When Churchill spoke those words to the British House of Commons in 1944, during the throes of World War II, hundreds of buildings in Great Britain had already been reduced to rubble. Homes, businesses, and churches had been destroyed in wave after wave of Nazi Luftwaffe air raids. Clearly, Churchill and his people were not taking shelter for granted.

Despite the busyness of work, family, and life commitments, I find it’s good to occasionally take a few minutes to reflect with humility on the impact of our work, and remember the importance of what we as builders and associates do every day. Though we all strive to earn a living and run successful companies, by doing so we collectively create so much more: •
Builders create and improve “Home,” the place where each of our stories begin.

Builders define our city skylines, which shape the identity and appearance of our communities for decades.
•
Every single family home built creates 2.97 jobs and $110,957 in paid taxes.
•
Every $100,000 spent on remodeling generates $29,779 in additional taxes and creates nearly one full-time job.
•
The average constructed individual apartment has created 1.13 jobs, and well over $40,000 in tax revenue (source: nahb.org).
No other line of work has such an immediate, visible, long-term impact on the wellbeing of our communities, or our families, as the building industry. As we create the places where the stories of “home” will be written, in structures that will often outlive many of us, we can be humbled, honored, and proud of the work we do. Regardless of how you look at it- personally, economically, or from a community development perspective, construction is key to a vibrant, growing America! A healthy building industry leads to a healthy nation, and we can all work together to make this happen.

RAB’s 5 Stand League
As a lead up to the Sporting Clay Shoot, Gamehaven runs a 5 Stand League every summer! This event is open to RAB members, their spouses, and/or children 12 years or older who have passed hunter safety. You can sign up for as many or as few dates as you want! Participating in the league is not required to participate in the September 5th Sporting Clay Shoot, but if you love to shoot, we encourage you to participate in both! The League will be held at the Gamehaven Boy Scout Camp located at 5015 Simpson Rd SE Rochester, MN 55904. At the camp, follow the 5 Stand sign arrow at beginning of the parking lot, go past office on gravel road, follow second 5 Stand sign arrow. Gravel road ends at Shotgun range. For this month’s “Hey Matt, What’s Up With That?” I’d like to share a editorial letter that I wrote, which was published in the PostBulletin.
A Growing City’s Growing Pains On July 23, elected officials from across Southeastern Minnesota will have a conversation about the region’s housing needs. It is necessary that this conversation not only examine the housing needs of the region, but provide input as to what steps those elected officials can take to encourage development. The recent study by Maxfield Research, which was commissioned by Olmsted County, The Rochester Area Foundation, and Mayo Clinic, diagnosed the future housing needs of Olmsted County. The kinds of housing needed for our prospective population growth is astounding. With a population growth of more than 35,000 people in the Rochester area alone, making sure we are able to house those people is a big concern. We are at a point in our growth that construction is of utmost importance. With historically low inventory across the entire price spectrum, Rochester and the surrounding communities need to focus on policies that encourage the construction of new housing units in order to meet this need. Grow Rochester, an association made up of the Rochester Area Builders, Inc., Rochester Area Chamber of Commerce, and the Southeast Minnesota Association of Realtors, provides three recommendations to encourage development: • The creation of a Development Coordinator Position within the city of Rochester, • Update land-use plans and zoning ordinances; and • Understand all types of housing for all income levels will be needed. Focusing on Rochester, there are many opportunities for the city to facilitate these kinds of processes. First, we agree with the sentiment of the Maxfield Research report that a “ ‘one stop shop’ housing resource will assist both the public and private sectors. This central organization would help navigate the processes
and housing need[s] while promoting collaboration between all sectors.” This recommendation is similar to the recommendations of the Development and Permitting Task Force’s recommendation of the creation of a Development Coordinator position for the city of Rochester. This task force was commissioned by the City Council to analyze issues involving the permitting and development processes within the city of Rochester. Our view is this shouldn’t be a new bureaucracy, apart and separate from the current permitting system, but a single position at City Hall with the charge of improving the efficiency of the permitting process. This Development Coordinator could be a single point of contact to ensure the city and developers are staying on track with various permits. Second, current zoning ordinances and land use plans need to be updated. Opportunely, the consolidated Planning Department of Olmsted County and the City of Rochester are undergoing a city comprehensive plan update. Fortunately, this comes at a time when many different plans are being put together within the region. While the DMC initiative will be a wonderful benefit for our region, the comprehensive plan update is of paramount importance. This plan will drive the changes necessary to make the zoning ordinances far more inclusionary of development than the current incentive/restrictive development process. Lastly, a conversation about housing needs cannot be short-sighted or narrowly focused. There is no disputing our current market lacks affordable housing options. Our market needs to build more housing units that suit this demographic. The Rochester City Council should be applauded for their commitment to recent affordable housing projects that have come before them. However, this is only one area of housing that is needed. In fact, the Maxfield Research study found that between 69.6% and 94.3% of the demand for new housing units will be owner-occupied units. Because of this, it is important that our elected officials establish policies that keep owner-occupied units affordable as well. It would be short-sighted for cities to focus on encouraging the development of just one type of housing unit. The great news is that Rochester and the surrounding cities are growing. People are moving here because they see our area as a good place to work and raise their families. However, future growth is in no way guaranteed. We need policies that will encourage growth in the business and housing markets so that others can join in our success. ���������������������������������������� The Minnesota Department of Labor and Industry (DLI) has stated they plan to start enforcing the new Minnesota Building Code in January of 2015. They have not yet released the final version of the code, so we don’t know exactly what will be included. However, based on what is known, the Builders Association of Minnesota (BAM) is working to provide members with code guides with a planned release date near the end of August 2014. BAM has contracted with Ed VonThoma of Building Knowledge Inc. and has assembled a group of statewide members to create and vet the following code guide documents: • Top 20 Code Changes in the Residential Building Code • Top 20 Code Changes in the Energy Code • Field Guide to Residential Code • Field Guide to Energy Code • Field Guide to Radon • Field Guide to Foundation Wall Support • Field Guide to Residential Fire Sprinklers These guides are a major benefit of membership and available ONLY to members. DLI issues the codes, but BAM is the organization that develops guides on how to implement the new codes. BAM will be providing members with access to each of these seven documents. The documents will be available on the BAM website and optimized for both printing and easy viewing on your mobile devices out in the field. These guides will form the basis for continuing education courses and BKI will be available to teach classes around the state to help members prepare to build to the new code. If you have industry peers that will benefit from having these guides, tell them to join your local builders association and enjoy 3-in-1 membership to access BAM’s field guides and other value added benefits such as our home builidng industry specific construction contracts. As part of your membership with the Builders Association of Minnesota you get access to a complete 2014 Legislative Report on what happened at the Capitol and what you need to know about the laws that have changed. The 2014 Minnesota Legislative Session concluded May 16, 2014, and this year’s adjournment meant the end of two years in which the legislative and executive branches were controlled by one party. That has not happened in Minnesota since 1990. This fall, the Governor and House of Representatives are up for election, and we may see a different political alignment starting in 2015. We hope it will be one that will help advance the interests of the residential construction industry.
169 bills. Bills introduced during the 2013 or 2014 sessions that did not see the light of day are now dead and will need to be reintroduced in order to be viable in future years. BAM’s 2014 Legislative Report includes information about the session in general, and how BAM and the residential construction industry fared including an in-depth report on the sprinkler issue and industry wins. Also included is information on new laws, how your business may be impacted, and laws of interest. A detailed bill-by-bill report can be found along with links to the bills, and, for those that made it into law, links to the new laws. Rounding out the report is a discussion about the future of industry regulation, and an introduction to each member of BAM’s rockstar legislative team.
“Unsession” was the buzz word this session. Coined by the Governor, his website states, “The Unsession is a first-of-its-kind effort to make government, faster, simpler, and more efficient for the people.” BAM members will likely benefit from the unsession repeal of the business-tobusiness sales taxes and some of the expedited Minnesota Pollution Control Agency and Department of Natural Resources rulemaking directives.
