over 70 Contract Specialists that served as USACE Small Business Specialists throughout the United States. Within Jackie’s first year of leadership, USACE exceeded every statutory small business goal for the first time in its history, and has continued to excel every year thereafter winning numerous awards to include SB Program of the Year, SDVOSB Program of the Year, and her staff earned several Secretary of the Army Small Business Specialist of the Year awards. From 2008-2010, Jackie served as the Deputy Associate Director for Small Business Program at the inception of the US Army Contracting Command (ACC). From 2006-2008, Jackie served as the Deputy Director for the Army Contracting Agency’s $5 billion Small Business Program. Ms. Amy T. Sajda Director, Small Business Program Defense Logistics Agency (DLA) Ms. Sajda is the Director of Small Business Programs for the Defense Logistics Agency (DLA). In this role, she acts as the principal advisor and assistant to the Director, DLA, and agency leadership, on all matters relating to small business, and to maximize the contributions of small business in DLA acquisitions. She provides small business advocacy and promotes small business utilization to strengthen the competency, commitment, and capability of the industrial base that fulfills DLA’s mission as America‘s Combat Logistics Support Agency. In addition, she is delegated cooperative agreement authority to carry out the Procurement Technical Assistance (PTA) Program. Ms. Sajda previously served as the DLA Policy member of the Defense Acquisition Regulations Council; and as the Division Chief of Acquisition Operations within DLA Acquisition; the Department of Defense Pillar Lead implementing the Base Realignment and Closure Act (BRAC) 2005 decision to transfer procurement management and related support functions for Depot-Level Reparables from the Military Services to DLA. Ms. Nancy D. Small Director, Office of Small Business Programs Army Materiel Command Ms. Nancy D. Small was appointed the Director of AMC Small Business Office Aug 2007. Ms. Small serves as the principal advisor to the Commanding General, Deputy Commanding General, staff heads, and subordinate activities, on all matters related to the small business program. In this capacity, she serves as the senior AMC advisor to the Department of the Army Director (Small Business) on small business issues and provides oversight of the $10B program. In her previous assignment January 9, 2006, Ms. Small served as the Program Manager for both the Woman-Owned Small Business (WOSB) and 8(a) / Small Disadvantaged Business (8(a)/SDB) for the Secretary of the Army, Small Business Office, effective. The Office of Small Business Programs is the Army’s single point of contact for small business outreach, policy and acquisition integration. Mr. Michael J. Smith Program Manager Army Small Business Innovation Research Program Michael John Smith is the Program Manager for the Army Small Business Innovation Research Program (SBIR). Mr. Smith has over twenty-five years of experience managing DoD Research and Development programs, primarily in weapons systems development within the US Air Force and Defense Intelligence Agency (DIA). He led system development within several programs, including the C-130 Aircraft, NAVSTAR Global Positioning System (GPS), Strategic Defense Initiative, and Measurement and Signature Intelligence (MASINT). He also served on the Secretariat of the Air Force-Acquisition staff at the Pentagon. He is a graduate of the United States Air Force Academy and served as a career Acquisition Program Manager while on active duty. Mr. Burt Stanko Data Analyst, Halfaker and Associates, LLC Support Contractor, Army Office of Small Business Programs Mr. Stanko currently holds the position of Data Analyst at the Army Office of Small Business Programs (OSBP). He works heavily with FPDS-NG, Excel and QlikView to help Army obtain an accurate snapshot of its small business achievement. Previous to his work at Army OSBP, Burt worked as a data analyst/database coordinator in the non-profit sector working mostly with Business Objects.

Speaker Biographies Mr. Mark S. Teskey Director, Small Business Programs Air Force Mr. Mark S. Teskey, a member of the Senior Executive Service, is the Director of Air Force Small Business Programs in Washington, D.C. He is responsibile for policy, advocacy, execution, and advice pertaining to Small Business Programs and personnel throughout the department. Mr. Teskey entered the Reserve Officer Training Corps at Clemson University and was commissioned upon graduation in 1986. He entered the Education Delayed program, attended the University of south Carolina School of Law, and was accepted into the Air Force Judge Advocate General’s Corps in 1989. After retiring from active duty, he served in the Department of the Interior as the Associate Solicitor for General Law and as the Director, Office of Small and Disadvantaged Business Utilization. Prior to joining the Department of the Interior, Mr. Teskey served over 23 years in the Air Force Judge Advocate General’s Corps specializing in Government Acquisition Law and National Security issues. His final active duty assignment was as the Director of Commercial Law and Litigation for the Air Force, building a worldwide organization to represent Air Force acquisition law and litigation interests from an enterprise perspective in the acquisition law, litigation, and personnel policy areas. He served in a wide variety of base and headquarter level leadership positions. He assumed his current position in April 2014. Ms. Anna Urman Director, Virginia Procurement Technical Assistance Program Ms. Urman is the Director of the Virginia Procurement Technical Assistance Program (VA PTAP). PTAP’s mission is to increase contracting activity between small businesses, prime government contractors and the federal and state government agencies. PTAP offers training and counseling on a variety of procurement topics at our offices in Fairfax, Charlottesville, Richmond, and Williamsburg. As Director, Anna’s responsibilities are to maintain strategic relationships with government agencies, small business liaisons, and a variety of public-private partnerships. Prior to joining PTAP, Anna was the Director of the South Fairfax Small Business Development Center, where she was responsible for training and counseling businesses on all aspects of planning and management, from start-up to successful growth. Anna’s clients have opened up retail locations, won federal and state contracts, and have been recognized by the VA SBDC Network as success stories. Anna is a leading research analyst specializing in government procurement policy and market analysis. She has successfully managed and contributed to custom research efforts for Fortune 50 Corporations as well as small businesses in the government sector. The insight gained through Anna’s research enabled her clients to anticipate and stay abreast of regulatory and legislative changes that would affect the government contractor community. Anna has extensive primary research experience, having written several white papers, conducted substantive interviews with technology leaders and buyers; as well as crafting demographic survey documents, performing statistical analysis, and producing substantive reports detailing the results of demographic polling efforts.

Speaker Biographies General Dennis L. Via Commander, U.S. Army Materiel Command General Dennis L. Via assumed duties as the 18th Commander of the U.S. Army Materiel Command (AMC) August 7, 2012. AMC is the Army’s premier provider of materiel readiness to ensure dominant land force capability for the U.S. Warfighter and our allies. General Via’s prior assignment was as AMC’s Deputy Commanding General. He deployed to Southwest Asia in October 2011 as the Commander, AMC Responsible Reset Task Force with the mission of leading the strategic integration of the Materiel Enterprise for the Retrograde of equipment and materiel out of Iraq at the conclusion of Operation NEW DAWN. Prior to that, he served as Director for Command, Control, Communications and Computer Systems, J-6, The Joint Staff, Washington, D.C. A native of Martinsville, Virginia, General Via was commissioned on May 18, 1980, in the Signal Corps after graduating as a Distinguished Military Graduate from Virginia State University. He holds a Master’s Degree from Boston University, and is a graduate of the U.S. Army Command and General Staff College (class of 1991) and the U.S. Army War College (class of 1999). General Via is a member of the Council on Foreign Relations. Mr. Kenyata L. Wesley Acting Director, Office of Small Business Programs Department of Defense Mr. Kenyata L. Wesley is currently the Acting Director for the Office of Small Business Programs. Mr. Wesley is responsible for the oversight of DoD Small Business Program and Policy to include, DoD SBIR/ STTR, Rapid Innovation Fund, Mentor Protégé, STEM, Small Business workforce reshaping, as well as Outreach, and Indian Incentive Programs. Mr. Wesley was selected in to Senior Executive Service in 2014. Previously, Mr. Wesley served as the Chief Associate Director for Small Business Programs. Mr. Wesley was the Principle Advisor to the CECOM Commanding General/Head of Contracting Activity on Small Business. He also served as the primary liaison between the Army Contracting Command-Aberdeen Proving Ground and CECOM/C4ISR. He served as the primary program manager for CECOM’s Small Business and HBCU/MI program. He had the primary responsibility working with AMC and the Army Office of Small Business Programs (OSBP) to establish and monitor goals and their achievement. Prior to being selected for the CECOM/C4ISR position, Mr. Wesley served as Director/Chief of Contracting for Letterkenny Army Depot. He has held various other assignments to include Deputy for Small Business Programs for PEO STRI, Contract Specialist for the U.S. Navy NAVFAC at Camp Lejune, North Carolina; Contracting Officer for the Corps of Engineers to include multiple temporary assignments in a contingency environment, Senior Contract Specialist for both DLA and Fort McPherson, Georgia. He has also served as a cost price analyst for Tooele Army Depot Deseret Complex, in Stockton, Utah.
