Hello from Rochester Area Builders! I’m Kevin Worden, Executive Director of Rochester Area Habitat for Humanity by day (and by many evenings!), and I am thrilled to serve as the RAB Board President for 2014. I’ve been active with RAB since 2006, when Sandy Friend asked me to join the Government Affairs Committee, and I have served on the Board since 2011. I’m looking forward to focusing on the most important thing about RAB this year…..YOU!! Are you interested in showing a design on the Runway? We’re looking for creative teams of designers to conceptualize and create stunning and unique looks for our show! fashion expose

All additional costs will be the responsibility of the design team. Design idea and concept will be reviewed by Committee to determine eligibility of costume. Committee reserves the right to pull a design from the show if it does not meet the criteria or abide by the rules. Design team must submit a minimum of 10 pictures by April 10th of the of ensemble from beginning stages through final stages of costume creation. (Submitted via email to Ryan Kling-Punt at RPunt@RochesterAreaBuilders.com in jpeg format.) Photos will be used for a slideshow during intermission of the show. Have fun with them! One assistant per model is allowed to accompany the model behind stage (Assistant not required) Assistant will be required to wear identification given by staff. Hey Matt, Can you recap 2013 for us?

In 2013, a lot happened on the government affairs front. First and foremost, we bid adieu to Rick Dold, our previous Public Affairs Director. Rick did a wonderful job working with RAB, and we are grateful for the talents and efforts he brought to RAB. Opportunity knocks! Let’s see, what else…… there was something…. Oh yeah! DMC! Destination Medical Center infrastructure funding was approved by the state legislature. This provides $455 Million from the state, with the city of Rochester providing another $128 Million towards infrastructure. Because this is a giant undertaking, there is a great amount of planning that needs to happen. To do this, the DMCC (Destination Medical Center Corporation) has established an EDA (Economic Development Agency). The EDA will be in charge of developing a plan for DMC. The EDA is currently in the process of hiring consultants to develop this plan. Trees, trees, trees. After many years of debate, review, and revision, the Tree Ordinance was finally passed and approved. Keep in mind that the tree ordinance only applies to trees in the boulevard for new construction. That being said, 2014 might see more proposed regulation on trees, but we will keep you updated on that as more information becomes available. Fire Sprinkler Mandate and the ALJ. RAB and the Builders Association of Minnesota continue to fight a proposed code change mandating fire sprinklers

be installed in new homes larger than 4,500 square feet. This is an unnecessary and costly mandate. The current code states that new construction must have hard-wired interconnected smoke alarms. Having these kind of smoke alarms in homes has proved to be 100% effective at preventing fatalities in fires. An administrative law judge heard the case December 12, 2013. We presented our case well, and we look forward to the verdict. 2014 brings big things to RAB’s newsletter. One of the new things happening is a new monthly column, “Hey Matt, What’s up with that?” This feature will be a question and answer section of the newsletter. Our members are free to submit questions to me that they have about something going on with DMC, City of Rochester, Fire Sprinklers, Tree Ordinances, or even “what is being built on that corner?” I hope to get a number of questions from members, whether it be via email (MatthewL@RochesterAreaBuilders.com), phone call (507-282-7698), or even conversation during meetings. Look forward to “Hey Matt, What’s up with that?” It is going to be riveting and informative. Settling In. Lastly, I would like to say thank you to our members, for helping to make the transition into the role of Public Affairs Director as smooth as possible. I look forward to working with all of you in the near future.

Back to Basics: Developing Your Storm Water Pollution Prevention Plan (SWPPP) This article is based on a guide developed by the Environmental Protection Agency for construction sites. A SWPPP describes all the construction site operator’s activities to prevent storm water contamination, control sediment and erosion, and comply with the requirements of the Clean Water Act. Each construction site is required to have a SWPPP, including all residential construction sites in Rochester. Most residential site owners and contractors in Rochester have not developed SWPPPS for their sites. Now is the time to get your site in compliance. If you are new to managing storm water at a construction sites, we recommend reading the entire guide, found at: http://cfpub.epa.gov/npdes/stormwater/swppp.cfm. If you have experience with SWPPPs, this article will remind you of the basics. An effective SWPPP includes sediment and erosion controls plus good housekeeping practices to prevent discharges of sediment and other pollutants from your site. 1. Review the MN state construction general permit requirements. Understand all the provisions and follow the specific instructions contained in the Construction Storm Water Permit (details located here: http:// www.pca.state.mn.us/y3dqf96). By applying for coverage, you are acknowledging compliance – so be sure to implement what your application and SWPPP promise! 2. Perform a Site Assessment. Before construction starts, conduct a walk-through to assess site-specific conditions including soil types, drainage patterns, existing vegetation, and topography. Create a drawing identifying the significant features to help protect natural features that will remain after development.

3. Select Erosion and Sediment Control (ESC) Best Management Practices (BMPs) BMPs are the controls and activities used to prevent pollution. Select proven BMPs that suit the site’s unique conditions. There are many options available and they work much better when used in combination. 4. Select Good Housekeeping BMPs Since a large amount of waste can be generated at construction sites, it is imperative that waste is managed properly. Your SWPP should include the following: plans for proper waste containment, building material staging areas, paint and concrete washout areas, equipment/vehicle fueling and maintenance and washing areas, and spill prevention and response. 5. Develop Plans for Inspections, Maintenance, and Recordkeeping Conduct and keep detailed reports of your required regular inspections to ensure that your BMPs are working properly. Fix and clean BMPs, being sure to document the maintenance performed. Add BMPs where problems can potentially develop. All records and reports must be kept for at least 3 years after permit coverage ends. 6. Training, Signature and Certification Workers assigned to ESC tasks and SWPPP development must be properly trained. An authorized site operator must sign all SWPPPs and inspection reports to guarantee their ability to implement the BMPs and other permit requirements. A site sign must be posted with a copy of the Notice of Intent, location of the SWPPP, and contact person for viewing the SWPPP. It is always best to keep a SWPPP on site so it can be referenced during construction. SWPPPs are intended to be dynamic documents, so as site conditions and ESC decisions change, note them on the SWPPP. Implementing these practices and activities will maximize pollutant load reductions from your construction sites and protect our waterways. Www.RochesterAreaBuilders.com January 2014 | 15
