Letter from The President October 2017

Not to sound like a broken record but how does time keep going by so fast? Every month that I sit down to type this I think to myself, geez I just worked on my presidents’ letter. I think the passage of time is directly related to how “busy” we are. RAB is no exception to having busy times with Fall Showcase, Remodelers Tour, and Sporting Clay Shoot all in the month of September. Busy, busy! We also just completed a successful Job Shadow day. Now more than ever, it is important to promote our industry to the future, so thank you to those who participated. In general, we want to promote RAB relations and get our message out there that builders, developers, and remodelers are involved in the community in many ways. Recently we had a member sit in a bathtub for 42 hours to raise money for the Women’s Shelter and as an association, we recently presented a check for $21,809 to Habitat for Humanity that was raised by our annual event, Studs, Struts & Stilettos. These are the kinds of stories that make a difference, so I encourage you to share what you are doing in the community to make the Rochester area a better place to live. If your business is currently working on its 2018 budget please remember there are many opportunities within RAB for sponsorships. For instance, our Christmas party. Wow! I can’t believe I just brought up Christmas!! As well as Studs, Struts & Stilettos held in April, which is Spring! See how time goes by so fast! As a friendly reminder, the RAB Directory is being updated so please submit your information back to Shelly. She will greatly appreciate it, just like she appreciates me getting my letter done on time. See you Oct. 24th at Gerhards for our Networking Night. FYI, we will be voting in members to fill open seats on the Board of Directors that evening as well.

RAB Job Shadow Day

On October 11, RAB hosted 26 Junior and Senior students from Kasson-Mantorville High School. After arriving by bus, the students met their host and headed off to jobs sites and offices. After all the students returned to RAB (all in the same shape as they left), they walked over to Valentino’s for pizza. I asked the group if anyone had decided after the day’s events if they had made a decision on their future career. In a few years, we will have: a new banker, electrician, realtor, civil engineer, and construction manager because they were able to shadow someone in that career. November is Spike Appreciation Month, and we’d like to thank all 51 of our Spikes for the hard work they do maintaining our strong membership base. Many of you reading this right now can thank one of the Spike Club members below for encouraging you to join RAB. Spikes are a very important part of our organization. These members have been honored because of their commitment to membership development. Each credit stands for 1(a member that they have brought to the Association, or 2) a member that they have encouraged to renew their membership. We are grateful for all of our Spikes, but as you look at the lifetime totals, a few of the numbers stand out as extraordinary. Several individuals have managed to amass over 200 Spike credits throughout their years of membership, putting them in elite company, not just in RAB, but on a national level.

First off is Les Radcliffe of Radcliffe Homes & Remodeling, with a total of 297.5 credits. Les joined RAB in 1988, has served on and been chair of numerous committees throughout the years, and has been named Builder of the Year twice by RAB (only one of two builders to have won twice). The next member of this elite group is Kirk Gill, of Robert Gill Builder, Inc. Joe has worked tirelessly over the years at all levels of government to gain support for the building industry, is a two time Past President (1961 & 1997), and has been a part of RAB since 1957. Speaking of long time members, you won’t find anyone who’s been part of RAB longer than Bob Gill of Robert Gill Builder, Inc. He joined with his company in 1963, but before that, Bob was active in RAB through Kruse Lumber, who helped form the Association in 1953. LVC CEO Bob Hoertsch Announces Retirement October 6, 2017 - Following a distinguished career of 30 years with the company, Chief Executive Officer Bob Hoertsch announced that he will be retiring at the end of this year. Bob began his career with LVC in 1987, was named president in 2008, served as president and CEO since 2013, and most recently in January of 2017 assumed his current role as CEO. When Bob joined LVC, the company was a fire alarm contractor who quickly grew to be one of the most reputable Notifier fire alarm distributors in their network, and the largest in Minnesota. As the company’s customer base expanded, the demand for additional technologies and services grew too. As a result of Bob’s vision and leadership, LVC became the company they are today; an award winning, national provider of fire protection and building technology systems. Bob’s contributions to our industry have come by way of significant leadership roles in organizations like the Minnesota Automatic Fire Alarm Association, the 49ers Business Development Club and the Minneapolis chapter of the National Electrical Contractors Association (NECA) throughout his career. Other areas of industry service include Bob’s involvement as an original co-author of the JATC Limited Energy Licensing Program, vice chair for PSA Security Network’s Sales & Marketing Committee, and service as a director for Notifier’s Distributor Advisory Council. In a statement to the company this week, Hoertsch explained, “Over the last 12 months I have worked with the executive management team to ensure that the company will be well represented and well run far into the future. The appointment of Bert Bongard as President and the choices Bert has made to fill executive and middle management positions have been well thought out and well planned. Unlicensed Contractors, Unenforced Codes, & Consumer Protection BBuilders Association of Minnesota (October 2017) Remi Stone, Executive Vice President

C

urrently there is a gap in the state law about what happens when a permit is pulled outside city limits where the building code is not enforced. The enforcement gap continues within city limits where building codes are enforced but homeowners are pulling permits for work to be done unlicensed contractors. The gaps are causing some significant problems as it relates to unlicensed contractors working in areas where there is no building code enforcement or when permits are being pulled to avoid code inspections. This is an ongoing issue for the industry and one that BAM elevates before state legislators with a very clear message – the state and local governments must make licensure and code enforcement meaningful and if political will is not there to make a government mandate meaningful, then the legislature should consider whether these mandates on legitimate, small businesses should be repealed. Representative Tama Theis (R-St. Cloud) has championed this issue for the industry and on September 25, 2017 the House Job Growth and Energy Affordability Policy and Finance Committee heard Rep. Theis’ most recent bill on the matter, HF 1119. The bill increases the criminal penalties on those performing builder contractor work as an unlicensed individual. The bill passed quickly and will be ready to go immediately upon the start of the 2018 session. This bill is just one tweak to a statutory licensing scheme that

is riddled with loopholes and vagueness. State law also allows for a significant number of jurisdictions to opt out of the building code enforcement process. This can lead to unsafe construction for the homeowner pulling the permit, denied access to consumer protections such as the contractor recovery fund, loss of revenue for the jurisdiction, and unfair business practices by unlicensed contractors. The Builder Association of Minnesota supports the concept of licensing for contractors, however licensing is only as effective as the enforcement behind the requirement. If the state is not able to properly enforce licensed contractors or the building code, we should reconsider licensing for the residential construction industry.

• Prevent any banking entity from issuing mortgages for new or remodeling construction without a licensed contractor with a valid license number performing the work. • Prevent any insurance entity from selling an general liability or Workers Compensation policy to a residential construction entity without a current license. • Delete the self-contracting homeowner exception. • OR the get out of the enforcement business altogether (including elimination of the Contractor Recovery Fund, the enforcement division of the DOLI) and pre-empt local governments from having individual local licenses.

BAM’s 2018 legislative agenda is heavy on improving the licensing and code inspection system. In addition to HF 1119, BAM will be advocating for other changes including: • Statewide code enforcement: o Removing all local government opt out provisions for adoption and/ or inspections. o Establish an inspection system similar to the electrical inspections for building inspectors as an option to municipal inspections. o Provide clarity on who is responsible for inspections – either the state or local governments.

Manufactured Homes Post August Increase BY JING FU on OCTOBER 13, 2017 According to the U.S. Census Bureau, shipments of manufactured homes increased by 7.6% to an 85,000 seasonally adjusted annual rate in August, from 79,000 in July. This rate of growth partially reverses the 10.2% decline recorded in July, however, the number of manufactured homes in August remains 21.3% below its post-recession peak of 108,000 reached in January 2017.

Figure 1 above shows the changes in total housing strats and manufactured home shipments over the past eighteen years. Total housing starts here are defined as the sum of single-family housing starts and multifamily housing starts. As shown in the figure, total housing starts increased by 34% to 2.27 million units from January 2002 to January 2006, and dropped sharply to 478 thousand by April 2009, a decline of 79%. Since then, total housing starts have been recovering, increasing by 147% to 1.18 million. In contrast to total housing starts, between 2002 and 2006, shipments of manufactured homes decreased www.RochesterAreaBuilders.com

by 36% to 124 thousand. After a sharp increase in November 2005, manufactured homes fell by 77% to 49 thousand in April 2009. Since then, manufactured homes rose by 73% to 85 thousand in August 2017.

The figure above presents the level of manufactured home shipments and its share of total housing production from 2000 to the present. Total housing production includes single-family housing starts, multifamily housing starts and shipments of manufactured homes. Currently, manufactured homes accounts for 6.7% of total housing production. Between 2000 and 2006, the pace of manufactured homes tracked its share of total housing production. As illustrated in Figure 1, the decline in manufactured homes coincided with an increase in total housing starts. Between 2000 and 2006, single-family housing starts rose by 44% while multifamily housing starts rose by 22%. As a result, manufactured homes’ share of total housing production also declined.

Since October 2006, the level of manufactured homes and its share of total housing production have moved in different directions, reflecting the boom bust cycle in total housing starts. Between October 2006 and December 2008, manufactured homes’ share of total housing production rose from 5.8% to 10.1%. Over this period, manufactured homes fell by 35% to 63 thousand. However, total housing starts fell even more. Single-family housing starts fell by 68% and multifamily housing starts fell by 61%. Between 2009 and 2012, the level of manufactured homes rose by 4%, and manufactured homes’ share of total housing production decreased from 9.9% to 5.4%. The decline in manufactured homes’ share of total housing production reflected a large increase in total housing starts. Single-family housing starts rose by 72% and multifamily housing starts rose by 173%. From 2013 to the present, the level of manufactured homes has risen and manufactured homes’ share of total housing production have ticked up. Over this period, manufactured homes rose by 47% and manufactured homes’ share of total housing production rose from 6.1% to 6.7%. At the same time, total housing starts rose, but not as fast as manufactured homes. Single-family housing starts rose by 39% and multifamily housing starts rose by 19%.

Fear Not Robots, Artificial Intelligence, or Algorithms ,

Elliot Eisenberg, Ph.D Almost daily, we hear that robots, machine learning, and automation will destroy jobs -- and not just a few, but tens of millions of them, and soon! Some experts predict that 47% of all US jobs are at high risk of disappearing over the next few decades due to computerization; others predict even more dire outcomes. Doomsayers suggest that “this time is different,” and that the technological apocalypse to come will be so profound that we are on the precipice of an employment crisis. I doubt it -- just think about electricity and how disruptive it was, or how farming was transformed by mechanization and massive consolidation, yet employment growth in both cases hardly skipped a beat. This pessimism would be at least plausible if there were a shred of evidence to support it! While the US economy has numerous problems, job creation is not one of them. Nonfarm employment has risen for 87 months in a row, and job growth has been twice its sustainable level for years, driving the unemployment rate down to its best level in decades. Moreover, labor productivity growth, which should be skyrocketing because of all these robots and automation, is, in a word, abysmal. In fact, going back to 1850, job creation and destruction, 22

as measured by job losses in slow-growing occupations and job growth in fast-growing ones, is at its lowest level on record! There are two main reasons for this: first, the past was much more convulsive than we think. The arrival of the steam engine, cotton gin, and internal combustion engine, wrought economic havoc on the labor force as they were deployed. Ditto for the railroad and the mechanical switchboard. In fact, adjusted for labor force size, 57% of the jobs that workers performed in 1960 no longer exist! As for the second reason, because Americans now consume substantially more services than in the past, and because the goods they consume are less easily automated, technological disruption moves much more slowly than before. That is, massages and boat cruises are services that are very labor intensive and cannot be automated, and even goods such as artisanal cheese and free-range eggs lend themselves to less automation than the manufacturing of American cheese slices and amusement park rides. As a result, robots and artificial intelligence can replace a lot less economic activity than we might think. And this is likely to continue. Just consider for a moment the likelihood of a parent leaving their young child in the care of a robot.

Lastly, in low productivity growth areas such as education, healthcare, transportation, and construction, where jobs are largely performed the same way they were decades ago, the productivity gains from technology can’t come fast enough and may well be economically transformative. If suddenly millions of truck, bus and taxi drivers are freed up to do other tasks that are more productive, that would be an economic boon. Similarly, if residential construction, where there been have no productivity gains at all in decades, can use robots to build homes better and faster, we will all be better off. Otherwise, our ever-tightening labor market and aging population will cause wages to rise and growth to decline. In short, we need technology to destroy more jobs more quickly.
