Hope you all are staying warm …. I thought it
was supposed to be Spring!! I am certain it will warm up again and about the time it does it will RAB’s annual Golf outing at Willow Creek on June 8th. Registration and sponsorships are still available but hurry as it fills up fast! Hope to see you all there! Last month this letter was written the day after Studs, Struts & Stilettos so I thought it would be nice to give you all an update on the evening…24 designs strutted the runway, over 550 were in attendance, over $50,000 was raised for Habitat for Humanity and overall a good time was had by all! Everyday miracles… The duration of this school year I have driven past a new housing development on the way to drop my kids off at school and somedays I could swear there is a new house where one didn’t exist the day before!! This got me thinking about our membership and wondering how many companies (people) does it take to build a new home? In no particular order, and by no means a complete list, but I thought it might be kind of fun to try and think of as many as I could as quickly as I could so here it goes (titles not official but you get the idea): Contractor, Realtor, Land Developer, Attorney, Banker, Appraisal Company, Home Inspectors, Utility Companies, Excavating Company, Concrete Contractors, Lumber yards, Draftsman, Architect, Designer, Landscaping, Plumber, Electrician, HVAC contractor, A/V Contractor, Security Company, Flooring Supplier & Installers, Cabinet Company, Countertop Fabricator, Plumbing Supplier, Lighting Supplier, Drywall, Painter, Roofer, Sider, Framing Crews, Trim Carpenter, and the list goes on… Providing housing may not be an everyday miracle but it certainly takes a significant amount of people and the proper coordination of those people to get the job done! To “somewhat quote” a Past RAB President, John Eckerman “WE ARE TEAM RAB” – and in my words, “AS A TEAM WE ARE UNSTOPPABLE”!

Erosion and Sediment Control at Residential Construction Sites Spring of 2017 has brought a lot of rain…and a lot of complaints about messy construction sites. Make sure your site adequately provides erosion and sediment control (ESC) – no matter how big or small the storm. Local, State, and Federal regulations require the site owner and contractor prevent sediment from leaving their construction sites. Planning and good practices are essential for keeping sediment on site and preventing citizen complaints, which can bring enforcement actions. Follow the steps below to be prepared for the next rain: • Review the approved grading plan for your site and the adjacent properties to be sure that drainage easements, ditches, slopes and conveyance areas have correct grades and positive drainage. • Provide stabilized vehicle entrances and exits at your site. Options to prevent track-out of sediment onto streets include rock entrances, wood chips, and mud mats. Be certain that your subcontractors are aware of and use the designated access points. If vehicles begin tracking sediment onto streets, it is time to add more material to the entrance/exit or lengthen it. Whenever sediment reaches the streets, hire a street sweeping firm to collect the sediment right away. • All area catch basins should have appropriate inlet protection installed in order to prevent soil and debris from entering the storm sewer and draining to our receiving waters. Sediment must be regularly removed from inlet protection to prevent street flooding. If an inlet protection device is used that extends beyond street level, be sure to remove it just before the onset of the winter snowplowing season. • Develop and utilize a concrete washout management plan and facility or return concrete washout to the concrete vendor. No liquid or solid concrete waste from washout operations can be in contact with the ground. • Keep a clean construction site. One of the biggest complaints the City receives about construction sites is the construction debris and litter. Create and use a garbage corral or dumpster and empty them before they overflow. Ask contractors to compact their debris so it doesn’t blow out of the container on windy days. • Place topsoil and vegetate all exposed soil areas as soon as fine grading is complete. Preserving existing vegetation and topsoil in the early stages of development is another good sediment control measure that could save you and the homeowner money. The City of Rochester standards require a minimum of 4” of topsoil on disturbed areas; don’t substitute subsoil for topsoil – vegetation won’t grow and the site won’t stabilize. • Establish temporary cover by performing seeding or blanketing at a site can be an effective method of preventing sediment from leaving the site and causing damage to neighboring properties. Temporary seeding is very cost effective option. • Learn more about useful stormwater management practices and state construction stormwater permit requirements at the MPCA website: www.pca.state.mn.us/ water/stormwater. Rochester residents want good water quality. Improper ESC on construction sites has a direct negative impact on our waterways. Be proactive and take the time to properly inspect and maintain your ESC best management practices to stabilize your construction site and prevent unintentional water pollution. Nailedit with Keith Roll back regulations to improve housing affordability As we attempt to move toward filling the affordable housing gap in Rochester and throughout Southeast Minnesota, it is essential that we realize why housing prices have escalated in the first place. This is vital in forming long-term sustainable solutions. It wasn’t until recently that a past president acknowledged a self-inflicted connection with Barack Obama’s “Housing Toolkit.” Former President Obama has acknowledged that restrictive zoning, bureaucratic delay, and other regulations are the main reasons for increasing home prices. The National Association of Home Builders further emphasizes this in their report “Development Process Efficiency: Cutting Though the Red Tape,” which also provides successful affordable housing development case studies. Lengthy discretionary review processes are often the center of controversy and significantly add to development costs. The unintended tradeoffs are increased expenses and a decrease in the number of units. The result is lack of affordability. Instead of navigating through the discretionary review process with affordable priced buildings and facing NIMBY (not in my backyard), it’s more economical to construct attractive mid- to luxury products with rave reviews. is especially evident in regions where the economy and quality of life is robust, as market forces magnify the demand and price at all levels. Other regulatory factors such as extensive codes and fees have significantly contributed to increasing costs. Special interest often drive proposed code changes through the government to sell more of their product – or regulatory marketing. An example would be advocating for fire sprinklers in new homes, which would add at least $7,000 to a home price. This along with other regulatory variables has resulted in a 30 percent increase in these costs for each homebuyer and renter from 2011 to 2016. We are seeing a reversal of some barriers currently at the state level. Bipartisan support of fire sprinkler changes and condo development bills should help, but yet there is much work still to be done. Housing affordability action steps are obtainable at both a local and state level. Local options such as expediting the permitting process, fully staffing and increasing coordination between departments, reducing variances by having an up-to-date zoning manual, fully implementing online permitting, consolidating hearings, and establishing a development review process would help keep costs down. Creating state agencies to
provide local assistance and passing legislation to improve the land development process, such as setting timeframes for acting on permits, should also be considered. With hard building costs hovering around $125 per square foot, it may also be time to explore different types of products. Other similar cities have been using a variety of housing models to sustain affordability and attract talent. An example is Des Moines, where smaller footprint homes have taken off. Other cities have “live to work” units where housing, business, and child care could be kept together. The savings alone from at-home childcare could be substantial. Not only would this maintain affordability, but it would allow business a competitive edge in attracting talent to Rochester. Is this community ready for these types of products? Will they sell? The Rochester Area Builders are partnering with the Rochester Area Foundation with a proof-of-concept phase that could determine feasibility and potentially be a sustainable subsidy-free long-term affordable housing solution.

Over the past year, there has been considerable talk about GDP growth and the desire to raise it. While higher GDP growth is clearly good, getting there will be tough. Since the end of the Great Recession, the US has been averaging chronically weak GDP growth of 2.1%/year. By contrast, from late 1991 through the onset of the Great Recession in mid-2008, GDP growth averaged a reasonably robust 3.1%/year; 50% higher, a huge difference. While there are many explanations for the slowdown, the core reason comes down to three specific ways that people impact GDP growth. Firstly, growth in the overall population generally leads to more people working, which grows the economy. Secondly, a greater share of the existing population can be employed, which also increases our economic output. And thirdly, those who are working can perform better -- and that rise in worker productivity also increases GDP. Regrettably, on all these fronts, the US has been struggling. On the population front, the news is not good. In the early 1990s, population growth was a reasonably strong 1.3%/ year. While the rate generally declined over the next two decades, it was still 1%/year when the Great Recession began. By the end of the recession, however, population growth had slowed to 0.85%, and today, it’s just 0.7%/ year. Worse, the Census Bureau projects population growth to be just 0.2%/year by 2026, and that assumes net immigration of 1.3 million/year through the coming decade. And, under those assumptions, GDP growth in 2026 will probably be only 1.5%/year, down from the weak 2.1% of today. As for the percentage of the population in the labor force, it’s unfortunately declining. After peaking at 67.3% during the latter years of the Clinton administration, the civilian labor force participation rate steadily declined through the end of 2015, bottoming out at 62.4%. Since then, it has risen slightly and now stands at 63%. However, because of the damage caused by the recent financial crisis and aging of the population, it is, at best, expected to remain where it is, although a small decline is entirely possible. Were the labor force participation rate to reverse course and return to 67.3% over the next decade and a half, by 2032, about seven million extra people would be employed, and GDP growth during that 15-year period would be a quarter-of-one percent/year higher than otherwise. As to the third concern, labor productivity growth has been poor for quite some time. Since the end of the recession, productivity gains have averaged about 0.75%/year. By contrast, between 1990 and 2007, labor productivity averaged 2.4% annually. While 1990-2007 were good years for labor productivity growth, never has there been such a long period of time with such anemic productivity growth as we are now experiencing. The closest we came is the 1973 – 1979 period when labor productivity growth averaged 1.3%/year. Since every 1% increase in productivity boosts both GDP and per capita income by an equal amount, productivity increases are particularly beneficial. While higher GDP growth is unambiguously good, achieving it will be devilishly difficult given our poor demographics and the productivity slowdown. Solutions include increased immigration, improved vocational training, and lower marginal tax rates on both labor and capital. More immigration and lower tax rates on labor should increase the size of the labor force, while improved vocational training and lower taxes on capital can be expected to increase labor productivity. If it were up to me, all these solutions would be employed.

Housing Affordability Registers Slight Uptick in First Quarter Rising wages and moderating home prices offset a rise in mortgage interest rates to give housing affordability a slight boost in the first quarter of 2017, according to the National Association of Home Builders (NAHB)/Wells Fargo Housing Opportunity Index (HOI) released today. “Builders are reporting confidence and solid traffic in many markets across the nation even as they continue to grapple with nagging headwinds,” said NAHB Chairman Granger MacDonald, a home builder and developer from Kerrville, Texas. “Regulatory constraints, trade barriers on Canadian softwood lumber, and persistent shortages of lots and labor are slowing the pace of the housing recovery.” “Ongoing job growth continues to fuel demand for housing, while wage growth is helping to offset the effects of rising mortgage rates and keep home prices affordable,” said NAHB Chief Economist Robert Dietz. “NAHB anticipates that housing will continue on a gradual, upward path throughout the year.” In all, 60.3 percent of new and existing homes sold between the beginning of January and end of March were affordable to families earning the U.S. median income of $68,000. This is up from the 59.9 percent of homes sold that were affordable to median-income earners in the fourth quarter. The national median home price fell to $245,000 in the first quarter from $250,000 in the final quarter of 2016. Meanwhile, average mortgage rates rose nearly half a point from 3.84 percent in the fourth quarter to 4.33 percent in the first quarter. For the second straight quarter, Youngstown-Warren-Boardman, Ohio-Pa., was rated the nation’s most affordable major housing market. There, 92.7 percent of all new and existing homes sold in the first quarter were affordable to families earning the area’s median income of $54,600. Meanwhile, Kokomo, Ind., was rated the nation’s most affordable smaller market, with 96.3 percent of homes sold in the first quarter being affordable to families earning the median income of $62,500. Rounding out the top five affordable major housing markets in respective order were Elgin, Ill.; Scranton-Wilkes Barre-Hazleton, Pa.; Buffalo-Cheektowaga-Niagara Falls, N.Y.; and Syracuse, N.Y. Smaller markets joining Kokomo at the top of the list included Glen Falls, N.Y.; East Stroudsburg, Pa.; Binghamton, N.Y.; and Lansing-East Lansing, Mich. For the 18th consecutive quarter, San Francisco-Redwood City-South San Francisco, Calif., was the nation’s least affordable major housing market. There, just 11.8 percent of homes sold in the first quarter were affordable to families earning the area’s median income of $108,400. Other major metros at the bottom of the affordability chart were located in California. In descending order, they included Los Angeles-Long Beach-Glendale; Anaheim-Santa Ana-Irvine; San Diego-Carlsbad; and San Jose-Sunnyvale-Santa Clara (tied with San Diego). All five least affordable small housing markets were also in California. At the very bottom of the affordability chart was Salinas, where 13.8 percent of all new and existing homes sold were affordable to families earning the area’s median income of $63,100. In descending order, other small markets at the lowest end of the affordability scale included Santa Cruz-Watsonville; Napa; San Luis Obispo-Paso Robles-Arroyo Grande; and San Rafael. The Justin residence earned the first-place award in the Single Family Homes (under 3,000 sq.ft) category. It also earned the runner-up award in Overall Competition. All submissions used SIPs for at least 50% of the building envelope. Entries were evaluated on energy efficiency, design and structural engineering innovation. The Justin residence is located in Mendota Heights MN and was built by Stinson Builders. Because the house was built with NO RIDGE BEAM, the contractor said they didn’t know how they would have figured all the compound angles in the home without using SIPs. Everything in the home was designed to be net zero with the help of energy modeling. All the windows were placed to maximize the sun on the property. Solar panels + energy star appliances were also used. Extreme also received the Runner-Up Award in the Agricultural category with the Louwagie farm shop/manufacturing plant, located in Cottonwood MN. This 18,000 sq. ft. shop utilized SIP foundation, SIP walls and SIP roof. It took five guys roughly 30 hours to erect the walls and 20 hours to place the roof panels on the steel structure. The December heating bill in Minnesota was only $244.00. About Extreme Panel Tech., Inc. Celebrating its 25th anniversary, Extreme Panel Tech., Inc. began manufacturing SIPs in a 500 square foot shop in 1992. Because of a growing demand for their product, they built a 10,000 sq. ft. manufacturing plant and office in 1994. Since then they have added another 51,000 square feet to incorporate a fully automated laminating press to manufacture 8’ x 24’ jumbo panels. To obtain the highest quality of finished products, a computer-operated CNC machine was installed in 2008.

The Low Voltage Contractors name and logo has been recognized as a symbol for quality and service since 1982. In our 35-year history, LVC has experienced many exciting changes and periods of significant growth. A key to our success comes from attracting key talent and that has been instrumental in building the company LVC is today. As we were growing, Low Voltage Contractors was a name that gave us the latitude to build and expand under several disciplines including fire alarm, integrated security, and structured cabling among others. Because of added services, geographic expansion, and strategic acquisitions, the name Low Voltage Contractors no longer accurately encompasses the full range of our capabilities and expertise. This milestone year gives us the unique opportunity to rebrand, introduce a new logo and reintroduce the company you know and have trusted for the last 35 years. “We have always been a forward-thinking company that adjusts to market trends to ensure that we will provide the products and services that are vital and current to our valued client base.” explains CEO Bob Hoertsch.” Our company name and logo should encompass all that we do” President, Bert Bongard says “We have been successful because of our exceptional people and culture; they have been instrumental in the company we have become.
