O
n April 20, the complex experienced its second blackout in two years. One of the four emergency generators located behind Rochdale’s power plant began to smolder. As a safety precaution, all electricity was immediately shut down. The Fire Department arrived shortly thereafter along with representatives from the Office of Emergency Management (OEM) and officers from the New York City Police Department. Available board members rushed to the scene to clarify details for perplexed residents and television media that had arrived to cover the scene.
