Artificial intelligence is gradually replacing human beings. transportation, water and informational networks use artificial intelligence in their system. sensors and chips with which the infrastructure, streets and buildings are fitted. High capacity transit replace with low capacity automated vehicles to save space for transportation. Cars are circulated in closed loop. City is adaptable for climate changes and global warming. As a dynamic complex system places emphasis on the interactions and connectivity of the flows through its infrastructures, city is selfsufficient. Heading high density and peak are located in certain areas in certain time because programs distributed unevenly. Most blocks have largest occupation of one certain program to cause people concentrating. Lack of mixed-use block in a day cause the flow peak at certain time in a day people mostly experience different programs horizontally through pedestrian streets. The vertical spaces are mostly for one single program. City needs vertical assembly to emphasize vertical movement to release peak in a day. Usage of floor space for CBD is quite low although population and space requirements are increasing. Buildings are lower in centre area of CBD so floor space usage is not sufficient.

For integrating multiple user groups in a block, Multi-use block is built on percentage of each program.
