Another Home Show is in the books and it was a good one!! Attendance was excellent and the feedback from the exhibitors was extremely positive as well. Congratulations to Sharill for a job well done with her final Home Show. You will be missed! Also, a big thanks to John, Rebekah, Keith, Shelly, and Audra for orchestrating such a fantastic event. Your hard work and efforts do not go unnoticed! On to the next event for RAB; Studs, Struts and Stilettos – Construction Fashion Expose which will be April 20th. If you have not attended in the past, I would highly recommend you check it out this year! It is quickly becoming “the event” in Rochester. Since it is a community event (do not need to be a member to participate), and it benefits such a great cause, Habitat for Humanity, it is gaining a lot of popularity inside and outside our industry. Speaking from experience from behind the scenes as a participant, it is amazing to see the creativity of the designs, mostly all from construction materials. This event offers a slightly different viewpoint to our industry, the raw, creative “building” process where only a few rules need to be followed. Starting with nothing more than a concept and a trip to the local home store, a truly unique fashion emerges. You may be asking, why does this really matter and how does it impact you as a member of RAB? First, this show offers substantial exposure of our association within the Rochester community. In contrast to the Home Show, Remodelers Home Tour, or the Showcase of Homes, not everyone in attendance is looking to build or remodel. However, many are looking to support an important cause and enjoy an entertaining show. Secondly, it offers engagement with the participants on an extremely intimate level. Our association is why they are there, and they are excited to be partnering with us to put on an outstanding show. I think it all matters, and I believe it all adds up to helping our industry and association thrive. Oh, by the way - sponsorships are still available!! On the heels of Studs, Struts and Stilettos (pun most certainly intended) will be the Spring Showcase of Homes, April 22-23 & 29-30. More to come on this event in next month’s newsletter!

Lisa was nominated by her neighbor Brittney Swanson. In her nomination, Brittney said Lisa is very passionate about her family, nursing and serving her country. She has been in the Army for 21 years now, she just recently re-enlisted to stay in the Army, she even served one tour over in Afghanistan as a medic nurse all while having a small child at home. Over the years she has become a registered nurse working at an ICU and as well as the nursing home in Plainview. She is continuing her education to become a Nurse Practitioner, she only has a little over a year left. She also serves as an active member of the Plainview EMS and has for around ten years. Over the course of the years, Lisa has done all this while her family has grown. She now has four beautiful children and a very caring, understanding and supportive husband. Lisa has a heart of gold and would do anything within her powers to help out the next guy. The search for a new city head is on.

Housing policy.

Rochester has partnered with Water & Company, a consultant out of St. Paul, in finding a new city administrator. The firm prides itself on executive recruitment services to cities, counties, and other public sector organizations.

Expect a mixed income or inclusionary zoning type housing policy to take center stage in the next couple months. This policy could mandate a certain percentage on new developments to have affordable home prices based on a certain percentage of Area Median Income.

The Mayor and city council members will give approvals for the final three candidates, followed by a sort of town hall public meet and greet. The timeline states late May for the final decision, but you should expect that to be pushed back at least a month.

For multi-family, the ideology behind this involves giving benefits such as TIF, fee waiver, density bonuses, expedited permitting, and other benefits to make up for lost costs. A developer would most likely be looking at a mandated 10% affordable units at 50% of A.M.I.

Potential code shift in the legislator. Anyone interested in twin style homes should really be cheering for this one. Bill HF792 clarifies that townhomes are three or more attached units and not twin homes, and is currently working its way through multiple house committees in St. Paul. This has large implications for the unnecessary expense of irrigation systems in these homes. If approved, it will relax the sprinkler mandate and open up further workforce type housing. New Housing Redevelopment Authority head. Congratulations to former planner Dave Dunn as he takes on the role of HRA director this month. Dave has extensive knowledge on housing, and we will look forward to a continued strong partnership with the HRA. 22

Single-family is where it becomes murky. Fee waivers for affordable type homes will be the selling point, but will simply fee waivers really make up for lost costs of mandating $190,000 - $200,000 homes in 10% of all new developments? This is a complex undertaking and could add another bureaucratic layer to what is already a development administration gauntlet. Hopefully, we can learn from our friends in St. Cloud and Madison where this policy not only failed but had negative results. SCHOLARSHIP OPPORTUNITY Rochester Area Builders, Inc. is proud to announce their 2017 scholarship program. Either $1000 or $500 non-renewable scholarships are available for graduating high school seniors and college freshman. Scholarships are made available through the Remodelers Council, the Commercial Builders Council, and the Builders Exchange of Rochester. Scholarships are for attendance in a post-secondary program in a construction-related eld including technical school, trade school, apprenticeship, or college. Scholarship recipients will be announced in June 2017. To be eligible for any scholarships, applications must be postmarked by May 5, 2017. CRITERIA: 1. Applicant must be a resident of Dodge, Fillmore, Goodhue, Houston, Mower, Olmsted, Steele, Wabasha, Winona counties or be recommended by a RAB or BER member. 2. Applicant must be accepted by a post secondary program in a construction related eld including technical school, trade school, apprenticeship, or college. 3. With Interest Rates So Low Should the Deficit be Bigger? + + + + + + + + + + + + Elliot

The US government can currently borrow at exceptionally low interest rates. After considering inflation, the rates are sometimes zero or even negative, meaning that the government is effectively getting paid to borrow. Under these circumstances and with GDP growth quite anemic, isn’t the case for increased borrowing overwhelming? After all, the benefit of public investment in roads and bridges must surely be greater than zero, right? Maybe not! If the economy were operating substantially below its potential -- if the unemployment rate were high -- the case for borrowing more and running larger budget deficits would be strong. The added stimulus from the increase in government spending would boost household incomes, which would increase aggregate demand and bring the economy closer to its full potential. That is why governments tend to run large deficits during recessions and why there are many counter cyclical programs like food stamps that ramp up as the economy weakens. However, at present, the US economy is operating close to full capacity. The unemployment rate is almost the best in ten years, wages are rising faster than they have in years, and inflation, while still low, is clearly picking up. That said, GDP growth remains anemic at just 2%. Wouldn’t more stimulus boost GDP? Probably not. At this point in the cycle, more stimulus would not create much more output. Rather, it would primarily create wage inflation, as too many firms looking to grow would chase too few workers, and, in the process, drive up wage growth and inflation, since firms would attempt to pass their higher costs of production to buyers. To avoid this destructive inflationary spiral, the Fed would raise interest rates. The rise in rates would depress private investment, which would allow for non-inflationary increased public investment. However, it should now be obvious that the cost of the increased public investment is the reduction in private sector investment. Thus, the opportunity cost of the public investment is not the very low interest rate paid on government bonds; it is, rather, the loss of productivity of the private investment that would never be built, such as a new factory or warehouse. And the productivity of that private investment is certainly higher than the interest rate on government bonds! The only case, at present, for deliberately overheating the US economy is if you believe more stimulus can undo some of the long run damage sustained by the economy during the Great Recession. The idea is that by artificially and temporarily pushing the unemployment rate way down, some discouraged workers might be enticed back into the labor force. Similarly, as firms find it harder to hire enough new workers, firms might offer existing workers more hours or convert part-time positions into permanent ones. Firms might even boost labor productivity by investing in workforce training or new equipment. While weak GDP growth is a problem, simply running large deficits to stimulate the economy because interest rates are low is unwise given how low the unemployment rate already is. That said, there is a strong argument to be made for a short-term increase in the deficit designed to bring previously discouraged workers who left during the Great Recession and have yet to return. Lastly, rather than a simple tax cut, if deficit spending is carefully targeted to public investment that boosts the productive capacity of the economy, it would bring long lasting benefits to the economy that we would enjoy for decades -- not just today.

Regulatory and Supply-Side Challenges Inhibit More Robust Housing Growth Although employment and home price levels have returned to or exceeded normal levels of activity, new-home construction during the fourth quarter of 2016 remained tepid in many markets due to regulatory and supply-side constraints, according to the National Association of Home Builders/First American Leading Markets Index (LMI) released today. The index’s nationwide score inched up to .99, meaning that based on current permit, price and employment data, the nationwide average is running at 99 percent of normal economic and housing activity. However, when breaking down the three major components of the index, single-family permits are running at just 52 percent of normal activity, while employment is at 98 percent and home prices are well above normal at 147 percent. Part of the reason why home prices have jumped in many metro areas is directly related to the paucity of permits, creating an imbalance between supply and demand.

meeting demand in many markets,” said NAHB Chairman Granger MacDonald, a home builder and developer from Kerrville, Texas. “We expect further improvement in the year ahead as we work with the new Trump administration and Congress to implement regulatory relief that help small businesses and the housing sector.” A recent survey of NAHB members found that their top two concerns this year are the cost and availability of labor and developed lots. Richard Van Osten, executive vice president of the Builders League of South Jersey, summed up the problem succinctly: “It’s been more difficult to find lots to build on.” Despite these challenges, the housing market continues to make gradual gains. The LMI shows that markets in 174 of the approximately 340 metro areas nationwide returned to or exceeded their last normal levels of economic and housing activity in the fourth quarter of 2016. This represents a yearover-year net gain of 60 markets. Moreover, 86 percent of markets have shown an improvement year over year.

“Though rising, single-family permits continue to lag behind the other components of the LMI,” said NAHB Chief Economist Robert Dietz. “This is due to a number of factors, including regulatory hurdles and supply-side headwinds such as persistent shortages of lots and labor in many markets. As we address these challenges, we should see an additional increase in housing production.” “While housing continues to gradually mend, regulatory constraints are preventing builders from 28

Continued from page 26 “More than 250 markets, or 75 percent of all metro areas nationwide, now stand at or above 90 percent on this quarter’s Leading Market Index,” said Kurt Pfotenhauer, vice chairman of First American Title Insurance Company, which co-sponsors the LMI report. “This shows that the overall housing market continues to improve at a moderate pace.” Baton Rouge, La., continues to top the list of major metros on the LMI, with a score of 1.73 — or 73 percent better than its last normal market level. Other major metros leading the group include Austin, Texas; Honolulu; Provo, Utah; and San Jose, Calif. Rounding out the top 10 are Spokane, Wash.; Nashville, Tenn.; Charleston, S.C.; Los Angeles; and Salt Lake City. Among smaller metros, Odessa, Texas, has an LMI score of 2.10, meaning that it is now at more than double its market strength prior to the recession. Also at the top of that list are Midland, Texas; Ithaca, N.Y.; Walla, Walla, Wash.; and Florence, Ala. The LMI examines metro areas to identify those that are now approaching and exceeding their previous normal levels of economic and housing activity. Approximately 340 metro areas are scored by taking their average permit, price and employment levels for the past 12 months and dividing each by their annual average over the last period of normal growth. and employment, both the 12-month average and the annual average during the last period of normal growth are also adjusted for the underlying population count. For single-family permits and home prices, 2000-2003 is used as the last normal period, and for employment, 2007 is the base comparison. The three components are then averaged to provide an overall score for each market; a national score is calculated based on national measures of the three metrics. An index value above one indicates that a market has advanced beyond its previous normal level of economic activity. Editor’s Note: In calculating the LMI, NAHB utilizes employment data from the Bureau of Labor Statistics, house price appreciation data from Freddie Mac and single-family housing permits from the U.S. Census Bureau. In 2015, the Census Bureau revised the manner in which it obtains monthly counts of MSA single-family permits data. To maintain consistency within the LMI, NAHB excluded certain MSAs and improved comparability with previous years for the remaining areas. The LMI is published quarterly on the fourth working day of the month, unless that day falls on a Friday—in which case, it is released on the following Monday.
