Publisher’s Note 編者的話 The construction industry has never been more innovative or complex. The planning of new buildings involves many issues relevant to our time, such as the need to build and live sustainably, embrace new technologies and methodologies, and, as we are delighted to reveal in this issue, a mandate for ensuring that workers are safe on the job and guaranteed to arrive home safely at the end of their shifts. Historically, site safety has never been afforded the priority it is today. Across the full spectrum of the construction industry, public and private sectors, our industry now prioritises the importance of safe working conditions, committing great resources to this crucial issue. PRC is delighted to showcase this year’s Safety Leadership Awards and some of the heroes whose dedication to monitoring and promoting onsite safety ensures the wellbeing of all workers. We also draw inspiration from one of Hong Kong’s founding architectural practices, Leigh & Orange, as they continue to add further project success stories to their illustrious 140-year history and whose continuing evolution is still based on the founding principles as decreed by its founders. “WeOwnTheCity” Exhibition 2013 “WeOwnTheCity” Community Practice in Architecture and Urban Planning Exhibition cum Symposium Hong Kong 2013 was held in March at the Energizing Kowloon East Office in Kwun Tong. The event is jointly organised by the Faculty of Architecture of the University of Hong Kong (HKU); and ARCAM and CITIES,Amsterdam. By displaying examples of community planning from Amsterdam and Hong Kong, “WeOwnTheCity” aims to showcase emerging urban development and community planning initiatives in both cities.The event is supported by the Energizing Kowloon East Office of the Development Bureau, the Netherlands Consulate General in Hong Kong, professional institutions such as Hong Kong Institute of Urban Design, Hong Kong Institute of Architects, Hong Kong Institute of Planners and general public participants who truly “own the city” through positive and energetic discussions, debates and workshops. “WeOwnTheCity” is primarily aimed at raising awareness and ensuring further discussion on community practices in architecture and urban planning. Ms. Francesca Miazzo, of CITIES Foundation, Amsterdam, said: “I am thrilled to see so many professionals and scholars from the industry and students here to share their views on urban planning policies and practices. I hope this vigorous exchange of ideas in urban planning and community participation will help foster a better living environment for people in both cities.”

Retail sector faces challenges after ‘golden years’ Colliers International reports that Hong Kong retail sales have grown phenomenally in the decade since the stagnant period that followed the outbreak of SARS in 2003, leaping by 227% from HK$12.7 billion to HK$41.4 billion between February 2003 and February 2013. The number of mainland visitor arrivals in Hong Kong has risen continuously since the Individual Visitor Scheme (IVS) was first launched and its subsequent extension to include more Chinese cities. The figure was 16.6 million in 2002, the year before the IVS was launched; in 2012, it was 48.6 million, an increase of 193%. Joanne Lee, Manager of Research & Advisory at Colliers International (Hong Kong), said: “The introduction of the IVS in July 2003 fired up the growth engine of the local retail sector. This has resulted in a 10-year ‘golden period’. As more mainland Chinese visitors travel to Hong Kong, their contribution to tourist spending in the city’s retail market has become ever-more substantial.” In fact, their spending leapt by 298%, from HK$28.1 billion in 2002 to HK$111.8 billion in 2011, and their share of Hong Kong’s total tourist spending grew from 51% to 67% during the same period.
Johnny Cheuk named Young Engineer of the Year AECOM Technology Corporation recently announced that its geotechnical engineer in Hong Kong, Dr. Johnny Cheuk, was named 2013 Young Engineer of the Year by the Hong Kong Institution of Engineers (HKIE). The prestigious honour recognises outstanding young engineers who have made commendable engineering achievements and valuable contributions to the continuous development of Hong Kong. Cheuk specializes in slope engineering, design of deep excavations and modelling of soil-structure interaction. He has worked on numerous geotechnical projects in Hong Kong, including the West Kowloon Terminus of the MTR Express Rail Link, Reclamation for Hong Kong Boundary Crossing Facilities, Landslide Prevention and Mitigation Works at Po Shan, Mid-Levels, etc. Cheuk received his BEng and MPhil degrees in civil engineering from the Hong Kong University of Science and Technology and completed his PhD degree in geotechnical engineering from the University of Cambridge. He is now an adjunct associate professor at the University of Hong Kong and is actively involved in collaborating with educational institutions to promote technical excellence in engineering.

Atkins designs hotel and residential complex in Sanya

Plans for the creation of a 300 room five-star hotel and residential complex with seaside views and private beach in the Chinese city of Sanya are being drawn up by Atkins. The contract will see a new tourist and residential destination crafted from an as-yet undeveloped part of the coastline. To the north-west of the site, Asia’s largest duty-free shopping centre is under construction. Atkins’ hotel and residential complex will benefit from this retail mall and complement the aspirational development.With a total gross floor area of 97,000m2 above ground, the complex will dominate the skyline from both inland and seaside.Tian Hong,Atkins associate director in China, said:“Open views, rich landscape and privacy are key drivers of this masterplan. Inspired by marine sea shells and waves, the building and facilities are seamlessly integrated with lush landscape and the boundary between indoor and outdoor is blurred. Delightful tropical life is celebrated inside and out. Guests will appreciate the open sea view from the raised hotel lobby immediately upon their arrival.” Sanya is a popular tourist destination in China with the presence of many luxury hotel brands. Haitang Bay, one of the five major bays in Sanya, has been dubbed the new “Chinese Riviera”.

Completed in December 2012, construction of the six-lane, 670m long, 37.5m wide Dragon River Bridge began in July 2009. Located in the port city of Da Nang, Dragon River Bridge is the sixth bridge to span the Han River which splits the city in two. Designed to look like dragons as depicted in the Ly Dynasty, creatures of great significance in Vietnam, the eye-catching bridge breathes fire for festivals and special occasions and can also blast water spouts into the air. The bridge, currently the only the bridge with a single steel arch in Southeast Asia, has a navigational clearance of about 7m and has a major span of 200m and two side spans of 128m. The head span of the dragon's head measures 72m and the tail span 64m. At the opening ceremony Deputy Prime Minister Nguyen Xuan Phuc, said: “This achievement is the result of the determination of Da Nang’s leaders and the consensus of the local people. The Government supports Da Nang to become the centre of economic, cultural, and economic development in the central and Central Highlands region, as well as the country.”

RICS Hong Kong Awards 2013 received an increased number of entries ranging from small schemes project to multi-million budget developments.The awards recognise and reward outstanding real estate teams for their endeavour in the industry. Platinum – LEED professionals group launched In March over 100 sustainable building leaders attended the launch of the Platinum – LEED Professionals Group at a reception at Holiday Inn Express SOHO Hotel, the first certified LEED Platinum project in Hong Kong. Platinum is a not-for-profit organization and is operated by passionate volunteers who provide a forum to support the needs of LEED professionals in Hong Kong. The key objective is to create a platform to providing advice and support to all LEED professionals, create networking opportunities for LEED and other sustainable building professionals, sharing knowledge about sustainability, green building and LEED issues, assist LEED APs and Green Associates to achieve their Credential Maintenance Program requirements, advise professionals interested in acquiring a LEED qualifications and to provide feedback on using LEED in Asia, acting as a communication conduit with USGBC. Winners of The HKIA Cross-Strait Architectural Design Symposium & Award 2013 (CADA) were announced at the HKIA Cross-Strait Architectural Design Awards 2013 Gala Dinner and Prize Presentation Ceremony held that evening. The Hong Kong Institute of Architects (HKIA) organized the HKIA Cross-Strait Architectural Design Symposium & Awards 2013, in collaboration with Shenzhen Registered Architects Association, Taipei Architects Association and The Architects Association of Macau. The Hon CY Leung, GBM, GBS, JP, the HKSAR Chief Executive was the Guest of Honour for CADS.

The CADA is organized for promoting excellence of architectural design in mainland China, Taiwan, Macau and Hong Kong and hence, to give recognition to outstanding designs in the Cross-Strait regions over the past 10 years. This year, there were over 300 nominations from over 40 different cities across 8 categories. L'Avenue Shanghai Located in Shanghai’s Chang Ning District, L’Avenue Shanghai is a 24-storey commercial development that includes an office tower, four-storey retail podium and four-storey basement, with a total GFA of 140,000 square metres. Built as a flagship project for one of the world’s most prestigious retail brands, L’Avenue Shanghai is acknowledged as a landmark building in the district and a precursor of future developments in the surrounding area.
In collaboration with conceptual designer Jun Aoki, Leigh & Orange was the architect and lead consultant, delivering the project from schematic design to construction completion. The unique architectural form conveys the subtle fluidity of the overall design from the tower to the transitional skylight, finishing at the three dimensional, curved formed podium structure. The free from approach used in the design of the building’s curvaceous and twisting form immediately conjures images of an elegant evening gown formulated through the application of unique craftsmanship and a commitment to perfection, allowing the building to express its elegance through the uniquely shaped and meticulously crafted shop fronts and canopies. The integration of architectural fins and lighting within the building envelope also successfully introduces the concept of a “waterfall” into the design. BIM software was used to document the organic form of L’Avenue Shanghai’s facade. Office spaces are benchmarked to international Grade-A standards with high standards of air-quality and acoustically superior spaces with high ceilings and raised floors.The project has achieved LEED Gold certification accreditation and incorporates several innovative sustainable features, such as recycling rainwater for irrigation, recycled construction waste, reduced water consumption and high-energy and efficient plants and equipment, as well as the creation of a large area of green, visually attractive landscape around the building to absorb heat and soften the hard edges usually associated with an urban built structure. The overall form flows seamlessly from the transitional fan shaped skylight spanning over 60 metres to the natural light-filled atrium space below, where unique terraced arcades seemingly create an outdoor shopping experience within this luxurious and air-conditioned environment. A performance stage situated at the centre of the atrium creates an ideal entertainment space and a focus for visitors, while novel, changing feature walls strategically placed throughout the complex guarantee something new to view during each visit. The fluidity of form continues its flow onto the skin of the retail mall and is designed to integrate the overall structure and the façade. Leigh & Orange has been involved in the ongoing development, rejuvenation and expansion of theme park attractions in Hong Kong since the 1970s. Catering to continued expectation for an immersive and thrilling experience that is also educational, Ocean Park aims to provide each guest with entertainment and memorable experiences. Opened in 1977 and situated on the southern side of Hong Kong Island, Ocean Park is Hong Kong's premier educational theme park. Covering more than 915,000 square metres of land, the Park maintains its premier position as a global leader in the provision of worldclass marine attractions, thrill rides and shows divided between two areas: Waterfront and Summit. The Park has consistently reinvented itself and since opening more than 30 years ago has welcomed over 100 million guests. The recipient of the prestigious 2012 Applause Award, Ocean Park is acknowledged as the world’s top theme park and has secured the most significant recognition within the global attraction industry. Ocean Park in 2012 also clinched another industry accolade as the recipient of three Brass Ring Awards at the IAAPA (International Association of Amusement Parks and Attractions) Expo in Orlando, Florida, USA. Part of Ocean Park’s $5.5 billion Master Redevelopment Plan completed in 2012, Summit is home to three major attraction areas– Rainforest, Thrill Mountain and Polar Adventure – for which Leigh & Orange was the lead consultant and architect. In 2012, the Leigh & Orange-designed Ocean Park Summit project was honoured at the prestigious MIPIM Asia Awards as the recipient of the Special Jury Award.
Leigh & Orange adopted a comprehensive green approach to the design of Polar Adventure, leveraging upon its close proximity to, and unique insights into, Hong Kong’s climate and conditions, utilising inventive designs and green features to minimise the exhibits’ electricity consumption, while maintaining an optimal living environment for the animals.With all the green features in place, electricity consumption in the new attractions was also successfully lowered by a substantial amount of 34 per cent. Another key eco-friendly innovation created for Polar Adventure was the diversion of residual cool air from guest areas to the Life Support System and plant room area to reduce the amount of energy needed to cool the machinery. This was also the first such facility in the world to successfully implement this energy-conserving design. In addition, the eco-friendly water-cooled chiller system consumes 50 per cent less electricity than traditional air-cooled chillers and the attraction also uses a thermal wheel that recycles residual cool air to pre-cool incoming fresh air, while carbon dioxide sensors control the fresh air flow rate to match the guest occupancy level in order to conserve energy.

Both Mimi and John predict continued positive growth in relation to both residential and leasing markets in the United Kingdom for the foreseeable future, a point not lost on Asian investors who are increasingly seeking positive returns on investments made into one of the world’s most popular cities.
“It’s a very positive time in the UK property market,” Mimi Capas, Knight Frank Regional Director, International Project Manager, Asia Pacific stated. Mimi added “In fact, Hong Kong ranked second in relation to the purchase of London new-builds, snapping at the heels of no. 1 ranked Singaporeans, but ahead of no. 3 ranked Malaysian investors who are also making their mark in relation to investment in UK properties.” “With the investment market in central London witnessing its strongest year since 2007 thanks to a record level of investment by foreign buyers, total investment turnover in 2012 reached £13.8 billion, confirming significant growth year-on-year when compared to £9.6 billion in 2011. Growth has also surpassed the ten-year average of £10.8 billion recorded in the previous decade.” stated John Okell, Surveyor in Central London Investment Market during a recent visit to Hong Kong. John says that by way of comparison, in 2012, overseas buyers invested some £9.6 billion into London’s property market, the highest figure on record and accounting for nearly 70 per cent of total activity, as compared to year 2000, when overseas buyers accounted for only 24 per cent of deals. Elaborating further, John also confirms that according to Knight Frank research, 2012 was also the fifth consecutive year that foreign investors have accounted for the majority of investment purchases by volume. Further insights into the current state of the residential market in London reveal that transaction levels in 2012 hit £18 billion with 11,900 deals attracting an average price of £1.5 million. “Prime Central London growth for 2012 hit an average of 8.7 per cent, while specific prime markets in the prestigious areas of Belgravia and Knightsbridge were the star performers at 15 per cent, always a major draw card for international investors,” explains Mimi. “Our analysis of all transactions also revealed that United Kingdom buyers accounted for only 58 per cent of purchases and in the new homes environment in particular, this figure declined even further, decreasing to 27 per cent.” Mimi further reveals that from a global perspective, Hong Kong, Jakarta and Beijing are currently the only major global cities to have outperformed London in terms of price growth since the depths of the financial crisis in Q1 2009. “In 2012, overseas buyers purchased £2.2 billion of central London new-build properties,” explains Mimi. “This represents an increase of 22 per cent from £1.8 billion in 2011.”

Leasing market at the ready John Okell 表示:「外國買家主導倫敦寫字樓投資市場已成事實。」 “Foreign buyers dominating the London office investment market has become an established state of affairs,” stated John.“The pound has weakened further in recent weeks, which only increases the logic for overseas investors to buy in London.Also, pricing looks attractive compared to their home markets in many cases.” John explains that prime yields on offices in The City currently rank at 5 per cent and around 4 per cent for West End offices, whereas in Hong Kong yields on similar properties rate at around 3 per cent. “In 2012, much of the focus was on the safer assets, but in 2013 I expect to see investors taking on more risk, including looking at development sites in order to ride the global economic recovery.” “From a leasing perspective, the take-up of office space in the leasing market was 9.6 million square feet in 2012, which was down on 2011 (10.7 million square feet), while the vacancy rate (available office space as a percentage of total stock) was 7.2 per cent at the end of 2012, compared to 7.3 per cent at the end of 2011.This was also the first time on record that the United Kingdom economy experienced a recession without the central London vacancy rate increasing.” John explains that the West End vacancy rate is currently around 5.6 per cent, which is significantly lower than the long-term average of 7.6 per cent. However, he also points out that the office market in The City was a noted bright spot in relation to the overall market, with take-up increasing to 5.8 million square feet in 2012, up from 5.5 million square feet in 2011. In comparison, the vacancy rate in The City was around 8.4 per cent, down from 8.9 per cent on the previous year. “The City also continues to benefit from a growing cluster of technology, media and telecoms firms who acquired 1.2 million square feet of office space in 2012, representing a 25 per cent increase on 2011,” states John. “London certainly proved in 2012 that it deserves its reputation as a resilient property market. As Hong Kong continues to grow, nearly half of the population lives in government subsidised housing. And it is Hong Kong Housing Authority (HA) safety initiatives that allow for the continued accident-free construction of these seemingly endless tower blocks, whilst at the same time influencing constantly improving standards across the local construction industry.

Housing Authority initiatives promote safety across construction industry With around 30 active HA construction projects involving over 6,000 onsite workers on the go at any one time, and while work standards and the quality of work produced is paramount, it also goes hand in hand with safety. As a public sector developer, HA is constantly striving to maximise the use of available resources in its continued provision of quality homes for low-income families with housing needs, however, the safety of onsite personnel ranks as the number one priority above and beyond all other considerations. The HA adoption of the extensive use of modularisation, mechanisation and prefabrication over many years, along with the benefits derived from proven methodologies for onsite safety, is widely regarded as the forerunner of best practices applied across the industry today. This has been achieved through the introduction of practical measures, such as hard paved construction, surveillance plus administrative measures for tower-crane lifting, and intensified fall protection for lift shaft work, which go hand in hand with the tightening of safety audits and safety performance assessments, together with the implementation of quarantines for tenders if tenderers or contractors breach safety guidelines or are found involved in specific onsite incidents. The Housing Authority implements a policy of encouraging contractors to improve and excel in onsite performance by strict adherence to its “five-ZERO” formula, namely

ZERO accidents, ZERO incidents, ZERO convictions, ZERO complaints and ZERO disputes, and works tirelessly to raise onsite standards and performance and to foster best practices as applied by contractors throughout the procurement process, commencing with the selection of tenderers, the monitoring of contractors’ performance, motivating those who perform and also sanctioning those who fail in their obligations to HA and the industry as a whole. Specific new HA measures have been applied across the board at all HA project sites to further secure its notable zero-accident record. These include the promoting of new safety-related innovations that are part of the Pay for Safety programme, the launch of HASAS (Housing Authority Safety Audit System) with a “safe system of work approach” in order to further enhance safety auditing in relation to active onsite contracts, the launch of HALENSAS (Housing Authority Lift and Escalator Nominated Sub-contracts Safety Auditing System), a safety audit programme specifically targeting lift works, the launch of SSIP (Surprise Safety Inspection Programme) that focuses on high-risk activities, as well as onsite safety compliance checks in relation to all onsite projects through surprise inspections without any advance notice. Additional innovations Speaking on behalf of HA, Housing Authority Senior Manager Safety and Health,Terry, K.C. Ching, explains that HA constantly initiates the introduction of new and innovative safety measures through Pay for Safety in order to continue the evolution of onsite safety.

“This has stimulated HA’s business partners to also going that extra mile by heralding safety innovations for meaningful purposes,” states Ms Ching. “In effect it is the leveraging of safety innovations that not only help make the construction process safer, but at the same time also assures the terms of quality, efficiency and construction worthiness.”

Ms Ching explains that at HA, the term “TEAM’ refers to “Together Everyone Achieves More”, and onsite safety training programmes are conducted for resident site staff, professionals and technical works staff, as well as professional service providers in a bid to strengthen core competencies.
Additional recent examples of innovative initiatives introduced in relation to onsite safety include the safe fabrication of large diameter bored piles in factories with tailor-made machines, together with an automatic robotic welding arm, the enhanced efficiency of fabrication requiring two workers and reducing hazards associated with traditional methods which were also labour intensive and required five or six workers to carry out, and also reducing waste and scrap.
“We promote a continuous process of educating our staff and business partners and encouraging them to always strive to improve and excel in their performance,” states Ms Ching.
“Another recent “going the extra mile” initiative involves a 360-degree free rotating hanger system, where the hanger is set up on a steel frame to accommodate a generator and welding set for hanging electricity cables above ground,” states Ms Ching. “As a result hangers can be rotated so that the cables can be relocated easily during the welding work. This design also helps improve site housekeeping, thus reducing the risk of accidents as a

“HA will continue to implement caring safety measures in line with all its projects, as well as future industry developments. We will also examine linking SSIP with Pay for Safety, establish an Occupational Incident & Disease Surveillance System for monitoring accidents and incidents onsite, implement measures to effectively strengthen mechanical plant safety, further strengthen the safety competencies of contractor management personnel, and review the practicality of incorporating the SSIP score index into system scores. In this way we will continue in the pursuance of the “five-ZERO” formula and a safer onsite working environment for everyone.”

房委會的合約管道同期約有三十項工程在進行中,涉及超過六千名工地工作人員;對工 作水準和質素固然看重,但對安全的要求亦是一絲不苟。作為公營發展部門,房委會致 力於善用資源為有住屋需要的低收入家庭提供優質居所,而工程人員的工作安全乃是首 要的考慮因素。 多年來,房委會廣泛地採用組件式單元設計、機械化和預製組件,配合持之以恆的工地 安全為本守則,成為了業界典範。這些顯著的成效亦有賴引入了多項安全舉措,如硬地 施工、塔式起重機的監察及行政措施、升降機槽工作的防墮保護措施、並收緊安全稽核 和安全成效評估準則,以及對違反安全指引或涉及工地安全事故的承建商採取隔離審視 等實際措施。 房委會鼓勵承建商嚴格遵守「五零」公式,即是零意外、零事故、零檢控、零投訴和零糾 紛,以改善承建商的工作表現,並不遺餘力地提高工地安全水準和成效、由選擇投標者至 監察承建商工作表現的整個採購過程中,建立最佳安全的作業模式、鼓勵有表現並懲處沒 有履行對房委會以及建築義務的承建商。 房委會在其轄下的所有工地實施了新措施,以達致零事故的驕人記錄,包括推動綜合安全 支付計劃的革新安全措施、利用系統優化安全稽核制度並提升施工中工地的安全稽核效 能、推出升降機及扶手電梯安全稽核制度和啟動針對高危工作的突擊安全巡查計劃。

代表房委會的房屋署高級經理(工程安全及健康)程林桂珍女士表示,為了讓工地安全得 以持續提升,房委會不時透過優化綜合安全支付計劃引進創新的安全措施。
程女士解釋說在房委會「團隊」(TEAM) 一詞的意思是指「團隊協作是共同努力的成果」 (Together Everyone Achieves More)。房委會為工地工友、專業及技術人員,以及專業服 務供應商提供工地的安全培訓,以提升核心技能。
程女士說:「這樣可以促使房委會的商業夥伴也多走一步,引入全新的安全措施。利用創 新的技術不但能使建築過程更加安全,同時也確保了質量、效率和價值管理。」 「這些措施必需切實可行及有助於改善監察措施的安健水平,以及必須通過職業安全健康 局轄下安全稽核辦公室的職員審查,才能獲得綜合安全支付計劃的款項支付。」 除此之外,承建商更引進了在工廠用特製機器製造的大直徑鑽孔樁的技術,連同一個自動 機械焊接臂,除了提升效率,亦把傳統所需五至六人的需求減到兩人外,亦大大降低了風 險,同時減少了浪費和製造廢料。 程女士指出:「另一創新措施是採用360度旋轉吊掛系統,當中的吊掛設於鋼框上,內藏發 電機和焊機裝置,方便把電纜吊離地面。吊掛可以旋轉以便電纜移到焊接工作點上。這設 計有助於提高工地的管理效益、減少因被電纜絆倒而發生事故的風險和觸電危機。」
程女士說:「我們致力推動員工與商業夥伴的持續教育,並鼓勵他們改善和提高工作 效能。」 「房委會將為新進工地的工友實施關懷安全措施。我們將研究把突擊安全巡查計劃納入 綜合安全計劃之內、建立工傷及閃失事故和職業病監察系統、落實有效加強機械安全的 措施、加強承建商管理人員的安全培訓和研究把突擊安全巡查計劃所得的分數加入系統 評分的可行性。展望將來,我們將持續實行「五零」公式,以及推動為工地人員建立一 個安全的工作環境。」

Safety Begins with Me Interview with MTRC Projects Director
Visitors to the MTR Corp Ltd. headquarters might have spied it in the lobby, a bronze plaque that spells out the company’s drive to improve workplace safety standards. It is a detailed philosophy playing on themes of involvement, responsibility and flexibility for all parties working on site.
It could ring hollow but MTR Corp is prepared to back the words with Hong Kong’s most far reaching, thoughtful and innovative safety regulations. At this year’s Lighthouse Club Safety Leadership Awards on 8 March, MTR Corp claimed a gold award in the Client-Developer Category for this year’s most outstanding contribution to safety in the construction industry. The Client-Developer Award recognises the MTR’s overall leadership role in the construction industry and the company’s passion for health and safety.The most welcomed innovation was a focus on improving the working lives and conditions of frontline construction personnel, and the rapid rate of improvement, the judges said.The award was accepted by projects safety manager Steve Howarth and projects director TC Chew. Mr Chew later claimed the Lighthouse Club’s Golden Helmet award.The award recognises his efforts in promoting safety in its widest sense, both throughout an organisation and across the wider industry. “I’m particularly happy to get this recognition as this is an endorsement that the MTR and the team of people with me who believe in promoting safety in construction are moving in the right direction,” he said. “One never knows whether it’s being accepted as the way forward and one always looks for improvement. This recognition encourages me to move forward and for us to do more.” That Mr Chew was at the centre of both awards was apt recognition of a vastly experienced construction professional with a 35-year track record in transport projects around the world. Mr Chew joined MTR Corp in 2010 with a resume that included stints with the Land Transport Authority in Singapore, and responsibility for Bombardier Transportation projects in Kuala Lumpur, Seoul and London.
In Singapore he took charge of road and rail projects that were some of the Lion City’s biggest works projects of the century. He enjoyed a key role in introducing the first automated, driverless North East Line for the Singapore MRT. There were also leadership roles in several light rail projects, the city’s Circle Line projects and the extension of the city’s East West Line past Changi Airport. As a major engineering client in Hong Kong, the MTR has the power to dramatically improve its safety standards and cause a knock-on effect in industry-wide standards. But Mr Chew’s role is not hampered by the sheer scale of his portfolio. He is ultimately responsible for an expansion programme that began in 2009 and includes five new railways, spanning 158 contracts on more than 150 sites in Hong Kong, for a cost of HK$179.8 billion – about the GDP of Bolivia. Mr Chew told PRC Magazine that the awards reflected the company’s collaborative approach to safety, which involved MTR, its contractors and partners. “I like to push two basic things that we have done for our people and we remind one another constantly. One is a little phrase, ‘safety begins with me’, and the other is ‘don’t walk by’,” Mr Chew said.“These two ideas enshrine our philosophies of caring for workers and improving their safety.” It is a holistic approach to safety minimising risk for self and for others, by empowering workers to assume responsibility for their fellow worker’s health. Mr Chew said the net result was a combination of trust, empowerment and correction without punitive action by the MTR that “creates a momentum of wanting to do more” between the company, contractor and workers. He calls it Safety Starts With Me. The Golden Helmet has been the industry’s benchmark award for safety since the mid-1990s. Each winner identified by the Lighthouse Club’s select judging panel has placed safety at the top of management’s agenda and used every opportunity to reduce risk, reduce injuries, save lives and family heartache.

The MTR has launched a number of safety initiatives in the past 12 months that were recognised by the judging panel as industry best practice. Indeed, the MTR has captured imaginations with two industry-wide firsts.The judging panel was impressed by the MTR’s initiative in introducing the project-wide Heat Stress Prevention Guidelines.They are the first construction company in Hong Kong with such guidelines. The Heat Stress Prevention Campaign gives workers an additional 15 minutes’ break both in the morning and afternoon on days when the Hong Kong Observatory declares a hot weather warning. The programme began last summer and will be developed further this year by offering a powdered energy drink sachet to site workers. The award was based on a body of research from around the world that shows accident rates increase as heat fatigue increases. “It was one of the concerns we had. With an ageing construction population, hard work under the hot sun is not necessarily an ideal environment,” he said. Then there is the provision of a Workers Life Insurance Scheme, a mandatory policy for all workers on MTR’s project sites, up to age 69, as well as to cover ancillary staff, cleaners and security guards. Launched last year, the scheme provides HK$200,000 for the family, should a worker die whilst in the company’s employment. Mr Chew said the insurance programme was one of the most noticeable safety improvements ever made by a construction company. The scheme, unlike any ordinary labour insurance scheme, workmen’s compensation scheme or any kind of insurance scheme, was launched after the company heard complaints from its contractors and labour unions that workers were finding it hard to find adequate cover. “Nobody, as a client or an employer of subcontractors, has ever bought life insurance for workers, other than their direct staff, before. I think we must be the first in the region, if not the first in the world,” he said. “The whole thing is not about workplace compensation or any kind of insurance. This is to say to the guys that ‘we believe in you’ and ‘we believe that things can happen that are outside our normal control’.” A third vital part of the MTR’s safety drive has been in its support of smaller contractors and sub-contractors. Mr Chew said smaller operators often lacked the financial resources to properly instruct and manage an effective site safety programme.The Safety Management System was borne from that need. Mr Chew pushed the development of the booklet and online resources, which are issued free to subcontractors. He pledged to continue the development of the safety management programme, saying it fits in well with the “learning cycle” the MTR had engaged with its contractors. The safety management system ties in with the New Worker Caring Programme that helps induct new workers and introduce them to the right safety behaviours, and the iSafe that teaches a personal risk-assessment process before starting work, ensuring individual workers are empowered to ensure safer workplaces. At the management level, Mr Chew has driven engagement by introducing quarterly Safety Conferences to improve communication, a Safety Improvement Incentive Scheme that rewards the best performed contractors, and Safety Awards to recognise safety leaders. Mr Chew says he’s preparing to go further this year to engage more positively with the contractors and subcontractors. “We think the big ticket number is about behavioural change. We have started on the first step with Safety Starts With Me,” he said. “If the contractor has that in the front of their minds at the first thing in the morning and throughout the whole day at work, you are beginning to change their behaviour. And that change in behaviour, rather than being a gung-ho, why-should-I-have-to-change-type of worker is what has to change.” “It’s a small way of making a big difference.”

安全由我做起 專訪港鐵工程總監 那當然不是一紙空文,因港鐵制訂的全是最深遠、周詳和創新的安全規定,所以匾上其 實字字珠璣,擲地有聲。 港鐵在今年3月8日舉行的明建會安全典範大獎頒獎典禮上囊括了一項金獎:客戶-發展商 類別的金獎,表揚其過去一年於建築業安全維護範疇方面的突出表現。 「客戶-發展商類別金獎」旨在嘉許港鐵於建築業整體的領導者角色,並表揚港鐵對提 高健康和安全意識的熱忱。評審總結港鐵最教人津津樂道的創新思維,就是專注優化 並加速改善前線施工人員的工作環境和情況;當日由工程總監周大滄和項目安全經理 Steve Howarth 上台領取獎項。 周氏亦同時獲頒金盔獎。該獎項旨在表彰在行業內外在倡導最廣義安全方面表現卓越的 人士。 周氏說:「我非常高興能夠獲得到這個獎項,是對港鐵及我和我的團隊深信推動建築安全 的認同,而我們亦朝正確方向邁步向前。」

周氏說,這壽保計劃不是一般的勞工保險, 工傷賠償或任何形式的保險,是建築公司有史 以來所推出的最顯著安全優化行動。。港鐵曾聽到承包商投訴其工地員工難以找到足夠 保障,於是推行此計劃惠及有關員工。
周大滄先生之所以是這兩大獎項的靈魂人物,全因為他在全球交通運輸工程項目上累積了 共35年的豐富經驗,乃建造專業界裡無人不曉的佼佼者。
他說:「從來沒有客戶或承包商的雇主為工人購買人壽保險;即使不是世界第一,我認為 我們也一定是區內第一。」
周氏於2010年加盟港鐵公司,曾負責新加坡陸路交通管理局,以及運輸設備製造商龐巴迪 位於吉隆坡、首爾和倫敦等多個項目。在新加坡,他掌管公路和鐵路項目,當中更有獅城 世紀以來最大的工程項目,其中主要往績包括為新加坡地鐵有限公司引進第一條全自動化 無人駕駛東北鐵路線。他同時在幾個輕軌項目擔任領導角色,包括新加坡地鐵的環線項目 和途經樟宜機場的東西鐵路線延伸段。

– Safety Awards The best run safety programmes in Hong Kong’s construction industry were lauded at The Lighthouse Club’s Safety Awards last month, with top honours won by two government civil engineering departments, Lambeth Associates, Aedas and MTR Corp Ltd. At the 8 March ceremony, the Lighthouse Club’s safety committee chairman Mark Divers spelled out the purpose of the awards as a leading recognition for organisations who put safety at the forefront of their business ethics and activities. He said the awards “promote good health and safety leadership and management which is the main purpose of this evening with the presentations of the Lighthouse Club and Construction Industry Council Safety Leadership Awards and the Golden Helmet Award.” The highlight of the evening is the Golden Helmet award. Mr Divers said it celebrated the work of an individual with exemplary safety leadership within the construction industry. This year’s winner was the director of the MTR Corp’s projects division, T.C. Chew (see page 38). MTR Corp also claimed the gold trophy in the Client-Developer category of the safety awards. A rarity among industry groups, including Hong Kong’s construction industry, the Lighthouse Club is proudly apolitical. It operates in an environment closer to collegial than it is corporate. But that’s not to say its members do not appreciate professionalism. They are passionately devoted to the club’s leading raison d'être: safety. Since 1986, the Lighthouse Club has been a significant force for good in Hong Kong’s construction industry. At a time when safety was often a secondary consideration and the pursuit of profit was the single most important driving force on construction sites, the club bought together concerned members of the industry, working across the entire spectrum of construction. The first members shared a common desire to look out for the people that construction would not – or could not – take care of. They have helped make safety a banner issue. Move forward 27 years, and the club has developed a presence throughout the Middle East, the Asia-Pacific region and has spread from Britain, right across Europe. The Lighthouse Club Benevolent Fund is a source of financial aid and development for construction workers around Asia.The fund’s aims vary according to need but the uniting theme is funding for workers’ needs. In Thailand, the fund provides direct aid to fund and finance the operation of schools. In the Philippines, the fund is deployed to sponsor children studying a trade or profession tied to the construction industry. At the club’s homebase in Britain, the fund was established in the 1960s with a more traditional scope of providing charity to the victims of workplace accidents or serious illness, and to supporting families that lose their bread-winners in fatal accidents.

The club’s deputy chairman in Hong Kong, John Battersby, is quick to point out that at the heart of the club is the promotion of fellowship. An ethos of openness and camaraderie is crucial and it is underpinned by communication between the club’s membership. Excellent communication is also at the heart of each of the winning submissions at this year’s safety awards. The club’s Leadership Awards were born during discussions within the construction group at The British Chamber of Commerce. Overlooked by some in construction, the chamber felt site safety was an issue too big to ignore. The Client-Developer Category celebrates “exemplary safety leadership” for the lifespan of a project, from inception to design and on the site. The category includes government departments and two claimed a joint silver award this year.The judging panel, led by Hong Kong University academic Steve Rowlinson, awarded the trophy to the Civil Engineering and Development Department and the Drainage Services Department. The Hong Kong government’s drainage department covers some of the most dangerous and inhospitable sites in the city – from tunnelling 160 metres underground, to the rooftops of the city’s towering skyscrapers – but is one of the government’s smallest engineering groups. Drainage Services Department, deputy director Tsui Wai told PRC magazine the Harbour Area Treatment Scheme was a massive project, whose second stage was now in full swing. At an estimated cost of HK$17.2 billion, the second stage will connect eight sewerage treatment plants on Hong Kong Island to the city’s main water treatment site on Stonecutter’s Island. “About 10 years ago with Stage 1 there were quite a lot of accidents because tunnel works are inherently dangerous. Of course the more hazardous it is, the more effort you can put into safety. That’s why we put a lot of effort into safety,” he said. The department has run five individual safety campaigns over the past six months, in addition to training and education mandated by law. The department works closely with the Labour Department and invites other specialist bodies to consult on specific issues. Accident rates have fallen substantially.The drainage department is considered one of the government’s better performing departments with 0.24 non-fatal accidents recorded per 100,000 man-hours worked last year, according to government data. “I think the big turnaround is human factors. Before the project was at the centre but we are shifting a little bit.The project is still important but I think the people, the staff, are now more in the picture. Whether our projects are successful or not depends on the people. ‘People’ includes ourselves, as well as the contractors and the consultants.”

Wai added the foundation for an improvement in safety had come from building more meaningful relationships with contractors, and introducing better lines of communication with their management and workers. An increase in site visits to gauge working conditions, combined with regular meetings to communicate schedules, details and push for safer conditions were now baked into the department’s policy from the top directors down. Wai concludes, “Safety is the team’s problem but before you can get to that, you have to build a team.” Civil Engineering and Development Department deputy director Chan Chi-ming helps administer a HK$3.5-billion project budget each year on jobs that cover the length and breadth of Hong Kong. “I think what sets us apart is the degree of attention that we pay to safety,” he said. “In the past couple of years we have introduced our own annual commendation and award scheme. Every quarter we issue commendation letters and once a year we issue an annual award.” The department also claimed a silver award for making a “mature health and safety management system” part of daily business, Mr Divers said. The department had shown leadership and a displayed a unique focus on research to drive effective safety improvement programmes. Mr Chan told PRC magazine the department was dedicated to integrating the best practices of construction from the West and applying them in Hong Kong. It had beefed
up its programme of site visits, with 131 site visits by directorate-level staff in the past year. The department’s safety and environmental adviser, Kevin LEE, said the strong on-site presence was paired with training, teaching, audits, morning safety briefings and fortnightly safety talks – as a standard. It also provided a free-of-charge safety plan to smaller contractors. “These are not just figures.There are stories and families behind them,” Mr Lee said.Apart from dedicated resources to monitor site safety and manage an independent grading system of its contractors, the department has flagged two important initiatives. It plans to write more contracts specifying that uniforms must be worn by contractors and it is investigating more academic research into all on-site safety breaches. “If we can reduce near misses, eventually, we can reduce the serious ones. We need to have a system where all near-miss incidents are reported. That would eventually help improve safety,” Mr Chan said. The Lighthouse Club’s Safety Awards are a must for any construction company serious about safety and invaluable to maintaining the highest standards. Mr Chan said the award was an achievement, but also a significant motivating force to continue to improve. Aedas senior director Kyran Sze sees his company’s award as encouraging. “The award is good encouragement of Aedas’ strong effort in making our building sites safe,” he said. With solid support from the industry, The Lighthouse Club is lighting a safe path that others can follow.

The judges of The Lighthouse Club Safety Awards have a message for would-be winners of the construction industry’s premier workplace safety prize: keep going. The chief judge of this year’s award, Hong Kong University Professor Steve Rowlinson, says the standard of entries has increased in line with the construction industry’s increasing emphasis on safety. 5
“The quality of the presentations to the judging panel has improved dramatically over the past three years,” he told PRC magazine. “The judging panel was extremely impressed with all the presentations this year.” The club’s judging panel included the Safety Committee chairman, Mark Divers, Prof. Rowlinson, Angela Yuen, Gary Tse, Ian Chung, Tony Small, K.C. Ng, Daron Leung, Stewart Saunders, and Donald Gray. Prof. Rowlinson, a construction safety expert with the Faculty of Architecture’s Department of Real Estate and Construction, recommended entrants to the awards focus on quality. With the ever increasing number of entries to the annual awards, the competition for the top awards has also increased. But Prof. Rowlinson said that should not deter the construction industry from getting involved, even increasing their effort. “The decision of the panel was unanimous in choosing the winners but it was obvious that all of the candidates are potential winners in the future,” he said. “Each of the candidates could easily have won in previous years but the two winning presentations this year were outstanding.”

This year’s Gold Awards went to Lambeth Associates for safety leadership in the ArchitectConsultant category and to the MTR Corp in the Client-Developer Category. For next year’s awards, he recommends following the lead of some of this year’s best award submissions. “The presentations are varied, they are innovative and they present the case for the candidates in an exemplary manner,” he said. Prof. Rowlinson said the committee was pleased with the commitment of the companies. Their dedication to improving workplace safety in Hong Kong and further afield was something to be commended.

明建會「安全典範大獎」 明建會剛頒發了「安全典範大獎」獎項,表揚香港建造業中出色執行的安全計劃,當中的 最高獎項得主包括了政府旗下兩個土木工程有關部門、琳寶工程顧問有限公司、凱達環球 以及香港鐵路有限公司。 在三月八日舉行的頒獎典禮中,明建會安全委員會主席 Mark Divers 重申頒發獎項之目 的,藉著獎項表揚把安全考慮凌駕於商業倫理及活動之上的機構。他表明「由明建會和建 造業議會所頒發的建造業安全典範大獎以及金盔獎,能鼓勵機構在健康和安全方面作出優 秀的領導及管理,是舉行頒獎典禮的宗旨。」 當晚的高潮為頒發金盔獎;據 Divers 所言,該獎項為表揚個別人士在建築安全方面的傑出 領導和貢獻,而本年度得主為港鐵公司工程總監周大滄(詳情請參閱38頁),而港鐵更同時 獲得「客戶及發展商」類別的金獎。 明建會在香港不同工業協會中難得一見,不帶任何政治色彩及背景,整體運作類似共 同倡導多於商業運作,但這並不等於輕視專業精神,而是把創辦的主要目的-「安全」 放在首位。 明建會自1986年起便為香港建造業帶來正面的推動,當時在建築工地的唯一重要考 慮為獲利,遠駕於安全之上;而明建會匯集了對此關注的業界人士,於整個建築業不同 層面中作出努力。會員同心齊志,關心其時建築業不作關注或無力理會的一群,並高舉 安全議題。 經過多年的發展,明建會的分會遍佈中東及亞太地區,並從英國發展到歐洲各地。明建 會慈善基金更為亞洲的建造業人士提供金錢上的支援和發展。基金根據需要而作不同運 用,但皆以業內人士需要為宗旨。基金在泰國提供經費支持學校運作,而在菲律賓則贊 助青少年學習建造業有關的手藝或專業。源於英國的明建會,早於1960年代便建立了慈 善基金,提供金錢支援予工傷意外的的建造業人士,當中包括因工受傷或患疾人士,或 是支援死者家屬。 明建會香港分會副主席 John Battersby 指出,明建會的中心精神為推廣會員間的聯繫, 在會內營造坦率和忠誠的風氣並重視溝通;而溝通也正是本年所有安全獎項得主的成功 之道。 明建會的「安全領導才能獎」由英國商會內建築業人士經過討論而設立。商會認為安全這 議題未被部份建築業界關注,但其重要性卻不容忽視。
渠務署於過去六個月內舉辦了五個不同的安全活動,並安排法定要求的培訓及教育。部 門與勞工署緊密合作,並於個別問題上邀請了專門機構作諮詢。渠務署的事故發生率大 幅下降,更成為政府中安全表現較佳的部門之一;根據政府資料顯示,於上年十萬工時 意外率低至0.24個工傷。 「我相信是人為因素促使這顯著的改善。起初我們只著重在項目上,才慢慢的作改變;項 目現在固然重要,但當中的相關人等和員工到現在更備受關注,項目成功與否也取決於當 中的人眾。這些『人眾』包括了我們,同時也包括了承建商和顧問。」 此外,徐偉也表示安全的改善紮根於跟承建商建立更具意義的關係,並與其管理及工作 人員作出更好的溝通。整個部門的政策從上至下作出根深蒂固的改動,包括了更多的工 地視察以衡量工作環境,加上定期召開會議,在時間表和細節上作出溝通,並竭力營造 安全的工作條件。 徐氏作出結論:「『安全』是關乎整個工作團隊的問題。但要處理的話,必須先建立 好團隊。」 土木工程拓展署副署長陳志明每年處理總值達35億港元的項目,範圍涵蓋整個香港。他表 示:「我認為部門較為突出的是對安全的重視程度。在過往數年,我們引入了自己的年度 表彰和獎勵計劃,在每一個季度發出嘉許信,並每年度頒發獎項。」 Divers 指出該部門獲得銀獎的一個原因為把「成熟完善的健康和安全管理系統」融入日常 運作當中。部門更作領導地進行精闢的研究,促成有效的安全改善計劃。 陳氏對本刊表示,部門專心致志,將西方建築之最佳實踐方法在香港實行,增加工地視 察活動,於上年作出多達131次的署長級官員實地視察;安全及環境顧問組高級工程師 利國鴻先生表示,高度的實地參與,配合培訓、教育、審核和安全早會簡報,以及每兩 星期舉辦的安全講座,成為運作的標準模式。部門也同時為規模較小的承建商提供免費 的安全計劃。利國鴻指出:「這些不單單是一些數字,其實更包括了很多的故事和家庭 在背後。」 除了投入專門的資源去監察工地安全,並為承建商作出獨立的評級系統,部門更發起兩 項重要倡議,計劃在更多的合同內規定承建商必須穿戴制服,以及在工地安全漏洞方面 作出更多學術研究。
「客戶及發展商」類別的獎項表揚在工程項目的構思、設計和施工都致力推動工業安全、 領導卓越,堪稱楷模的僱主 (包括政府部門)及發展商,今年由兩個政府部門共同獲得銀獎。 評審團由香港大學學者 Steve Rowlinson 主領,將獎項頒予土木工程拓展署和渠務署。
陳志明表示:「如果我們能減少險失事故,便可減低更嚴重事故的發生。我們需要制定系 統,記錄所有險失事故,最終將有助提高安全性。」對任何有心在安全上維持最高標準的 建築機構而言,明建會的「安全典範大獎」可謂最高度的讚許。陳氏認為獲獎固然是一項 成就,同時也注入強大的動力,繼續精益求精。
香港政府渠務署服務遍及香港一些最為險峻及渺無人煙的地域,當中包括地底深達160米 的隧道,或是高聳入雲的大廈樓頂,但渠務署卻是政府規模較小的工程部門之一。
凱達環球有限公司董事總經理施家殷先生對獲獎感到振奮:「這個獎項對凱達環球促使建 築工地安全所付出的努力作了認同,是一個很好的鼓勵。」
渠務署副署長徐偉先生對《 PRC 建設》表示,「淨化海港計劃」這龐大計劃現已進入第 二期階段甲,估計耗資172億元,將連繫香港島八所污水處理廠並建造污水隧道系統,把 現時未經處理的污水輸送到昂船洲污水處理廠作處理。
明建會得到業界的穩固支持,定當為整個行業的工作者繼續發熱發亮,在安全上擔當嚮 導和明燈的角色。
徐偉表示:「在10年前進行第一期建造工程期間,發生了若干意外,因為隧洞工程確實 帶有相當的危險性。工程帶有危險,便要在安全方面下更多工夫;故此我們在安全工作 上竭盡心力。」

Construction Safety Week 2013 Sees Industry Stakeholders Work Hand-in-Hand to Achieve “Zero Accident” Following the great success of the Construction Safety Week in 2012, the industry-wide safety promotional campaign, jointly organised by the Development Bureau (DEVB) and the Construction Industry Council (CIC), returns in May this year with newly introduced initiatives and awards. The Construction Safety Week will be held from 27 - 31 May, 2013. The campaign continues to reinforce the theme of “zero accident” and encourages industry stakeholders to work together to realise the goal of a zero-accident environment. A series of activities, including the Zero Accident Declaration Ceremony, a conference on experience sharing and reflection among industry practitioners, site visits and an award presentation ceremony of Considerate Contractors Site Award Scheme 2012, will be launched during the 2013 campaign. Construction Safety Week 2013 will also introduce a number of new initiatives and award schemes to further foster a work safety culture and environment. These include Safety Pal, Zero Accident Ambassador Award and the Innovative Safety Initiative Award 2013. • Safety Pal aims to enhance the safety awareness of frontline supervisors and workers. Construction supervisors and workers becoming Safety Pals will be eligible to join a series of safety promotional activities and receive regular construction safety advice. • Zero Accident Ambassador Award – Construction workers with outstanding performance in construction safety will be nominated as “Zero Accident Ambassadors”. This award aims to recognize workers for their commitment in working towards a zero-accident site environment and further encourage them and their peers to continue with this goal. • Innovative Safety Initiative Award 2013 – Contractors and subcontractors who implemented innovative safety initiatives in 2012 will be invited to submit entries to compete for the “Innovative Safety Initiative Award 2013”. “Some 510 organisations and over 31,000 individuals from the construction industry pledged their support to working towards the target of ‘zero accident’ through the signing of the Joint Declaration launched during Construction Safety Week 2012. With the launch of a second, more comprehensive, campaign this year, we are looking forward to seeing even greater support and participation from the industry,” a spokesman for the Development Bureau said.

There has been a quiet revolution taking place at the Quarry Bay offices of Lambeth Associates Ltd. (A member of the Gammon Group) through a process that weaves together communications at all levels of a construction project; the Lambeth engineering design consultancy is building an industry leading system to manage change and thereby improve site safety.
Mr Askew said there was a small cost premium in deploying the system but it had paid for itself in safety and productivity improvements.“We tend to forget not only the human cost but also the monetary implications of our decisions, which according to recent insurance figures are on average as high as HK$700,000 per Workmen’s Compensation claim, and these exclude consequential costs to a project” Mr Askew added.
In winning the Lighthouse Club’s Gold Award for safety leadership in the ArchitectConsultant category Lambeth’s demonstrated that best-practice commitment to safety begins with efficiency and transparency.“We’re not aware of any consultant or contractor that has anything similar to some of the tools we have that allow easy communication of design changes back to the designer electronically and not through emails that can get lost,” says Lambeth director and general manager Ian Askew. Mr Askew told PRC magazine that Lambeth had created its own software and Internet-based communication tools to communicate and monitor design changes as part of a wider, integrated effort to minimise risk, the Zero Harm Plan.
Lambeth draws heavily on a 35-year engineering pedigree in the Asia-Pacific region to “design in” safety. It stations engineers on site with construction teams, a decision that Mr Askew said enhances productivity by getting engineering decision “right first time” through direct communication between designer and constructor, Better “ontime”decisions being the end result.“ We are trying to deliver both safe designs and dollar value across the board.”
The plan is based on four principles – learning and influencing, open engagement, communication, and removing risk – with liberal doses of common sense and lateral thinking throughout. “We usually ask ourselves what are the risks, what could possibly go wrong and that’s the starting point. We try and instil in all the design teams, in all the engineers, this sort of thinking,” Mr Askew said. It is discipline and practices such as these that led the Lighthouse Club to present a Gold Award to Lambeth.The club’s chairman of the safety committee, Mark Divers, said Lambeth had displayed an unfailing commitment to health and safety. It had brought about change through innovation,“ensuring that significantly safer alternatives are put into use” and then promoting them, Mr Divers said during the club’s safety awards night on 8 March. “We believe that consultants have a much greater role to play in engineering-out risk that can lead to accidents in Hong Kong and more generally around Southeast Asia and what we are trying to do is identify some key areas where we can do more, develop best practices and communicate that to the wider industry,” Mr Askew said. Lambeth’s engineering solutions are being put to work on high profile contracts around Hong Kong, including the estimated HK$8.9billion contract to build the West Kowloon Terminus for the Hong Kong-Guangzhou Express Rail Link and the Midfield development project at the Hong Kong International Airport. Phase 1 of the project includes the building of a new midfield concourse with 20 aircraft parking stands, a new cross-field taxiway and the extension of the existing automated people mover to the terminal. At each of these high-profile sites, Lambeth’s reusable, mechanised formwork is being deployed – an innovation to reduce onsite accidents and accelerate construction. The mobile, hydraulic system removes the need for scaffolding and formwork, reducing risk to workers. “It removes the need for lots of carpenters and nearly all the risks involved with working at height because all the barriers are pre-installed. This process very safely accelerates the construction period so the exposure of the workers is lower.” Adapted from bridge building techniques, Lambeth’s in-house designed technology, reduces man hours required by a factor of eight and a corresponding eight-fold reduction to exposure.

The company has taken its collaborative approach to construction and combined it with a willingness to demystify the roles of professionals within the organisation, with a shared objective of making it easier to build safely. “We put a lot of effort in to how we communicate. As an industry we tend to produce drawings that are full of information and two-dimensional sections but at Lambeth we want to move away from that. We’re trying to move towards drawings with fewer words that are easier to understand.” Lambeth strives to improve communication using three-dimensional computer software to produce drawings with isometric views that give workers on site a better appreciation of perspective. It is not unusual to see traffic road signs and brightly coloured alerts on Lambeth’s designs. Their drawings include universally understood graphics to alert workers to potential safety issues or situations where risk has been minimised but cannot be eliminated. Mr Askew said early engagement between design consultants and construction teams was vital to improve safety performance. “We recognise that a lot of the good engineering solutions tend to come from the front line people that build,” he said. “Quite often as an industry, consultants issue designs and these are simply followed. But if we can encourage more suggestions on good ‘buildability’, early, then we’re also encapsulating all that valuable practical knowledge.” There is no doubting the company’s ground-up commitment to safety – an obligation the organisation is dedicated to continuing. “The safety performance of the construction industry in Hong Kong is far from world leading.The only way we can change is to challenge traditional roles of construction stakeholders.As design consultants in Hong Kong we can do much more to improve safety on construction sites.” While Mr Askew says the company is providing an industry-leading example, it is still learning and evolving its safety performance. “We don’t feel that safety is something, morally, that you should look to take commercial benefit from. It’s more human. If we’re doing something well that could help prevent an injury, we don’t mind if our competitors know about it. There should be no secrets in safety!”

Disclosure of Safety Reports 安全報告的披露
In a recent judgement the Personal Injuries Judge drew attention to the enactment in 2002 of the Safety Officers and Safety Supervisors Regulations whereby proprietors of industrial undertakings are required to employ safety officers. Those safety officers are charged with the duty to assist proprietors in promoting safety and health of persons employed including, to paraphase, investigating and reporting as to the circumstances of any accident or dangerous occurrences in the industrial undertaking, to investigate the circumstances of suffering of bodily injury to any person and to investigating or reporting as to every fatal accident and making recommendations to prevent similar fatal or none accidents in the future. The regulations make clear that the industrial undertakings include construction sites and that a “proprietor” includes a principal contractor. Thus all principal contractors of construction sites should employ [at least] one qualified safety officer in carrying out his statutory responsibilities including that the safety officer is required to investigate and provide a report as to accidents, particularly where people are injured or killed. It should be trite to say that those investigations and resulting reports are automatically discoverable (i.e. to be provided) to anybody claiming for or on behalf of somebody who has been injured or killed on a construction site, and this is a positive duty to disclose without being specifically requested for such. Indeed this should be done prior to any legal action being commenced. Unfortunately that is not the position that normally pertains.
given a (relatively small but still much appreciated and needed) amount of money by the Lighthouse Club following a fatality or serious injury. As the Judge remarked “proprietors” often stamp such reports as being “private and confidential” or “subject to legal privilege” or similar. If they do not, then their insurers may do. The legal test as to whether a document is privileged (and does not have to be disclosed in litigation) is as to the dominant purpose for which it came into existence. It should be self-evident that where a document comes into existence pursuant to a statutory requirement then, whatever other purposes for which that document may be useful, the primary purpose for which it comes into existence is in compliance with the statutory requirement and, as such, cannot be privileged and must be disclosed.

In the particular action the safety officer’s report had been prepared but was not disclosed by the defendants’ representatives because, according to them, “the other side had not asked for it”.

The importance of such disclosure is demonstrated by the fact that after the report was produced, following the Judge’s enquiry, the defendants conceded liability! The Judge said “it lies ill in the mouth of the reputable and experienced personal injuries solicitors representing the defendants to say that they did not disclose the site safety officer’s accident report because the plaintiff did not ask for it”. Such failure to voluntarily produce is common amongst defendants representatives, whether insurers or their solicitors. The writer has acted in several cases where specific request has been made for such site safety investigation reports and they have not been voluntarily forthcoming or, more usually, only forthcoming as part of the formal discovery process in the legal action, which is of course after the injured parties claim has been formulated and usually after a defence has been put in. The accident in the particular case occurred in March 2008. Since the civil justice reforms came into effect in April 2009 any action brought thereafter has to have, to all pleadings (which includes the defence as well as statement of claim) a statement of truth appended as to the facts stated in the pleading as being true. It is perhaps something for another time but the writer questions as to how defences are put in, appended with a statement of truth, and yet still admissions of liability based on fact are subsequently made. One of the purposes of the Lighthouse Club is to aid individuals who are in unfortunate financial circumstances as a result of being injured on a construction site or where, sadly, people have been killed then to assist their families. Sustainability key for
new Hennessy Road development Globally famous designer, Cesar Ritz, summed it up perfectly last century when he stated that the success of any new building hinged on one thing, “location, location, location”. And new 28-storey Swire Properties development, 28 Hennessy Road, has certainly hit the mark, occupying a site at the very heart of one of Hong Kong’s most dynamic and exciting districts.
Completed in Q4 2012, 28 Hennessy Road is a new Grade-A building located in close proximity to retail mecca, Pacific Place, and the vibrant Star Street precinct with its diversified range of dining outlets and individual upmarket retail outlets, guaranteeing that tenants can enjoy the various neighbourhood amenities established over the years for which this diverse precinct is increasingly renowned. This attraction is a unique highlight of the building’s location and one that will appeal to prospective tenants.
An automated building management system monitors and supervises all fire, lift and safety services and also controls lighting in public areas and adjusts air-conditioning temperatures to ensure environmental comfort and safety at all times, whilst also maintaining energy efficiency.
Situated a convenient short two-minute walk from Three Pacific Place and with direct access to Admiralty MTR station also promotes a quick and convenient commute for tenants and visitors to 28 Hennessy Road. Car parking is available at Three Pacific Place.
Lighting within the building comprises fully recessed 600mm x 600mm innovative direct and indirect luminaires with T5 fluorescent tubes and electronic ballasts allowing for desktop illumination of approximately 500 lux in an energy-efficient manner. There is additional flexibility to set the lux level at different intensities to reduce glare and to achieve energy savings and environmental objectives
The floor to ceiling height provides typical clear headroom of 2.85 metres on most floors, which is further enhanced to 3.4 metres on the top two office floors. The suspended ceiling system comprises suspended metal ceiling tiles (600 mm x 600 mm panels with sound absorbent material) and integrated lighting with air-conditioning outlets set in a modular layout. Concealed type sprinkler heads are also included.
The building also incorporates a dedicated 24-hour chilled-water supply fed by chillers with a total cooling capacity of 100TR. All chillers use environmentally friendly R134a refrigerant and connections to the system on each floor also enable tenants to cool their computer and data rooms. The chilled water supply is supported by the landlord’s essential power system.
The building also features a computerised fire detection system that can be extended to tenants’ computer rooms. Premises are also monitored on a 24-hour basis by a digital security surveillance system which covers all major access and exit points. Sustainable design
Last but not least, the introduction of a carbon audit measuring the carbon footprint of major building construction elements in relation to 28 Hennessy Road was an advanced approach for the local construction industry and set a higher level of green construction measurements in Hong Kong. Achieving BEAM (Building Environmental Assessment Method) ‘Platinum’ rating certification, 28 Hennessy Road incorporates a number of key green features that promote sustainability within this modern working environment.
It is the interior, or heart, of any building that defines its appeal to prospective tenants and visitors. Serviced by four (1,800 kg) high-speed passenger lifts, the interiors of 28 Hennessy have been tastefully bathed in neutral tones.
Equipped with a low-emitting, double-glazed curtain wall system, 650mm window sill to reduce heat transmission, and highly reflective light fittings for energy savings on office floors, these sustainable features perfectly complement the comfortable daylight working environment that tenants enjoy.The provision of a frictionless oil-free chiller also ensures both efficiency and quiet operations around the clock. A rainwater and air-conditioning condensation recycling system for flushing water has also been adopted.
The main lift lobby and the ‘sky’ garden lobby are finished with natural stone flooring and a feature wall of backlit marble.The stone wall in podium area, including G/F, 1/F and ‘sky’ garden, is made of marble, the colour tone of which is called “jazz white marble”.
Another green highlight is the unique landscaped ‘sky’ garden located on the second floor, which serves as a relaxing and tranquil zone for leisure and enjoyment. The inclusion of a computer room cooling is also a major drawcard for current and future tenants. Swire Properties is committed to ensuring that environmental considerations are an integral part of the decision making, management and operations process and a stringent environmental policy was adopted pre-construction in the design phase of the building. For example, hydraulic crushers were used during the demolition of original building in order to minimise noise and vibration and any possible impact that noise pollution may have in the surrounding neighbourhood. Metal formwork was also used during construction in order to reduce the consumption and wastage of valuable timber resources. Building Information Modelling (BIM) was also employed in a sophisticated manner, which promoted swift and accurate comparisons of different design options in order to develop more efficient, cost-effective and sustainable solutions. BIM also enabled the developer to monitor the construction programme in a timely and eco-friendly manner.

The bronze staircase was antiqued by renowned manufacturer Double Stone Steel. Construction challenges The location of 28 Hennessy Road did, however, present challenges during the construction phase, not least because of high-traffic location in Wanchai, one of the busiest districts of Hong Kong. Regular evaluations in relation to traffic impact were conducted by the Swire traffic consultant in conjunction with governmental departments, such as the Transport Department, to ensure the smooth operation and flow of construction logistics. An environmentally-friendly building, 28 Hennessy Road confirms the commitment of Swire Properties to green and sustainable building practices and its carbon footprint reduction both during the construction phase and for the life of the building.

A highlight of 2013 Melbourne Food & Wine Festival – an annual celebration of the vibrant food and wine culture for which the city is globally renowned – this year’s event saw crowds eagerly flocking to sit amongst a collection of old recycled shipping containers, timber pallets and packing crates constructed to evoke the atmosphere found in terraced coffee plantations around the world, with the added bonus of patrons also being able to enjoy a java or two as produced by the country’s leading baristas while there. Located at Queensbridge Square, known locally as the “Red Stairs”, the Urban Coffee Farm and Brew Bar took a previously drab and seldom used urban space and converted it into a “must see” for enthusiasts of cutting edge design, supporters of sustainable building and the imaginative use of recycled materials, and the city’s many coffee connoisseurs. Further promoting recycling and sustainability, while summoning the journey of coffee beans from plantation to palette, was the use of 120 previously abandoned mature coffee trees sourced from a disused coffee farm in New South Wales, used to create the jungle-like surroundings. An additional 1,500 plants further added to the overall atmosphere. The use of recycled shipping containers and timber pallets in the installation was also reminiscent of the shiploads of cargo, including coffee that has arrived into port city Melbourne over the decades as introduced by the successive waves of immigration that now accounts for the diverse ethnic mix of the city. .“The inspiration for the Urban Coffee Farm and Brew Bar comes from a desire to evoke the still somewhat mysterious and exotic geographies associated with the source of coffee, in a sustainable way,” stated Brenton Beggs, Landscape Architect at Hassell. “The use of recycled shipping containers, and wooden pallets, plus the sustainable reuse of abandoned coffee trees brought to life the story about coffee, in particular its origins, production and transport into cities around the world, such as Melbourne. The result was an atmosphere that conveyed the sense of a coffee ‘jungle’ in the heart of a modern urban jungle as constructed using recycled materials and trees that that also related to the surroundings.” The most flavoursome coffee in the world is acknowledged as being produced within twenty degrees of the Equator in the shadow of mountain ranges and under the shade of
the existing forest canopies. Hassell 的園境師 Brenton Beggs 表示:「這個都市咖啡園及烘培館,靈感來自出產咖啡 的神秘及迷人異國地域,並以循環再用的形式作表達。」 「設計選用了回收的貨櫃、木卡板,利用被棄的咖啡樹作持續再用,把咖啡及其起源、 生產及運送到墨爾本以及世界各地的故事,繪聲繪色地活現眼前。透過與週遭環境有關 的循環再用材料和樹木,建構一個別開生面的氛圍,讓人在這現代鋼筋森林裡,驀然發 現這咖啡『叢林』。」 舉世最為芳香濃馥的咖啡,眾所週知是源自赤道兩旁南北緯20度內的山脈中的林蔭之下, 往往在茂盛蔥鬱的叢林地區內,在赤地上不經意地出現咖啡樹;當中的驚喜比較起這咖啡 樹及叢林景致在城市環境中叫人心馳神往地乍現,實在有異曲同工之妙。

The launch of a new branch concept by the Bank of China (Hong Kong), rooted in modern design and technology, promises a brand new banking experience and a burst of energy on the high street. Hong Kong architecture studio, One Space, has unveiled a brand new retail branch design for Bank of China (Hong Kong) (BOCHK).The new concept builds on the brand’s rich heritage with cutting-edge design and advanced digital technology. The new design was showcased in late January with the opening of a striking three-storey branch at 505 Hennessy Road, Causeway Bay. The branches’ enhanced customer service platform covers general banking to wealth management.
China (Hong Kong) continues to embrace customer service values through product innovation and the enhancement of its service channels and branch facilities. This brand new banking experience at our Causeway Bay Branch is a reflection of our commitment. Looking forward, we will incorporate this new design concept in branch renovations across other major districts, while continuing to develop our electronic banking channels, with a view to enhancing our customer service as a whole." “This fruitful design collaboration has demonstrated the power of design to help create a hospitable personal banking environment, whilst promising a newly energetic high street presence. “
“The client’s aim was to optimise their customers’ banking experience within an open and cordial setting,” explained One Space co-founder, Greg Pearce. “We were inspired by BOCHK’s impressive market reach, particularly in the fast-growing wealth management segment in Hong Kong and expanding cross-border banking needs. Leveraging our multi-disciplinary design expertise in the banking sector, we worked closely with the bank to elevate the everyday perceptions of its customers.” The new branch pioneers a deft interplay of materials, low-energy lighting, graphics and digital technology, akin to a premium personal banking experience. Re-conceptualised Customer Meeting Rooms better engage Relationship Managers and their customers in a relaxed setting, to encourage open dialogue and foster trust. The architects developed not only a refreshed brand identity, but also re-conceptualised a wholly new customer service model that brings together staff and customers in a more open, friendly and accessible manner. The Causeway Bay Concept Branch includes three floors of banking and a major façade re-design. Faced with a fast-growing wealth management segment in Hong Kong and expanding cross-border banking needs, Bank of China (BOC) briefed One Space to achieve a step-change in visibility, leveraging their already expansive branch numbers towards greater streetscape impact and brand recognition. The new 3-dimensional facade concept – inspired by the enduring symbolism of bamboo in ancient and modern Chinese arts and literature – delivers a refreshed expression of the trusted BOC brand that is instantly recognisable, highly visible and memorable. The interiors are spacious, well-illuminated, flexible and welcoming. The street-facing entrance hall can accommodate exhibitions, financial planning seminars or community events, alongside 24-hour Banking. “BOCHK’s distinctive red and white corporate palette has been invigorated with a splash of aqua blue. Shop-fronts are presented as dynamic compositions of lines and surfaces – animated, backlit and rich with Chinese cultural symbolism.They recall the artful layering of a bamboo grove, signifying sturdiness, resilience and sustainable growth, core values underpinning BOCHK’s commitment to its customers,” stated Pearce. One Space 過去曾經設計的項目包括多間大型銀行的客戶服務中心,公司創辦人之一 Greg Pearce 稱:「中銀香港期望透過營造開闊舒適的空間,以及友善親切的氛圍,來優化 客戶的銀行服務體驗。設計考慮到中銀香港廣闊的顧客層面,亦兼顧到其在香港發展迅速 的『中銀理財』服務,以及不斷擴大的跨境金融服務需求。我們憑藉豐富及專門的銀行業 務空間設計經驗,與客戶緊密合作,務求為他們的顧客帶來與別不同的銀行新體驗。」 設計上除了為分行塑造一個煥然一新的銀行服務空間外,亦致力營造一個嶄新的客戶服務 模式及體驗,為員工及顧客打造一個更開放、友善及便利的環境。設計中巧妙地運用了不 同的建材及物料,透過節能燈具、獨具匠心的平面設計及先進的數碼科技,為客人提供個 人化及高級理財服務水平的銀行服務空間;而會客室則營造出休閒舒適的感覺,令客人與 客戶經理對話時能輕鬆自在,建立互信關係。

Natural surroundings inspire luxurious design

Designed by DPJ & Partners and developed by the country’s leading leisure group, Daemyung Korea, Sono Felice takes luxury to a new level as one of the first VVIP-classified resorts in Korea. Located in Hongchon near famous Sorack Mountain, the resort forms part of Vivaldi Park, named after famous composer Vivaldi and reflecting the different seasons of the year as inspired by his renowned “Four Seasons” symphony in its provisions of sports activities suited to each season of the year, including a ski resort, water park and golf course. Comprising 446 apartments and 56 terraces residences, Sono Felice occupies an area of 133,715 square metre. The condominiums include 162 two-bedroom silver suites of 132 square metre, 180 three bedroom gold suites of 170 square metre in size, 100 four bedroom royal suites occupying an area of 200 square metre, 8 presidential duplex suites occupying 315 square metre, and 4 penthouse units of approximately 316 square metre in size.The terrace residence building comprises 56 individual apartments ranging from 176 square metre to 234 square metre in size. “To date, Sono Felice is Korea’s leading luxury resort destination, hence the prestigious VVIP classification” states David-Pierre Jalicon, principle architect and founder, DPJ Architects & Partners. “The unique building designs also echo the shape of the Diamond Mountains located nearby, named because of their unique shape and appearance. Sono Felice further conveys the geographic surroundings with alternate blue glass and wood panel facades in order to further integrate with the mountainous surroundings.” Nature inspires design Elaborating further, Jalicon explains that the inspiration for the resort’s design was a desire to express the concept of “wellbeing” and to convey the beneficial impact that natural surroundings have on all humans. “We did not want to simply recreate a destination that was the same as many others around the world, but wanted to introduce a contemporary design and through the use of natural materials that stimulate the imagination, while also capturing the very essence of nature, hence natural light and natural ventilation being the core of our design.” “That is also why the exterior design features a break in the centre of the building skyline, in order to let the stream of mountain energy enliven the natural cells in the building. This horizontal energy is then connected the atrium, with the vertical energy linking earth and sky. Sustainable Design Jalicon explains that sustainable design is important for him as a designer and he is constantly seeking to use sustainable materials, which can prove a challenge in Korea. “Even though Korea has developed a green approach to developments and industry, it is still difficult to introduce relevant techniques into a project, as there is not yet a clear ecological consciousness amongst the population as a whole, hence commencing with small, but very visible elements such as those introduced into Sono Felice.” “In the case of Sono Felice, we concentrated on the main lobby of the club building, where we wanted the atmosphere and the ambience of the space to be technology driven through the installation of a smart system. The system was originally designed to control a cell wall, which includes LED dimmers, speakers and diffusers that react to inside activities thanks to internal sensors. By comparison, the glass coned atrium acts as a natural chimney, which adjusts the flow of natural air and light coming in and out with automatic shutters and blinds. We wanted the interior to be regarded as a natural organism.” “Hongchon is famous for its natural surroundings nature and many sports activities. In the case of Sono Felice, we wanted the resort itself to be the destination, so the design had to capture the imagination of potential buyers, while also catering to their participation in the many year round sporting activities that people can engage in.” A prime example of this is the club house building total area of the club house building which is 6,568 square metre in size. Straddling three stories, the upper floor features the lobby, restaurant and wine bar. The theme here is the cells and fibres within the bar, which resembles a nest. On the middle floor is located the spa, expressed by the theme of bubbles, while on the lowest floor is the swimming pool with treatment and therapy rooms decorated under the theme of ripples. The walls within each of the cells have become a symbol of the project. Utilising steel, printed glass, acrylic grass, are definitely the most innovative decorative element within the resort and also incorporate technologies, such as the LED dimmers, speakers and diffusers Most of the materials used in the construction of Solo Felice were sourced in Korea, with the exception of copper zinc used in the exterior and the green marble stone used in interiors. Jalicon explains that the glass cone atrium was also a real challenge, as integrating such a sophisticated element into a hospitality project in Korea was regarded as something, new, novel and not seen before. “Sono Felice”在意大利文解成「我很高興」之意,位處洪川郡、鄰近馳名雪嶽山,置身 威爾第公園渡假村內。該園取名自著名作曲家威爾第,靈感來自其名作《四季交響曲》﹐ 象徵園內四季無休地,提供適合不同季節體育康樂活動,設施包括滑雪場、水上樂園及 高爾夫球場等。

Jalicon 進一步解釋,度假村設計靈感希望表達「幸福」概念,並傳達大自然對眾生皆益 的訊息。 「我們並不單想將世界眾多旅遊勝地複製過來,而是引進現代化設計,及採用天然物料激 發想像力,同時也捕捉大自然精髓;故此,自然採光和通風是我們設計的重心。」 「這就是外觀設計上,建築天際線中心保留一線縫隙的原因,讓山上氣脈令建築內的天然 細胞活躍起來,這股縱向能量再與中庭連接,貫通連繫天地的直向能量。」 可持續發展設計
Jalicon 解釋說,作為設計師,可持續發展設計對他非常重要,他不斷尋求採用具持續性 材料,在韓國可算是挑戰。
除了在外牆的中使用的銅及鋅,及內部裝潢的綠色大理石材,興建 Solo Felice 的物料大 部分均源於韓國。
Jalicon 解釋,設計玻璃尖塔中庭時亦遇上不少挑戰,將如斯複雜元素融入休閒項目,在 韓國乃史無前例及破天荒地新穎。然而奪目的視覺震撼,足證成果斐然,令 Solo Felice 被讚譽為韓國最頂尖豪華勝地。
