This is an institutional extension program which hopes to also address continuing professional development of teachers in DepEd. Richard Castor is one of the 30 selected adult education training participants from all over the Philippines. The proposal is being revised and polished for possible grant through CHED’s Institutional Development and Innovation Grant (IDIG)
Program Rationale and Background Information On November 2014, the Canadian Bureau for International Education (CBIE) and the Commission on Higher Education (CHED) in the Philippines entered into a Joint Statement on Education Collaboration including an Action Plan, where the parties confirmed their shared objective to promote greater education collaboration and exchange by facilitating student and faculty exchanges, research collaboration, joint programs, consortium, exchange of scientific and technical information, technical assistance in curriculum development, capacity building, and other activities of mutual value. CHED and CBIE launched the “Implementation of Higher Education in Canada for K to 12 Project” in June 2017, which includes four components: (1) CHED-CBIE Scholarship for Graduate Studies in Canada designed for faculty and non-teaching staff of Philippine Higher Education Institutions (HEIs); (2) Internationalization of HEIs Training Program; (3) Second Career/Adult Learning Training Program; and (4) Community College Best Practices Training Program. The program aims to provide participants a contextual background, theoretical knowledge, practical experience, and best practices to develop effective instructional strategies and curriculum that could translate into measurable improvements in adult student learning. In parallel, the training program specifically aims to: ● Provide participants with strategies and methods to address specific needs and abilities of adult learners; ● Provide participants an opportunity to explore the principles of pedagogy, curriculum development, and assessment and evaluation techniques relating to mature learners; and ● Be able to visit institutions and stakeholders to see firsthand theoretical knowledge being put into practice. The program will guide 30 select faculty and personnel from Philippine HEIs which will be divided into two (2) batches through a three-month training program, that includes online/long-distance, in-Canada and in-country training aspects. The participants will be divided in two (2) groups of 15 to attend and participate in a three (3) month program that comprises online/distance learning, in-Canada and in country learning. HEIs play a vital role in lifelong learning through continuous training of teachers, research into lifelong learning, and the provision of community of learning opportunities. The UNESCO World Conference on Higher Education affirmed the role of higher education in lifelong learning with the following statements that: ○ “the knowledge society needs diversity in higher education systems, with a range of institutions having a variety of mandates and addressing different types of learners” ○ “the training offered by institutions of higher education should both respond to and anticipate societal needs. This includes promoting research for the development and use of new technologies and ensuring the provision of technical and vocational training, entrepreneurship education and programmes for lifelong learning” (UNESCO, 2009). ○ With the goal to provide adults and young people with greater access to learning while supporting an increasingly knowledge driven society, the Commission therefore shall institute the investment and partnership among prospective HEIs
The principal aim of this program is to provide support and capacity-building to HEIs in developing an Institutional Agenda for Sustainable Adult Education Programs. Participating institutions are expected to: (1) Identify the target niche and specific clientele of their adult education program (2) Create and develop an Action Project Plan (APP) for Adult Education/ Continuing Professional Education programs enumerating strategies and instructional techniques for adult and lifelong learning situated in diverse learning environments. (3) Develop/Improve syllabi and curriculum for the specific adult education program. (4) Design an adult learning program and develop a toolkit enumerating procedures to implement the programs (5) Present the APP, toolkit and methodology developed to other participating HEIs to share best practices. (6) Implement the APP and methodology through a “Train-the-Trainers” Conference. (7) Draft and submit a Technical Report encapsulating the experience on the implementation of the adult education training program, including findings and recommendations on how to improve the said program. (8) Submit proposal and apply to the institutional development grants offered by the Commission. (9) Work closely with CHED in aid of future policy formulation for the Continuing Professional Development. By the end of the course (in-Canada and in country learning sessions), individual participants are expected to: 1. Learn the principles of adult learning (Need to know, Self-concept, Experience, Readiness, Orientation and Motivation), and how they are applied in the development of learning experiences; 2. Develop an appreciation for the diversity of adult audiences, including differences in knowledge and experience, learning preferences, motivations and potential learning barriers; 3. Explain the role of learners, adult educators, and learning organizations in improving performance and advancing professional development; 4. Review models of learning experience design for their application in technology selection, developing solutions and meeting learner needs; 5. Explore current trends in education that are influencing how learning is designed and delivered in rapidly changing environment; 6. Get familiar with “Train the Trainer” approach and techniques; 7. Work closely with CHED in aid of future policy formulation for the Continuing Professional Development. In summary, the 3-month program shall be inclusive of: Canadian Experience ● Two weeks in Canada ● In-class training ● Institutional visits ● Cultural Program ● Long distance support ● Support from instructors via online communication ● In-country conference ● Three (3)-day conference in the Philippines on the TTT approach and techniques ●
On February 15, 2018, an official Call for Applications was released to all interested parties to apply to the CHED-CBIE Adult Education Training Program.

The deadline of applications was set last March 14, 2018. The secretariat performed initial screening of proposals based on minimum eligibility set in the guidelines and completeness of submission of documentary requirements and proposals. The call was extended due to low submission of proposals and the new deadline was set last March 28, 2018. During the period of application, the project team was able to receive a total of fifty (50) proposals. On March 20-27 and April 26-27, respectively, the secretariat, together with the Vetting Panel for Adult Education conducted and performed the face-to-face interviews of the prospective applicants for waves 1 and 2. On May 24, 2018, a final screening and review of proposals was performed by another set of panel of experts before formally endorsing the list to the Commission En Banc for final approval and confirmation
An onboarding/ pre-departure orientation session was conducted for both the participating institutions and CHED representatives, separately. The objectives of the orientation include: (1) Revisit the project objectives, purpose, and expected deliverables, (2) Provide guidelines on documentary submissions and processing of necessary travel documents prior the in-Canada Training, (3) Provide guidelines on the logistics and administrative matters as regards the training, and (4) Provide a discussion on the possible framing of Adult Education initiatives in the Philippine higher education landscape.
