2015 ANNUAL GENERAL MEETING | Bungendore Volunteer Rural Fire Brigade
Lake George Zone
The 2014-15 fire season was locally quiet with TWENTY-SEVEN grass, forest or scrub fires in Palerang and SIX in Queanbeyan. Despite this, our Brigades remained busy with deployments to fires in the Blue Mountains and Western Australia and recently to storm relief in the Hunter and Port Stephens. Closer to home we also committed crews to working with our ACT and Parks counterparts with brigades attending a number of large HAZARD REDUCTION burns in both Brindabella and Monga National Parks. We have seen a number of notable capital purchases including a new Category One TANKER for Captains Flat, five THERMAL IMAGING CAMERAS (one of which is with Bungendore Brigade) and a zone OPERATIONAL COMMAND VEHICLE. Training continued throughout the year with several of our local trainers facilitating or contributing to state level courses on top of the significant local workload. Our new Level One Operations Officer, Kirsty Channon, commenced Monday 11th May as the replacement for Bradley Stewart. Work is underway in earnest on the new BUSHFIRE RISK MANAGEMENT PLAN, identifying assets & communities at risk and the treatments to reduce that risk, and the first COMMUNITY PROTECTION PLANS for Lake George Zone THANK YOU to all members and your FAMILIES for your efforts and support to the Zone and our community over the last year.

Captain’s Report Despite what was predicted we saw a relatively quiet fire session. The callout data on MyRFS shows the brigade as having attended fifty-one incidents since the last AGM, which is six incidents less than for the same period the previous year. Since the last AGM, we have seen a new system introduced in the way callout data is being recorded. This has led to some inaccuracy as to the actual number of incidents attended. I HAVE CALCULATED THE ACTUAL NUMBER OF CALLOUTS ATTENDED AS FIFTY- SIX. The data below been extracted from MyRFS and shows a breakdown of the number and type of incidents attended since the last AGM Type

Membership Unfortunately, we have seen several members leave the brigade over the last 12 months due to work postings and moving out of the area. They were valuable brigade members, and will be missed, but we wish them well in there new endeavours. The brigade has seen a STEADY INFLUX OF NEW MEMBERS throughout the year and it is particularly pleasing to see an INCREASE IN THE NUMBER OF YOUNGER MEMBERS of the community joining the brigade
Training We continue to see a HIGH PARTICIPATION RATE in both local and zone level training by brigade members both as participants and as trainers. Our members have undertaken a variety of courses including but not limited to BF, VF, AF, CL and varied qualification recertification.
It is pleasing to see more brigade members seeking undertake crew leader training. At present, WE HAVE A SHORTAGE OF SUITABLY QUALIFIED CREW LEADERS and I encourage anyone who may be interested in crew leading to continue to pursue these courses, as the brigade needs to ensure there are sufficient qualified personnel to fulfil these roles. I would like to reinforce that the AF - VF training level is what is need in this brigade and encourage those at BF to aspire to this level of proficiency.

Captain’s Thanks As with any organisation there is a lot of BEHIND THE SCENES WORK undertaken that may not be seen by some members and this work is often complex and time consuming which is greatly APPRECIATED.
To the fire fighter families A very important part of the brigade is THE SUPPORT MEMBERS RECEIVE FROM THEIR FAMILIES, they are woken up in the early hours of the morning by pagers and phones ringing, have their meals disrupted due to callouts, put up with not seeing partners and spouses for days on end during protracted incidents. We would like to THANK FAMILIES FOR THE TOLERANCE AND SUPPORT during the year, as we could not do what we do without them.

President’s Report Welcome to 2015 AGM, thank you for attending, we have an action packed agenda of a couple reports from the Treasurer/Captain/President followed by the Election of Office Bearers. For those that may have missed it today is the last day of National Volunteer Week, so we can all pat ourselves on the back. First, I would like to THANK OUR FAMILIES whose support and forbearance would not make the time we give possible. I know from personal experience that Sharon kept our home running while I was away at incidents. From all the Committee we thank the families for their support. I would like also to thank the Committee for their time at both meetings, the numerous emails/phone calls and the extra work they do to make the brigade work. Included in this are those members who while not “official” part of the Committee but do valuable work in running this Brigade.

Finally, I would like to THANK THE MEMBERS who help on regular basis at Friday maintenance/Working Bees/Fundraising without their time we would not be the active Brigade we are. I had hoped that the New Model RFS Constitution would be here so that we could look at implementing it. It was also hoped that we could examine Brigade rules in light of any constitutional and financial management changes and maybe bring them up to date. I consider this as a work in progress.

Treasurer’s Report The last year has seen us continue our STRONG FINANCIAL POSITION while still investing heavily in our members. 2014/15 saw our first operating loss in a number of years, which is actually a good thing, while maintaining a sustainable level of fundraising and expenditure. Community organisations are obliged to spend the money donated to them for the benefit of their cause. We have come close to zero in previous years but this is the first time in recent history we have had both an organised fundraising effort throughout the year and have managed to spend more than we earned. During this year, we have taken further steps to STREAMLINE the spending process, opening up some of the old and unnecessary rule while increasing the level of accountability. For example, we no longer need to have a committee agreement for a Deputy to replace a key piece of low cost equipment, or for the President to buy a thank you plaque for a local business. On the modernisation front, we have issued cards to those authorised to spend money. This not only allows us to have greater visibility of where our expenditure lies but also removes the need for members to spend their own money and claim a reimbursement from the brigade. 2015-16 will see a NUMBER OF LARGE PROJECTS to further give back to our members. The committee actively encourages you all to make suggestions on where we might invest funds to make your time firefighting as comfortable and safe as we are able to.
THE LAST YEAR HAS SEEN US CONTINUE OUR STRONG FINANCIAL POSITION WHILE STILL INVESTING HEAVILY IN OUR MEMBERS.
I have had the treasurer role for a few years now and it is time to let someone new take over so I can focus on other areas. I thank the current and previous committees and brigade members for their support in pushing my ideas through and I especially thank Ashley for agreeing to take this on. My final closing balance as at the end of Financial Year 2014-15 is $31,901.05. Details are included in the financial statements with my written report.
