Although we had an early start to the last fire season the brigade saw a relatively quiet fire season. This in the sense that significant fires occurred elsewhere in the state in contrast to our back yard as in previous years. Fire activity saw several out of area deployments to both NSW and Victoria. As at 8th May 2014 the brigade has attended a total of 54 incidents since the last AGM. This is a decrease of 9 incidents for the corresponding period last year.

Training The brigade continues to see a high participation rate in both local and zone level training as participants and trainers. Our members have undertaken a variety of courses including but not limited to BF, VF, AF, CL and varied qualification recertifications. The brigade has seen a steady influx of new members throughout the year and it is particularly pleasing to see an increase in the number of younger members of the community joining the brigade. A cautionary observation is the age distribution of those at CL and GL which will if not attended to by timely training and mentoring pose a significant operational difficulty in the near future. Those who have filled the roles for a long time will in time withdraw from these roles and replacements need to be found, mentored and trained. We wish to thank those who instructed all courses but particularly those on the recent BF and VF Courses. Bungendore being a “Village 2 Brigade” has a great need for VF level of training which a crucial element is in our safe response to MVA’s and structural incidents. It is most pleasing that the “Zone” have sufficient confidence in the ability of the brigade to allow us to run both a BF and VF course during the year. We would like to thank all brigade members who have assisted in this training as without their support it would not be possible to run the courses. In particular Terry O'Leary for organising the recent VF course. We reiterate that the AF - VF training level is what is needed in this brigade and encourage those at BF to aspire to this level of proficiency.

PC Replacement We would like to thank Lake George Zone management for the support we have received throughout the year. The decision to replace our aged PC with a dual cab Hilux vehicle is most welcome and much appreciated. The replacement vehicle offers safer personnel transport and greater flexibility in deploying assets to the fire ground. The new PC is a pool vehicle and an asset not only to this brigade but to the northern part of the zone.

Group Officer Elections The recent Group Officer elections have seen Dave Doblinger appointed as Group North 2 and Mick Fitzgerald as Group North 1. The elections saw Chris Powell a fixture in the northern zone stand down. Chris Powell's contribution has been outstanding. His knowledge and expertise will be missed and we wish him well in his new endeavours and role with in the RFS.

Organisational Thanks As with any organisation there is a lot of behind the scenes work undertaken that may not be seen by some members. Thanks goes out to Mark who has undertaken to get the garden on Ellendon Street looking like a garden and not a weed farm. Also we would like to thank those members who have assisted in getting vehicles to and from Queanbeyan and Fyshwick for repairs and maintenance. This is a difficult task at the best of times and without the assistance of the drivers this would not be possible. A special mention is Heather Hubbard who collected a large number of gongs this year for outstanding service to the community. A very important part of the brigade is the support members receive from their families, they are woken up in the early hours of the morning by pagers and phones ringing, have their meals disrupted due to callouts, put up with not seeing partners and spouses for days on end during protracted incidents. We would like to thank families for the tolerance and support during the year as we could not do what we do without them. We haven't broken too many fire fighters this year and it is good to see that sensible WHS practices are being observed. We would like to thank the outgoing committee for their work and dedication during the last 12 months and wish the incoming committee all the best. The brigade would not be what it is today without the members. The effort everyone puts throughout the year is appreciated. Well done to everyone and thanks.

President The 2013/14 year has, like any year, presented its challenges for those filling leadership roles. However, at risk of sounding like a cliché “the good has far outweighed the bad”. As a brigade we have experienced significant growth in the numbers of new members. Particularly encouraging is the large proportion of younger and juniors joining our ranks. Welcome once again and thank you for joining this brigade. In order for this achievement to be maintained it has required, and will continue to require, significant support from our longer standing and more experienced brigade members, and thanks for all your work to date.

AS A BRIGADE WE HAVE EXPERIENCED SIGNIFICANT GROWTH IN THE NUMBERS OF NEW MEMBERS. PARTICULARLY ENCOURAGING IS THE LARGE PROPORTION OF YOUNGER AND JUNIORS JOINING OUR RANKS. WELCOME ONCE AGAIN AND THANK YOU FOR JOINING THIS BRIGADE.

This year we have increased and maintained our support in the wider community. This is demonstrated by the financial position of this brigade, the goodwill of employers allowing their employees to take time off work at the call of the pagers; invitations and participation at the various community events; the successful mail out campaign; the community information evening; the invitations to conduct community education programs at the schools and other community centres. In addition, over the year we have seen some significant purchases and acquisitions of equipment for use by brigade members. Not least the relatively new PC for moving people and equipment. This one project had commenced, in earnest, some years ago with the previous brigade captain leading negotiations with Firecom. The running of the brigade requires people's time and skills. All members of the brigade management team have a requirement and expectation to set time aside in order to attend regular monthly meetings, prepare reports, make phone calls, write and contribute to emails as well as attend training and call outs. This is part of the privilege of being able to gain the support and trust of your peers. The support and trust I have received from the current executive, and especially my Vice President (Stewart) has been second to none. Sharon accepted my invitation last year to nominate for secretary. Wow, you have fulfilled this role and supported me far beyond my expectations. Richard has worked tirelessly over the past few years to make sure that we meet the legal requirements of our financial record keeping and expenditure. This has been no easy task, but when the day comes for him to stand aside I trust the hand over will be smooth for his predecessor. To all others on the executive team of the brigade, thank you. Family, work and our health all come before our volunteer role here at the brigade. These three all take large amounts of our time, and so they should. As Emergency Service volunteers we are well aware of the need to plan for the unknown. How much more important is it to plan for the known. We are an ageing demographic and this is represented in our brigade by the majority of our membership. It is great to see the recent invigoration from younger blood. The required training and prerequisites required by the RFS to be an active brigade member are significant. However, training and support needs to be

prepared, and offered in a timely manner for volunteers. The constant changes to training manuals and course delivery, cancellations of a courses due to low numbers all needs to be reviewed and managed. The more requirements placed on volunteers will and does put undue stress on individual volunteers and the brigade, now and definitely in the future, especially when experienced people are called to fill essential leadership roles at a zone level. All relationships have their good and not so good moments. Following many challenging times and conversations between the brigades and Firecom. I would like to acknowledge the support I, as president of this brigade, and the brigade as a whole has received, when required from Firecom. This all being said it has been great being part of the Brigade Executive for the past four years, two as Vice President and two as President. The support and trust I have received has been great and warmly received. With saying this, it is now time for me to step down and spend more energy with family, work and health. This will also allow others the privilege to contribute to our brigade leadership at the executive level. I have learned many new skills and enjoyed this time immensely, however all good things must come to an end. See you on the fire truck........

Vice President My role as vice president is largely to support the president and contribute to the smooth running of the brigade on the administrative side of things. Ken King is stepping down as president and I wish to pay tribute to him for his service in the role. This last year in particular has seen him have to deal with some difficult issues, one of which had the potential to cause considerable damage to our brigade. That he was able to minimise and indeed remove the threat of damage should be recognised, and I hope I was able to provide him with the necessary support and assistance. My thanks to our committee members for their contributions over the past year, all of whom have helped ensure we remain a well-run organisation which I believe is as good as any within the Rural Fire Service. All deserve individual mention, but I wish to especially note Sharon Kelly who took on the very important and sometimes difficult role of secretary (and kept us all on our toes in the process!); and treasurer Richard Thorek, who continues to bring our financial and accounting practices kicking and screaming into the 21st century!

ACTUALLY, STATION MASTER HAS A NICE RING TO IT!

We have a very good bunch of people in our brigade and significantly, there are leadership qualities throughout the membership at all levels. This and the enormous mix of talents and skills within our brigade is what makes it so successful. Finally, my other role as Station Officer/Manager/â&#x20AC;&#x2DC;Blokeâ&#x20AC;&#x2122; or whatever you want to call me. Actually, Station Master has a nice ring to it! Thank you to all who have assisted me with this over the past year: Carol, Bev, Bek and Heather plus Greg Brien, who found himself in the comms room and on the radios a couple of times. Our aim is to do what we can to assist those out on the trucks and I hope we succeeded.

Treasurer Our brigade has had a busy, rewarding and financially successful 2013-14. We have invested over $20,000 in equipment and training for our members including over $2,000 each in specialist training, handheld radios our members can use and our iPads useable for mapping and navigation, social media and fire ground awareness. In addition we have continued our helmet, rain jacket and shirt co-purchase program with over $4,000 in subsidies provided to our members to purchase high quality equipment improving the safety and capability of our people when operational. The brigade has also invested over $1,500 in pagers and ongoing use of our SMS notification system to ensure as many members as possible are notified of incidents, allowing the brigade to continue to respond to incidents in as short a time as possible. The brigade has also continued to independently maintain its equipment, property and vehicles to over $3,000 to ensure we are sending people into the field with reliable tools. All of these purchases have been made possible by efforts of every member that has been involved in fundraising. Our direct fundraising efforts at DFO (Now COC), the Show and other community events has raised over $11,000. Proceeds from our mailout last year continued to flow into the start of the 2013-14 with an additional $10,000. During this mailout we received three donations of particular note I would like to call attention to,

WE HAVE INVESTED OVER $20,000 IN EQUIPMENT AND TRAINING FOR OUR MEMBERS

1. Brian Osborne kindly donated $5,000 to the brigade, to put this in perspective this donation covered the costs of both the kitchen upgrade and of putting two drivers through specialist training. 2. Estate Realty donated $2,500 with allowed us to purchase the iPads 3. A private donor who wished to remain anonymous donated $1,200. The generosity of the community has continued to astound the brigade and we are developing a number of plans for major new capabilities we could invest in. These plans will be further developed over the next couple of months and I look forward to working with the ongoing committee to refine these plans. Once we have a number of options we intend to involve the brigade in a much more meaningful way in selecting which plans should be pursued. Training Officer The brigade’s training activities in 2013-14 have concentrated on providing ongoing training for the new members who have recently joined, in conjunction with competency maintenance activities, particularly for the specialist roles within the brigade. The requirements for training have been expanding steadily over the past few years. Part of this expansion is only to be expected as the scope of the brigade’s operations increase. However, the continuous improvement expected by nationally recognised training has also increased expectations. These improvements undoubtedly reflect the level of competence that members of the public should expect from the RFS. However, I am concerned that the demands placed on the pool of trainers within the zone who have the time, energy and desire will eventually lead to burn-out and a lack of training opportunities.

BEING THE TRAINING OFFICER IN A BRIGADE THE SIZE OF BUNGENDORE IS A LITTLE BIT LIKE BEING AN AIR TRAFFIC CONTROLLER.

For Bungendore, the increase in complexity has led to a split in the traditional training officer’s job into brigade-level training and formal training. Thanks go to Matt Blackmore and Susie Graney for taking over the brigade component of training at the start of the year and Sam Clements for taking over the taking over when Matt and Susie became geographically inconvenienced. A great deal of thanks go to those who ran the local VF course this year. Particularly Terry O’Leary, who organised and supported the course throughout. Although the course was longer than a standard course, the integration of the post-course exercises into the course has meant that people are going into the assessment with a solid weight of practice behind them. Village firefighting is a core part of the basic competencies that members of Bungendore need and it is good to have people willing to put the effort in to ensuring that the brigade is well-trained. It has also been encouraging to see relatively new members nominating for further courses. Being the training officer in a brigade the size of Bungendore is a little bit like being an air traffic controller. The depth of knowledge and experience in the brigade – and the complexity of the brigade’s activities – mean that the training officer is dependent on those who repeatedly and generously give their time to run training activities. As well as the field officers, who have always been ready to help out, thanks also go to Don Rayner, Mick Fitzgerald, Simon Teschendorf, Rob Sailer and Stewart Wilson for their continuing support. 2013 saw the departure of Peter Weatherstone, the zone learning and development officer. Peter’s enthusiasm, competence and high standards have greatly improved standards throughout the zone during his tenure and we all wish him well in his new position. Darren Marks has taken over the position as membership services officer at the start of the year and we all wish him well in a complex and demanding job.
