SCHOLARSHIP OPPORTUNITY Rochester Area Builders, Inc. is proud to announce their 2018 scholarship program. Either $1000 or $500 non-renewable scholarships are available for graduating high school seniors and college freshman. Scholarships are made available through the Remodelers Council, the Commercial Builders Council, the Builders Exchange of Rochester, and the Youth Sporting Clays event. Scholarships are for attendance in a post-secondary program in a construction-related eld including technical school, trade school, apprenticeship, or college. Scholarship recipients will be announced in June 2018. To be eligible for any scholarships, applications must be postmarked by May 4, 2018. CRITERIA: 1. Applicant must be a resident of Dodge, Fillmore, Goodhue, Houston, Mower, Olmsted, Steele, Wabasha, Winona counties or be recommended by a RAB or BER member. 2. Applicant must be accepted by a post secondary program in a construction related eld including technical school, trade school, apprenticeship, or college. 3. Applicant must have a 2.5 or better G.P.A. – High School Transcript Required 4. Applicant must demonstrate nancial need. 5. Scholarship will be paid directly to the school.

Project Build Minnesota is a state-wide construction workforce enhancement campaign that promotes a positive image of construction as a life-long career choice for young men and women of all races and ethnic backgrounds.

Project Build Minnesota is a movement, a vision and a vehicle to motivate our youth, parents, counselors,

teachers, administrators and policy makers to learn more about the many benefits of pursuing a life-long career in the building industry.

Project Build Minnesota was started in 2016 by a coalition of building industry associations who have developed a Project Build Minnesota represents the entire Minnesota construction and building industry. CITY OF SPRING VALLEY, MINNESOTA ECONOMIC DEVELOPMENT AUTHORITY

“Jump-Start” Housing Incentive Program New Construction PURPOSE: The purpose of this program is to act as a catalyst for the purchase of new or spec homes within the corporate city limits of Spring Valley. Townhomes and homes moved onto vacant lots qualify for this incentive. The Economic Development Authority (SV-EDA) is committed to satisfying the housing needs of Spring Valley. The SV-EDA realizes that adequate housing is a necessary tool to help foster a successful and growing community. PROGRAM INCENTIVETOTALS $5,000 1. Applicants shall receive $1,500.00 in Spring Valley Dollars, a $500.00 certificate to the Spring Valley Green House and Floral for two trees and landscaping, $3,000 of City and Utility permit fees waived. 2. The $1,500 is paid to the applicant in Spring Valley Dollars as an incentive for buying a spec home, or building a single- family home or townhome in the City of Spring Valley. Homes moved onto City of Spring Valley lots within city limits qualify for the $1,500 in Spring Valley dollars. ELIGIBLE APPLICANTS 1. Eligible applicants include any individual or a family who builds a “new” home within the corporate limits of Spring Valley for the purposes of making it their primary residence. For the purposes of this program, “new home” means any single-family dwelling, including townhomes, (not including “mobile” homes) built after the date of adoption of this program. “Spec” homes which have not yet been lived in or homesteaded may be included as an eligible site in this program. Homes moved onto City of Spring Valley lots qualify for the incentive. APPLICATIONS included in this information sheet. PROGRAM DESCRIPTION 1. Interested parties shall obtain an application form from City Hall, 201 South Broadway, Spring Valley, MN 55975. Complete the application and return it to the same address. 2. All applicants shall have control of the subject property (i.e. a signed purchase agreement) prior to submitting an application, applicants must submit an application for the incentive prior to closing on their new construction home. 3. For New Construction: All applicants shall submit detailed construction drawings of the proposed home with their building application. All construction shall require a building permit from the city and be completed in compliance with local zoning and the State Building Code. 4. New houses must be a minimum of 1,000 square feet of livable space in size. Garages are optional and may be attached or detached. 5. Applications for newly constructed homes must specify the estimated cost of construction. 6. Once the house is completed, the transaction has been closed, and homeownership has been verified (HUD Statement) that the applicant has indeed made the new home his or her primary residence, the Spring Valley Economic Development Authority shall issue the incentive to the homeowner. Applicants will be responsible to provide the SVEDA with a copy of closing documents to show proof of ownership 7. The Spring Valley EDA reserves the right to reject any and all applications for any reason, specified or unspecified. 8. The Spring Valley EDA will award up to a maximum of three (3) applications for housing incentives, and up to two (2), $400 early bird Rochester Area Builder’s Spring Show case entries.

The Fed’s Interest Rate Plan For 2018 Elliot Eisenberg, Ph.D

A

t the start of 2017, the Federal Reserve anticipated raising interest rates three times and shrinking its large bond portfolio. Unlike in 2015 and 2016, where the forecasts made by the Fed were overly optimistic, the 2017 forecast was spot on. Whether officials at the central bank can pull off a repeat performance of three rate hikes in 2018 will very much depend on two conflicting signals from the two variables that matter most to the Fed: employment and inflation. Solid job gains have pushed the unemployment rate to just 4.1% in January, a 17-year low. If the unemployment rate drops as much in 2018 as it did in 2017 -- a 0.7 percentage point decline – it would be at a low last seen in the late 1960s. Yet inflation, despite some recent rumblings to the contrary, remains stubbornly soft. Excluding volatile food and energy, the core inflation rate is just 1.5% -quite a distance from the Fed’s 2% target, despite the very low unemployment rate. Initially, some at the Fed thought the low inflation rate was due to unusual one-off events such as declines in the price of cell phone service, cars, prescription drugs, and surprisingly weak healthcare and higher education inflation. as the inflation weakness has persisted, some Fed officials are beginning to rethink, at least slightly, the belief that employers bid up wages as workers grow increasingly scarce. That said, they still fundamentally believe that once the unemployment rate falls low enough, wages will rise. It’s just taking longer than in the past for this to take place. At this point, there are several scenarios that can play out. Ideally, employment growth slows a bit; the unemployment rate falls a bit more but not much; wage inflation starts to rise; and overall economy-wide inflation strengthens. This would allow the Fed to continue raising rates slowly and not surprise markets. There are, however, several risks to this Goldilocks outcome. The unemployment rate could drop too low too fast and in the process, ignite inflationary pressures of all sorts. This would force the Fed to raise rates quickly, potentially triggering a recession. Alternatively, inflation stays low as the Fed slowly raises rates because the unemployment rate keeps falling. In this case, inflation is pushed even lower, forcing the Fed to stop raising rates. In this scenario, the Fed would have little room to lower rates when the next recession

comes, as they would stop raising rates earlier than they would have liked. Luckily, inflation seems to be finally appearing, and this will allow new Fed Chair Powell to raise rates in 2018 at a measured pace like former Fed Chair Yellen. But, as was the case in 2015 and 2016, unforeseen circumstances are likely to necessitate deviations from the preferred path. I, for one, wish Powell luck, but strongly suspect that the economy will be slightly stronger, and that inflation will rise faster than expected, necessitating four interest rate rises -- one more than the Fed currently expects. No matter what happens, 2018 will be bumpier than the economically serene and placid 2017. Employment Rose in Most States in December 2017

According to the Bureau of Labor Statistics, nonfarm payroll employment increased in 33 states and the District of Columbia, unchanged in two states, and decreased in 15 states in December 2017 compared to November 2017. Year-over-year, 49 states increased employment while two states lost payroll employment during this time. As a result payroll employment nationwide rose in December. The largest increase in employment was in California (52,700), followed by Florida (27,400) and Oregon (14,700). The largest decrease in employment over the month occurred in Maryland (20,200), followed by New Jersey (11,400) and Arkansas 6,500). Between November and December 2017, in percentage terms, which adjust for the size of the state’s jobs market, the largest increases occurred in Wyoming (1.13%), Montana (0.82%), and Oregon (0.78%). During the same time period, the largest decreases occurred in Maryland (0.73%), New Hampshire (0.69%), and Arkansas (0.52%).

At the same time, the majority of the states and the District of Columbia had year-over-year increases in nonfarm payroll employment in December 2017 compared to year ago. Only two states, Alaska and Delaware declined, by a combined 2,800. During the previous 12 months, the largest job gains occurred in California (342,500), Texas (306,900), and Florida (213,500). The largest percentage gains occurred in Nevada (3.31%), followed by Oregon (2.66%) and Utah (2.61%). Nationwide, the unemployment rate was unchanged from November at 4.1% but was 0.6 percentage points lower than in December 2016. Compared to November 2017, the unemployment rate declined in 24 states and the District of Columbia, was unchanged in nine, and increased in 17 states in December 2017. Hawaii had the lowest unemployment rate in December, 2.0%, followed by New Hampshire and North Dakota (2.6%), and Nebraska (2.7%). Alaska had the highest jobless rate, 7.3%, followed by the District of Columbia and New Mexico, 6.0%. Forty-two states had the jobless rate decreases from a year earlier while eight states and the District of Columbia had an increase

12 states reported a decline, and two remained unchanged compared with November 2017. Montana had the largest increase in job growth with 5.51% followed by Minnesota (4.69%) and Oklahoma (3.55%). The largest decline was in New Jersey where total employment in construction fell by 2.71%. New Hampshire declined 2.46% and North Dakota declining 2.23% during this time.

Year-over-year, Nevada had the highest annual growth in its construction sector by 12.79%. Rhode Island (11.29%), and Oklahoma (10.72%) round out the top three. Over this period, Iowa reported the largest decline at 9.25%, followed by Missouri (7.15%) and North Dakota (4.06%). These tables provide more information about each individual state.
