CURIOSITY FOR PUBLIC SPACE MY JOURNEY STARTS IN 2015, WHEN I VISITED HONG KONG AND SINGAPORE FOR THE FIRST TIME. I WAS THERE FOR A STUDY TOUR UNDERTAKEN BY THE UNIVERSITY OF HONG KONG. THE AREA OF FOCUS WAS ‘CITIES IN ASIA’; HOW RAPID URBANISATION AND INNOVATION ON THE MULTIPLE FRONTS OF SOCIETY, CULTURE AND ECONOMY HAVE INFLUENCED THESE CITIES. ONE PLANNING SCHEME THAT HAS LEFT A LASTING IMPRESSION ON ME, IS THE FACT THAT DEVELOPMENTS IN HONG KONG REQUIRE HAVE AN ACCESSIBLE SPACE FOR THE PUBLIC TO USE.

TAKE THE HSBC HONG KONG HEAD QUARTERS; THE GROUND FLOOR ENTRY WAS FREELY OPEN AND ACCESSIBLE FOR USE BEFORE OCCUPY CENTRAL IN 2011 AND THE UMBRELLA MOVEMENT IN 2014. IT WAS DESIGNED WITH THE INTENTION OF IT TO BE FLEXIBLE IN ITS SPATIAL ARRANGEMENTS. 4

AFTER THE UMBRELLA MOVEMENT - 2015 AFTER THE UMBRELLA MOVEMENT OF 2014, HSBC DOMINATED THE ‘ACCESSIBLE SPACE’ WITH TEMPORARY HOSTILEARCHITECTURE TO DETERANY PROTESTORS FROM USING THE SPACEAGAIN. THIS ACT OF CORPORATE DOMINANCE MADE ME THINK ABOUT THE IMPORTANCE OF ACCESSIBLE PUBLIC SPACES FOR COMMUNITIES, AND HOW THEY FOSTER A SPACE IN TIME FOR CONNECTIONS AND RELATIONSHIPS. 6


HONG KONG HAS A RICH, DYNAMIC AND TURBULENT HISTORY OF SETTLEMENT, SEEN THROUGH THE ELEMENTS OF ARCHITECTURE AND THE URBAN REALM. WHAT ABOUT MELBOURNE? HOW DID MELBOURNE BECOME WHAT IS IT TODAY? 7

2019 MARKED THE 50THANNIVERSARY OF THE RADICAL AND VISIONARY 1969 MELBOURNE TRANSPORT PLAN WHICH ULTIMATELY SHAPED AND INFLUENCED THE URBAN SPRAWL LANDSCAPE OF MELBOURNE.


85% OF THE PROPOSED BUDGET WENT TOWARDS 520 KM OF HIGHWAY AND ARTERIAL ROAD NETWORK. AND A MEASLY 13.5% WENT TO PUBLIC TRANSPORT. ALTHOUGH MELBOURNE WAS A BLANK CANVAS TO DEVELOP AND MOULD, THERE WAS AN ECONOMIC INCENTIVE AND DRIVING FORCE FOR FAVOURING THE CONSUMER CAR OVER PUBLIC TRANSPORT.

THERE WAS NEVER THE CASE OF TWO ROADS DIVERGED IN THE 1969 TRANSPLAN PLAN, CAR MANUFACTURING PLAYED A BIG ROLE IN EMPLOYMENT IN AUSTRALIA. WHY MANUFACTURE CARS FOR THE COMMON MAN WHEN THERE ISN’T SUFFICIENT HIGHWAY AND ARTERIAL ROAD NETWORKS IN MELBOURNE?

I DECIDED TO FOCUS ON CLAYTON WHICH IS PART OF THE MONASH NATIONAL EMPLOYMENT AND INNOVATION CLUSTER, AND HOW THE STATION WORKS WITH ITS SURROUNDING LANDMARKS. IN LOCKDOWN 2.0, IT WAS NOTED THAT NOT ALL MELBURNIANS HAD ACCESS TO OPEN PUBLIC SPACE WITHIN 5KMS OF THEM.

WHAT IF THE WHOLE ROAD WITH BLOCKED OFF FROM CARS, ONLY GIVING ACCESS TO MEDICAL VEHICLES? RECLAIMING THE ROAD FOR PEDESTRIANS WOULD ENCOURAGE RESIDENTS AND EMPLOYEE TO WALK TO THE SHOPS, ALLOWING THEM TO LINGER AND SOCIALISE. THE CDB ARRANGEMENT FOSTERS A PEDESTRIAN FRIENDLY ENVIRONMENT. THIS IS A CRUCIAL MOMENT OF PRODUCTIVITY TO ALLOWS THE EXCHANGE IDEAS. THIS FACE-TO-FACE OPPORTUNITY IS IMPORTANT PART OF KNOWLEDGEBASED INDUSTRIES. AS PART OF THE NEIC, HAVING ACCESSIBLE PEDESTRIAN FOCUSED AREAS TO WOULD ATTRACT BUSINESS TO THE CLUSTER. 24

I FOUND THAT IN ORDER TO COMBAT THE URBAN SPRAWL, INJECTING AN ADDITIONAL PROGRAM, LIKE PROVIDING RETAIL, RESTAURANTS OR CAFES ON THE COMMUTE WOULD GIVE AN OPPORTUNITY TO LINGER AND CREATING MORE MOMENTS OF FACE TO FACE INTERACTIONS FOR MEDICAL PRACTITIONER. THE SCALE COMPARISON OF THE CURRENT FOOTPATH AND THE HIGHWAY IS VASTLY DIFFERENT. IT INTIMIDATES THE USER AND PROMOTES THEM TO DRIVE, THIS NEEDS TO CHANGE. 27


THESE OBJECTS REPRESENT THE THREE MAIN CULTURAL GROUPS THAT MAKE UP THE CLAYTON DEMOGRAPHIC. CREATING A PERMANENT SPACE WHERE THE COMMUNITY CAN LEARN AND PARTAKE IN CULTURAL MILESTONES EVENTS WOULD ENCOURAGE THE PUBLIC TO EDUCATE THEMSELVES ON MINORITY GROUPS, CREATING A CONNECTED COMMUNITY.

THIS AREA IS A FAIRLY NEW DEVELOPMENT. IT WILL BE INTERESTING TO SEE IF THE SURROUNDING SITES WILL OVERSHADOW THE OPEN SPACE CREATED BY THE UNDER LIBRARY.

THE SITE IS SITUATED IN A DIFFICULT AREA; THE HORSESHOW BRIDGE IS A HERITAGE INFRASTRUCTURE. THIS SITE IS CONSIDERED A CIVIC SQUARE WITH RETAILAND RESTAURANTS INSTITUTED ON THE SITE. CAFE AND RESTAURANTS OWNERS HAVE COMPLAINED AFTER THREE YEARS OF OPERATING THAT THERE ISN’T ENOUGH FOOT TRAFFIC AND AWARENESS OF THE AMENITIES IN THE SQUARE, WHICH IS AFFECTING BUSINESS. THEY BLAME SIGNAGE OR MARKETING OF THE NEWLY ESTABLISHED SQUARE.
