Report to the Future Melbourne (Planning) Committee Purpose and background 1. The purpose of this report is to advise the Future Melbourne Committee of a Ministerial Planning Application for the land at 386-412 William Street, Melbourne. The planning application was lodged with the Department of Transport, Planning and Local Infrastructure (DTPLI) and was first referred to the City of Melbourne on 1 November 2021. 2. The applicant is on behalf of Andrew Chung of RMIT University. 3. The proposal includes the construction of multi-level low rise (5 storeys) s) to be constructed behind an existing two storey heritage façade to be used for the purposes of dwellings, and retail uses with bicycle parking. Key issues 4. The key issues with respect to this proposal relate to built form, shadows, heritage, internal and external amenity impacts, wind impacts, parking, traffic and waste. 5. Although the proposed development exceeds the maximum built height stipulated in the DDO14 for the area, this is supported due to the exemplary architecture and the proposed development causing no additional shadows to Flagstaff Gardens between the hours of 11.00 am to 2.00pm on 22 September. This is considered to be a significant improvement when compare with the original proposal. 6. Subject to conditions requiring some additional setbacks and further details regarding the proposed canopy treatments, the proposal is considered acceptable from a heritage perspective. 7. The proposed development provides a high level of internal and external amenity and subject to greater setbacks is considered to respond appropriately to the heritage significance of the subject site.

8. Subject to conditions requiring some further wind testing to the podium, the amended proposal is considered acceptable with respect to wind impacts.

6. The application details that individual buildings has the preliminary design potential to achieve a five star green star rating but that it only proposes to achieve a four star rating. A condition is recommended in the delegate report requiring a revised ESD report to demonstrate how the building will achieve a five star green star rating.

Architecture not only as a building but as an urban landscape itself. ‘Inverted – A Resilient City’ is an approach that challenges and seeks a redefinition of urban typologies within Melbourne’s city to create an alternative through resilient design that adapts to current and future scenarios.

To re-define the boundaries of public and private realm, the dematerialising of boundaries creates a clash between spaces to generate opportunities and new conditions that becomes the hybrid space that inverts the experience and conditions of inside and outside to create a more desirable walk on the site vs on the public footpath.

Spaces within the current tower typologies are defined by the internalised circulation, but through resilient design, the project seeks to invert the conditions of the inside and outside to utilise an externalised circulation. Through externalised circulations, this opens opportunities for integrated urban landscapes on multiple levels that becomes a realm for interaction.
