ow! Where has March gone? Is it me or are we ready to get out of the house and enjoy the warmer weather with longer days now since daylight saving time has passed? It seems to me like it has been a lifetime since we have had consecutive days of above freezing temperatures.

Tickets are now available and can be purchased on our website, rochesterareabuilders.com. Builders Day at the Capital was a great success again this year. We had a van full of Builders and Associates who donated their time to represent our membership. This is a great way to have one on one conversations with our Legislature, and as an added bonus, tour the recently completed state Capitol, what a spectacle that was! This year’s main focus was about housing affordability and the labor workforce shortage in the construction industry along with a few other hot topics that we touched on. Please take the time to reach out to our office with any questions in regards to getting involved next year.

March madness is in the air and what a way to kick it off by announcing that our Spring Showcase of Homes is up to 66 entries! This event is a great way to tour existing homes that are either new to the market or at drywall stage. This event will feature homes, townhomes and subdivisions in various stages of completion and a wide range of prices. Admission is free and takes place on the two weekends following Easter. Please keep a lookout for the Post-Bulletin insert that will be available in the Rochester Area Builders office the Thursday before the first weekend and it will be in that day’s paper as well. Inserts will also be available at each home on the Showcase. Have fun and get out to enjoy the warm weather!

We recently attended the career fair at Rochester Community & Technical College on Wednesday, March 14th with great attendance. Thank you to everyone who volunteered at the event booth to make this a success for us. In addition, we also hosted Kasson-Mantorville Schools for a job shadow day. This has truly become a great way to get students interested in career opportunities that our Associate and Builder members have to offer.

Studs, Struts & Stilettos will kick off the month of April for us. As most of you know, this show is a Construction Fashion Exposé designed to showcase the creativity and resourcefulness of our building industry professionals, while at the same time raising funds for Rochester Area Habitat for Humanity. On February 22, RAB hosted 15 Junior and Senior students from Kasson-Mantorville High School. After arriving by bus, the students met their host and headed off to job sites and offices. After the students returned to RAB (all in the same shape as they left), they walked over to Valentino’s for pizza. Thank you to all of our members who helped. LOWDOWN ON THE LDM By Rick Dold

T

he City of Rochester has held its first public meeting to discuss the first step in the process to amend the land development manual (“LDM”). The ordinance proposed is an interim transit-oriented development (“TOD”) overlay that would go into effect while the city and the consultant work on crafting the permanent ordinance as part of the LDM update. The following is a summary of the proposed restrictions put in place by the Interim TOD overlay ordinance. If you are building within one-eighth mile of a proposed primary transit network (“PTN”) node or on a parcel that fronts any PTN corridor shown on the applicable map (to be created) your project will be

affected in multiple ways. The map intends to include the PTN along North and South Broadway, 2nd St. and 4th St. First, you will not be able to build or build to lease to tenants that would want to use the property for anything from an auto maintenance shop to an establishment with a drive-through. The interim TOD also provides requirements associated with building placement, building entrances, ground floor windows, vehicular access, and sit design standards. Lastly, the interim TOD overlay will prohibit consolidating or subdividing parcels in the designated TOD overlay zone if the plan for the property does not demonstrate the plan is “consistent with the goals of the PTN and with any

NAWIC SE MN Chapter 346 Celebrates Women In Construction The National Association of Women in Construction (NAWIC) celebrated Women in Construction (WIC) Week March 4-10, 2018 The focus of WIC Week is to highlight women as a visible component of the construction industry and a time for to give back to their communities. WIC Week provides an occasion for NAWIC’s thousands of members across the country to raise awareness of the opportunities available for women in the construction industry and to emphasize the growing role of women in the industry. On the morning of March 5, representatives from the Rochester, Twin Cities and Fargo-Moorhead chapters attended a kick off breakfast at Dunwoody Technical College in Minneapolis, followed by a visit to the State Capitol in St. Paul, where representatives received our WIC Week proclamation from Governor Dayton. Later that day, at a training luncheon held at Rochester Community and Technical College, Mayor Brede presented our chapter with a proclamation of his own. The week ended with a Girl Scouts Master Mind event on Saturday, March 10 at the local carpenters’ union hall. This gave girl scouts a chance to show their invention skills, while learning about simple machines and the basics of engineering with help from the members of NAWIC. Senators Amy Klobuchar and Carla Nelson attended and spoke with the girls at that event.

“Jump-Start” Housing Incentive Program New Construction PURPOSE: The purpose of this program is to act as a catalyst for the purchase of new or spec homes within the corporate city limits of Spring Valley. Townhomes and homes moved onto vacant lots qualify for this incentive. The Economic Development Authority (SV-EDA) is committed to satisfying the housing needs of Spring Valley. The SV-EDA realizes that adequate housing is a necessary tool to help foster a successful and growing community. PROGRAM INCENTIVETOTALS $5,000 1. Applicants shall receive $1,500.00 in Spring Valley Dollars, a $500.00 certificate to the Spring Valley Green House and Floral for two trees and landscaping, $3,000 of City and Utility permit fees waived. 2. The $1,500 is paid to the applicant in Spring Valley Dollars as an incentive for buying a spec home, or building a single- family home or townhome in the City of Spring Valley. Homes moved onto City of Spring Valley lots within city limits qualify for the $1,500 in Spring Valley dollars. ELIGIBLE APPLICANTS 1. Eligible applicants include any individual or a family who builds a “new” home within the corporate limits of Spring Valley for the purposes of making it their primary residence. For the purposes of this program, “new home” means any single-family dwelling, including townhomes, (not including “mobile” homes) built after the date of adoption of this program. “Spec” homes which have not yet been lived in or homesteaded may be included as an eligible site in this program. Homes moved onto City of Spring Valley lots qualify for the incentive. APPLICATIONS included in this information sheet. PROGRAM DESCRIPTION 1. Interested parties shall obtain an application form from City Hall, 201 South Broadway, Spring Valley, MN 55975. Complete the application and return it to the same address. 2. All applicants shall have control of the subject property (i.e. a signed purchase agreement) prior to submitting an application, applicants must submit an application for the incentive prior to closing on their new construction home. 3. For New Construction: All applicants shall submit detailed construction drawings of the proposed home with their building application. All construction shall require a building permit from the city and be completed in compliance with local zoning and the State Building Code. 4. New houses must be a minimum of 1,000 square feet of livable space in size. Garages are optional and may be attached or detached. 5. Applications for newly constructed homes must specify the estimated cost of construction. 6. Once the house is completed, the transaction has been closed, and homeownership has been verified (HUD Statement) that the applicant has indeed made the new home his or her primary residence, the Spring Valley Economic Development Authority shall issue the incentive to the homeowner. Applicants will be responsible to provide the SVEDA with a copy of closing documents to show proof of ownership 7. The Spring Valley EDA reserves the right to reject any and all applications for any reason, specified or unspecified. 8. The Spring Valley EDA will award up to a maximum of three (3) applications for housing incentives, and up to two (2), $400 early bird Rochester Area Builder’s Spring Show case entries.

The Age of Austerity Is Over Elliot Eisenberg, Ph.D

W

hen the Congressional Budget Office made its June 2017 forecast of our fiscal future, it projected a deficit of $689 billion in FY2019. The deficit is now poised to be $1.2 trillion, a dramatic and profound change that is hard to overstate. One major reason for the growing deficit is that the GOP tax cut that passed in late December is estimated to reduce revenue by $1 trillion over the next decade, even after pro-growth economic effects are factored in. The other reason is the budget deal passed by Congress in early February, includes $300 billion in new spending over two years, along with $90 billion in hurricane relief, fully financed by larger deficits. This is a stark reversal from the years 2010 through 2016, when congressional Republicans insisted on spending cuts and the Obama administration insisted on raising taxes (by allowing some of the Bush administration tax cuts to expire). Those steps, combined with an improving economy, cut the budget deficit from almost 10% of GDP in 2009 to less than 2.5% in 2015. What does this abrupt fiscal change mean for the economy in the near term, medium-term and long-term? In the near term, economic growth should be quite strong. No matter what assumptions are made, and which economic models are used, GDP growth over the next 18 to 24 months will be about half a percentage point higher than it would be absent these twin expansionary policies. After all, between tax cuts and the boost to

spending, close to $500 billion is being injected into the US economy over the next year! Even in an economy near full employment, this will boost growth and reduce the likelihood of a recession to a minimum. In the medium-term, things are a bit murkier. The big question is whether the economy has room to grow without generating inflation -- and how the Fed will respond. With unemployment near 20-year lows, it is unknown how close the economy is to full employment. If it is close, inflation is likely to worsen. But if the US has more growth potential, due to more corporate investment in plant and equipment, reduced regulation, and more workers coming from the ranks of those that dropped out in years past, the Fed could raise rates more slowly, allowing the expansion to run longer because inflation would be subdued. In addition, there is also fear that the Powell Fed will proactively raise rates too fast simply to prove its inflation-fighting-chops and needlessly cut short the current expansion. In the long-run, the annual deficit is going to be worse than at any time other than during recessions or wars. This not only reduces the ability of the government to fight the next recession with a big dose of fiscal stimulus, but higher debt service costs are also a concern. And as interest rates rise because of the added borrowing, so too will interest payments. Lastly, there is also concern that government borrowing may “crowd-out” private sector borrowing. To the extent

funds that can be borrowed are finite, and that is debatable, every dollar the government borrows is a dollar potentially not available for home mortgages or business expansion. To conclude, in the short run, things look good. In the medium-term, the fear of inflation and the Fed’s ability to let the data speak and not preemptively raise rates unnecessarily will determine how long the current expansion lasts. In the long-run, the government will have less room to maneuver when the next recession hits, and interest payments will consume a growing percentage of the budget, making budget battles on Capitol Hill more contentious and the need to find more revenue increasingly pressing.

Broad-Based Price Increases Plague Building Materials in February BY DAVID LOGAN

Prices paid for building materials increased across the board in February. The indexes for softwood lumber (+5.6%), gypsum products (+4.2%), OSB (+3.1%), ready-mix concrete (+0.4%), and inputs to residential construction less labor (+1.0%) all increased, according to the latest Producer Price Index (PPI) release by the Bureau of Labor Statistics. The percentage increase in softwood lumber prices (not seasonally adjusted) was the biggest since 2012 according to PPI historical data. The last time prices rose nearly this sharply was February 2017 (+4.7%), which marked the first month of price increases after the last softwood lumber agreement expired.

The increase in OSB prices follows a two-month, 22.9% decrease (NSA). After the brief reprieve, however, OSB prices in February 2018 are now 35.0% higher than they were two years prior.

Due to methodology, OSB and softwood lumber data in the PPI tend to lag market conditions. According to Random Lengths, the price of OSB has risen more in recent weeks than PPI data suggest. These increases will likely be captured in next month’s PPI release. Price information for structural panels as recent as early March 2018 is shown below.

Two important factors drive disparities between price changes builders have experienced and the PPI index changes: 1. The producer price index tracks prices paid by wholesalers, distributers, and retailers rather than what those businesses charge customers. 2. The index does not include prices paid for Canadian products as it does not include imports (just as the consumer price index does not reflect prices paid for exports). BLS also reported that prices paid for gypsum products rose 4.2% (seasonally adjusted) in February, the largest increase since April 2016. Although prices increased substantially in February 2017 as well (+3.2%), the average monthly increase during the intervening 11 months was 0.3%. During that period, prices advanced more than 1% only once (+1.6% in June 2017).

The economy-wide PPI increased 0.2% in February. A 0.1% decline in prices paid for goods was more than offset by the 0.3% increase in the index for final demand services. Prices paid for core goods (i.e. goods excluding food and energy) rose 0.2% and the index for final demand less food, energy, and trade services climbed 0.4%. Most of the advance in prices paid for services is traceable to a 0.3% increase in the index for services less trade, transportation, and warehousing. A 3.7% increase in the price paid for traveler accommodation services was a major factor, while the indexes for automotive fuel retailing, food retailing, and airline passenger services also moved higher. In contrast, margins for machinery, equipment, parts, and supplies wholesaling fell 1.4 percent. The 0.1% decline in prices for final demand goods was the first decrease since May 2017. Prices for fresh and dry vegetables led the February decrease, dropping 27.1%. The indexes for gasoline, diesel fuel, and light motor trucks also fell, while prices paid for residential natural gas increased.
