Letter from The President As I write one of my last President letters there are officially only 20 days left until election day! Have you ever wondered why the candidates become so negative and disrespectful towards one another at the national, state and even the local levels? By focusing on the negativity one loses site of what the real issues are and what someone might do to change them. In order to help ease your decision making at the local level the Builders Association had a candidate forum at our September General Membership Meeting. A questionnaire was given to each candidate running for Rochester City Council. The questionnaires along with the candidates responses are being sent out in the Weekly E-News updates on Wednesdays to help provide information to all of you regarding pertinent issues relating to growth and development in Rochester and the surrounding communities. You can also see the links to the candidate questionnaires and responses on pg 4 of this newsletter. I would really like to encourage you all to research the candidates at all levels of government and then go out and vote on November 8! Every election is determined by the people who show up . . . you can either vote by voting or vote by not voting but either way you’re still voting.

Spike Update
November is Spike Appreciation Month, and we’d like to thank all 47 of our Spikes for the hard work they do maintaining our strong membership base. Many of you reading this right now can thank one of the Spike Club members below for encouraging you to join RAB. Spikes are a very important part of our organization. These members have been honored because of their commitment to membership development. Each credit stands for 1) a member that they have brought to the Association, or 2) a member that they have encouraged to renew their membership. We are grateful for all of our Spikes, but as you look at the lifetime totals, a few of the numbers stand out as extraordinary. Several individuals have managed to amass over 200 Spike credits throughout their years of membership, putting them in elite company, not just in RAB, but on a national level.

Spike Update First off is Les Radcliffe of Radcliffe Homes & Remodeling, with a total of 284 credits. Les joined RAB in 1988, has served on and been chair of numerous committees throughout the years, and has been named Builder of the Year twice by RAB (only one of two builders to have won twice). The next member of this elite group is Kirk Gill, of Robert Gill Builder, Inc. Kirk, like Les, has served on many RAB committees, is a Past President of the association (1983), and has racked up 275 Spike credits over the years. Joe Weis and his company, Weis Builders, Inc., need no introduction. Joe has worked tirelessly over the years at all levels of government to gain support for the building industry, is a two time Past President (1961 & 1997), and has been a part of RAB since 1957. And during all that, he’s still found time to earn 299 spike credits!

Speaking of long time members, you won’t find anyone who’s been part of RAB longer than Bob Gill of Robert Gill Builder, Inc. He joined with his company in 1963, but before that, Bob was active in RAB through Kruse Lumber, who helped form the Association in 1953. Bob is a two time past President as well, and as you can see, this chart is not large enough to accurately reflect Bob’s contributions to RAB’s membership. His total of 987 spike credits defies description as well, so I’ll just let it speak for itself.

Press Release (Formerly known as FGS of Rochester)
We are excited to announce that First General Services of Southeast Minnesota, INC. is undergoing a renovation of it’s own! We are rebranding our business with features that add more value and conveniences to our clients. Part of marking this milestone in our newest chapter is a company name change to Rochester Restoration & Remediation. As most of you know, we have been a mitigation/remediation company, locally owned and operated by Rick German and Bruce Laufenberger for 20 years. Together, our team has over 100 years of construction experience, and we have serviced thousands of properties across Southeast Minnesota. We have been restoring structures affected by Mold, Water, Fire, Smoke, Trauma, Sewage, Odors, etc. We specialize in the insurance claim recovery process by working with insurance adjusters to collaborate on the extent of damages toward a reasonable valuation allocated toward restoring the structure to pre-loss condition. We are still first and foremost a mitigation/remediation company, with the same staff and associated skill sets. We pride ourselves on a “problem prevention” approach to eliminating the cause(s) of loss, rather than “Damage Control” measures that are often just a limited “band-aid” repair. We get the job done right the first time, to ensure it does not happen again. Why change the business name you may ask? Two reasons. Mainly, we are no longer affiliated with the national corporation of First General Services and/or the associated franchisors. We actually haven’t been for several years, which is why we began operating under the assumed name of FGS of Rochester in 2010. Unfortunately, the general public does not correlate the name FGS of Rochester with a restoration company, and technically it cannot be an acronym for First General Services. We feel it is an important part of a business’ corporate culture to be able to identify with a strong name and branding image, especially for marketing purposes during our growth phase we have recently launched. We wish to be acknowledged and identified as Rochester’s “Home Town Team” for Property Loss Restoration, not a nationally owned and operated corporation. Secondly, we want the community to know we have undergone a subtle revamping of our management and operations to include a broader scope of renovation needs through the addition of in-house contractors creating a new custom restoration division within the existing business. Nothing within our core services has changed. Same ownership, same knowledge and intellect, same approach to handling property damage losses, even the same office location. Essentially, we have only modified operating strategies to improve efficiency and reduce construction/lead time by adding some talented individuals with new skill sets. This also allows us to take our restorations one step further into a redesign/remodel phase. Often times this may be a silver lining for folks who have considered a remodel, and now find themselves in a unique, albeit unplanned, opportunity to put things back together in new and different ways, giving their space rejuvenated life and looks. Thank you for taking the time to read about our transition from FGS of Rochester, into Rochester Restoration & Remediation. Tax Reform Done Right Elliot Eisenberg, Ph.D., GraphsandLaughs, LLC
With elections right around the corner, tax proposals are surfacing like mushrooms after a rainstorm. While we can all agree that the current tax code is a disaster, the most recent proposals regrettably range from just bad to positively dreadful. Why? They are political documents designed to attract voters -- not tax policy experts and economists! With this in mind, I offer several key principles that should be generally followed in any successful tax reform. The primary goal of taxation is to raise revenue while causing the least economic damage possible. This means broadening the tax base. Think about it; if the only thing we taxed was oregano, we would all stop buying oregano. If, however, we taxed all spices equally, there would be no reason to avoid oregano, but there would be a strong incentive to eat bland food and smuggle in spices. But if we tax everything equally, then you have no incentive to alter your behavior as you cannot reduce your taxes. Better yet, as you broaden the base, you will be able to lower tax rates and still collect the same amount of revenue. Of course, this means doing away with most deductions, credits and exclusions, including tax breaks for charitable donations, employer-provided health insurance and state and local income taxes. The next step involves simplification. Most taxpayers resent the fact that the rich hire clever accountants and lawyers, thus reducing their tax payment to nothing or next-to-nothing. This is corrosive behavior, creating distrust of the entire system across the political spectrum. Moreover, simplifying our 75,000-page federal tax code would cause entrepreneurs to think harder about how to make more money and grow their businesses, not on which lobbyists and lawyers to hire and how many racehorses to buy, all of which are unproductive activities. Tax simplification means doing away with the corporate income tax and all the insane rules regarding investment expensing, depreciation schedules, repatriation of profits, tax-deductibility of debt, R&D tax credits and so on. Third, tax consumption -- not savings. When the government taxes savings, income, interest payments, dividends, capital gains, wealth and even inheritances (but we can argue about that one), it reduces the incentive to save, invest in new plant and equipment, and, most critically, take financial risks. Recognizing this, the government already allows for health-savings accounts, IRAs, life-insurance exemptions and a multitude of trusts that the rich use to shelter wealth and avoid inheritance taxes. Why not let everyone do it without having to jump through any hoops? While consumption taxes such as sales taxes or value added taxes may sound regressive, they need not be. Consumption by the wealthy can be taxed at a higher rate than consumption by the poor. In this way, the tax code can remain progressive. Moreover, as the consumption tax will be based on the difference between what you earn and what you save, this plan will discourage hiding assets offshore, giving our economy yet another boost! The last time the tax code was reformed was during President Reagan’s second term; roughly 30 years ago! We are clearly overdue. While reaching a compromise that both ends of Pennsylvania Avenue will agree to will be tough, if done as outlined above, it will boost GDP growth and improve living standards. Congress, get going!
