W
elcome to a special edition of Construction Business magazine. Inside this issue, we put the spotlight on some of the most innovative and challenging projects that the industry has undertaken over the last few years. Despite the global pandemic, the construction industry persevered and thrived across the province and the achievements made on building infrastructure, housing, communities and much more deserve celebrating. Many business and industry events were cancelled or postponed due to the pandemic but with restrictions easing, the construction industry was finally able to move forward again with its award events.
The VRCA Awards of Excellence is an annual highlight event for the industry where top projects, companies and individuals are celebrated across multiple categories. The winners for 2021 and 2020 were recognized on March 2 at the Vancouver Convention Centre West. It was the first time in two years that the industry was able to gather in-person. Multiple Gold Award winning projects include the Clayton Community Centre, Air Canada L4 Signature Lounge and JoyceCollingwood SkyTrain Station. The 2022 VICA Awards was held virtually April 29, featuring more than 50 submissions and 15 category winners. Projects across Vancouver Island from Port Hardy to Victoria were
recognized. The Prime Contractor Over $20 Million was awarded to Knappett Projects for work on the CRD 200 RSCL: Pump Stations, Bridge Crossings and Valve Chambers. We hope you enjoy this special edition. All the winners exemplify the best of the best and illustrate why the construction industry plays such an essential role in B.C.

CELEBRATING IN-PERSON

he 32nd annual VRCA Awards of Excellence was like no other! Combining two years of recognition, VRCA members were more than ready to celebrate our industry’s exceptional accomplishments. With a record-breaking 237 nominations representing 89 separate projects and more than $3.5 billion in construction value, a grand total of 48 awards were presented. These included 31 Gold Awards for projects, seven Outstanding Achievement Awards, and 10 additional Special Recognition Awards in the categories of Environment and Sustainability, Heritage, Innovation, and the Judges’ Award. This year’s awards were particularly meaningful to our members, as we eased into our new normal for in-person events. Early in the pandemic, our industry was deemed an essential service. We persevered through fear and uncertainty to continue to consistently get the job done. Our members never faltered through the chaos, banding together to identify the key strategies that would keep our teams safe on and off the job. The work didn’t pause for anyone to catch their breath. In fact, we ramped up to even greater market demands. There wasn’t time to pat ourselves on the back — we were just too busy.
After multiple postponements due to public health orders, we were thrilled to finally gather with all the people who mean so much to us in this industry. Friends, competitors, coworkers, peers — it had been far too long and the pentup energy in the room was palpable. It has never been more important to recognize our accomplishments than this year because it was more than great work to be acknowledged, it was great character in an industry that never takes its foot off the gas. I congratulate all the highly deserving winners at this year’s awards, as well as all those nominated, because it is such a tangible expression of our hope and resilience. The VRCA will continue to ensure we always take the time to recognize and celebrate our members’ and industry’s accomplishments. Construction may be too humble and reluctant to boast — likely because there’s rarely a moment to stop — but the fact is we are essential. GOLD GENERAL CONTRACTOR 2020 OVER $50 MILLION Scott Construction Management – Undergraduate Life Science Teaching Labs Renewal, Biological Sciences Building Project
DESIGNED BY DIAMOND SCHMITT ARCHITECTS with HDR, the UBC Undergraduate Life Sciences Teaching Labs Renewal project opened in 2020. The project was delivered by Scott Construction and involved a renewal and expansion of the Biological Sciences complex to provide modern, well equipped teaching laboratories for more than 2,000 students enrolled in undergraduate life sciences programs. The UBC Biological Sciences Building was consolidated into one large complex by demolishing the centre block and workshop building and replacing them with a five-storey state-of-the-art facility. The north wing received a complete seismic upgrade with structural reinforcement while the south and west wings received interior improvements including new bridge connections. The complex of new and renovated buildings forms a quadrangle, framing the new and expanded inner courtyard. At peak, more than 200 workers were on site for the 165,840 square foot, $91 million, LEED Gold project.
2021 OVER $50 MILLION Peter Kiewit Sons ULC – G3 Terminal Vancouver West Gate Project
G3 TERMINAL VANCOUVER is a state-of-the-art grain export terminal at the Port of Vancouver. The terminal includes more than 180,000 metric tonnes of storage capacity. The G3 Terminal project began as an early contractor involvement (ECI) contract that was later converted into a guaranteed maximum price (GMP) engineer procure construct (EPC) contract. The client’s goal for this model was to address constructability and procurement challenges, on-time completion and control costs for a major grain export facility in North Vancouver. The project optimizes grain receiving, storage and shipping throughout operations on Canada’s West Coast. The project features a rail loop track that is capable of holding three 134-car trains, unique to grain exporting terminals in Canada. Construction involved overpass and underpass construction, track management, extensive railway coordination, utility protection and replacement, geotechnical challenges, community and stakeholder coordination, and Indigenous participation.

2020 $20 to $50 MILLION Graham Construction and Engineering – Joyce-Collingwood SkyTrain Station
THE JOYCE-COLLINGWOOD SKYTRAIN STATION project addressed critical capacity issues, crowding and wait times. The station straddles a main thoroughfare and includes a busy bus loop. Now double the size, the work was split into two phases. Overall, the scope of work included construction of the West Station House and a complete replacement of the existing steel roof structure along with renovations to the East Station House, including an additional elevator and two new escalators, new bike parkade, as well as an extension and renovation to the existing platform and the addition of a new bus loop. A generous mass-timber canopy provides protection from the elements as it reaches out to the new south-facing plaza. The design for the Joyce-Collingwood Station upgrades has produced a new, dynamic identity. The entire scope of work was completed by Graham while the station remained fully operational.
2021 $20 to $50 MILLION EllisDon Corporation – Clayton Community Centre
THE 76,000 SQ. FT. CLAYTON COMMUNITY CENTRE PROJECT involved the construction of a new community facility, integrating community services for recreation, library, arts, and parks into one seamless space, setting a new standard for community centers in the region. EllisDon provided design-assist and pre-construction services for the project, including constructability reviews and input on design documentation progress, real-time cost estimates, value engineering options and recommendations, trade feedback, and effective strategy for procurement and phasing of construction work. During the pre-construction phase, EllisDon managed the prequalification process and tendering of all trade contractors and suppliers; the sequential tendering of these trades supported EllisDon in meeting the original project schedule for the community centre. During construction, EllisDon provided expertise in construction management. Fieldwire, a mobile collaboration platform, was used to develop, track, and verify all key QA/QC aspects of the work. The project team’s coordinated effort to successfully manage all trade scopes and ensure the quality of work is evident throughout all areas of the new facility. April/May 2022

GOLD GENERAL CONTRACTOR 2021 UP TO $20 MILLION Naikoon Contracting Ltd. – PH1 Lonsdale
CONSTRUCTED ENTIRELY OUT OF CROSS-LAMINATED timber and glulam, this building is in the heart of North Vancouver’s Shipyard District. It required sophisticated BIM and VDC work due to the extremely challenging zero-lot-line site on a busy corner. The timber components were pre-fabricated off-site and erected within only 10 days. The tight site complicated design and construction, requiring an innovative solution of using a vertical CLT exposed wall system that serves triple duty: acts as a sheer wall adjacent to the neighbouring building; achieves Passive House requirements by incorporating pre-insulated CLT panels and meets building code requirements for fire ratings. It could become one of the world’s first Passive House Certified Mass Timber commercial buildings of its kind and will only require one-third of the regular heating or cooling energy. It will house a restaurant on the main floor and two levels of offices featuring exposed timber with unmatched views of Lower Lonsdale.

2020 UP TO $20 MILLION RAM Construction – SubZero Cold Logistics LOCATED AT CAMPBELL HEIGHTS INDUSTRIAL PARK in South Surrey, SubZero is a provider of cold storage and transportation related services. The 43,503 square foot facility is the first tilt-up freezer building built in Western Canada and a first for RAM Construction. The insulated concrete tilt-up freezer storage facility is maintained at a cool -25 degrees to store frozen food and is equipped with a state-of-the-art racking system to ensure that the space can be utilized for the rental of racking space for all types of frozen foods. The building also boasts a wide range of additional structural, thermal, moisture, and maintenance benefits associated with the use of insulated tilt-up construction.
2020 TENANT IMPROVEMENT Graham Construction and Engineering – Air Canada L4 Signature Lounge THE AIR CANADA L4 SIGNATURE LOUNGE retrofit is approximately 5,500 square feet over two floors at the Vancouver International Airport. Opened in 2020, the Air Canada Signatures Series Suites is a premium product by Air Canada designed for their Signature Class customers, offering priority services and premium amenities including an all day buffet and three course fine dining experience crafted by local chef David Hawksworth. The Suite features a full complement of high end finishes masterminded by a well known interior designer, Heekyung Duquette, out of Montreal and a full commercial kitchen fully airside, past security. The kitchen is of note because it is one of only a handful within the restricted zone. Challenges included coordination and compliance with airport security, access restrictions, safety and operational constraints.
2021 TENANT IMPROVEMENT Jacob Bros. Construction – East Broadway Building Upgrades and Tenant Improvements THE EAST BROADWAY Building tenant improvement was specifically designed to provide social services to children and families in a safe, welcoming environment. Jacob Brothers renovated and repurposed the existing 40,000 square foot tenant space within a 70-year-old industrial building to facilitate the creation of new office spaces to house the Ministry of Family and Children Development Services, and three other social services. The revitalization involved building envelope replacement, seismic upgrades to the foundations, building structure, and roof diaphragm. Value engineering solutions were implemented to mitigate cost pressures while meeting functional requirements without altering the design intent. Designed by Chernoff Thompson Architects, a welcoming environment was established through an abundance of natural light and the interior floral designs. April/May 2022

GOLD MECHANICAL CONTRACTOR 2020 OVER $9 MILLION Pitt Meadows Plumbing & Mechanical Systems – Penticton Regional Hospital Care Tower PENTICTON REGIONAL HOSPITAL (PRH) provides secondary and specialized acute care for patients living in South Okanagan and surrounding communities. The new six-storey tower brings PRH up to a modern standard of care by providing ambulatory care, surgical services, 84 inpatient beds in single-patient rooms, a new medical device reprocessing unit, space for the University of British Columbia’s Faculty of Medicine and a roof-top heliport. Delivered as a public-private partnership (P3), EllisDon Infrastructure was selected by the Interior Health Authority (IHA) in 2016 to design, build, finance and maintain the tower for a 30-year period. Pitt Meadows was the mechanical design build partner on the EllisDon Construction team. The mechanical innovations utilized included prefabricated multi-trade racks, prefabricated mechanical rooms and hundreds of in-wall assemblies.
2021 OVER $9 MILLION Modern Niagara Vancouver – BC Children’s & BC Women’s Hospital + Health Centre Redevelopment Project FOR MODERN NIAGARA, the renovation of an existing hospital consisted of two packages: Package 1: Renovation of the first and third floor of the 1982 building, and a new building with a swimming pool, to create a new home for the Sunny Hill Health Centre. The new Sunny Hill Health Centre at BC Children’s Hospital is an innovative, familycentred facility that will continue to provide specialized developmental assessments and rehabilitation care to children, youth and their families from across the province of British Columbia. Package 2: Renovation of two sectors of Level 2, expanding the BC Women’s Cedar birthing suites, adding 10 new single room maternity care (SRMC) suites. The distribution to these areas for heating and chilled from the central mechanical room were approximately 1500 feet away from the Package 1 work, and even further for Package 2.
2020 $3-9 MILLION Black & McDonald Limited – St Paul’s Hospital, Cooling Tower & Chiller 2 Replacement ST. PAUL’S HOSPITAL is an acute care, teaching and research hospital located in downtown Vancouver. The replacement of the cooling towers at St. Paul’s Hospital was done in a phased approach by Black & McDonald while maintaining the exiting cooling loads throughout their winter operation. The chilled water system was modified to provide increased pump energy savings, fewer pumps, and simpler control requirements. Based on the efficient replacement, the contract for chiller number two was added and provided key energy savings during the winter months. Black & McDonald was also responsible for all the electrical work on the project.
2021 $3-9 MILLION Black & McDonald Limited – Clayton Community Centre THE SCOPE OF WORK performed by Black & McDonald (B&M) included the installation of mechanical systems for the Clayton Community Centre. The installation consisted of six heat recovery ventilation units serving several spaces with different ventilation requirements including the gym, fitness area, arts area, library and childcare. Heating and cooling are provided via air source heat pumps imported from Italy working in tandem with a complete radiant panel system comprising 1000 plus radiant panels. This system works in conjunction with a natural ventilation philosophy for which B&M was responsible for the install and commissioning of the window control system. Upper-level radiant panels were installed within structural glulam beams. In addition, BIM was used to fully model two out of three mechanical rooms and the installation scope included HVAC, plumbing and drainage, controls, and fire protection systems. 12

2021 UP TO $3 MILLION Trotter & Morton Building Technologies – North shore Wastewater Treatment Plant, Conveyance Plant THIS CONVEYANCE PROJECT consisted of constructing a new pump station and associated pipes as part of the North Shore Wastewater Treatment Plant program, initiated by Metro Vancouver. This program was introduced due to new federal and provincial regulations. Once completed, the existing Lions Gate Wastewater Treatment Plant will be decommissioned and the land will be returned to the Squamish Nation. This pump station, the First Narrows Pump Station, will move wastewater from the existing WWTP to the future WWTP, as well as move the treated wastewater from the new plant to the existing outfall underneath the Lions Gate Bridge. Trotter & Morton was responsible for the mechanical scope of work including plumbing fixtures, dampers, HVAC ductwork, generator exhaust, and controls. Significant pre-fabrication and pre-planning were key for this project.

GOLD ELECTRICAL CONTRACTOR 2020 OVER $8 MILLION Western Pacific Enterprises Ltd. –Molson and Coors Brewery Peak Project THE NEW MOLSON COORS state-of-the-art site is the most modern of its 29 manufacturing locales. It replaces an aging plant in Vancouver, in which the brewing giant shut down in 2015. Western Pacific Enterprises Ltd. worked with Smith Bros. & Wilson (BC) Ltd. on the construction of the new 37,400 square metre (approximately 400,000 sq. ft.) facility. The facility includes brewing and packaging halls, warehouse space, offices and a hospitality area. The site also has a large truck yard for offloading materials and loading finished products. At the peak of the project, Western Pacific had more than 100 workers on-site over the three-year construction period, completing construction and related works.
2021 OVER $8 MILLION Houle Electric Corp. – VGH Operating Room Renewal Project (fitout, roofworks and chiller) THIS PROJECT ENTAILS the expansion to the third floor of Jim Pattison Pavilion North, as part of a broader strategy to improve patient access to timely surgery at Vancouver General Hospital and UBC Hospital. Houle’s scope of work included the addition of 16 new operating rooms and 40 pre/post operations rooms; large distribution upgrade including new HV feeders, HV breakers, and two 4MVA outdoor roof mounted unit subs and 600V distribution; large upgrade to existing chillers and chiller distribution; and new lighting, power, security, and data. Before the project, many of the operating rooms were 30 years old and could not accommodate new technology and equipment. The expansion enhances the surgical capacity to meet current needs and position VGH to accommodate growth and technology in the future.
2020 $2-8 MILLION Western Pacific Enterprises Ltd – Swiss Water Coffee Roaster SWISS WATER DECAFFEINATED COFFEE COMPANY built a new state-of-the-art facility for the production of decaffeinated coffee in the Delta Link Business Park. The 38,000-square-foot Swiss Water Decaffeinated Coffee facility houses a new production line and employs Swiss Water Process to decaffeinate green coffee without the use of chemicals. The specialty coffee company site has an area for future expansion, and the construction included supply and installation of a 25kV transformer, low voltage MCCs and process instruments including power, control, and data. With this newly expanded capacity, Swiss Water can meet the continued, growing global demand for best-quality, chemical-free decaf.

2021 $2-8 MILLION Western Pacific Enterprises Ltd. – Delta Hospital Electrical Upgrade WESTERN PACIFIC replaced and upgraded the main electrical distribution at the hospital which included BC Hydro service, emergency power generation system and distribution. The work included a new electrical service building and generator building hosting the hospitals new incoming 25kV switchgear, main 600V distribution, as well as the emergency generators and associated equipment. This project also included a duct bank for power and communications back into the building where there were renovations to the existing generator and electrical rooms. These renovations included removing all of the existing generators and distribution and providing new 600V and 120/208V distribution to feed all the existing hospital loads. This was a highly coordinated effort and executed in a phased manner as to not impact hospital operations. Using temporary distribution fed from the commissioning distribution system in the new electrical building, all existing equipment was removed and replaced. Once all systems were commissioned, load cutovers were completed one by one to bring the existing loads onto the new system. All work was completed successfully, safely, on-time and on-budget.
2020 UP TO $2 MILLION Houle Electric Limited - Nanaimo Airport, Terminal Expansion Phase One THIS PROJECT BEGAN in early 2018 and is the first phase of a 20-year master development plan for the Nanaimo Airport terminal building. Opened in 2020, the $14.2 million expansion was one of the largest projects in the airport’s history. The expansion includes construction of a new departure lounge, pre- board screening area, new baggage drop-off to speed up check-in, a larger concourse, and new departure gates. The expansion provides passengers with the convenience of Wi-Fi and device charging stations. Phase One included electrical (main Hydro service, power distribution, custom lighting, and lighting controls, fire alarm, and in-floor duct systems) as well as technology solutions (public address, video surveillance, access control, and data network).
2021 UP TO $2 MILLION Western Pacific Enterprises Ltd. – Emergency Generator Replacement, Surrey Pre-Trial Service Centre (old building) WESTERN PACIFIC ENTERPRISE (WPE) acted as the prime contractor and upgraded the emergency backup power system for the trial centre facility. WPE replaced the existing 500KW generator and associated ATS with two new generators and associated ATS’s to improve their liability of the 600V power distribution system in the event of a prolonged outage from BC Hydro. In addition to the new generators, WPE repurposed the existing generator room to facilitate the new 600V distribution equipment. WPE executed existing load cutovers to the latest electrical equipment over a weeklong of night shifts without issue.

GOLD TRADE CONTRACTOR 2021 Over $10 MILLION Flynn Canada Ltd. – Pier D Expansion, Phase 1 YVR PIER D EXPANSION marks the introduction of a new wing to YVR’s International terminal. This 10,800 m² expansion of the existing three-level terminal building will provide four new, wide-body gates to serve international arrival and departure flights, and facilities to accommodate up to four simultaneous remote stand operations. For this project, Flynn Canada partnered with PCL Construction to successfully deliver a fully functioning building envelope as well as interior glazing. Foremost among Flynn’s achievements was their part in thematic atrium, referred to colloquially as the “Crown Jewel” of the project. Here, all members of envelope scopes, as well as Flynn’s 3D scanning partners, came together with key trades to provide a beautiful and unique finished product, unlike anything seen before. The project success was a true team effort.
2021 OVER $4-10 MILLION Pacific Blasting & Demolition – Viterra Pacific Terminal PAC3 Demolition THE DECONSTRUCTION OF THE Pacific Elevator No. 3 (PAC 3) was required by the owner of the facility as part of an overall upgrade at the Pacific Port Terminal in Vancouver. In 2019, Pacific Blasting & Demolition Ltd. was contracted to demolish a former grain elevator consisting of a silo annex, workhouse and track shed in Vancouver. The structure was originally built in 1918 with additions to the silo annex in 1932 and covered a footprint of approximately 45,000 square feet. with a maximum structure height of 50 metres. This complex and technically challenging project required a number of innovative demolition approaches to ensure structural integrity while maintaining adjacent ongoing rail, shipping and terminal operations. The demolition approach had to be tailored to address the complexities and characteristics of each of the 100-year-old structures.
2020 OVER $4 MILLION StructureCraft Builders - North Surrey Sport and Ice Complex THIS NEW 134,000 SQUARE FOOT complex supports the City of Surrey’s goal of creating healthy communities and features three ice arenas and venues for lacrosse, basketball and trade shows. Highlights of the design include a heavy timber roof, glulam trusses, prefabricated panelized wood and the building exterior is wrapped with First Nation artist Trenton Pierre’s public artwork. StructureCraft’s scope was to engineer and build the timber roof structure, driving for efficiency while retaining beauty in form and aesthetic. The long span, undulating roofs feature the middle rink as the centerpiece, with clear spans of 43m (140’), showcasing the hybrid timber/steel trusses supporting prefabricated timber panels. The king-posted trusses consist of Glulam top chord, steel rod tension chord and steel pipe web members.

2020 TRADE CONTRACTORS AWARD $2-4 MILLION Whitemud Ironworks Limited – R.E. Mountain Secondary School THE NEW LEED GOLD THREE STOREY R.E. Mountain Secondary School is an important milestone for families and students in Langley. Completed in 2019, the 80,000 square foot structure is a combination of steel and concrete with metal cladding and brick, accommodating 1,700 students. The school d features a modern design with flexible classrooms and amenities fit for 21stcentury learning and collaboration. These include an outdoor learning space and amphitheatre, two gymnasiums and an openstyle auditorium, as well as access to the Township of Langley’s artificial turf fields. The design philosophy for this project was to create an educational environment through natural light and ventilation, rational floor plans, improved visibility and connection to the outdoor.
2021 $2-4 MILLION JJM Construction Ltd. – McMillan Dock Removal, Glover Road THE “ALBION FERRY” as it became known by many, was the ferry service that operated on the Fraser River between Langley and Maple Ridge. It was placed by the Golden Ears Bridge and taken out of service in 2009. This project involved the removal of this dock and infrastructure, which included a number of surprises that were encountered along the way. Not a simple dock demolition as testing revealed that the dock was highly contaminated with a number of chemicals and had hazardous levels of lead and arsenic throughout. Demolition plans had to shift to include for the safe removal and abatement of the hazards while still meeting the tight constraints set because of the Fisheries Window for completion.
2021 $1-2 MILLION Blackcomb Glass Ltd. – Clayton Community Centre THE CLAYTON COMMUNITY CENTRE is the first community centre to achieve Passive House in North America, and Canada’s largest Passive House facility to date. The new community facility integrates community services for recreation, library, arts, and parks into one seamless space, setting a new standard for community centres in the region. Blackcomb Glass supplied and installed the exterior curtainwalls, operable vents, commercial entrances, and roof pop-up curtainwall. The curtainwall mullion layout was complex since all the shapes were triangles, making the compartmentalized curtainwall system a challenge. The most significant Passive House element unique to this building is the use of operable vents to introduce natural ventilation.

GOLD TRADE CONTRACTOR 2020 $1-2 MILLION Gisborne Industrial – Stanton Territorial Hospital LOCATED IN YELLOWKNIFE, the Stanton Territorial Hospital is the largest hospital in the Northwest Territories. The 280,000 square-foot facility is based on the most current hospital standards and provides 100 per cent single patient rooms throughout the facility and has 20 per cent more beds (100) than the previous facility. It features a larger enhanced emergency department and medical laboratory; enhanced additional space for diagnostic imaging and improved medical technology to modernize hospital operations. Gisborne installed the fire protection systems. The project was designed and installed using BIM 3D modelling and consists of wet, dry, pre-action and clean agent suppression systems.
2020 UP TO $1 MILLION Evergreen Demolition – Joyce-Collingwood SkyTrain Station AS THE FOURTH-BUSIEST EXPO LINE station outside of downtown Vancouver, the Joyce-Collingwood Station, built in 1986, was due for upgrades to increase passenger capacity and improve accessibility. Now twice the size of the original station, the upgrades include a new elevator and escalators in the east stationhouse, improved station design with better lighting and visibility, and better integration with the surrounding community.
2021 UP TO $1 MILLION Tatras Contracting Group Ltd. – Granville Bridge Rehabilitation FOR THE GRANVILLE BRIDGE REHABILITATION PROJECT, the work performed by Tatras took place underneath the bridge deck, combining engineering, manufacture, and installation to create an innovative solution to the project’s many challenges. Specifically focused on their engineered debris netting systems, Tatras offered a unique, non-damaging installation option. Their system does not require alterations to the bridge. Rather than drilling into the structure, Tatras designed and manufactured custom clamps and magnets to support the net. Once removed, there is no trace of it being there. Alongside this, their team of professional rope access technicians contributed high-angle access methods that allow work to be completed both safely and efficiently, all while ensuring low impact on traffic and pedestrians in the navigation channels below.

SILVER GENERAL CONTRACTOR 2020 OVER $50 MILLION Scott Construction Management – International Trade Centre THE INTERNATIONAL TRADE CENTRE is 164,000 square feet of commercial and Class A office space in 12- and 10-storey concrete towers, sharing a five-storey podium and concrete parking structure decoratively clad with a perforated metal panel system. The standard curtainwall includes smart glass, which uses AI to control glare and optimize daylight. The project required construction of two new roads, one private and the other an extension of River Road. Scott Construction overcame diverse challenges to deliver a successful project.
2020 OVER $50 MILLION EllisDon Corporation – Penticton Regional Hospital, Ph 1 PENTICTON REGIONAL HOSPITAL provides secondary and specialized acute care for patients living in South Okanagan and surrounding communities. The new six-storey tower brings the hospital up to a modern standard of care by providing ambulatory care, surgical services, 84 inpatient beds in single-patient rooms, a new medical device reprocessing unit, space for the University of British Columbia’s Faculty of Medicine and a roof-top heliport. EllisDon was awarded the contract by Interior Health to design, build, partially finance, and maintain the David E. Kampe Tower.
2021 OVER $50 MILLION Graham Infrastructure LP JV with Aecom Canada – McLoughlin Point Wastewater Treatment Plant MCLOUGHLIN POINT WASTEWATER Treatment Plant is the largest infrastructure project in the Capital Regional District’s history. Construction began in the spring of 2017 with the plant coming into service in December 2020. The scope of work included construction of a new cast-in-place concrete wastewater plant with primary, secondary, and tertiary treatment of raw sewage received from the local pump stations. Work also included the Victoria Harbour force main crossing and the marine outfall for discharging the effluent from the plant into the ocean.
2021 OVER $50 MILLION Peter Kiewit Sons ULC – Fraser River Big Bar Landslide Remediation THIS PROJECT IS AN EMERGENCY response to remove slide debris that remained within the channel from the site of the Big Bar Landslide in the Fraser River and to widen the channel at this constriction. The scope of work included removing as much debris from the river as possible and building an 800-m access road to transport a large fleet of heavy equipment. The job also required stabilizing the rock slope to make the area safe for crews to work at river level.
2020 GENERAL CONTRACTOR $20 to $50 MILLION Stuart Olson Construction – R.E. Mountain Secondary School THIS NEW LEED GOLD SECONDARY school is three storeys and accommodates 1,700 students. The structure is a combination of steel and concrete with metal cladding and brick. Its modern design allows for flexible classrooms and amenities. This includes an outdoor learning space and amphitheatre, two gymnasiums and an open-style auditorium, as well as access to the Township of Langley’s artificial turf fields. This project was completed on time and on budget for the 2019 school year.

SILVER GENERAL CONTRACTOR 2021 $20 to $50 MILLION Graham Construction and Engineering LP – Coordinated Skytrain Station Upgrades Project THE COORDINATED SKYTRAIN STATION UPGRADES project includes installation and commissioning of 3200 new devices to improve passenger information display units, PA speakers and CCTV cameras at 20 Skytrain stations and associated construction of station infrastructure and architectural finishing for upgrades to the British Columbia Rapid Transit Company Ltd. The project was delivered in two phases. Phase 1 : Construction Management and general contractor services for Edmond, Columbia and Joyce as Pilot Stations for inform planning, design development and implementation for phase 2 stations. Phase 2 : General contractor services for remaining 17 Expo-line stations implementation.
2021 $20 to $50 MILLION Ledcor Construction – SFU Plaza Renewal Phase 2 CM/TC THE SFU PHASE 2 PLAZA RENEWAL project involved renovation of the SFU Burnaby Campus Convocation Mall (CM). It required demolition and removal of the existing tile and roofing, as well as both CM stages and the Fountain Square fountain. The replacement of the 50-year roofing assembly was the primary design focus, but upgrades were also made to the new CM stages, the CM Stairwells, the Plaza Corridor, the Plaza Walkway Guardrails, the Transportation Centre (TC) Bus Loop, and all electrical, mechanical, lighting, landscaping and site furnishings throughout.
2020 UP TO $20 MILLION B.A. Blacktop – Lickman Interchange Design-Build PART OF A LONG-TERM HIGHWAY IMPROVEMENT PLAN, the Lickman Interchange DesignBuild project improves traffic congestion and supports projected traffic growth for the next 15 plus years. Extensive road improvements on the Lickman overpass and construction of a new roundabout involved a robust traffic management plan and detailed construction staging plan that reduced impacts to this hightraffic corridor. Installation challenges included poor soil conditions and proximity to numerous thirdparty utilities.
2020 UP TO $20 MILLION EllisDon Corporation – BC Housing Penticton IN COLLABORATION WITH BC HOUSING, ELLISDON purchased the land and was responsible for managing the development, design, construction, and financing the project until completion in February 2019. The four-storey development creates a multi-purpose building that includes 40 units of residential rentals, two commercial retail units on the ground level, a playground, and covered parking. Based on BC Housing Design Guidelines, the project is flexible and adaptable to accommodate multiple tenant groups.
2021 UP TO $20 MILLION QM Environmental – KEL,SET (Reay) Creek Pond Remediation QM ENVIRONMENTAL completed the remediation and restoration of ponded area of Reay Creek Park where approximately 5,100 cubic meters of contaminated sediment had accumulated from Victoria International Airport runoff. The project area was located within a park owned by the Town of Sidney and involved the construction of a creek diversion to maintain a minimum flow for downstream freshwater aquatic life, dewatering of the pond, excavation and offsite disposal of over 7,000 tonnes of PAH and metals contaminated sediment.
2021 UP TO $20 MILLION Vancouver Pile Driving – SeaBus Maintenance Dock Expansion THE SEABUS MAINTENANCE DOCK EXPANSION project consisted of the construction of a third dock at the Lonsdale Quay station to accommodate fleet expansion. VanPile’s responsibilities included the construction of three new concrete floats with elevated steel platforms and fibreglass gratings; supply of a service canopy on the new oat with sewage disposal, bilge disposal water and air; supply and installation of a new 80 ft. long aluminum ramp; construction of a new turning dolphin; relocation of three existing oats with new fendering; and removal of six concrete filled pipe piles. 20 CONSTRUCTION BUSINESS

2020 TENANT IMPROVEMENTS Chandos Construction – Maple Ridge Leisure Centre Upgrades THE PROJECT INITIALLY INVOLVED the upgrade and redesign of the leisure centre’s interior, including a brand new leisure pool, significant upgrades to the pool’s mechanical systems, and renovations to the existing lobby, change rooms, and administrative offices. However, after construction began, it was determined that the 40-year-old building’s structural components required an upgrade as well, so these upgrades were completed in tandem. Notably, the centre remained fully functional and open to the general public while all scopes of work were being performed.
2020 TENANT IMPROVEMENTS Chandos Construction – Fraser Valley Cancer Centre 4 & 5 Renovation CHANDOS ACTED AS THE CONSTRUCTION MANAGER on this highly sensitive redevelopment project. The Fraser Valley Cancer Centre Vault 4 & Vault 5 replacements involved extensive renovations within the fully operational Surrey Memorial Hospital. The redevelopment of the vaults were implemented in two separate phases, both completed under level 4 infection control while maintaining negative air machine and pressure monitoring. To minimize disruptions, strategic planning and scheduling of work was enforced, noisy work was implemented after hours and on nonchemotherapy weekends.
2021 TENANT IMPROVEMENTS ETRO Construction – Irish Consulate THIS WAS A 4,400 SQUARE FOOT tenant improvement project for the Department of Foreign Affairs and Trade of Ireland. This new office space included specialized security features and incorporated top of the line safety features such as, Integrated AV/security systems and a specialized ballistic glazing system within the public access areas of the space. The use of wood elements, specifically the custom wood ceiling and wall panel, were used to highlight B.C.’s coastal landscape and made for a striking feature.
2021 TENANT IMPROVEMENTS Omicron Architecture Engineering Construction – First West Credit Union, Penticton THE 22,000 SQUARE FOOT FIRST WEST CREDIT UNION (FWCU) Penticton office combined three buildings with extensions added over time, which created structural challenges in connecting the spaces. Another challenge was the last-minute decision to include agile furniture to create more flexibility for the employees. The FWCU brand is rooted in the communities it serves, so the design for this branch was inspired by the warm colours of Penticton nature and orchards. Omicron provided design, structural, electrical and mechanical engineering, and construction services for this project.
2021 TENANT IMPROVEMENTS Graham Construction and Engineering LP – YVR Remote Stand Operations Transborder Terminal Facility THIS FACILITY UPGRADE INCLUDED THE PHASED RENOVATION AND EXPANSION of an existing two gate bussing operation hold room on Level 2 into an eight gate hold room with bus loading positions for each gate. The project’s scope included the installation of new vertical circulation core connecting Level 2 and Level 3; relocation of food and beverage providers on Level 3 and relocation of electrical distribution for Pier E as required to make way for the installation of the vertical circulation core. The work also included installation and improvement to the Level 2 building envelope and other building modifications.

SILVER MECHANICAL CONTRACTOR 2020 AWARD OVER $9 MILLION Broadway Refrigeration & Air Conditioning – Undergraduate Life Science Teaching Labs Renewal THE UBC BIOLOGICAL SCIENCES BUILDING was consolidated into one large complex by demolishing the centre block and workshop building and replacing them with a five-storey state-ofthe-art facility. The north wing received a complete seismic upgrade with structural reinforcement while the south and west Wings received interior improvements including new bridge connections. The upgraded landscaping of the interior courtyard included cedar benches and an improved aquatics research area.
2021 AWARD OVER $9 MILLION Division 15 Mechanical – Lions Gate Hospital Power Plant Replacement THE NEW 4600 SQUARE FOOT SUBTERRANEAN POWER PLANT replaces the existing plant constructed in 1977 to service the entire Lions Gate Hospital complex. The project consists of two new 3000 kW steam generating boilers, two new 2500 kW steam generating boilers, and two new 2500kW heating water generating boilers. Work included triplex of architecturally aesthetic exhaust stacks rising 125 feet above grade, 3D laser scanning of existing tunnels and mechanical rooms to allow for 100 per cent mechanical BIM and extensive off-site prefabrication.
2021 AWARD OVER $9 MILLION Pitt Meadows Plumbing & Mechanical Systems – Abbotsford Law Courts PITT MEADOWS PLUMBING & MECHANICAL acted as the mechanical contractor for the new Abbotsford Law Courts. The 180,000 square foot facility contains courtrooms with eight provincial courtrooms and three supreme courtrooms. The team used advanced BIM, automated off-site prefabrication at their 55,000 square foot fabrication facility in Maple Ridge including single trade, multi-trade and modular assemblies as well as 4D scheduling of the mechanical room installation. The project was completed on-time and on-budget during the pandemic.
2020 AWARD $3-9 MILLION Quadra Mechanical – North Surrey Sport and Ice Complex THIS NEW-BUILD 134,000 SQUARE FOOT complex features three ice sheets and supports the community need for ice sports: hockey, sledge hockey and figure skating. The facility was awarded the Rick Hansen Foundation Gold star for accessibility.
2020 AWARD $3-9 MILLION Black & McDonald – Harbour Centre, Chiller Replacement BLACK & MCDONALD WAS AWARDED both the mechanical prime contract along with the electrical contract for this complex renovation of the Vancouver Harbour Centre. B&M utilized Building Information Modeling (BIM) system and pre-fabrication capabilities to construct a new mechanical room in the parking level of Harbour Centre. B&M performed the installation of a new chiller and ancillary equipment over a four phase schedule to maintain the operation of the existing building chilled water plant.
2021 AWARD $3-9 MILLION Division 15 Mechanical – New Westminster Secondary School TARGETING LEED GOLD CERTIFICATION, the New Westminster Secondary School was one of the largest and most complex school projects in B.C. It accommodates 1,900 students from Grade 9-12 and is equipped with modern learning space, parking lots and flexibility for future expansion. Mechanical systems included fire protection, controls, plumbing systems, natural gas distribution and HVAC systems, including high efficiency condensing boilers, heat recovery, AHUs, VAV boxes and radiators. The existing school remained fully operational throughout construction. 22

2021 AWARD $3-9 MILLION Modern Niagara Vancouver – Surrey Courthouse M&E Upgrade THE PROJECT CONSISTED OF A FULL UPGRADE to the mechanical and electrical systems at the Surrey Courthouse. Work included retrofitting all major mechanical and domestic equipment: boilers, AHUs, DHWTs, storage tanks, FCUs, VAVs, and all fans. There was also a major retrofit of the electrical distribution system which included electrical panels, transformers, feeders and MCC. A significant scope of the project was to add two air source heat pumps on the roof which included constructing a structural steel platform. All this work was carried out with no disruption to everyday court proceedings.
2020 AWARD UP TO $3 MILLION Combined Mechanical Contractors – BC Housing Penticton THE BC HOUSING PENTICTON PROJECT is a four-storey multi-purpose building that includes 40 units of residential rentals, two commercial retail units, a playground, and covered parking. This f lexible and adaptable project was specifically designed to accommodate multiple tenant groups and allows for convenient access to transit, shopping, grocery stores, parks, Penticton Regional Hospital, and the lakefront.
2020 AWARD UP TO $3 MILLION Fred Welsh – Semiahmoo Shopping Centre Retrofit and Storefront Renovation THE PROJECT CONSISTS OF RENOVATING THE 66,000 SQ.FT. former Zellers location and updating the base building to accommodate new tenant improvements. The fit-up for Winners, the anchor tenant taking up roughly 22,000 sq.ft. of the remodelled space was constructed concurrently with base building work. Both adjoining exterior mall entrances were upgraded, and the existing brick facade was removed to incorporate the new storefront. Construction was to take place without interruption to daily mall activities and the public.
2021 AWARD UP TO $3 MILLION Davidson Bros. Mechanical Contractors – YVR Remote Stand Operations Transborder Terminal Facility THE TRANSBORDER TERMINAL FACILITY upgrade includes the phased renovation and expansion of an existing two gate bussing operation hold room on Level 2 into an eight gate hold room with bus loading positions for each gate. The project’s scope included, the installation of new vertical circulation core connecting Level 2 and Level 3. Relocation of food and beverage providers on Level 3 and relocation of electrical distribution for Pier E as required to make way for the installation of the vertical circulation core.
2021 AWARD UP TO $3 MILLION Eagle Ridge Mechanical Contracting – Qualico New Office Building & Warehouse THIS PROJECT INCLUDED A NEW THREE-STOREY OFFICE BUILDING and a two-storey warehouse for Qualico in Surrey. Built with sustainability in mind, the project features a variable refrigerant flow (VRF) system, with a rooftop unit that is 75 per cent more efficient than standard systems. The system captures rejected hot and cool air internally and sends it to spaces that need cooling or heating first. Hot or cool air only goes to the rooftop unit when no more heating or cooling is being rejected internally.

SILVER ELECTRICAL CONTRACTOR 2020 AWARD OVER $8 MILLION Bridge Electric Corp – Undergraduate Life Science Teaching Labs Renewal THE UNDERGRADUATE LIFE SCIENCES TEACHING LABS RENEWAL project involves a renewal and expansion of the Biological Sciences complex to provide modern, well equipped teaching laboratories for over 2,000 students. The project is two wings of a large four wing functional teaching laboratory complex. The facility includes space for laboratories, research space, classrooms, seminar rooms, and a 125 seat lecture theatre and serves a multitude of disciplines; molecular cell genetics, inverts & aquatics, botany, bio chemistry, microbiology, and humming birds.
2021 AWARD OVER $8 MILLION Bridge Electric Group – Simon Fraser University Student Residences Phase 1 THIS PHASE CONSISTS OF “ALMOST” TWIN SEVEN-STOREY and eight-storey towers that contain a combined 484 student housing rooms and two apartments. Bridge Electric was responsible for Divisions 26, 27, & 28 including audio visual, digital signage, and a code blue system. With the overall building height being lower than normal for a project of this nature and the electrical and low tension infrastructure being greater than normal, coordination and layout efforts were a challenge throughout the project.
2021 AWARD OVER $8 MILLION Western Pacific Enterprises Ltd. – McLoughlin Point Wastewater Treatment Plant THE WASTEWATER TREATMENT PROJECT INCLUDES a tertiary wastewater treatment plant at McLoughlin Point in Esquimalt. The treatment plant is designed to minimize visual impacts from the water and includes a multi-level green roof, mature landscaping, an observation deck, and education space. The facility consists of two structures: a 2,322.58 m² operations and maintenance building and 6,967.72 m² treatment facility. Western Pacific took on a design-assist role on this project and installed all the electrical and control systems for the new plant.
2020 AWARD $2-8 MILLION Houle Electric Limited – BZAM Management, Midway Security Design THE PROJECT ENCOMPASSED THE SUPPLY, install, and control of an integrated electronic security system for BZAM Management’s 104-acre midway outdoor growing facility (for cannabis). The system comprises of a CCTV/access control and intrusion for on-site modular buildings, vehicle entrances with gate controllers, pedestrian turnstiles, UPS power systems for CCTV, operations trailer, and cannabis secure storage. Also included in the scope was 4,600 meters of perimeter fencing that required a high level of IR CCTV, multi-layered intrusion detection system including vibration detection, analytical virtual fence, and thermal imaging interrogation system.
2020 AWARD $2-8 MILLION Keldon Electric Ltd. – Phantom Creek Estates Winery LOCATED IN OLIVER, THE WINE CAPITAL OF CANADA, the Phantom Creek Winery features a sloping 526-seat amphitheatre, retail area, history room, public and private tasting rooms, a restaurant with large patio, administrative offices, a wine production facility and three barrel fermentation cellars. Surrounded by remote hills, the building takes advantage of the varied elevation to create four levels of hidden production and cellar rooms that harness the lower underground temperatures.
2021 AWARD $2-8 MILLION Bridge Electric Corp – Richmond Industrial Centre Building 3 RICHMOND INDUSTRIAL CENTRE BUILDING 3 is a 200,000 square foot warehouse complete with two separate office spaces. This project transformed an existing landfill site into a high quality industrial property. It boasts 33 foot high ceilings, 36 truck loading docks, thousands of feet of cable tray, hundreds of energy efficient LED high bay lights. Challenges included a fast schedule, large footprint, long feeders, coordination with below grade methane systems, and high ceilings to deliver a quality project on time.

2021 AWARD $2-8 MILLION Houle Electric Limited – Clayton Community Centre THE CLAYTON COMMUNITY CENTRE is a multi-purpose community centre in Surrey’s Clayton Heights neighbourhood. It includes a library, visual and performing arts, and recreation in a 78,000-squarefoot sustainable building. The building is the first community centre to achieve Passive House designation in North America. The project involved several Houle divisions: electrical construction (electrical, fire alarm, and lighting and lighting control), audio visual (video conferencing and public address), security (code blue, intrusion, access control, and video surveillance), and data(structured cabling).
2020 AWARD UP TO $2 MILLION Black & McDonald Limited – Laurel Street Works Yard: Yard Building THE NEW LAUREL STREET WORKS YARD replaces the aging facility to ensure effective and efficient delivery of public works and infrastructure services for the City of Burnaby. Black & McDonald completed the interior and exterior electrical works for the new yard building. The redevelopment included demolition, underground works, new distribution, lighting, power, fire alarm and data. The construction work needed to be compliant with all applicable bylaws and every effort was made to minimize disruption to residents and businesses in the area.
2020 AWARD UP TO $2 MILLION Western Pacific Enterprises Ltd – BCIT Canada Way Electrical Replacement Project THE BCIT CANADA WAY ELECTRICAL REPLACEMENT PROJECT involved the renewal of the hydro receiving station that supplies power to 11 substations and serves the entire northern side of BCIT’s Burnaby campus. The new electrical backbone infrastructure on the north side of campus encompasses three major electrical services: high voltage (HV -12.5/25kV); low voltage (LV – below 750V); and a telecommunications, control, and safety service. Careful planning and execution of this replacement project minimized disruption to programs that operate on this side of the facility.
2021 AWARD UP TO $2 MILLION Mott Electric GP – Brentwood Town Centre, Food Court Tenant Improvements MOTT WAS GIVEN THE CHALLENGE OF COMPLETING the electrical component of this project. They were required to build two new electrical rooms and provide base building power to 19 units. They also provided all of the custom lighting and installed it perfectly. The fire alarm was also part of the scope of work and the team worked extra hours to maintain schedule and provide the FA verification in a very short time frame. The work was very well executed.
2021 AWARD UP TO $2 MILLION Status Electrical Corp – Eagle Ridge Hospital ED Expansion THE EAGLE RIDGE HOSPITAL EMERGENCY DEPARTMENT expansion is approximately three times larger than the previous space. It will provide quality emergency care in spaces better designed to meet the growing needs of patients. To expand the emergency department, health records were moved to the basement of the hospital, and diagnostic cardiology services were relocated to other areas. Work included new power panels and sub electrical rooms to accommodate power requirements. New data rooms were created to accommodate the IMIT, security and nurse call equipment.

SILVER TRADE CONTRACTOR 2021 AWARD OVER $10 MILLION LMS Limited Partnership – Vancouver House THE VANCOUVER HOUSE IS AN ICONIC 525 foot-tall mixed-use project developed by Westbank Corporation at Howe Street and Beach Avenue in Vancouver. Danish architects Bjarke Ingels Group designed the 55-storey twisting tower and its accompanying podium buildings. LMS supplied and installed the concrete reinforcing steel, rebar vertical post-tensioning, horizontal post-tensioning, stud rails, couplers, structural steel header I-Beams. The scope included from parking level P7 to L59 roof.
2021 AWARD OVER $10 MILLION Vancouver Pile Driving Ltd – Centerm Expansion Project CENTERM IS AN EXISTING CONTAINER TERMINAL on the south shore of Vancouver’s Inner Harbour. The expansion project consisted of a series of improvements to Centerm container terminal. VanPile was responsible for the construction of two (each 14.5 m wide x 37.4 m long x 20 m tall) concrete caissons; towing of caissons to project site and installation to the seabed; installation of approximately 1,400 stone columns using the vibro-replacement technique; and placement of approximately 20,000 m³ mattress rock and leveling course material.
2021 AWARD $4-10 MILLION Apex Granite & Tile – SFU Plaza Renewal Phase 2 CM/TC THE SCOPE ON THIS PROJECT WAS A CONTINUATION FROM PHASE 1, roughly 120,000 sq ft of granite pavers installed throughout the Academic Quadrangle. Romex is the first of its kind, a cement and epoxy-based product that allows water to drain through the Rompox joints into the setting bed. The setting bed is made of small rocks 6-8mm which works as a filter for the water to make its way into the drainage system. Apex supplied and installed both these system giving a new modern look to the AQ area.
2021 AWARD $4-10 MILLION Keith Panel Systems Co. Ltd. – Brentwood Town Centre Phase 1 WITH MORE THAN 600,000 SQUARE FEET of new commercial and retail spaces, its direct connection to the Brentwood Town Centre SkyTrain Station, and six levels of commercial and residential underground parking, The Amazing Brentwood offers an accessible destination for all of Burnaby and the Greater Vancouver area. Keith Panel Systems installed the various wall panel systems including Alucobond and Ombrae.
2020 AWARD OVER $4 MILLION Gisborne Industrial Construction – G3 Terminal Vancouver West Gate Project GISBORNE WAS AWARDED THE CONTRACT TO DESIGN, SUPPLY AND INSTALL the fire protection and fire detection systems for the new G3 Terminal Vancouver. G3 Terminal Vancouver will optimize grain receiving, storage, and shipping throughput operations on Canada’s West Coast. Work included Pre-action sprinkler system and standpipes, manual deluge systems, dock wet standpipe, diesel fire pump, fire alarm, fire detection, dry chemical fire suppression systems, and explosion isolation systems.
2020 AWARD OVER $4 MILLION Flynn Canada – First West Credit Union THE NEW FIRST WEST CREDIT UNION regional office building is located at 19933 – 88 Avenue in Langley, just off Highway 1 at 200th Street and 88th Avenue. This six-storey, 130,000 square foot office and retail building features a high quality office workspace and more than 20,000 square feet of retail amenities. Designed by MCMP Architects, the geometry of this building is composed of slightly different linear forms that are bundled together to represent a stronger unified form which reflects the credit unions’ moral: “Unity is Strength”.

2020 AWARD $2-4 MILLION Jack Cewe Construction – Joyce-Collingwood SkyTrain Station AS THE FOURTH-BUSIEST EXPO LINE STATION outside of downtown Vancouver, the Joyce-Collingwood Station, built in 1986, was due for upgrades to increase passenger capacity and improve accessibility. Now twice the size of the original station, the upgrades include a new elevator and escalators in the east stationhouse, improved station design with better lighting and visibility, and better integration with the surrounding community.
2020 AWARD $2-4 MILLION Thermo-Design Insulation – North Surrey Sport and Ice Complex THE NORTH SURREY SPORT AND ICE COMPLEX is a 110,000-sq-ft, two storey concrete and steel-framed building with arched glulam beams supporting the roof. The exterior walls are comprised of metal, insulated sandwich panels, and curtain wall windows. The complex features three ice rinks for ice hockey and figure skating, as well as a full fitness studio and weight room for public use, multi-purpose rooms for spin classes and yoga, rentals, and food services.
2021 AWARD $2-4 MILLION Flynn Canada – BC Children’s & BC Women’s Hospital Redevelopment Project, Phase 3 THE THIRD PHASE OF THIS PROJECT INCLUDED RENOVATIONS of the existing hospital space. Flynn partnered with Stuart Olson Construction Ltd. to build a truly unique diagonally staggered wall panel system across the new front entrance to the Sunny Hill Health Centre, a beautifully designed Kalzip Metal Roof System over the new pool building along with a thermally broken rainscreen assembly for the newly constructed wing to blend in and match the existing surrounding cladding.
2021 AWARD $2-4 MILLION Gisborne Industrial Construction – Vancouver House GISBORNE DESIGNED, SUPPLIED AND INSTALLED the fire protection systems for Vancouver House, a 55 story residential commercial mixed-use project. Vancouver House includes 375 residential homes, 106 rental homes, as well as new retail, workspace and amenity space, forming the core of a new waterfront community, the Beach District. The iconic tower was designed by Bjarke Ingels Group and Dialog for Westbank.
2021 AWARD $2-4 MILLION M&L Painting – Saputo, Project Big M&L PAINTING UNDERTOOK THE HIGHLY TECHNICAL JOB for Saputo’s 300,000 square foot new dairy processing facility in Port Coquitlam. Work had to all food processing safety requirements and included abrasive blasting of concrete tilt up walls; installation of two epoxy systems; and painting to all offices and welfare areas. Despite scope changes, scheduling challenges and hurdles due to COVID-19, the project was delivered successfully.
2020 AWARD $1-2 MILLION Flynn Canada – Semiahmoo Shopping Centre Retrofit and Storefront Renovation THE PROJECT CONSISTS OF RENOVATING THE 66,000 sq.ft. former Zellers location and updating the base building to accommodate new tenant improvements. Both adjoining exterior mall entrances were upgraded, and the existing brick facade was removed to incorporate the new storefront. Construction was to take place without interruption to daily mall activities and the public. Flynn Canada installed 65,000 sq ft of 2ply SBS Re-roofing over the mall.

Travelling along a central pathway, the directional ceiling feature of light wood slats immediately grabs people’s attention, serving as a visual guide from Brentwood Boulevard to the food destination. Gallagher Bros’ scope of work included the steel stud, drywall, acoustic grid and tile ceilings, acoustical panel ceilings, metal linear ceilings, and walls (Maxxit System).
2021 AWARD $1-2 MILLION RMT Contracting – Pier D Expansion, Phase 1 THE NEW YVR INTERNATIONAL TERMINAL EXPANSION includes a central glass atrium open to, and through, the roof. It measures approximately 80 feet across. Around the outside perimeter of the atrium West Coast tidal pools were constructed of carved concrete, coloured and with relevant sea life added. The pools were supplied with an adjustable water f low and syphon system to constantly depict the tide ebb and f low. Work involved creating concrete artificial “rockwork” features to form rock tidal pools and rock cliffs.
2020 AWARD UP TO $1 MILLION Crosstown Metal Industries – Air Canada L4 Signature Lounge LOCATED ON LEVEL 4 OF THE INTERNATIONAL TERMINAL at the Vancouver Airport, the 4,400 square foot Air Canada Signature Series Suite is a premium space designed for their Signature Class customers, offering priority services and premium amenities. The suite features a full complement of high-end finishes and a commercial kitchen fully airside, past security.
2020 AWARD UP TO $1 MILLION Swisslog – Penticton Regional Hospital Ph 1 THE PENTICTON REGIONAL HOSPITAL provides secondary and specialized acute care for South Okanagan and surrounding communities. The new six-storey tower provides modern standard of care by accommodating ambulatory care, surgical services, 84 inpatient beds in singlepatient rooms, a new medical device reprocessing unit, space for the University of British Columbia’s Faculty of Medicine and a roof-top heliport.
2021 AWARD UP TO $1 MILLION Gallagher Bros. Contractors – Irish Consulate GALLAGHER BROS. SUPPLIED THE EQUIPMENT and material of steel stud, drywall and SCT/ wood slat ceilings for this 4,400 square foot tenant improvement project for the Department of Foreign Affairs and Trade of Ireland. This new office space included specialized security features and incorporated top of the line safety features and a specialized ballistic glazing system within the public access areas of the space. The use of wood elements specifically the custom wood ceiling and wall panel were used to highlight B.C.’s coastal landscape and made for a striking feature.

2020/2021 OUTSTANDING ACHIEVEMENT AWARDS LIFETIME ACHIEVEMENT George Ingham IN 1967, GEORGE FOUNDED UNITED POWER LIMITED., and was always looking for new technology that would change the world. In 1983, the company started in renewable energy, specifically photovoltaic (Solar) energy, where George became a leader in this field. In 2000, he helped form the National Photovoltaic Construction Partnership that successfully supplied and installed over 500 photovoltaic systems across North America. He was a strong advocate of trades training and worked tirelessly with varying organizations to develop apprenticeship programs, while serving on many boards and committees. After a very long and successful career, George passed away on September 9, 2016.

The International Trade Centre is 164,000 square feet of commercial and Class A office space in 12- and 10-storey concrete towers, which share a five-storey podium and concrete parking structure decoratively clad with a perforated metal panel system. The standard curtainwall includes smart glass, which uses artificial intelligence to control glare and optimize daylight.
2021 Western Archrib – Clayton Community Centre THE CLAYTON COMMUNITY CENTRE in Surrey is a new community facility integrating arts and cultural programming, a library, recreation facilities, and outdoor spaces all in one location. A revolutionary leaf-like heavy timber structure, pinwheel units create a two-way wood structure spanning the larger spaces throughout the building. With the interlocking members, a tree canopy was created to envelop all spaces of the building together using Douglas Fir glulam members. Western Archrib’s scope of work included the supply of glulam and hangers, as well as the hanger shop installation.

022 marked our third annual VICA Awards, a celebration of the year’s past building and individual achievements. As the premier construction industry association on the Island, the Vancouver Island Construction Association (VICA) Awards showcases the outstanding achievements and contributions of our members: prime contractors, trade contractors, and individual construction professionals. The past year has provided its fair share of challenges – the ongoing pandemic, extreme weather events, global unrest – all having significant impacts on our industry. Yet, construction on Vancouver Island perseveres, with record highs in construction investment and activity. We continue to be one of the largest economic drivers on Vancouver Island, while providing stable, well paying, rewarding careers to thousands of families across the island and the sunshine coast. Building off the success of last year’s broadcast, we returned to the virtual format once again, delivering a platform for award nominees and winners to have their projects and achievements showcased in a more dynamic, multimodal way. With more than 50 submissions for 15 project-based and individual awards, plus seven safety awards, the 2022 VICA Awards was the
pinnacle of weeks of submission preparation and evaluation, and judging deliberation. The winning projects represent outstanding achievement across the island, from Port Hardy to Victoria. These projects, as well as the companies who built them, exemplify the work which VICA members do daily as they build our communities on Vancouver Island. The individual awards acknowledged local industry and business leaders, recognizing their continued contribution to our sector through mentorship, volunteer work and business achievement. The Woman in Construction (WiC) of the Year award and the U40 Person of the Year Award showcase the committed leaders within our WiC and U40/Young Builder committees, and we’re excited to be a part of their leadership journey. We are also excited to announce a new category, Employee of the Year, allowing members to showcase their top-tier employees. Lastly, not only are we grateful for the support of our sponsors, but I would also like to extend a sincere thanks to our judging panel. PRIME CONTRACTOR AWARD OVER $20 MILLION Knappett Projects – CRD 200 PS, Bridge Crossing and RSCL Piping
THE NEW CAPITAL REGIONAL DISTRICT (CRD) wastewater treatment plant is the largest infrastructure project in the district’s history and serves the core area municipalities of Victoria, Esquimalt, Saanich, Oak Bay, View Royal, Colwood and Langford and the Esquimalt and Songhees Nations.
The massive project consisted of three main components: The McLoughlin Point Wastewater Treatment Plant (WWTP), which provides tertiary treatment to the core area’s wastewater; The Residuals Treatment Facility (RTF) located in Saanich at the Hartland Landfill; and a conveyance

system (pipes and pump stations) to carry wastewater and residual solids. The project included 24 active sites with eight of them contracted to Knappett Projects. Scope of work included two bridge crossings, three pump stations, and two control valve chambers. Knappett also placed more than 2.5 kms of RSF & CRL pipe work and improvements to the Hartland Water System. Knappett had to overcome diverse challenges including infrastructure being installed under main roadways, critical infrastructure, and environmentally sensitive areas. Due to this significant planning, task and site-specific risk assessments and proactive scheduling had to be conducted on a regular basis. Communication was also critical with the many project stakeholders and communities affected. Due to the hard deadlines for the funding/ permits and the lifespan of this infrastructure project being extensive, both the schedule and quality of work were top priorities for the RSCL project. This project also required active record keeping and oversight, with severe environmental review and protection policies. The new plant and related infrastructure brings the region’s infrastructure in line with today’s environmental standards and ensures CRD can meet the future needs of the growing region.

PRIME CONTRACTOR AWARD $10 TO $20 MILLION Kinetic Construction – Port Hardy Airport Terminal Building Replacement
THE PORT HARDY AIRPORT is a small but important regional airport serving northern Vancouver Island area since the 1940s. The replacement of the airport terminal was a complex, multi-phased project that required the removal of the existing terminal building and the construction of a new one while ensuring ongoing, uninterrupted airport operations. The first phase of this endeavour included hazardous waste remediation, site preparation, and demolition of the existing building, with select materials being repurposed, reused, or recycled. All operations and critical infrastructure were seamlessly relocated to a temporary facility to allow construction of the new building. The construction of the new terminal used state-of-the-art sustainable building standards and made extensive use of innovative wood construction solutions, including a cross-laminated timber roof system, which provided both the structural support for the roof assembly and the interior ceiling finish. Compared to conventional framing with drywall ceilings, this reduced construction time and provided an aesthetically pleasing finished product. Challenges included working around an operational airport which required constant communication and dust control/hoarding. All airside work had to be carefully coordinated and completed in a clean and safe manner to ensure no foreign object debris entered the runway. Constant clean up was required and materials on site had to be secured at all times. Due to the remote location, materials were not always readily available. Proper planning was required to ensure there were no supply delays. Kinetic finished the project on budget and substantially completed it four months ahead of schedule.
PRIME CONTRACTOR AWARD $5 TO $10 MILLION Island West Coast Developments – VIRL Sooke Library Branch New Build VANCOUVER ISLAND REGIONAL LIBRARY’S most recent branch in Sooke is a state-of-the-art facility constructed to provide a safe and inviting space for the community to come together. Designed by HDR Architecture Associates, the iconic circular design provides more than 13,000 square feet that will serve as a cornerstone of education and entertainment for the community. The two-storey library features curved bookshelves, custom furniture with public areas offering a variety of different spaces including a vibrant children’s area, multipurpose room, a fireplace lounge, laptop bar, and study space. The main floor is atop a concrete suspended slab which encases an extensive hydronic loop heating and cooling system to maintain a comfortable atmosphere. To accompany the warmth of the slab, the circular design and open concept allows for sunlight to fill the main floor throughout the whole day. The project started in October 2020 during the COVID-19 pandemic. Nanaimo-based Island West Coast Developments (IWCD) and subtrades faced many obstacles including securing all of the materials for the project and transportation to site. Many unique challenges were faced due to the atypical use of materials to meet the requirements of design of the circular building. IWCD worked concurrently with the subtrades and consultant group to overcome these hurdles and find solutions to execute the design intent.

PRIME CONTRACTOR AWARD UNDER $5 MILLION MKM Projects – Cumberland Fire Hall
COMPLETED IN 2021, the new 15,000 square foot Cumberland fire hall resolves significant operational safety and structural issues of the existing facility built in the 1960s. The fire hall has capacity to house modern equipment and space for safe personnel and apparatus preparation during a fire response. The post-disaster building will also serve as Cumberland’s emergency operations centre with the new building designed to withstand higher seismic forces that non-post disaster buildings. The fire hall boasts two floors, three truck bays, an exercise and multipurpose room, locker rooms, showers and laundry room. The building also includes a lounge, office rooms and lots of storage space. A combination of wood framing and concrete construction, the
facility features a combination of corrugated metal, stone accents and painted concrete walls — a simple yet architecturally appealing design. MKM was chosen to lead the project from concept to completion. A number of obstacles were encountered throughout the approvals process, construction and post-construction. In particular the civil team encountered a shelf of bedrock that protruded between test pits, a number of items were shifted and redesigned slightly in order to avoid blasting and rock breaking. Construction start was March 2020 and completion achieved in January 2021.
SUBCONTRACTOR OVER $5 MILLION Banyan Group of Companies Ltd. – Victoria Customs House – Concrete Formwork
THE CUSTOMS HOUSE is a landmark heritage building on Victoria’s waterfront. The redevelopment project saw a full restoration of the building into luxury condominiums with a modern seven-storey wing replacing a former addition on the site. Banyan Group undertook the concrete formwork scope on this challenging project. The five-storey heritage building required a new interior structure that tied into three sides of an existing façade. The seven-storey tower building was new construction that did not meet at elevation to the heritage side until the fifth f loor. This presented the team with many challenges in coordination of the formwork scope as well as the effects of any structural changes. Ensuring the heritage façade was not damaged while the new interior of the old building structure was completed proved to be the most challenging aspect of the project. 36 CONSTRUCTION BUSINESS

Banyan used a placing method known as structural shotcrete to construct the concrete columns supporting the façade. The method is commonly used in larger cities like Vancouver but has only been used on Vancouver Island in a limited capacity. The specialized concrete pump purchased by Banyan was the first of its kind on Vancouver Island. Because the concrete used to build the columns is ‘shot’ between two sides of a form using a pump, it dramatically reduced the external pressures typically associated with pouring concrete. Due to space constraints, the laydown yard was on the far side of the heritage façade which meant that nearly all crane lifts were blind and required extensive coordinating and teamwork.

SUBCONTRACTOR OVER UNDER $2 MILLION Houle Electric Ltd. – Nanaimo Airport Terminal Expansion Phase One IN 2016, THE NANAIMO AIRPORT Commission Board of Directors approved a 20-year Master Development
Plan for the terminal building. This plan addresses three critical priorities for the Commission: • Regional economic development • Economic stimulus through infrastructure construction • Meeting escalating demand for air service through the next decade The first phase was a $14.2-million expansion of the Nanaimo Airport Air Terminal Building, which officially opened on February 28, 2020. The expansion was one of the largest projects in the airport’s history. This project added 14,000 sq. ft. of space, increasing the current footprint by approximately 60%, providing additional comfort and convenience for travelers. Scope included a new pre-board screening area with a future capacity to screen 1,000 people per hour, departure lounge that has seating for more than 300 people, and other amenities. The expansion also provides passengers with the convenience of Wi-Fi and device charging stations. With the expansion of the airport comes the increased potential for new routes.
INDIVIDUAL AWARDS VICA MEMBER OF THE YEAR (50+) Island West Coast Developments Ltd. ISLAND WEST COAST DEVELOPMENTS has been a VICA member for more than 20 years. IWCD provides DesignBuild, General Contracting and Construction Management services for ICI and multi-residential projects across Vancouver Island. The company has been a supporter of the Construct Your Future Program, specifically the new Nanaimo CYF Program, hiring students, participating in site tours and speed interviews. The company has registered 9 employees in VICA Training & Education courses in the 2021-22 fiscal year. The company has also participated and supported VICA’s Women in Construction and U40 Central Island networks through sponsorship as well as serving as executives on each committee.
VICA MEMBER OF THE YEAR (21-50) Allterra Construction Ltd. ALLTERRA CONSTRUCTION HAS BEEN a VICA Member since 2011. The company formed in the same year, specializing in civil construction, including road and highway construction, excavation, and more. Allterra has supported the association through event sponsorship and attendance, Pink Shirt Day initiatives, the Construct Your Future program and VICA’s training and education program. Further, they regularly take advantage of VICA’s stat. dec. services.
VICA MEMBER OF THE YEAR (1-20) MKM Projects Ltd.
AFTER FORMING THEIR COMPANY IN 2018, MKM Projects quickly signed up for a VICA membership in 2019. MKM is a general contractor in Qualicum Beach, building community-centric amenities like the Cumberland Firehall, Denman Island Childcare Centre, and the Tofino Tourism Centre. MKM has supported VICA through event sponsorships as well as enrolling their staff in VICA training and education courses, enrolling nine staff members in 2021-22.
EMPLOYER OF THE YEAR Mazzei Electric Ltd. MAZZEI ELECTRIC LTD. STARTED in 1994 in Nanaimo with an initial focus on commercial service contracts. The company experienced rapid growth in 2012 and opened its Fort St. John office in 2013, Victoria in 2014, and Kelowna in 2019. Projects include multi-family residential, residential, commercial, and industrial construction. The team of more than 200 is progressive and focused on our values of safety, integrity, trust, and relationships. Training and development is important and crews are knowledgeable about the latest electrical technology and techniques. Mazzei values inclusion and diversity and support women in trades.

EMPLOYEE OF THE YEAR Sean Wallace, Knappett Projects Inc. Sean Wallace is senior superintendent at Knappett and has been a significant contributor to the success of the company over the past 30 years. He joined the company shortly after high school and worked his way up into the most senior of field positions. In his current role, he oversees multimillion-dollar projects and his calm approach to resolving any issues on-site is quite a testament to just how much skill he has. Sean is a significant mentor to those working with him and has advanced the careers of his coworkers on numerous occasions.
EDUCATION LEADERSHIP AWARD Sidney Reist, EllisDon
Leslie Myers is a professional interior designer and associate at Number 10 Architecture Group in Victoria. During her tenure, she has developed from a junior designer to leading the interior design department. In the process, she has gained valuable knowledge in building codes, construction practices, green building and managing clients and consultants. In 2018, Leslie joined the leadership team of the firm by becoming an associate. She is past chair of the Women in Construction (WiC) network of the Vancouver Island Construction Association. She continues to provide mentorship and support for both the committee and the current Executive leadership.
SAFETY AWARDS
Sidney is a project manager for EllisDon’s Special Projects team, where she is highly involved in the pursuit of new work on Vancouver Island, as well as a project manager on the Bay Centre Redevelopment. Sidney was formerly a project coordinator at the University of Victoria Student Housing and Dining Project, where she oversaw structural activities (including concrete, steel, and mass timber) and led schedule management and the development of the project plan. On this project, Sidney was a team leader for LEED, QA/QC coordination, and the Passive House Certification. Her goal is to become a professional engineer through EGBC and become a construction manager. Sidney is an active member of EllisDon’s employee-led group, ALLiED (All Inclusive at EllisDon). 38 CONSTRUCTION BUSINESS

AJ Winters is the assistant VP at the Wilson M. Beck Insurance Group, as well as an insurance and risk management professional who has experience working with a variety of industries across the globe. He works closely with entrepreneurs and management teams providing strategic and educated advice that is trusted across the industry. AJ graduated from MacEwan University in Edmonton, Alberta and has worked for two global firms while being recognized as a top performer due to hard work and the ability to fix flawed insurance programs. AJ also has an Associateship in Canadian Surety and Bonding from the University of Toronto and the Surety Association of Canada. He works closely with a variety of construction companies who require not only attention to detail, but a broker who will work extremely hard and smart to ensure they never miss an opportunity. He dedicates time to the industry, serving as chair of the VICA YBN network.
