Clause 46AW of the Planning and Environmental Act 1987 states that the local Minister must consult the following when preparing a Statement of Planning Policy for a declared area

This of course sits just half way of the document and planning framework, Shouldn’t community consultation be higher up the ladder?

the community consultation process is moved up the ladder closer to the top and we actually listen to the locals and country as a means of acknowledging their issues.

ROSANNA 3084 This is Rosanna, a leafy suburb, 12 km northeast from Melbourne’s CBD. It’s described by the locals as “a sort of a hidden gem… with [stunning] parklands attracting families and runners daily. It’s an incredibly safe and friendly area.”

Removed of all its traces of being a hidden gem there is a proposal for corporate store to be built in its civic centre despite there being 12 similar stores
within a 5km radius.
The issue is how can a community driven suburb accept the demolition of a library, council buildings and theatre company for a new Woolworths with very little to no input. What we have
forgotten here is the importance of a communities voice and ecology of the land. The
construction of the present above it has not only remained both its vitality but also its identity to the land.

The on-site dog walking gossip, the social media chats and talk-back radio discussions take centre stage as a means of acknowledgment and attempts to answer the question of “who cares” – comments like this development goes against the character of the area and fix the bus stops before you do the Woolworths even what will happen to the plants and landscape are taken seriously

ARCHITECTURE IS TO BE PROPAGATED RATHER THEN PLANNED Pre colonisation this land was rich with plants and wildlife. Even now the Rosanna parklands which is seen as the artery of the suburb is reminiscent of pre 1788 landscape. However if the Woolworths is being placed adjacent to this park what does that mean for that land we live on? Could these endemic plants play a more vital roll in placing this type of infrastructure.

2 PHYSICAL BACKGROUND

2.1 Introduction This chapter investigates the potential for Aboriginal archaeological sites within Banyule in terms of its physical setting. This provides a context against which the known sites and potentially archaeologically sensitive landforms can be identified, mapped and incorporated into an heritage overlay if appropriate. While landforms are often used in archaeological analysis in order to make predictions of site distributions, several points need to be considered here: • Banyule is too small for a regional analysis of Aboriginal site distribution based on landform alone • the occurrence of Aboriginal archaeological sites can vary independently of the age or origin of geological or topographic units • Banyule contains enough registered examples of some site types eg. scarred trees, to establish patterns in their distribution. However, for the majority of site types the registered examples are those that have managed to survive development and these sites display little or no patterning in their distribution which is related to past Aboriginal occupation. 2.2 Regional The Banyule municipality is located approximately 8 kilometres northeast of 2 central Melbourne. The municipality covers an area of 63 km and is bounded by the Metropolitan Ring Road to the north, Ryans Road, Karingal Drive, Bolton Street- Fitzsimons Lane to the east, the Yarra River to the south and Darebin Creek and Plenty Road to the west.

THE SALT CREEK - RESURFACED The rediscovery of the Salt Creek. Locals still to this day remember its potential flooding nature and endemic plants and native frog population. I begin by looking at current flood maps from the SES. I do this as a way to unearth the hidden details that we have forgotten. The salt creek runs underneath the proposed Woolworths site through storm water drains.

City of Banyule Local Area The City of Banyule is approximately 63 square kilometres in size and lies to the north-east of central Melbourne. There are 21 suburbs within the city and the population is approximately 121,000. The municipality contains or is bounded by a large number of waterways ranging in size from the Yarra River to small unnamed creeks. The three largest waterways are the Yarra River, Darebin Creek and the Plenty River. Banyule is a flood-prone area. When there is a big storm, it can flood quickly and with little warning. Salt Creek is one such example and runs in a southerly direction through the centre of the City of Banyule, flowing into the Yarra River at Heidelberg. The creek flows through the suburbs of Rosanna and Macleod.
Are you at risk of flood? The Salt Creek catchment area is relatively small and water levels rise quickly after short bursts of rain, sometimes causing flash flooding. A number of retarding basins are located along the waterway,minimising the impacts of flooding on the surrounding areas which are mainly residential. Melbourne Water improved the drains along Salt Creek in 1992. A second pipe was added and a retarding basin was constructed in the Harry Pottage Reserve. Together, these works more than doubled the drain capacity. The Salt Creek pipe inlet structure is considered a critical asset for Melbourne Water. It is maintained and cleaned on a fortnightly basis and pro-actively monitored and cleaned before heavy rainfall events. The maps on page 3 and 4 show the impacts of a 1% flood along Salt Creek. A 1% flood means there is a 1% chance of a flood this size happening in any given year. This map is provided as a guide to possible flooding within the area.

ITERATIONS I use grasshopper to facilitate this. I use grasshopper as an operative device to create form on the site using the community artifacts and their propagation along the salt creek which is a reference to the propagation of the endemic plants that once covered the site. It’s a propagation of artefacts rather than the typical strategy of planning. It also disabled a type of thinking of placing architecture on country, no longer is the architecture just being placed on the land like an object it is rather embedded so its weaving in and out of the land.

ALTERNATIVE TO GRASSHOPPER Something that is new to me, a process that I have seen being used by a few artists such as Traceloops and the architect Phillip drew. I use it as an alternative strategy to grasshopper to smear and stretch these propagated forms to their limits, elongating the original to three or four times its original length. I do this to help embed and merge these acknowledgments. However care is taken so this smearing effect doesn’t take over and causes the architecture to become to thin, only in places like the bricks, a simple name, or even a handrail goes to the new limits.

David Claptan 14h I think its a bit funny that they are building a new Woolies but not replacing the bus stop out the front. Theres only one tiny shelter - maybe design a new one before the supermarket!

No longer is the Milk bar and coroner store the place to meet up, have a chat with your friends, or get the Sunday newspaper. No longer does Montmorency have that community value. This suburb and many others no longer have its community civic Centre, but rather an efficient well-oiled machine that drove out the ability of spontaneous community activities.
