Are we winding down or ramping up? I think the latter! Fall is typically a time when people turn “indoors” and are acutely aware of the fact that they have neglected their home during the warm summer months. Fall is also a time to “hurry up” and get the final edits done on the building plan in order to get the permit pulled and footings poured before the ground freezes. Being that Builders and Remodelers or really any Trade Contactor are on the receiving end of those phone calls/e-mails from home owners we tend to get very busy this time of year… but that is a good thing right? Yes – of course it is! Even though we are busy with our jobs and businesses, it is wonderful that we had such a fantastic turn out for the Sporting Clay Shoots. There were about 130 participants on Thursday and close to 40 on Saturday for the Youth Shoot. Thank you to all of the sponsors and to the participants. It sounded like it was a couple of great days . It was also a full weekend with the Showcase of Homes and Remodelers Tour. We had 43 entries for the Showcase and 10 for the Remodelers. These annual events are a really nice way to show the public what outstanding projects our members construct. Thank you to RAB staff and the Committees for making these events possible. Much appreciated! Congratulations to all the award recipients. Well deserved! Hope to see you all at the General Membership Meeting on the 26th!

Communicating with Subcontractors: Permit Compliance is Everyone’s Responsibility One of the most effective Best Management Practices (BMPs) you can have on site is for everyone to know the basics of pollution prevention. Permit holders should make sure their subcontractors understand how they can the site stay in compliance with their construction stormwater permit. Subcontractors must be mindful of their actions in order to keep dirt and garbage on site. As a permit holder, it is up to you to ensure site compliance. Success requires good communication: 1. Determine the necessary information to share • Project details, including the name of the project and permit holders • The purpose of the permit: to contain sediment and garbage on site • Which erosion and sediment control (ESC) practices are most likely to be affected by sub contractors and where they are located • Anticipated schedules • Contact information for reporting problems 2. Clarify your expectations in writing • Make a simple drawing of the site showing the ESC practices to use or avoid • Add other details you want subcontractors to have at their fingertips • Share your contact information and what you want them to report back to you (e.g., street tracking, a fully stabilized vehicle entrance, damaged silt fence, a full garbage corral, etc.) • Deliver your handout - over coffee, with your contract, or in an e-mail • Have subcontractors confirm their understanding of the information and answer any questions they may have 3. Continually exchange information • Respond to feedback promptly • When there are problems, contact your subcontractors and provide feedback on ways they can change their behaviors so that your site is in compliance • Thank your subcontractors for helping you comply with your permit On very large sites with hundreds of subcontractors, personal communications may not be feasible. In these situations, consider posting signs as a reminder of the practices you expect and who they can call to report problems. Good communication between subcontractors and the permit holder will help the site stay in compliance throughout the construction project and protect our waterways.

Construction Job Openings Rise During Summer BY ROBERT DIETZ on SEPTEMBER 12, 2017 The count of unfilled jobs in the construction sector continued to rise in July, following an increase in June and a soft month in May. Given the significant need for repair and restoration work in the wake of Hurricanes Harvey and Irma, we can expect additional increases in the months ahead. NAHB, for example, estimates a need for an additional 10,000 to 20,000 construction workers in Texas for restoration efforts. According to the BLS Job Openings and Labor Turnover Survey (JOLTS) and NAHB analysis, the number of open construction sector jobs (on a seasonally adjusted basis) increased to 232,000 in July. The cycle high was 238,000, set in July of last year.
labor remains a top business challenge for builders. However, after a spate of data indicate a leveling off of the count of unfilled construction jobs, open positions are again on the rise. The construction sector hiring rate, as measured on a twelve-month moving average basis, was effectively unchanged at 5.3% in July. The twelve-month moving average for layoffs was steady (2.7%), remaining in a range set in 2014. The recent increase in the quits rate, an indicator of labor market churn, continued to slow, falling to a 2% rate.
Overall, the labor market for construction workers remains tight as it continues to expand. Home builders and remodelers added 111,700 jobs over the last 12 months, and industry employment has increased by more than 726,500 since the low point after the Great Recession. As single-family housing starts continue to increase, and rebuilding efforts in Texas and Florida proceed, more workers will be needed in the residential construction sector.
The open position rate (job openings as a percent of total employment) for July expanded to 3.2%. On a smoothed twelve-month moving average basis, the open position rate for the construction sector held steady at 2.6%. The overall trend for open construction jobs has been increasing since the end of the Great Recession. This is consistent with survey data indicating that access to 26

Tax Reform is Out, Tax Cuts are Possible ,

A
fter failing to repeal or replace Obamacare, Republicans are now focused on tax reform, a seemingly much easier task. Distance, however, is tax reform’s best friend. Proposals that look great in theory are routinely derailed by details. And, that is why there has been no significant tax reform since 1986. Moreover, passing tax reform has historically required a bipartisan coalition to withstand the many opposition groups that intensively lobby to protect their deductions. Moreover, it will be inordinately difficult for Republicans to pass revenue-neutral tax reform on a partisan basis with a slim two-vote majority in the Senate and with a president with an approval rating in the upper-thirties. Thus, expect -- a small tax cut, but no structural tax changes. Republicans generally agree that individuals should not be able to deduct state and local income taxes from their federal taxes. The problem is that if Congressional Republicans attack this deduction, they will incur the wrath of dozens of interest groups, as well as court the potential loss of Republican seats in high tax states such as California, New Jersey, and New York. Simply put, a partisan Republican effort that raises taxes is politically next to impossible. This is why the border tax adjustment - which was a very good idea - was

withdrawn even though it would have raised $1 trillion over the next decade from importers. The intense political pushback from large retailers and others was simply too much. For this same reason, the mortgage interest deduction and charitable deduction are already off limits. Reducing corporate taxes is an idea that has broad support across the political spectrum since many US-headquartered firms have already “moved” to Europe to escape high US corporate taxes. The problem is that financing the lower tax rate requires eliminating corporate deductions for, among other things, investment, and doing that would have perverse effects. It would raise the cost of new investment and thus reduce economic growth, the opposite of the intended effect. If we reduce the corporate rate to 15% or 20%, enough to overcome the investment problem, we create enormous incentives for people to re-characterize wage income as business income, leading to enormous deficits. This leaves the most likely outcome being a small tax cut. While a large tax cut might seem more appealing, with an existing budget deficit that is already large, and on track to get much worse over the next decade, because of rising healthcare and retirement costs, the votes for a large tax cut that will increase our already enormous debt are simply not
there. In short, the inability to increase the deficit on one hand and the political inability to raise revenues by closing loopholes on the other makes this entire exercise very difficult. Tax reform is hard, demands unpleasant trade-offs, and even creates divisions that cut across party lines. For example, some Republicans oppose tax breaks for renewable energy, but members of Congress from states with substantial wind and solar energy will strongly disagree. While Republicans may agree on the broad outline of tax policy, such as lower rates and fewer loopholes, they will divide on the details as they reveal themselves. With a slim Republican majority, Democrats in no mood to help, and an election year fast approaching, meaningful tax reform will wait for another Congress.
