At this dinner every person answers a question posed by the past president. It’s always interesting to hear what the hot topics were then and now, and how things have changed for the better. 2016 RAB Past Presidents Dinner The
2016 Past Presidents Dinner was held this month at the Rochester Golf
and Country Club. This event was created by Jim Gander (Superior Mechanical) after he served as RAB President in 1999. It's an annual event of the "coolest club around" according to Mike Coats, President in
2003. Many interesting
stories are told as the presidents answer a different question posed each year. It's a fantastic event and an opportunity to thank the leaders that have built RAB.

Attracting younger workers requires ability to compromise. Rochester and its leadership has been adamant about attracting a younger generation such as myself — millennials — to this community. Many positive steps have been taken to accomplish this through the leadership of individuals including Sunny Prabhakar of The Commission and Ben Tilson of the Rochester Jaycees, among others. Progress is being made on all fronts. With that being said, we are forgetting major factors affecting the lack of interest from the young professional: a lack of available housing and a disconnect between influential groups and leadership. Let’s examine the basic economics of keeping and attracting young skilled talent. These are predominantly single individuals seeking entry-level positions with annual salaries of approximately $50,000. After taxes that net annual total is $36,500. After subtracting expenses, loan payments and savings, an individual is s left with $10,950 — $912.50 per month — for housing. This does not even take into account the additional expenses of a child or dependent. With new home prices coming in at about $200,000 to $225,000, few are able to qualify. Even those lucky enough to qualify find it nearly impossible to find a home or rental in that price range. There just isn’t inventory available at that rate. For every $1,000 increase in a home price, 139 Rochester households are priced out of a new home. Many of these households are existing affordable stock. Home prices have skyrocketed, with median prices up nearly 10 percent this past year alone. A severe labor shortage, land and material costs, increased regulation, fees and unnecessary expenses of new construction are some of the factors that have influenced the existing affordable home and rental inventory. Some of these matters could be mitigated. The result is a lack of labor migration to Rochester, moving high-skill labor away from Rochester’s most productive markets. This directly influences Rochester’s potential production level and stifles GDP growth. Income inequality increases, pushing these individuals away from higher paying career paths. Simply put, if Rochester has the professional capacity for the millennial demographic but cannot afford them, the economy suffers. The question remains of what Rochester can do to find solutions. The amount of disconnect between influential and advisory groups, developers, city staff and elected officials, as well as others, has been disconcerting. We cannot continue in a convoluted system and expect to attract young talent. Board, commission and committee appointments are highly important volunteer positions, and we need to keep this demographic interested. This commentary is not to single out any individual, group, process, department or fault, but rather to challenge us all. It’s time to lean forward, collaborate, develop strategy and form solutions. Progress requires compromise. Even if you believe you are absolutely right, you still need to involve others that disagree. While you may feel ethically good by standing ground, you will not get what’s attempting to be accomplished. This leads to anger, cynicism, and less involvement. This is not the type of progress we are striving for in this community. It’s time to put aside petty differences. It’s time to stop pointing fingers and blaming others. With this tense election season over we need to stop negativity and move forward as a community.

A Recession is Unlikely Elliot Eisenberg, Ph.D., GraphsandLaughs, LLC
The current US economic expansion is one of the longest on record, and, come March, will become the third longest in US history, dating back to the start of record keeping in 1854. As such, there is increasing concern that we are due for a recession. That concern has only heightened, given that the last downturn was particularly nasty. This fear is weighing not only on household spending, but, more importantly, on corporate spending on plant and equipment, holding back GDP growth and labor productivity. Fortunately, this concern is misplaced. Simply put, age is not what kills expansions. Rather, it is an overheating economy that generally results in a recession. When wages start rising swiftly, investment activity starts taking off, debt levels grow rapidly, asset prices become untethered to reality, commodity prices remain high, and inflation rises rapidly, the Federal Reserve invariably intervenes. In the attempt to cool things down, all too often the Fed raises rates too quickly or too much and accidently drives us into a recession. However, there is currently little evidence of any pre-recessionary economic exuberance. As a matter of fact, most of the economy is still behaving as if we were recovering from the recession rather than enjoying the boom times that come at or near the peak of an economic expansion. Growth, be it domestic or international, is subdued. Commodity prices are, with few exceptions, at or near cyclical lows, and bank lending is probably best described as solid. Moreover, inflation, while slowly rising, remains below the official Fed target rate of 2%. Lastly, while the unemployment rate is just 5%, wage gains are much weaker than they have been before previous economic downturns. This suggests that there is still slack in the labor market and that the Fed will not have to start raising rates quickly anytime soon. Spending by households and businesses is also not signaling a recession. Purchases of durable goods such as cars and dishwashers averaged 7.5% of GDP in Q2 2016, well below the 8.5% average that has persisted in years preceding recessions. Private investment spending on new home construction, business related software and equipment and so on – is equally low. Moreover, the household debt-service ratio, or how much after tax income Americans are devoting to debt payments, is near its lowest level ever and personal savings rates are near their highest level in twenty years. Lastly, corporate profits are once again on the rise, reducing slightly elevated stock market valuations. The above notwithstanding, a recession is always a possibility due to economic shocks emanating from abroad that can dramatically raise energy prices, or a war or an election that can hurt household spending and business confidence. However, other than that, it would probably take much stronger economic growth for a prolonged period before the Fed felt compelled to raise interest rates quickly enough to meaningfully slow down the economy and, in the process, possibly bring on a recession. In short, the current economic expansion that started in July 2009 looks increasingly likely to become the longest economic expansion ever. Increasing this potential is that even though wages and inflation are finally rising, the Fed has communicated its interest in seeing wages and inflation rise further as they have been too low for too long. So, enjoy the current expansion; it may well last a lot longer!

This program is based on the 2015 Minnesota Residential Code (2012 International Residential Code) and Minnesota-specific amendments.

The seminar will cover the following: contract provisions a contractor should include in anticipation of litigation/ADR; the various forms and contexts of dispute resolution; types of lawsuits and claims; and how insurance and indemnity issues factor into dispute resolution. 10:00—11:45 Footing & Foundation Provisions of the 2015 MN Residential Code (2 credits) Roger Axel Building Official for the City of New Hope; AMBO
This seminar will identify the provisions of Chapter 4 FOUNDATIONS of the 2015 MN Residential Code as they apply to footings and foundations for residential and related accessory structures. The intent of this seminar is to help the residential contractor understand and identify specific requirements as they apply to their proposed building project. Having an understanding of the MN Residential Code provisions helps minimize project delays and cost overruns. Minimizing corrections helps establish an effective relationship with the local building department.
This session will cover basic information on Air Infiltration Testing of new construction homes: code specifics, calculations, preparation and testing procedures. It will also provide feedback and historical test results of air infiltration testing since the new energy code went into effect, as well as identify key areas and details when air sealing a new construction home. 1:30—2:20 Requirements of the 2012 IRC—Fire Protection of Floors Mark Weegman (1 credit) Weyerhaeuser - Trus Joist Engineered Wood Products
The 2015 MN Building Code changes regarding fire protection impacts how homes are built including requirements for the fire protection of floors in single family residences. This course will discuss how the changes affect the structure and the approved alternatives and exceptions to the code. 2:30—3:20 Problems & Solutions to Supporting Large Loads Mark Weegman (1 credit)

The current design and building practices have created large loads which are difficult to support and transfer to foundation, especially with the new codes. This course will address built up columns supporting large loads and the contributing issues of the sill plate overhanging the foundation, in addition to plate crushing considerations throughout the entire structure. Refunds: All registration fees are non-refundable unless cancellation notice is given at least one week prior to class date. Fees may be transferred to another class at any time within the current year. Confirmation: A confirmation will be emailed to you prior to the class date. If you do not receive confirmation, please contact the RAB office to ensure that you are properly registered. Energy: Each full day session has at least 1 hour to cover the energy requirement. Cost Includes: One fee covers the class, coffee/donuts, lunch, and all resource materials.
