We are in the full swing of summer!!! Speaking of, the annual Golf Outing was a success and from what I heard a lot of fun was had by those who participated. If anyone is interested in forming a team for next year, made up of those who have never or maybe only once or twice in their lives played a round of golf let me know :)! Coming up next…if you didn’t get a hole-in-one at the golf outing maybe you will be a perfect shot at the upcoming Sporting Clay Shoot; registration is now open.
Speaking of registrations, we are never in short supply of events to register for. Along with Sporting Clay, the Fall Showcase and Remodelers Tour final deadline for entries is coming up too! Another way to “passively” participate and still be able to promote your business through RAB, is by purchasing ad space to support our local development map. PRESS RELEASE: RAB ANNOUNCES NEW PUBLIC AFFAIRS DIRECTOR & OFFICE ADMINISTRATOR
Rochester Area Builders, Inc. is pleased to announce that Rick Dold and the Godwin Dold firm will serve as its government affairs representatives in Rochester and the surrounding areas. “Having already worked as the public affairs director for the builders, I’m really looking forward to combining that experience with the legal experience I have addressing regulatory and municipal issues the building industry faces,” said Dold. John Eischen, Executive Director of the Rochester Area Builders organization, stated that “We’re excited to have Rick back with the organization. We know that he brings passion for the building industry and technical expertise to the position and will really help support our members in continuing to create a welcome environment for building here in the Rochester Area.” Dold is a partner with the Godwin Dold law firm and practices in corporate, land use and zoning, and real estate law. James Godwin and Jay Adkins are also partners at the firm. Godwin is the firm’s head of litigation and practices extensively in the area of employment law. Adkins focuses his practice in the areas of criminal and family law.
We are also pleased to announce that Darcy Goplen will be our new Office Administrator. She will be the friendly face you will see first when you visit our office. She has a degree from Minnesota State University, Mankato. She is a mom of two teenagers who keep her busy following their sports schedules in cross country, wrestling, gymnastics, track, and dance. She lives with her husband and children on a farm near Pine Island where they raise beef cattle, and grow corn and soybeans. She is looking forward to getting to know the members at RAB and BER and we are happy to have her.

ll too often we get so caught up in the day-to-day mania that little details slip by us and we forget about the benefits of being part of a larger group. It’s easy to do, and it happens in all the areas of our lives. This month, BAM reminds you that you are part of a unified statewide organization that comes with tangible benefits. A large part of BAM’s purpose is to serve as the hub for statewide industry advocacy to drive housing affordability. BAM is the hub for some pretty darn practical business tools and benefits to help you save money, e.g. driving business affordability, too. Recently, a long-time builder member was chatting with a fellow non-member builder. This non-member was expressing discouragement about the cost of code compliance and how challenging it was to deal with alternative drawings and building methods. www.RochesterAreaBuilders.com
(I’m sure you can guess where this is going (provided you know about the benefits of membership…). A conversation was had, and a new member joined the federation. In my thought-bubble, the conversation went something like this, “Dude, you really need to be a member! You’ll get the super great energy code compliance certificate (mandated by the state and prepared by BAM for you to customize to each job) and, get this, annually updated engineered drawings for cantilevered lookout foundations and top of foundation wall support. Join and you’ll save thousands.” This new member went to www.bamn.org/login, found the members-only “Regulation” page, and ended up saving a lot of time and thousands of dollars by using Oswell Engineering and Consulting’s 2017 drawings. I’m pretty sure that once
this member saved the engineering fees there may have been enough cash around to use the $500-$1,000 per vehicle rebate to add to the new member’s fleet. The moral to this story is that your local association executive officer is right when they say it pays to do business member-to-member. It’s a reminder that members have significant influence on those who may not appreciate the value of belonging to a larger group, too.

Rain Gardens in Rochester Looking for a way change up the landscaping on your next project? Why not plan a rain garden that will look great and help protect area surface waters! A rain garden is a carefully planned depression in the landscape that collects rainwater and snowmelt, allowing it to soak into the ground rather than become runoff. Stormwater that is not captured will move across the landscape and has the potential to pick up pollutants (lawn, fertilizers, pet waste, car fluids, and more!) and carry them directly to area waterways. Rain gardens have many perks beyond treating stormwater runoff: •
Drought resistant plants will look great all summer long, even when turfgrass is dormant from lack of water.

There is no need to fertilize native plants because they are adapted to our conditions and will grow well without it.

Where there is a garden, there is no mowing!

Insects, birds, and other wildlife will feed, rest, or live in the garden.
Planning the Garden Each rain garden is unique and is designed for specific soil types and landscapes. There is no set size, shape, or depth for a rain garden. Proper planning is essential for creating a functional rain garden.

Infiltration test
It is important to determine how much water will soak into the soils within in a 24 hour period, as it will influence the depth of the rain garden. The rain garden should be no deeper than the amount of water the soils can infiltrate in a 24 hour period - any deeper and the garden could have standing water and become a breeding ground for mosquitoes.
Location, location, location
•
Rain gardens are designed to temporarily hold stormwater so it can soak into the ground. It is recommended that these gardens be placed at least 20 feet away from a building with a foundation.

Native wildflowers and grasses are ideal for rain gardens as they require less maintenance and thrive in our climate. The deep, extensive roots of native plants will pull stormwater into the ground after it collects in the rain garden and can help stabilize the soils. There are beautiful native plants for every location, including shady sites.

INTRODUCTION The City of Rochester invites developers to submit proposals for a potential housing or office development constructed in the air rights above the Rochester Parking Ramp #6, which is currently under construction. BACKGROUND The Rochester Parking Ramp #6 is a new, 6 level, 631 car parking ramp located on 1st Avenue SE and between Center Street and 1st Street SE in Rochester, MN, currently under construction. The block includes Parking Ramp #6 to the east, the Broadway Residences and Suites on the southwest corner, and the Hilton Hotel development, which is also under construction, on the northwest corner. A portion of the ramp will be constructed over the railroad spur line that runs through the east side of the site The ramp is designed to support a maximum of 10 stories of residential construction (assumes steel frame/composite deck) in the air rights of the easternmost bay. The City’s preference is that the development provides new housing, but other proposed uses will be considered, including mixed-use. As part of a housing proposal, bonus points will be provided for any proposals that incorporate an affordable housing component in the proposal. Below is a recent photo of the ramp location site.

Housing crisis demands action, not wishful thinking Steve Borchardt Rochester Area Foundation Housing initiative director
H
ousing is as basic as it gets. We cannot live without a safe place to sleep every single day. We cannot have a community or an economy without shelters in which to sleep and eat. It seems crazy that I need to lead with these statements, yet we take housing so much for granted that we seem to think the looming affordability crisis will magically resolve itself. Housing experts have been telling us that for families with incomes below $50,000 annually, finding shelter cannot be taken for granted. We will need innovation, collaboration and financial contributions from our government and business community, if we want to continue to have the benefits of a thriving productive community. I appreciate Rochester City Council Member Nick Campion’s commitment (“Time for ‘creative thinking’ is long past,” Post Bulletin, June 30) to receive proposals for fee and regulatory modifications from our 18
FOUNDATIONS April - May 2017
home-builder industry. In my view, however, setting a deadline of October and loading the obligation on our builders alone is unworkable. Nobody’s crystal ball to the future is that clear. We cannot know all the changes that may be required by a date-certain deadline. Rather, I ask local and state government to be open to change on a continual basis. Decades-old zoning and building codes should be always subject to review and refinement. Fees currently consume 25 percent of the cost of a new house. New and well-intentioned building codes add expense. The National Association of Realtors reports that every $1,000 increase in the cost of a house eliminates 139 households from qualifying for a mortgage to buy a house. Certainly, consistency and predictability is necessary for business to work, but we should not be enslaved by outdated rules and concepts. We need to be receptive
to innovations in house design and neighborhood structure. Past practices will not produce the number of homes we need at prices affordable to the majority of the workforce in our community. This is a very complex crisis with multiple causes and uncertain solutions. New and different housing concepts must evolve, and it will require that we be open to adjusting fees and regulations. Here’s the big fact: According to the U.S. Census in 2015, 36 percent of households in Olmsted County have a gross annual income of $50,000 or less. That’s right, 36 percent of our workforce is being priced out of shelter. Jobs with wages of $35,000 to $50,000 are not “starter” or unskilled labor jobs. Annual pay of $35,000 is a nearly $17 per hour job, full-time; $50,000 is a $24 per hour job. These are career jobs providing services that are essential to our economy and our daily lives. www.RochesterAreaBuilders.com

A few years ago, a person could count on being able to afford decent housing on that wage. Not so anymore for 36 percent of the households in our county. We know there is a growing workforce shortage. “Help wanted” signs are posted all over town. Projections are that Destination Medical Center and related business growth will import 20,000 to 40,000 new workers in the next 20 years. These residents will require goods and services, and many of these jobs will pay under $50,000 per year. These new workers need to sleep somewhere. Commuting to smaller surrounding towns will be an option for some, but many will not be able to absorb the transportation cost. A vibrant economy requires a housing inventory that offers choices.

The goal is to make it affordable for someone with a $50,000 annual income and also desirable to someone with higher incomes. It will be smaller on a smaller lot in a higher density neighborhood. A concept known as “pocket neighborhoods” is catching on around the country. It includes multi-sized houses organized in clusters around shared common open space rather than traditional linear rectangular lots. Is southeast Minnesota ready for concepts such as these? How about the labor force that we will import? Will they expect these concepts to be available? Who will make it happen?

I challenge our government and our employers to own this opportunity to create a new kind of housing in our hometown, to lean forward aggressively seeking solutions, to share the risk and control our destiny. Builders Starting to Report Shortages of Framing Lumber BY PAUL EMRATH on JULY 10, 2017 For several years now, the recovery in single-family home building has been hampered by shortages of labor and lots. Availability of building materials, meanwhile, has not been much of an issue. But that may be starting to change.
framing lumber shortages were as widespread as they are now was in October of 2004, at a time when the annual rate of housing starts was hovering around 2.0 million (compared to the current rate of about 1.1 million).
In answer to questions on the May 2017 survey for the NAHB/Wells Fargo Housing Market Index, 21% of single-family builders reported a shortage of framing lumber. Although still well below the share currently reporting shortages of lots and labor, this nevertheless marks a clear movement on the building materials front since 2014, when no product or material was cited as being in short supply by more than 15% of builders.
The rising share of builders reporting shortages of framing lumber is consistent with recent increases in prices for softwood lumber. It is virtually certain that an underlying factor contributing to the shortages and price increases is the ongoing softwood lumber trade dispute between the U.S. and Canada, including the duties on lumber imported from Canada levied by the Department of Commerce in 2017. NAHB analyzed the economic impact of these duties, the latest of which was announced on June 26, in a previous post.
That was still true for most building materials in the May 2017 survey. Next to framing lumber, the most widespread shortages reported in 2017 are for ready-mix concrete and trusses, with 14% of builders currently reporting shortages of each. The graph below shows all 23 materials and products listed in the 2017 survey, sorted in descending order of the reported shortages.
