Letter from The President November 2017 This past month has been filled with comradery, insightfulness, and honors spread across three distinct events.

First was the Past Presidents dinner. In anticipation of the evening, I started thinking about my 16 years as a member of RAB. For fun I tried to name all the past presidents of those years (I did pretty well - I got 15). As an odd side note, I used to do the same thing with Vikings quarterbacks and coaches. But I digress… What a wonderful group of people! I am humbled to have been among them, and from here on out to be ONE of them, past RAB president! The evening was hosted by our most recent past president, Christy Buchan, and she asked the group, “What have you learned in your career, or that mistake have you made that you have learned from?” Many important lessons were learned: do not back the skid loader into someone’s car (especially as an 11 or 12 year old), be sure to lock in your fuel price prior to a large scale winter project, do not screw floor boards down too tight with an open roof and impending rain, learn to delegate, don’t be afraid to admit when you are wrong, do not sit on your backside when pounding nails in the floor - get on your knees, do not lose your patience on the golf course when the group ahead of you are all building inspectors and, don’t ignore the red flags of a project because they will get you every time! The second event was the BAM Holiday Party. Even though this was not an RAB event, several of our members were in attendance. It was wonderful to be there to see one of our own accept a very prestigious award. Joe Weis was honored with the Legacy Award. Congratulations again, Joe! The evening also featured a Surly Brewery tour and comedian/illusionist. I’m still trying to figure out how that $20-dollar bill ended up inside that lime?!?! It was an entertaining night and the beer was pretty good too! Lastly was the RAB Awards Dinner/Celebration of Leaders. On Nov. 16th we installed the new Board of Directors as well as the new 2018 President, Brian Sheehan and Vice President, Jerry Jenson. Thank you gifts were awarded to all of those who served as council and committee chairs. I had a chance to reflect on 2017 (more of that next month), and Brian spoke about goals and aspirations for 2018 – let’s help Brian reach 500 members! I don’t know about you but I’m looking forward to another solid year of outstanding events, membership involvement, and community relations with guidance from our members, leadership, and dedicated RAB staff. I hope to see you all at the Holiday Party on Dec. 1st. I don’t plan to be hypnotized but I plan to have a good time. Who knows? Maybe both will happen!

The 2017 Past Presidents Dinner was held this month at the Rochester Golf and Country Club. This event was created by Jim Gander (Superior Mechanical) after he served as RAB President in 1999. It’s an annual event for the “coolest club around” according to Mike Coats, President in 2003. Many interesting stories are told as the presidents answer a different question posed each year. Of the 22 contractors and vendors chosen and assembled for the expansion of the Early Advantage Development Child Care Center, 16 are members of the Rochester Area Builders. That equates for 70% of the contracts held by Benike Construction and will result in over 90% of the onsite work force! Early Advantage Developmental Child Care Center offers child care and preschool services to the families of Byron and the surrounding communities. “Much time and thought has gone into the design of our new building so that once complete it will be a great space for children to learn, staff to teach, parents to feel comfortable with, and the community to be proud of.” said Teresa Bahr, Owner of Early Advantage.

How Much Water Homes Use BY PAUL EMRATH on NOVEMBER 9, 2017

T

he residential sector accounts for less than 8 percent of water used in the U.S., according to a recent study published by NAHB. The recent NAHB study draws on information published by the U.S. Geological Survey (USGS). The USGS compiles data on water use every five years. The latest numbers (from 2010) were published in 2014. The USGS labels water used by residences as “domestic.” NAHB follows terminology more familiar to its readers and refers to water used by homes as “residential” The 2014 USGS release shows that, in 2010, residential water use totaled 27,400 million gallons per day (Mgal/d). The significance of this number depends on your perspective. From the perspective of an individual utility, it can be very significant. Public suppliers like utilities withdrew 42,200 Mgal/d of water from its source in 2010, and over 56 percent of this was delivered to residential customers. From a more holistic perspective that considers water used for all purposes, however,

residential use constitutes a relatively small share of the nation’s thirst. Total withdrawals of water in U.S. in 2010 were 355,000 Mgal/d. The 27,400 Mgal/d used by residences accounts for 7.7 percent of this total.

Combined with data from the decennial Census, the USGS numbers imply that the average home in the U.S. uses about 260 gallons of water per day (gpd). However, the average varies from a low of 100 gpd in Maine to a high of 472 in Nevada. When the state averages are placed on a map, they show a distinct geographic pattern, with relatively low use per home in some upper Midwest and New England

states, and higher use per home in the central South and West, especially in mountain and desert states.

NAHB used a statistical model to investigate several factors that may help explain the stateto-state differences. The basic results showed that, at the state level, water use per housing unit is positively correlated with average temperature and average household size, negatively correlated with annual rainfall. In short, homes tend to use more water if they are in states that are hot, dry and have larger households. Oh, the weather outside is frightful… or will be soon! Although the winter weather outlooks may not agree on everything, it looks like they do agree that it will be a snowy season with a chance of above average accumulations. Check out NOAA and the Farmer’s Almanac for more details. With the many types of precipitation that will fall over the next several months, it is critical to check on construction site Erosion and Sediment Control BMPs to prevent unwanted erosion and sediment loss during snowmelts and spring rains. Here is a checklist to complete before the snow flies:  Review and update your Storm Water Pollution Prevention Plan (SWPPP).  Inspect all Erosion and Sediment Control (ESC) Best Management Practices, repair or replace those that are damaged, and make sure they are properly anchored.  Remove accumulated sediment from silt fences, temporary sediment basins, and streets.  Ensure that all grades on site have the correct slope, positive drainage, are free of obstructions, and that ESC blankets are installed with the specified seeding.  Make sure active construction site entrances/exits are adequate, clean, and stabilized.  Stabilize each site with temporary or permanent cover using 4” of topsoil on disturbed areas.  Keep your site debris and litter free by emptying dumpsters and removing or containing all construction debris and litter.  Temporary stabilization should be completed before continuous frozen conditions occur. The average first freeze in Minnesota is October 13 and frozen soils can occur as early as the middle of November. Additionally, this winter consider putting your hard surfaces on a low-salt diet. It is important to keep our sidewalks, driveways, and roads free of ice and snow during winter, but our waters pay a price when we over-apply. Once salt is introduced to water, it does not go away and it negatively impacts aquatic plants and animals. Try to reduce your usage, sweep it up in between storms, or try alternative products. Inform new property owners to use salt sparingly or use deicing products that do not harm concrete since it takes up to 3 years for new concrete to fully cure. The Late Great Mortgage Interest Deduction ,

W

ith the possibility of tax reform and tax cuts right around the corner, it is important to understand how the proposed doubling of the standard deduction will impact households and will essentially render the mortgage interest deduction irrelevant for almost all US home owners! The current Republican plan raises the standard deduction from $6,350 to $12,000 for single filers and from $12,700 to $24,000 for married couples filing jointly. While the much larger standard deduction looks very advantageous, the new tax plan eliminates the personal exemption, which is currently $4,050/person. This means that the increase in tax-free income rises by just $1,600 ($12,000 - $6,350 -$4,050) for single filers and by $3,200 ($24,000 - $12,700 - $8,100) for married couples filing jointly. While these sums are not trivial, they are also not as large as advertised. The Unified Framework developed by the White House and the Republicans also proposes eliminating all itemized deductions except for mortgage interest and charitable donations, and state and local property taxes up to a cap of $10,000. While this appears to largely maintain the status quo, think again. Traditionally, tax filers added up mortgage interest, charitable donations, state and local taxes, and healthcare expenses. If those deductions (the most commonly used) collectively exceeded the standard deduction, itemizing would make sense and one’s tax burden would decline. Now, not only is the standard deduction almost doubling, but the deductibility of state and local

income taxes and healthcare expenses is being eliminated. This means that to itemize, the sum of mortgage interest paid, charitable contributions, and property taxes must exceed $24,000. Few married couples hit that threshold. I estimate that no more than 6 percent of all households will itemize under the proposed plan compared to about 27 percent today. Moreover, the deductions of those who will still itemize will be worth less than before. This is because the tax advantage of itemizing depends entirely upon how much one’s itemized deductions exceed the standard deduction and one’s marginal tax rate. Given the increase in the size of the standard deduction, the amount by which one’s now smaller itemized deductions exceed the newer, higher standard deduction will necessarily fall. And, as lowering tax rates is a part of this plan, the after-tax tax savings from itemizing will necessarily decline as well. As for the mortgage interest deduction, I estimate that the percentage of households that currently own their home and will still be able to deduct mortgage interest will fall from the current level of about 33 percent to about 7 percent. Here is an example to show why. Suppose a husband and wife have $20,000 in itemized deductions including $8,000 for state and local income taxes, $2,000 in charitable donations, $2,000 in property taxes, and $8,000 for mortgage interest. By itemizing now, that couple can reduce their taxable income by an additional $7,300 ($20,000 minus $12,700, the current

standard deduction). If in the 25% tax bracket, the tax savings on that additional $7,300 are $1,825. But, as state and local income taxes will no longer be deductible, this couple would then only have $12,000 in deductible expenses. As that is lower than the $24,000 standard deduction, they would not itemize despite paying $8,000 in mortgage interest. This inability to deduct mortgage interest, despite it being technically deductible, will make home ownership slightly less appealing, and that will reduce the demand for home ownership, thus lowering house prices. To be specific, house prices are likely to fall by between 5 percent and 10 percent, with the decline increasing the more expensive the house and the higher the bite taken by both state and local income taxes. By nearly doubling the standard deduction and doing away with several key itemized deductions, the proposed Republican tax plan will, if it becomes law - and that is still a big “if” - reduce the value of itemizing and the mortgage interest deduction even though mortgage interest will remain deductible.
