pril showers bring May flowers? What an amazing turn of events we had in the last week. It would have seemed that Spring was here and flowers were in bloom. Spring is close as for my tomato and pepper plants are growing like weeds. It’s exciting to watch them grow over the last few weeks. It won’t be long and we will be in our gardens cultivating for the summer and fall harvest. The last snow storm brought an abrupt stop to our Spring Showcase of Homes for the first weekend. What a beautiful second weekend we had to enjoy the homes for the Spring Showcase. Stay tuned for later this year as we announce the participants for the Fall Showcase of Homes. These Builders are very proud of their work and want you to get up close to experience what they have to offer in expertise and knowledge when building or remodeling a home. Golf is right around the corner and one of the ways we like to get membership out and networking is through our Annual Golf Outing on June 7th. Spots will fill up fast this year as I heard it might be a short summer…. just kidding, let’s enjoy the nice weather before old man winter decides to return. We are excited to announce that we are working with the Project Build Minnesota group which is a statewide effort to help promote construction careers. Our very own John Eischen will be representing Rochester Area Builders on the Board of Directors.

We have had a very strong relationship with Kasson Mantorville over the past couple years and without their partnership, we would not be able to provide these opportunities to you. Please contact the Rochester Area Builders office if you will be interested in volunteering for this event. Studs, Struts & Stilettos was a fantastic success this year. Thank you to all our sponsors, volunteers, judges, models and designers for this year’s event. Without your generous support, we would not be able to host such a large fundraiser for Rochester Area Habitat for Humanity. Congratulations to all the designers and models for a great show! We also have opportunities available to join the Fashion Show Committee that will start meeting monthly to plan the next big show! WHAT YOU NEED TO KNOW ABOUT THE 2018 TAX REFORM ACT The tax reform bill signed into law in December 2017 changes tax incentives for 2018. Specifically, tax reform expands “bonus depreciation” to allow small businesses and Fleet customers to deduct 100% of the cost of qualifying property placed in service in 2018, including certain vehicles (generally vans and larger trucks and SUVs). The section 179 deduction is still available, but is subject to a $25,000 per-vehicle limitation for many GM SUVs, crossovers and pickup trucks. Also, passenger automobiles (i.e., sedans, coupes, and SUVs/crossovers/trucks weighing 6000lbs or less) are still subject to per-vehicle limitations on total depreciation (section 179 plus bonus depreciation) deductions ($18,000 for both cars and trucks placed in service in 2018). Given the changes in the tax laws, bonus depreciation now provides the greatest benefit to customers purchasing trucks and vans for business use. Although section 179 and its per-vehicle limit still technically apply, they do not affect customers’ ability to immediately deduct 100% of the cost of certain vehicles. In summary: •

“Jump-Start” Housing Incentive Program New Construction PURPOSE: The purpose of this program is to act as a catalyst for the purchase of new or spec homes within the corporate city limits of Spring Valley. Townhomes and homes moved onto vacant lots qualify for this incentive. The Economic Development Authority (SV-EDA) is committed to satisfying the housing needs of Spring Valley. The SV-EDA realizes that adequate housing is a necessary tool to help foster a successful and growing community. PROGRAM INCENTIVETOTALS $5,000 1. Applicants shall receive $1,500.00 in Spring Valley Dollars, a $500.00 certificate to the Spring Valley Green House and Floral for two trees and landscaping, $3,000 of City and Utility permit fees waived. 2. The $1,500 is paid to the applicant in Spring Valley Dollars as an incentive for buying a spec home, or building a single- family home or townhome in the City of Spring Valley. Homes moved onto City of Spring Valley lots within city limits qualify for the $1,500 in Spring Valley dollars. ELIGIBLE APPLICANTS 1. Eligible applicants include any individual or a family who builds a “new” home within the corporate limits of Spring Valley for the purposes of making it their primary residence. For the purposes of this program, “new home” means any single-family dwelling, including townhomes, (not including “mobile” homes) built after the date of adoption of this program. “Spec” homes which have not yet been lived in or homesteaded may be included as an eligible site in this program. Homes moved onto City of Spring Valley lots qualify for the incentive. APPLICATIONS included in this information sheet. PROGRAM DESCRIPTION 1. Interested parties shall obtain an application form from City Hall, 201 South Broadway, Spring Valley, MN 55975. Complete the application and return it to the same address. 2. All applicants shall have control of the subject property (i.e. a signed purchase agreement) prior to submitting an application, applicants must submit an application for the incentive prior to closing on their new construction home. 3. For New Construction: All applicants shall submit detailed construction drawings of the proposed home with their building application. All construction shall require a building permit from the city and be completed in compliance with local zoning and the State Building Code. 4. New houses must be a minimum of 1,000 square feet of livable space in size. Garages are optional and may be attached or detached. 5. Applications for newly constructed homes must specify the estimated cost of construction. 6. Once the house is completed, the transaction has been closed, and homeownership has been verified (HUD Statement) that the applicant has indeed made the new home his or her primary residence, the Spring Valley Economic Development Authority shall issue the incentive to the homeowner. Applicants will be responsible to provide the SVEDA with a copy of closing documents to show proof of ownership 7. The Spring Valley EDA reserves the right to reject any and all applications for any reason, specified or unspecified. 8. The Spring Valley EDA will award up to a maximum of three (3) applications for housing incentives, and up to two (2), $400 early bird Rochester Area Builder’s Spring Show case entries.

Jim Gander awarded the North Star Award by the Gamehaven Boy Scout Council The Boys Scouts National Court of Honor introduced a new award to join in the prestigious Silver Beaver, Silver Antelope and Silver Buffalo Awards. The award is titled the North Star Award and is presented to non-registered Scouting supporters who have made significant contributions to a council, community, or at the National level. Jim Gander received the award as he is an extremely strong supporter of Gamehaven Boy Scouts. He attends many of their functions and has been a consistent donor and supporter. Jim and his design team at Superior Mechanical have donated all of the design for plumbing and HVAC for the Community Center Building at the Gamehaven Scout Camp. This has been an on going effort and has involved many hours of meetings with the rest of the design team as well as design and redesign efforts by Jim, Eric and many other members of his organization.

Jobs: They’re Not What They Used to Be Elliot Eisenberg, Ph.D
D
uring every business cycle, economies experience job losses followed by subsequent job gains such that, in time, all job losses are made up, and then some. Between January 2008 and February 2010, almost nine million jobs were lost, but by January 2013 the number of employed Americans had almost fully recovered. The typical good news story, right? Not so fast; the educational attainment of the persons employed in the “recovered” jobs were dramatically different than those in the “lost” jobs. This has profound social and economic implications. While total employment was virtually unchanged on January 2008 and January 2013, millions of workers without college degrees lost jobs and never regained them. For example, the number of employed Americans with less than a high school diploma fell by roughly 1.6 million; the number of high school graduates with jobs fell by about 2.8 million; and the number employed with some college, but no B.A. fell by 225,000. Over that same five years, the number of college-educated Americans with jobs increased by more than 4.3 million! In the next five years of the expansion, years 2013 through 2017, job growth improved; 10.7 million jobs were created. While every educational group saw gains, the distribution was again severely skewed towards those with more education. Those with less than a high school diploma picked up 744,000 jobs, those with a high school diploma added 720,000 jobs, and employees with some college saw employment

gains of 1.6 million. However, college graduates scooped up 7.6 million jobs, or 71% of all new employment, despite being just 36.5% of the labor force in January 2013. In short, college graduates gained twice as many jobs as predicted by their share of total jobs in January 2013. And that percentage was already meaningfully higher than the 33.6% that it was on December 2007, the eve of the Great Recession. As a result, the share of jobs held by the other three educational groupings declined. It fell by a whopping 22% for those with less than a high school diploma, 11% for those with a high school diploma, and by just 4% for those with some college (and this includes those with two-year degrees). More education clearly mitigates these negative employment trends. What is so troubling is that Americans without college degrees, who currently comprise 60% of the labor force, lose employment opportunities regardless of where we are in the business cycle. Worse, many of the less educated men who lose their jobs drop out of the labor force, depriving the economy of millions of workers. At the same time, the national unemployment rate is at a generational low, and employers are desperate for skilled labor. We will soon reach a point where GDP slows simply because of a lack of available workers. Even though a college education is immensely helpful, pushing all high schoolers to go is a disservice. Worse, telling those that do not
go to college that they are failures just compounds the problem. As a result, more students go to college than ever before, but only 57% of college freshmen complete their degree within six years; many never finish. College should be seen as one option among many. Another approach is to increase the number of apprenticeship programs. At present, just 0.3% of the total US workforce is in a registered apprentice program, while in Germany it’s almost 4%, 12 times higher! These jobs pay well, and their graduates are far more likely to be fully employed. The nature of work is changing, and new jobs increasingly demand better skilled workers. Earning nothing more than a high school diploma all but guarantees low wages and long spells of unemployment. While college is an excellent solution, stigmatizing those that do not go is harmful. To that end, giving high school graduates who are not interested in college a wider variety of ways to gain vocational skills and demonstrate employability is critical. Construction Job Openings Higher Year-Over-Year

The count of unfilled jobs in the construction sector declined in February, but remains higher than a year ago. According to the BLS Job Openings and Labor Turnover Survey (JOLTS) and NAHB analysis, the number of open construction sector jobs came in at 196,000 in February. The post-recession high count of open, unfilled construction jobs was 255,000 in July of last year. The number of open construction sector jobs was 169,000 a year ago. The open position rate (job openings as a percentage of total employment plus current job openings) for February increased to 2.7%. On a smoothed, twelve-month moving average basis, the open position rate for the construction sector remained at 2.9%, a post-recession high. The overall trend for open construction jobs has been increasing since the end of the Great Recession. This is consistent with survey data indicating that access to labor remains a top business challenge for builders.
The construction sector hiring rate, as measured on a twelve-month moving average basis, held steady at 5.2% in February. The twelve-month moving average for layoffs is falling again, declining to 2.6%. The quits rate increased to 2.4% in January. NAHB expects construction sector net hiring to continue in 2018 as the single-family construction market expands. However, as labor remains a top cited challenge to expansion, builders will increasingly explore options to find ways to build more with less. www.RochesterAreaBuilders.com
