President’s Message

Greeting Cooperators, With the holiday season in full swing and the New Year quickly approaching, first I would like to thank my fellow Board Members for their efforts and late nights we have worked together throughout the year to lend a hand to keep the business of Rochdale Village going. We are all volunteers doing this for the love of our community. I cannot thank you enough. Thank you to all the Committee members for your hard work and your continuous help to the Rochdale Village Community. With that being said, thanks to our Management Agency MSI who is always looking to improve the place that we call home. The Board is always searching for ways to provide the very best by keeping Rochdale Village safe and affordable. Thank you to the Office Staff who are always supportive and accommodating, working behind the scenes to keep operations going strong. To the Power Plant, Maintenance, Grounds and Public Safety Staff, I want to thank you for keeping our lights on, our building clean and our community safe. Your services to our community are greatly appreciated. Rochdale is a great community to live in. Hopefully we all realize how fortunate and blessed we are to be living here, and not to take our home for granted. As for me I am very proud to be a Cooperator here and very blessed to have raised my children in a great environment. As a Board Member so much has been accomplished and I am extremely grateful. Success through Process Part of the reason why we have been so successful this year and years prior is due to following a

proven process. One example is that of the various committees we have created in order to address and improve our quality of life. Committees are made up of Board Members and Cooperators who get together once a month to present great ideas and discuss how those ideas are working, or not working and enable us to make a determination. Those ideas are then brought to the Board of Directors, who then direct Management to implement and find a solution. The Board would like to keep the lines of communication open. Many of us come to the monthly meetings for complaints. I feel these meetings are not the forum for such complaints. In order to be more productive in our monthly meetings and due to constraint of time, complaints should be made at the time the issue takes place and reported to the proper department. I want to emphasize and make this clear to each and every Cooperator. If your problem is not resolved in a timely manner then it should come through the chain of command and be reported to the Management and the Board. Our goal is to enable you to get your concerns addressed properly. With that being said moving in this direction will help us maintain a more efficient and effective operation. This would be a way to handle future unresolved complaints so that we can move smoothly in a timely manner. Even with the Board of Directors we have been following a process of communicating with each other and Management, which has allowed us to make great progress. The old saying goes “If it isn’t broke don’t fix it”. Let us all work together in 2018 to continue the path of success. Fitness Center

The Fitness Room in the Community Center is now fully equipped and ready for our residents to start fulfilling their new year’s resolution to get in shape. We are still working on the rules and regulations for the gym and the details for hours and pricing. Lookout for the information coming in our weekly and monthly papers. Amnesty Many of you have come to me with questions and concerns about amnesty and what is needed for the process. While the Board of Directors passed the resolution for the program it must still be approved by our supervising agency New York State Homes and Community Renewals (NYSHCR). All information regarding the operation has been sent to them and we are currently waiting on a response. Once again thank all of you for a wonderful 2017. We will make 2018 even better. RV’s Peace Officer Finlator thwarts perpetrator on campus By Susan Van Brackle

H

ats off to Public Safety Peace Officer John Finlator who was integral in thwarting what could have been an attempted assault on a Rochdale Village resident in late November. Thanks to quick thinking and effective training, Officer Finlator recognized a repeat sex offender that was trespassing on the grounds of the complex. Officer Finlator confronted the individual, who was seen following a woman closely as she crossed the campus. The perpetrator made aggressive efforts to evade being taken into custody including throwing a violent head-butt at Officer Finlator but to no avail. Finlator was able to maintain authority then radio for back up

to officers at the 113th Precinct, which ultimately resulted in the criminal’s felony arrest. Public Safety officials had already served the offender with a notice of trespassing during their first interaction with him months earlier. According to Chief Victoria Pearson, “So, when an individual who is trespassing and doesn’t live here is arrested, we institute a no trespass affidavit. What it says is that this person is not allowed to be on this property and if they are found on this property and don’t have just cause to be here, they will be arrested again.” With the most recent infraction, it was the perpetrator’s second arrest on Rochdale’s grounds within a span of 60 days. We appreciate the efforts of Rochdale’s brave men and women in blue that are charged with keeping this community safe.

General Manager’s Monthly Report for November 2017

HOLIDAY GREETING This will be our 25th Christmas at Rochdale Village and it has been our privilege and pleasure to serve the greatest residential community in New York State. We hope to have served the community well with recognizable satisfaction. MSI strives to make the living experience at Rochdale enjoyable with an enhanced quality of life. The Board has set the tone for a great holiday atmosphere in which all 5 circles will exemplify the beauty of the Christmas season with brightly lit trees, lights on poles and festive decorations. The staff and management extend best wishes for the holidays and a prosperous and healthy new year.

YEAR END EVALUATION We think this has been an exceptional year in terms of making Rochdale as new and now every day. That is the baseline for our operational philosophy because property management is a service business. If our service isn’t up to par, our clients will be dissatisfied and our reputation will suffer. On the other hand, companies like ours that regularly evaluate their own performance tend to incorporate best practices with a neverending desire to upgrade our services company-wide. This attention to detail invariably results in better service and customer satisfaction. Now it’s time to take a look and evaluate our year-end performance based upon our high expectations to be the best we can be. HOUSING MANAGEMENT SELF EVALUATION Housing management is a generic process with a series of filters. The only difference between a senior building and family building is the family building gets harder usage. But the work is the same. Principally, what makes Rochdale different from the other housing alternatives is cooperative ownership. We are now going to filter the various aspects of Rochdale Village thru our management process. Power Plant As you are fully aware by now, the Power Plant has had significant upgrades to both systems

and infrastructure. With 4 brand new boilers, 2 rebuilt turbine generators operating like new, a new roof and upgrading cooling tower currently in process, the plant will be at peak efficiency that translates into money saved on the bottom line. These are the more noticeable items however; electrical breaker panel replacement and transformer room improvements in all buildings were also completed this year and are of extreme importance to delivering power to the buildings. We look forward to enhancing our pump rooms and installing a new aircooling unit in the community center in 2018.

Maintenance Maintaining a facility with close to 6000 apartments and 2 malls is no easy assignment yet our Maintenance department has done a fine job of keeping the buildings clean and the upkeep of our grounds top notch. Additionally the coordination to facilitate gas line repairs in 2 buildings this year on top of the day-to-day operation presents challenges of its own. We strived to enhance quality of life one of which is installing USPS boxes for large packages to prevent theft and new common area doors (a project that continues into 2018). Having said all that, we look forward to improve the cooperators’ experience with higher quality customer service and follow up. In the new year we are slated to purchase a new backhoe, provide real time information through digital bulletin boards, refurbish all elevator banks, renovate the community center court yard and building community rooms just to name a few. Security Rochdale’s Public Safety is often criticized yet rarely applauded. The fact of the matter is that statistically Rochdale is one of the safest places to live in the city especially when you factor in the vastness of the area to be covered. And still our goal is excellence so we continue to search ways to elevate the department. This year we worked on developing professionalism through training and instilling a since of pride

with our officers with new uniforms, a new vehicle and increase in salary. With the help of the Public Safety Committee, we have fostered a muchneeded relationship with the 113th precinct. We hope to continue this theme in 2018 by continuing training, upgrading our surveillance systems and most importantly invigorating camaraderie within the department, which would translate into better service to this community.

Commercial Services With the large mall renovation now complete and the advent of new establishments occupying space that had been vacant for over 30 years, in 2018 we make it our goal to have no vacancies in any of our commercial spaces. With the Hibachi Grill (take out) and jewelry store set to open their doors in 2018, we expect to close deals with Crunch Fitness and welcome newly elected City Council woman Adrienne Adams to our mall. The revenue generated through commercial services augments Rochdale’s income providing us the ability to continue to provide high quality services. Allocations Last month I touted the efforts of our Allocations (Sales) Department and I do so again without apology because I cannot stress enough the importance of keeping the vacancies low. This year alone there have been over 133 apartments sold to incoming cooperators and 39 transfers effected thus far! In addition, all succession applications are processed through this two-woman department. Their steadfastness and courteous approach allow families to move into their new homes timely and with along with the Orientation Committee they play a crucial role in educating new shareholders of the differences between rentals and coops and of rules and regulations of the housing company. Budget and Finance The housing company remains fiscally sound in 2017. For the budget year ending March 31,

2018, we are trending positive. The improvements in processes, reporting and automating a department that has been mainly manual for years will increase the effectiveness and efficiency of the department. This year alone we have automated the commercial leases and will know with certainty all escalation and lease expiration dates. We are in the process of outsourcing our payroll that will allow staff to focus more on analytics (stay on top of payroll discrepancies, taxes, overtime, etc.) and produce reports that are more accurate. In 2018, a major project we are looking to complete is digitizing our invoicing and archived files that would save an enormous amount of man-hours. Community Services The Community Center underwent a major renovation and saw a resurrection of much needed programming for our residents. We now have a fully functional fitness center for residents (details on pricing and opening coming soon) with state of the equipment. The Senior Center and NORC have newly constructed office space and continue to provide quality services for our seasoned residents. Our Board of Directors have a new office with a conference room for meetings. We had a successful summer youth camp and our after school program is in full swing. The staff there has done a wonderful job in room rentals throughout the year, which took an incredible amount of coordination and logistics due to the on-going construction. They continue to go above and beyond in keeping the programming going and room renters satisfied. In 2018, we would like to achieve greater success and introduce new programs and classes for you to take advantage of. None of this would be possible without a dedicated staff, a supportive Board of Directors and a receptive community at large. Thank you all and again happy holidays from the family at MSI to yours. Deserving kids receive Christmas bike donations from RV’s Angels of the Shield By Susan Van Brackle

G

enerous bicycle donations from the Angels of the Shield, a group organized by Rochdale’s Public Safety officers, is generally a annual capstone of Rochdale’s Annual Children’s Christmas Party hosted by the Community Relations Committee. This year Public Safety officers purchased approximately 50 bicycles for donation to deserving youngsters throughout southeast Queens. Six youngsters were awarded bicycles at

the Christmas Party. The remaining bikes were distributed amongst Rochdale Village Board Committee programs, Community Center programs, events and other deserving auspices. Special thanks to Public Safety Officers Rosetta Love, John Finlator, Geraldine Huntley, Bonnie Mason, Verda Bataille, Adolf Osback, Barbara Nelon, Dock Nelon, Chief Victoria Pearson and Anthony Diggs from the Power Plant for making so many children’s dreams come true for Christmas. Heating Problems after hours? Thursday, December 21 is the first official day of winter. New York City has seen only a few bitter days of cold weather however, we’re just be getting started. Residents that have convector issues after regular business hours can still get assistance from the Rochdale Village Maintenance Department. Please do not report heat complaints to 311. Instead, call Public Safety at 718-276-2400 and a dispatcher will send a handyman to your apartment to evaluate and/ or correct the situation. If you sense convector problems are about to happen, contact the Group Manager’s office in your circle to arrange an appointment for repairs by Maintenance.

Deadline for renewal of DRIE program applications is fast approaching By Susan Van Brackle

C

ooperators that haven’t already renewed their application for the Disability Rent Increase Exemption program (DRIE) at Rochdale Village should act quickly to renew their application before December 31, 2017. DRIE benefits generally expire one year after an

individual’s effective date For example: If DRIE was initially approved on April 1, 2016 then the formal expiration date is May 20, 2017 however, renewals may be accepted if paperwork arrives within six months leading up to the end of the year. DRIE exempts residents with qualified disabilities from future rent increases. Some of the criteria for DRIE include

being at least 18 years or older, named on the Occupancy Agreement or having succession rights, a recipient of SSI relatedMedicaid or monthly SSI payments, Veterans benefits, have a household income of $50,000 or less and pay 33% or more of their income towards carrying charge payments. Applicants may call 311 for help with filling out the paperwork, download a DRIE

Seniors partied like it was 1999 at Rochdale’s Annual Senior Committee party By Susan Van Brackle

R

ochdale’s Senior Citizens’ Committee celebrated the yuletide season with a lavish annual holiday luncheon on Wednesday, December 6. Board Secretary Joyce Williams and her Co-Chair, Board President Jean Castro hosted the affair. Guests were greeted with opening remarks from the Chairman of the Board of Directors, Clifton Stanley Diaz and Assistant General Managers Lance Williams and Jay Williams. A multi-course meal was served with continuous entertainment provided by DJ Kendo and a soulful soloist that performed holiday medleys. H&N Insurance Company has been a repeat gift sponsor of the Senior Citizen Committee luncheon as well

as other events in this community. This year was no exception. The firm generously blessed the community with well over 50 tote bags containing 5 lb. frozen turkeys and enough fixings for a complete holiday dinner. There were so many gifts that each participant received one just for attending the event. Revelers danced well into the evening with many doing some of their hottest moves with line dance aficionado and Board of Directors member and Senior Citizens’ Committee Co-chair, Gary Hawkins. Board members receive random act of kindness after recent toy giveaways By Susan Van Brackle

T

wo Santas and five elves walked into a diner on the afternoon of Tuesday December 12 to take a lunch break between toy giveaways. While this sounds like the beginnings of a holiday fairy tale, it turns out to be a true story. The good Samaritans were 1st Vice President of the Board and Public Safety Committee Chairman Talib Bey, Chairman of the Board and Public Safety Committee Co-Chair Clifton Stanley Diaz, Board President Jean Castro, Public Safety’s Chief Victoria Pearson, Lieutenant Adolf Osback, Patrolman Crearer and Patrolman Reid. The group convened that morning with 113th Precinct Neighborhood Community Officers (NCO) Edwards and Bradley and Detective Tanya Duhaney, to bring cheer to deserving children in the Pediatrics ward at Jamaica Hospital Medical Center and others at

the Springfield Gardens Residence – Salvation Army of Greater New York on Guy R. Brewer Boulevard. Thanks to generous donations collected from friends and families during Public Safety’s toy drive, children had their pick of some of the latest toys and games on the market. Mr. Bey and Lieutenant Osback dressed in full Santa Claus costumes and Ms. Castro, Chief Pearson and her two officers donned Santa caps, which spread cheer to everyone that happened to see them. When the group took a lunch break between toy giveaways at a local diner, a middle-aged couple eating at a neighboring table spotted the festive Rochdale crew. Needless to say two six foot Santas and others in cheerful attire made for a lively conversation. A dialog ensued between the two factions. By the time the Rochdale group and the dining couple parted ways, the couple shared their admiration for the good that was

being done in the southeast Queens community. In a random act of kindness, the couple, which just happened to be wealthy entrepreneurs from Long Island, paid the good vibrations forward by reportedly pick

ing up the entire lunch tab for our group. As the saying goes, “Good goes around and around and around. Good goes around and around.” Merry Christmas Rochdale.

Community Relations Committee hosts annual photos with Santa events in Rochdale’s newly refurbished big mall By Betty J. Davis

rom 10:00 a.m. to 4:00 p.m., Saturday December 9, 2017, Rochdale Village Mall #1 (aka the Big Mall), transformed into ‘party central’ as the Community Relations Committee hosted its Annual Children’s Christmas Party. The Community Relations Committee is chaired by Assistant Treasurer of the Board, Maryam Hubbard, Co-Chaired by Board Secretary Joyce Williams and assisted by an army of hardworking Community Relations committee members that seem to organize a bigger and better event every year. The Annual Christmas Party was well stocked with all the necessities to host a great event. Two Santas along with their helpers; toys; snacks; an elaborate bouncy house, music and entertainment kept the mood light and festive. This year, children from Rochdale under ten years old that were registered in advance to attend the event received a free Christmas gift. Children that received a gift also

had his or her picture taken with Santa, also known as 1st Vice President of the Board and Public Safety Committee Chairperson, Talib Bey. There was a never-ending line of children waiting for their turn in the bouncy house, which is a fan favorite. Many kids took a break from the activities to get their faces painted by Rochdale’s resident artist Walter who brings his expertise to the event every year. DJ-T Square filled the mall with music and the children took the opportunity to exhibit their dancing techniques. Special guests, Letitia “Tish” James, New York City’s Public Advocate, popped in to spend some time with the children as did New York State Assemblywoman Vivian E. Cook. To change the pace a bit, in the middle of the afternoon, all in attendance were treated to liturgical dance performed by The Proskuneo Dancers of the New Jerusalem Worship Center under the direction of Ms. Gail Grant. The highlight of the Christmas party ended with a raffle of six brand

new bikes that were donated by Angel’s of the Shield, which is a group of dedicated officers from Rochdale’s very own Public Safety Department. Sponsoring a children’s Christmas Party on a scale as large as this one requires all hands on deck and a multitude of hands were present. Everything for the children was provided without cost to the families. Special thanks goes out donors that made the Christmas party possible like Key Foods, Rochdale’s Public Safety Department, Rochdale Village, Inc. and from the organization, ‘The Keys to Unlock Your Silence’. Last but not least this event would have not been possible without the helping hands that move the event along and there were many: Maryam Hubbard, Community Relations Committee Chairperson/ Technology Co-Chair and Assistant. A Christmas story

Just in time for a holiday rhyme By Alanda I. Wasserman Edwards

It is beyond the holiday traditional, and into the merit in what Christmas truly represents. It’s the Joy to the World and O’ Come all ye Faithful into Bethlehem. The story of the Wise Men in following the star which led them to Bethlehem in seeing the beacon birth of Christ our Lord. That is the most splendor of the occasion, and the assembling of the of the entire globe as one nation. Let the trumpets sound and the harp’s place in capturing this happy moment within the holiday season and it’s the birth of Christ in reason. It’s beyond the twinkle of Christmas trees, decorations and personal gift giving. It’s about giving of ourselves to the misfortunate. This means bring believing into tomorrow with an offset of future tense. Bringing warmth from brethren without end. We have a holiday creed, “It’s our hearts in being our lead and the holiday season, we should all do a good deed. The whispers of the holiday season, and music from on high, and not letting Christmas past us by.

Just be happy to our God above for his endless peace on earth and endless love. His ability to run this human race. His ability to handle us with mercy and grace.

The class traced the shape on green construction paper, twice, then decorated it with ornaments all except one sweet girl who sat there not participating at all. Her reply when asked why, was it was against her religion, so I could have just excused her... then I asked if she was able to make a plain evergreen tree?
