I can smell sawdust in the air… it must be spring! More than any other season, when I think of spring, I think of construction. Over the course of my career people have asked me how I got into design, or how I knew this is what I wanted to do. The short and simple answer is: I just always knew. But I think it might have something to do with a very distinct memory I have of when I was about 7 years old. My godparents were building a new home up north. I got to ride along to see the house, but it wasn’t much of a house yet. It was mostly just framed, no windows or anything, but I remember standing in the space (and walking through walls) with the sun shining in and the smell of fresh sawn wood. Aww…SPRING! So, speaking of spring that means it is Spring Showcase time. We have 35 entries so far; it looks as if our showcase will be very well represented. If you haven’t yet submitted your entry, forms are available on the RAB website and must be completed by March 31. The dates are April 22-23 and 29-30. Stop in and talk to your friends from RAB between the hours of noon and 5:00 pm at their showcase homes to show your support and maybe you’ll find some new home trends and inspiration too! Friendly reminder to purchase your tickets for the April 20th Construction Fashion Exposé - Studs, Struts & Stilettos, available on the RAB website. This will be my second year Briefly state why RAB is important to you or your story of how you became a board member: Being an active member in the community has always been important to me. I really appreciate being able to get out and meet people to be able to see things from various perspectives. RAB is a way for us of similar industries to better know and understand each other.

What’s your favorite travel destination? Favorite travel destination would have to be the beach. Any beach. Panama City Beach, Myrtle Beach and MX are my favorites. Who is your favorite sports team? Denver Broncos (I was born in Denver) My favorite junk food is: I am pretty sure that chips should be their own food group! I could snack away and end up eating a whole bag in a day! If I could learn any skill, I would learn how to: I would learn to speak another language

When you’re not working, what is your favorite thing to do? Probably something with sports. Watching football, playing softball or volleyball. Not that I’m good at it, its just fun to get out and exercise and meet people.

New Home Sales Start Year on a Positive Note Sales of newly built, single-family homes rose 3.7 percent in January to a seasonally adjusted annual rate of 555,000 units, according to newly released data by the U.S. Department of Housing and Urban Development and the U.S. Census Bureau. “This increase in new home sales is in line with our forecast for a steady, gradual recovery of the housing market,” said Granger MacDonald, chairman of the National Association of Home Builders (NAHB) and a home builder and developer from Kerrville, Texas. “However, the pace of growth may be hampered by supply-side headwinds, such as shortages of lots and labor.”

Economist Robert Dietz. “As the supply of existing homes remains tight, more consumers will turn to new construction.” The inventory of new home sales for sale was 265,000 in January, which is a 5.7-month supply at the current sales pace. The median sales price of new houses sold was $312,900. Regionally, new home sales increased 15.8 percent in the Northeast, 14.8 percent in the Midwest and 4.3 percent in the South. Over 122 tons of litter has been removed from Rochester to date through this program. There are many sources of this litter, including construction sites. Here are two examples of what volunteers have said about construction site waste: “The majority of the litter appeared to be construction site waste from the ever-present overflowing construction dumpsters in our neighborhood.” “In our area, construction sites were number one when it came to producing litter.” Will you help make Rochester A Litter Bit Better! by properly managing your waste onsite? The Minnesota Pollution Control Agency’s Construction Stormwater Permit states: “collected sediment, asphalt and concrete millings, floating debris, paper, plastic, fabric, construction and demolition debris and other wastes must be disposed of properly and must comply with MPCA disposal requirements.” Proper waste management will not only help you comply with your permit, it improves environmental quality and shows community pride. Steps to managing your construction waste: 1. Identify all storm drains and conveyance systems near the construction area and keep them free of garbage. 2. Use fencing to construct a “garbage corral” or have a dumpster placed on the site in a convenient location with easy access. Keep the container or containment area covered to prevent the wind from carrying away waste. 3. Inform vendors and subcontractors of your waste management plan and locations of receptacles to ensure they keep your site clean by putting debris in the correct place. 4. Walk the site daily to collect renegade trash. A perimeter fence tall enough to catch windblown debris is another option to prevent debris from leaving the site and becoming litter. 5. Transport your waste to a permitted solid waste facility before the container is overfull. Make sure the load is covered during transport. 6. Recycle. Nailedit with Keith Get ahead of housing shortage before it’s too late What’s the underlying issue with the lack of available housing and how can we fix it? First of all, there is a shortage of builders that are able to take the needed risks. Reasons such as high costs of fees, assessments, long review and approvals, rules and other regulatory procedures are all housing impediments. They result in uncertainty, tied up capital, unexpected costs, questionable financing, and overall project feasibility. We need to look at this from a basic economic reality. As production costs continue to rise the producer does not foot the bill. It’s the end consumer burdens this costs. In this case the renter and homebuyer. We need to support individuals and businesses that are willing to take these needed risks and invest in the community. We need to encourage industry entrepreneurship, competition, and innovation. Unfortunately, far too often we see the opposite occur. The indirect taxing on homeowners and renters has made building difficult in many sectors, with lower income being hit the hardest. Due to its low return on investment, lower income housing suffers disproportionally from well-intended rules and regulation. Regulation now counts for 25% of a new home cost.

As new construction barriers and costs continue to escalate, each existing home will rise in relative price with people being priced out across the market. In fact, currently for a $1,000 price increase 156 households will be priced out of a new home in Rochester. Prices have gone up 28% over the past five years. How can we fix the issue? The first step is realizing the impact of well-intentioned barriers on our housing stock. All we have to do is look at other high regulatory cities and see these unintended consequences. The free market manipulation is so extreme in many of these regions that they have resorted to one-size-fits-all price control approaches such as mandated inclusionary zoning (nearly half of these policies are in California). It’s not surprising that these well-intended policies commonly fail in capitalistic free-market economic systems that depend on strong non-profits and philanthropy such as in the US. Again, this is a basic economic concept. If you force a business to sell a percentage of a product at below market value the market priced products will go up in cost to cover the regulated “maximum” price of the subsidized product. In this case it acts as a tax on housing. These policies have exacerbated the affordability crisis and later been repealed locally in both St. Cloud and Madison.

So I ask you this. If you wanted to start a business that sold a product for likely less than a 10% return and while warranting that same product for 10 years do you think the risk is worth taking? This 10 year liability rule is also the main reason condos are difficult to build. It’s too risky. These same businesses suffer excessively from economic downturns. According to CNBC Business, four out of the top five industries most impacted by recessions are building related.

Let’s get back to the underlying issue and explore viable long-term solutions. Researchers from McKinsey Global Institute, published in Harvard Business Review, recently proposed a four step solution that would narrow the housing gap in nearly any region: Freeing up and finding land at right costs, reducing rules and regulations, adopting efficient practices, and improving access to financing for home buyers and builders alike. It’s estimated the costs of a finished housing unit could drop 20% - 50%.

Expedited reviews are also gaining momentum. Expedited or buy-right reviews were stated as the best local and state jurisdiction option by the White House in 2016 for providing opportunistic housing markets, responsive, and healthy living. The Urban Land Institute has further indicated this by stating these options can facilitate efficient development time frames and reduced costs. Bipartisan movements are taking shape, with streamlining the development administration gauntlet being in the crosshairs. Other methods such as acquisition and rehab of older homes, land banks, housing trusts, efficient opt-in affordability programs, and continued encouragement of innovative land-use patterns should also continue to be pursued. Finding the preferred land use and product will be required for successful housing solutions. A continuing partnership with city leaders, city staff, building and real estate industry, and community members will help identify what products we need to encourage and incentivize. It is of upmost importance that any programs are implemented as part of a broad strategy meeting all housing types and income levels, as there is a housing shortage across the board. With approximately 67% of jobs being located outside downtown, it requires that we look at the city comprehensively, allowing renters, homebuyers, and businesses cost-effective alternatives. With Rochester being one of the best cites for entrepreneurs and young minds, I do believe we can be creative and get ahead of the housing shortage before it’s too late.

Either $1000 or $500 non-renewable scholarships are available for graduating high school seniors and college freshman. Scholarships are made available through the Remodelers Council, the Commercial Builders Council, and the Builders Exchange of Rochester. Scholarships are for attendance in a post-secondary program in a construction-related eld including technical school, trade school, apprenticeship, or college. Scholarship recipients will be announced in June 2017. To be eligible for any scholarships, applications must be postmarked by May 5, 2017. CRITERIA: 1. Applicant must be a resident of Dodge, Fillmore, Goodhue, Houston, Mower, Olmsted, Steele, Wabasha, Winona counties or be recommended by a RAB or BER member. 2. Applicant must have a 2.5 or better G.P.A. – High School Transcript Required 4. Applicant must demonstrate nancial need. 5. Scholarship will be paid directly to the school.

++++++++++++ Elliot Eisenberg, Ph.D. + + + + + + + + + + + + + + + Recently, Senator Tom Cotton from Arkansas and Senator David Perdue from Georgia introduced legislation aiming to reduce legal immigration to slightly more than 500,000/year from the current rate of one million/year. The explanation given by both senators was that reducing the number of immigrants would shrink the pool of labor, thus raising wages, and hopefully encouraging some of the many Americans who have quit the labor force to return. While sounding plausible, the data does not support this position. Moreover, reduced immigration will bring the US perilously close to a situation it has never seen: near-zero population growth. Per an exhaustive study carried out by the US National Academy of Sciences, immigration does not drive down wages. Rather, immigration was found to have a “very small� and short-term effect on native-born workers lacking a high school degree. Another study that looked at non-European immigration into Denmark between 1991 and 2008 found that immigrants didn’t reduce wages, and instead freed natives to do more agreeable work. And when only high-tech immigration is analyzed, at worst, studies find that wages of American computer workers and scientists are depressed by up to 10%, but the overall economy is better off by boosting innovation and reducing prices for consumers. While somewhat counterintuitive, these studies demonstrate that rather than taking jobs performed by natives, immigrants create new employment opportunities, and along the way, can push the natives into higher paying jobs. The mistaken belief that immigrants reduce employment opportunities for Americans is based on a false notion that there is a fixed amount of work to be done, and that job gains made by immigrants come at the expense of natives who are displaced. In addition, immigrants often bring skills that are in great demand. For example, at present, there is a shortage of occupational and physical therapists, nurses, construction workers, engineers, metal workers, etc. However, wages in these professions do not appear to be rising substantially faster than those in occupations where labor shortages are less severe. This is because more construction and metal workers simply cannot be found, regardless of the wage offered. Thus, employers have been forced to cut back on production because of a dearth of skilled labor. This situation helps no one. Separately, ponder this: on average, the working-age population grew by 1.4% per year between the years 1965 and 2015, and economic growth averaged 3%. Assuming current fertility and immigration rates, the working-age population will grow just 0.3%/year between now and 2037. With only 500,000 immigrants per year, the working-age population will grow by just 0.1%/year. And with no immigration, the working-age population shrinks by 0.1%/year. Under these conditions, we will be lucky to see annual GDP growth of 1.5%/year, not to mention declining house prices. House prices would be expected to fall in cities in counties with declining populations, as the number of buyers would progressively decline. While many Americans fear that immigrants -- in particular illegal immigrants -- threaten their employment opportunities and wages, in almost all situations that is not the case. Frequently, immigrants perform demanding physical work that Americans prefer not to do, and even when that is not so, immigrants often have skills that are in short supply. Lastly, in an economy that is rapidly aging and slowly growing, immigration is the key to population growth. That growth will allow us to avoid a host of painful problems, including declining property values and rising tax burdens that we would be wise to avoid.
