Lighthouse Club International (LHCI) is the umbrella organization that acts as a coordinating body for Lighthouse Club branches. Please liaise with your local Lighthouse Club branch committee members to find out more about the role of Lighthouse Club International and what it means to you for your local and international activities and do pass on any feedback and queries – it’s your club!

About The Lighthouse Club

“The Lighthouse” is the magazine of Lighthouse Club International, originally established in 1998 as Lighthouse Club Asia Pacific Region and superseded in November 2017 by Lighthouse Club International. With its roots in England in 1956, the Hong Kong Branch was formed in 1986.

The aims of the Lighthouse Club are to promote good fellowship amongst its members who work in or are associated with the construction industry and to provide charitable assistance to those in need within the construction industry and to their dependents in qualifying cases.

In addition to the charitable works of the individual branches of the Lighthouse Club, Lighthouse Club International supports two related Hong Kong based charities which provide charitable assistance internationally. The James Battersby Lighthouse Club Educational Trust which provides assistance for education and training to qualifying young persons in the Asia Pacific Region; The Lighthouse Club International Benevolent Trust which provides assistance to relieving poverty and financial support to persons currently or previously employed in the building and civil engineering and allied trades.

Lighthouse Club International held its first Executive Lunch of this year on Wednesday 13 March,2024 at the Hong Kong Club, hosted by John Battersby of BKAsiaPacific Limited who invited Kevin O’Brien, Chief Executive of Gammon Construction, as Guest Speaker.

Approximately 40 Lighthouse Club Corporate Members enjoyed a very pleasant lunch and Kevin’s extremely thought-provoking presentation on Sustainability entitled “Too Hot To Bear, Time to Act!”. Kevin asked all of us to go away and think about how we can each play our part to achieve a sustainable World, not just within our construction industry but in our everyday lives.

Thanks Kevin for your powerful message.

MACAO The Construction Market

Introduction

Macao, officially the Macao Special Administrative Region of the People's Republic of China (MSAR), is a city and special administrative region of China in the western Pearl River Delta by the South China Sea. With a population of about 680,000 and an area of 32.9 km2 (12.7 sq mi), it is the most densely populated region in the world. The territory is highly urbanised; two-thirds of the total land area is built on land reclaimed from the sea.

Originally a sparsely populated collection of coastal islands, Macao, often referred to as the "Las Vegas of the East", since the late 20th century has become a major resort city and a top destination for gambling tourism. Its gambling industry is seven times larger than that of Las Vegas. The city has one of the highest per capita incomes in the world, and its GDP per capita by purchasing power parity is one of the highest in the world.

The Macao economy improved significantly during 2024, with tourist arrivals and gaming revenue increasing greatly, but still falling short of the pre-Covid levels of 2019. The six existing gaming concessions were renewed at the end of 2022, with an emphasis and obligation on investing in non-gaming projects.

Land reclamation

Over the past years, Macao has expanded to new reclaimed areas of land in a move that was given approval by the Central Government in December 2009. These areas, known as the Macao New Urban Zone total 3.5 square kilometers of land, reclaimed from the sea, and divided into five sections. All areas except for Zone D have been completed.

Around 96,000 residents are expected to live in Zone A which is situated adjacent to the Hong Kong Macao Zhuhai Bridge. Construction on several land plots is underway.

Resort projects under construction

Galaxy Phase 4 is planned to include 6 high-end hotel brands new to Macao, together with a 4,000-seat theatre, extensive F&B, retail, non-gaming amenities, landscaping and a water resort deck. Superstructure works are being completed with curtain wall façade works in progress. Tentative completion is mid 2024 after which fit-out works will commence with an opening in 2027. Main contractor for the project is China Construction Engineering Macao Company Ltd. The project cost of phases 3 and 4 is around MOP 13 billion.

The Londoner phase 1 was completed in 2021. Phase 2 has commenced, costing around US$1 billion (MOP 8 billion) over a period of 3 years, and will see renovations of two of the resort’s five hotels – the Sheraton and Conrad – as well as refurbishments of some of the gaming areas.

Whilst A&A works continue, new construction projects by some concession holders are proposed but have not been officially announced. 2024/2025 should see the start of new construction.

Airport expansion: The Civil Aviation Authority of Macao(AACM) announced in October 2022 that the Macao SAR Government had received approval from China’s central

government to proceed with a land reclamation project to allow a major expansion of Macao International Airport.

It has been confirmed that the 130 hectares land reclamation will commence in H2 2024, with work on the new airport apron itself starting in 4Q 2026. Upon completion of the expansion scheduled for 2029, the capacity of the airport will be increased to serve 13 million passengers annually, up from its current 10 million, with additional remote boarding gates and an expanded taxiway system.

Islands Medical Complex, Coloane will provide about 1,100 beds, boosting the number of beds at all public and private hospitals in the city by 50 per cent from about 2,150 beds now. Construction commenced in 2019 and it was completed in 2023 and will gradually start operating in 2024.

The Fourth Bridge crossing between Macao and Taipa (see photo at the beginning of article) is being built to the east of the existing Friendship Bridge and will connect the land reclamation areas of Zone A and Zone E in Taipa. Preliminary works commenced in March 2020 and the main works commenced in August 2020.

The 3.1km long bridge will have 8 vehicular lanes – four in each direction with a speed limit of 80km/hr. The two middle-lines being for motorcycle use only, with the other six lanes serving as normal car lanes. The starting point of the bridge is the east of the Macao New Urban Zone A. The length of the cross-sea part is around 2.9 kilometres. The bridge also has a wind barrier, to achieve driving conditions for vehicles to go through the bridge safely when the Typhoon Signal No.8 is in effect.

The bridge should be completed in 2024. The bridge opening date is still to be confirmed.Installation of the two main 280m long navigation spans, has been installed, whilst installation of the second span was completed in March 2024.

Macao Light Rail Transit (LRT) will eventually serve the Macao Peninsular, Taipa and Cotai, serving major border checkpoints such as the Gongbei border gate, the Outer Harbour Ferry Terminal, the Lotus Bridge Border at Hengqin and Macao International Airport.

The first LRT phase in Taipa and Cotai is 9.3km long and has 11 stations. Construction commenced in October 2009 and this phase opened in December 2019. Following the opening of the extension to Barra in December 2023, the existing LRT line has been extended to 12km with 12 stations.

Construction work on the Seac Pai Van section of the LRT started in November 2021 with the awarding of a contract worth MOP 938.6 million to China Road and Bridge Corporation, and construction commenced in 2022. The 1.6km line will connect the Island Health Care Complex, and the Seac Pai Van public housing estate in Coloane. It includes two stations, which are currently under construction together with the elevated guideway structure. The line is expected to begin operations in 2024.

The construction of the Taipa LRT extension to Hengqin commenced in March 2021 and the project is expected to be operational in 2024. The 2.4km metro line includes a 900-meterlong tunnel, a viaduct, an underwater tunnel and two stations. An elevated station named HE1 will be located next to the Lotus Bridge, and another underground station HE2 will be located at the new Hengqin Border Port which opened in March 2020.

checkpoint. It will eventually connect with the exiting Taipa Line. It consists of an undersea tunnel, cut and cover tunnel and elevated bridge. The East line has 6 underground stations. Construction commenced in October 2023. Completion is targeted for 2028.

The government plans to build a new LRT line connecting Barra to the Gongbei Boarder Gate, along the peninsula’s west coast and known as LRT West Line.

It is said that this route is very complicated and will not be built for 10 years.

It is at the feasibility stage. According to the Transport Bureau’s current master plan, the construction of such a line would add an extra 6 kilometres of line to the network.

Even if the West Line never materialises, the LRT will still have five lines with a total distance of 24 kilometres by 2028 in Macao.

To address the persistent flooding problem in the Macao Inner Harbour area, drainage system remediation works will be carried out in three phases including the construction of rainwater pumping stations, sewage pumping stations, storm water tank culverts and storm water / sewerage sewers, covering a construction area of about 1.3 sq.km. The first phase commenced in November 2022 and is scheduled for completion in July 2024. The second phase started In February 2023 and is due for completion in December 2024 and comprises the building of box culverts, as well as installing new rainwater drains and sewer pipes.

The project’s third phase, commenced in April 2023 and is due to be completed in June 2025, and includes the construction of a sewer pumping station and the installation of box culverts and new rainwater drains and sewer pipes.

The project was commissioned in May 2020 and is expected be completed in 2024. The project site is located at the site of the Pac-On Waste Incineration Centre and the Special and Hazardous Waste Treatment Station in Taipa with two new incinerators with a capacity of 650 tonnes per day, a new special and hazardous waste treatment station, an administration building and a substation.

High-Speed Performance as Barra Extension Begins Commercial Operations

Light Rapid Transit contributes to the development of key transport infrastructure to support the increasing demand for tourism and regional economic growth.

MHI has completed the construction and delivery of the Macau Light Rapid Transit (Macau LRT) Barra Extension line, which was awarded by the Public Works Bureau (DSOP) of the Macau Special Administrative Region of China. The line commenced commercial operation in December. Barra Extension line connects Taipa Island to the Macau Peninsula.

The enhanced transportation infrastructure aims to alleviate traffic congestion in Macau.

The Barra Extension (1 station expansion, 3.2km) project was constructed by laying a dedicated Macau LRT lane within an existing bridge, connecting the Macau Peninsula on the opposite

bank to the Taipa Line (11 stations, 9.3 km), which MHI delivered in 2019. MHI was responsible for delivering the Automated Guideway Transit (AGT) system (excluding construction of station buildings and civil engineering work) such as the signals, communication systems, power distribution systems, guideway work, platform doors, and automatic fare collection systems, as well as improvement work for equipment inside the bridge.

AGT systems are a new type of fully automated transport system with electric power drives, used in airports around the world to provide mobility between terminals and to nearby facilities. The system utilizes rubber tires to provide a smooth ride with low noise.

Traffic congestion in Macau has been an issue due to the increasing number of tourists and population growth. The Macau LRT is a key transportation infrastructure connecting the airport and ferry terminals, which are tourist access points, with resort hotels and

residential areas. This extension line connects the Taipa Island, which is lined with resort hotels, to the Macau Peninsula, where the city center is located, to improve convenience and alleviate traffic congestion.

Construction work on two additional extensions is underway. The one line is for the Seac Pai Van Extension (2 stations plus transfer station expansion, 1.6km), which will provide access to Seac Pai Van and connect it to a new residential area. The other line is for the Hengqin Extension (2 station expansions, 2.2km) running to Hengqin in China from the opposite bank in Macau.

Construction work on these two lines are currently executed by a three-company consortium of local general contractors including Top Builders Macau Co. Ltd., Hou Chun

Construction, and Engineering Company Limited. The project will further contribute to the advancement of the regional economy and human resources development.

Going forward, MHI Group will continue to work closely with its worldwide offices to provide services of high added value responding to customer needs and supply new solutions such as the remote monitoring technology of “ΣSynX (Sigma Syncs) Supervision,” MHI’s digital innovation brand.

In the heart of Macau, where cultural heritage meets a future full of possibility, Top Builders Group has quietly, yet significantly, etched its mark over two decades.

Celebrating its 20th year, this father-and-son-led company has grown in tandem with the city itself, reshaping the skyline with projects that range from the glamorous to the essential.

A trio of current projects

This anniversary is marked not by self-congratulation but by a reflection on a trio of current projects: the Cotai Arena Upgrade, the LRT East Line installation, and the design and construction of the A3 Bridge.

Each project tells a story of the company’s evolution and its role in supporting both the public and private sectors of Macau’s development—highlighting not just the growth of the group’s capabilities, but also their commitment to Macau’s progress. The Cotai Arena Upgrade represents a continuation of the company's long-term partnerships within the casino and entertainment sectors, signifying mutual growth alongside Macau's booming leisure industry. Top Builders was also involved in the original Arena construction from 2006 to 2007.

Meanwhile, the LRT East Line project showcases the government's trust in Top Builders Group—the constructors’ successful delivery on previous projects earned them continuing good relations with Macau’s authorities. The joint venture with Mitsubishi Heavy Industries and Hou Chon involves supplying and installing the rolling stock system.

In partnership with the China Road and Bridge Corporation, the upcoming A3 Bridge project marks a step forward in public works and city connectivity. Like the LRT project, this joint effort illustrates the success of a joint venture approach that Top Builders Group considers a model for future projects. The bridge is set to link Macau peninsula with the new Zone A reclamation area by 2027 .

A journey through landmarks

Looking to the past, Macau’s metamorphosis from a quiet enclave to a bustling hub of entertainment and commerce is dotted with landmarks—many of which carry the signature of Top Builders Group.

"The construction market in Macau has evolved greatly over the last twenty years,” says Top Builders Group CEO Forest Tang.

Among the numerous projects he’s worked on, there were the standouts: The Venetian, The Parisian, The Londoner, and Four Seasons, all located on the Cotai Strip.

“These projects are not just constructions, they are the milestones of Macau's journey towards becoming a worldclass entertainment hub,” he says.

The Venetian Macao, with its sprawling gaming areas, luxurious suites, and the iconic Cotai Arena, opened in 2007, marking a significant chapter in the city's tourism and entertainment narrative.

"It was a landmark project, setting new standards not just in Macau but globally," Forest recalls, emphasizing the project's impact on the region's economic and cultural landscape.

The Londoner’s opening in 2021 with its Palace of Westminster and full-size Big Ben was the group’s crown jewel. The completion of The Londoner façade has transformed Sands Cotai Central from inside out, including the Crystal Palace Lobby at the heart of the city’s newest tourist attraction.

Each project, with its unique theme and extensive facilities, contributed to refashioning Cotai Strip into an integrated resort city. "We wanted to bring visions to life,” says Forest. “Visions of a city that could offer unparalleled experiences to visitors from around the world."

Beyond its projects with Sands Resorts Macao, Top Builders

Group extended its footprint in Macau with several other casino operators. This included piling works for Wynn Palace as well as additions and alterations works for Wynn Macau. At Galaxy, the group was involved in the construction of the foundations, basement, and podium for Phase 2.

I have known and worked alongside Forest Tang since arriving in Macau in 2003 on the Sands Macao project.

Growing up and going far

As the construction landscape in Macau evolved with the advent of mainland construction companies, Top Builders Group found itself at a crossroads. "We had to continue to improve cost efficiencies and our standards of work to stay competitive," says Carlos Tang, Executive Director of Top Capital Group.

The company's response to these challenges was not just about survival; it was about seizing opportunities for growth and diversification beyond familiar territory. This led Top Builders Group to venture into international markets, marking the beginning of a new chapter in its story. "Over the last 10 years, Top Builders Group started a new business division in development and investment of overseas real estate development projects," Carlos explains.

This pivot from their traditional construction business in Macau to real estate development abroad represented a leap into uncharted waters. Their international journey began in Birmingham, a city witnessing its own renaissance. "Our initial main development destination was Birmingham in the United Kingdom," Carlos says, highlighting the successful completion of their projects there and the shift towards London. "Expanding our footprint into international markets signifies our desire to continue diversifying and improving our business model," says Carlos.

Commitment to sustainability and the future

Parallel to their international expansion, Top Builders Group has been proactive in integrating sustainable practices into their projects. ZEKO AT FIVE Macau’s New Kids on the Block

In a five-year sprint, Zeko Construction and Engineering Company Limited is disrupting Macau’s build scene with fresh ideas.

In a city that doesn’t shy away from the opulent, a construction disruption is taking shape in the hands of Zeko Construction and Engineering Company Limited. Within the span of five years, this spirited upstart has moved around industry giants, manoeuvring through the pandemic with an agility that belies its embryonic status.

"It’s not about the size we start at; it’s the strides we make," says Director Jason Li, UK-born interior designer who infused Zeko with a blend of Eastern work ethic and Western strategy.

He encapsulates the ethos that has catapulted Zeko from a modest start-up to an SME powerhouse, nurturing a workforce that mirrors a close-knit family more than a corporate hierarchy.

Nick Lo, Jason’s counterpart and the company's hands-on visionary, founded the company in 2019 after doing project management at MGM for more than six years. "I reached Assistant Director level, but felt like my personality was more fit to contracting and working as a team… I wanted to be hands-on,” says Nick. After working with some of the biggest industry names, he decided to start Zeko.

Disrupting the Old Guard

Zeko charted an unexpected path through a pandemic. “Before Covid, Macau was a bubble,” says Nick. “We had no choice but to adapt quickly when the pandemic halted the high rollers and their colossal projects. But we saw an opportunity.”

Where behemoths stalled, Zeko found its stride, offering costeffective solutions and tapping into a vein of local, smaller-scale projects. “Suddenly, our size became our strength,” Jason says. Their strategy wasn't just about survival; it was about establishing a legacy in a market that prizes reputation above revenue. “We strive on quality,” Jason asserts. “We have a proven track record, and of course, we deliver.”

Each year Zeko continued to surprise even its founders. “You keep building the relationship with clients, and that becomes your business,” says Nick.

Nick's philosophy is simple yet profound, "We're hands-on, and we're not just management." This ethos echoes through Zeko's daily operations, where problems aren’t passed down a hierarchy but are shared challenges to overcome collectively. "Since opening the office, it's become warmer... we have a more like a family vibe to our office," says Jason.

Their contrasting personalities—Nick's introverted, meticulous planning and Jason's extroverted, dynamic execution—harmonise to drive the company forward.

"I'm more of the planning guy," Nick explains, "Jason... can get my idea, and then keep giving me the way to get there." Together, they embody the yin and yang of leadership.

Beyond their construction sites, Zeko's leadership extends to their charity work. Active in organisations like the Lighthouse Club, they leverage their industry connections for broader community benefits.

“It’s not just about getting our name out there," says Jason, who believes that mingling with competitors and clients at charity events creates a network that transcends business in ways like supporting families affected by construction tragedies. "We feel good to support Lighthouse," Nick says.

The founders are also active in the British Chamber of Commerce, Friends of Caritas, and the Macau Golf & Country Club, fostering the groundwork for a community-oriented, culturally sensitive approach to business- a narrative of warmth amid the steel Vision for the Future

As the Macau skyline shifts, so too do the aspirations of this local company, peering boldly into the future. "We could grow rapidly in an instant, but we chose not to do it," says Nick. "We want to grow at a comfortable rate."

"We need a bigger office, which is the next step," Jason laughs. Nick looks further: “It may be international... that is definitely something

we could look into, in the near future.” The past five years may soon transform into a narrative of global expansion. “The next five years will be completely different from the last,” Nick predicts.

“We don’t have a target to chase,” Jason states, “as long as every year we feel uncomfortably busy, we know we’re on the right track.”

As they stand at the crossroads of the past and the future, Zeko’s story remains grounded in their roots. It's not just about expansion for the sake of growth; it's about the journey of a local enterprise ready to set foot on international shores without losing sight of its origins.

Lighthouse Club Shines in Western Australia

The night of 24 November 2023 began with a bit of fluster as the last-minute preparations were made and the final touches of magic added. The MC arrived early, ready to commence his duties for the evening, unfortunately it was at a venue 10 minutes away from the actual event. After a fruitless search for the 2023 Perth Lighthouse Gala Ball and several rejections to host various mining company Christmas parties, he made his way to Optus Stadium. After employing his professional negotiation skills or quite possibly a bribe to security, he was finally at the venue: Ken Hickman, partner at HFW, at our service to present the night!

A brief moment later, the titter of an excitable crowd could be heard in the foyer, along with the musical stylings of the Overflow Trio, where the guests were enjoying the view of the oval, each other’s company and an arrival drink. The doors parted to the ballroom and the night commenced in earnest.

The screen was lit up, with an unprecedented number of sponsors for 2023 on display: (insert photo - attached) without whom the night wouldn’t have been achievable.

It was only now that the possibilities of the night became apparent, Spoilt photography had a photobooth for those wanting to dabble in the art of disguise. For the people that were not merely hobbyists and seeking full camouflage, face painting by Rosie O was on offer.

Despite the option to go incognito or standout, as some very much did, we also had Sketch My Event on hand to permanently capture the moment, however people had now chosen to present themselves.

Following a spot of espionage by our Brisbane counterpart, a wine wall was erected, with a surprise selection of wines from Howard Park Wines and for one lucky participant a $1000 bottle of Penfolds Grange. On top of all that there was also a raft of raffle prizes to be won.

Perth Kicks Off into 2024

The inaugural Perth networking drinks of 2024 kicked off at The Island Brewhouse on Elizabeth Quay on Thursday 7 March. A balmy autumn evening brought a good turnout to the riverside location. It was good to see the local community supporters in good numbers as always and more encouraging to welcome new faces to the fold and a few enquiries seeking membership on the night.

Sponsorship for the evening was shared between local consultancies Contract & Commercial Resources (CCR) and Project Controls & Planning so a big thank you to Damian Kelliher (CCR) and Chris Croft PCP) for their continued support of Lighthouse Club.

The event was the first under the new stewardship of Perth Lighthouse VP Alan Rimmer of TSA, who was keen to meet more of the members and discuss his plans for the year ahead for Lighthouse Club. Outgoing VP Alan Leonard was handing over the reins and we’d like to thank Alan for his leadership over

the last couple of years, notably last year being a record year financially for us here in Perth.

Whilst handing over the VP crown, Alan will still be a regular fixture and supporter of Lighthouse and will continue to run the annual Golf Day in June which has quickly become a popular event. Drinks were enjoyed from 5:30 until around 7:30pm.

But the night is not about fun and frivolity. The shenanigans is but a front to the real agenda. Silence takes over the room before a video from past donation recipient Motivation Foundation is played, telling the first hand stories of the young people, whose lives have been affected for the better and previously unavailable opportunities now afforded to them, all as a result of the people and companies who contribute to the Lighthouse Club.

As the impact of our impact was being felt around the room, Mairead Connolly took the stage as the representative for this Gala’s donation recipient, Nudge.

Nudge are a deserving corporation, supporting and mentoring young people and their employers to develop skills, confidence and aspiration to enter the construction industry in Western Australia. Giving them a nudge, if you will.

Following on from the food, facts and fundraising, a return to the festivities was made and the Desert Bells lead by Perthonality singer Courtney Murphy played the night out and characters of all descriptions danced the night away.

The 2023 Perth Lighthouse Club Gala was the most successful to date and we look forward to bigger and better events in 2024.

Exploring the Sikh Temple in Hong Kong

Ajoint event "A Spiritual Journey: Exploring the Sikh Temple in Hong Kong" was organized by The Lighthouse Club Young Members Group and Hong Kong University Department of Real Estate and Construction on 24 Feb 2024, a valuable opportunity to understand the history of Sikh Temple and the development project done in recent years.

The tour started off with a presentation by Mr. Samuel Tse, Director of P&T Group, sharing with us the temple design, alteration & additional project and the challenges of government submission.

He was followed by Mr. Beljinder Singh, a Member of the Executive Committee of Khalsa Diwan Sikh Temple, who shared some valuable content of Sikh spiritual, cultural, and historical traditions. Through their stories and personal experiences, we gained a deeper appreciation for the principles of Sikhism, such as love, humility, and social justice.

After the presentation, the Temple kindly offered us to try their tea and vegetarian snacks on the outdoor deck at the back of the Temple. The tour then began with the visit to a very important area of the Temple - the Prayer Hall on L1, and all the visitors needed to wash their hands and feet prior to entering the hall. Another key area we then visited was the Kitchen, volunteers come to help cook for others and the food is shared complimentarily to the public regardless of their religious beliefs.

The immersive tour offered a unique experience to deeply explore the beauty of the architectural splendour that blended traditional elements with a touch of contemporary aesthetics. The building, adorned with intricate carvings and vibrant colours, exuded a sense of reverence and artistic brilliance.

Lastly, this experience instilled in us a sense of gratitude, compassion, and a desire to embrace diversity. It reminded all of us of the universal values that connect humanity, transcending the boundaries of religion and culture. Thanks again for the Temple's warm hospitality.

Lap Dog Challenge (LDC) held its inaugural event in Nov 2016. Now firmly embedded in Hong Kong's sporting calendar, LDC is in its 8th year, having previously raised just short of HK$11 million for the Lighthouse Club Hong Kong Benevolent Fund (HKBF). https://www.lighthouseclubhk.com/

Just in case you were wondering, Lap Dog Challenge comprises teams of 5, with each team member tasked with completing as many laps of a 400m running track as they can within 5 hours.

Lap Dog Challenge 2023 was held on Saturday 9th December at the Stanley Ho Sports Institute athletics track, Pok Fu Lam and kicked off at precisely 7.26 am!

It was Mark Van Beers, the Lapdog chieftain who called the assembled to order and raised the starting flag. There was an audible “whoosh” as 50 elites swept over the start line to embark on a herculean journey of discovery which would take them to the very edge of human endurance!

After about the 3rd lap, the initial peloton gradually disassembled and it became abundantly clear who was planning to leave everything out on the track and who was likely to nip back to the refreshments tent on a regular basis for a banana, a natter and a change of socks!

…………….Fast track almost 5 hours and the signal went out to those remaining on the track that it was their last lap. What an incredible journey of pain, bloody determination and will power! As the battalion members regrouped, cried with relief and hugged each other, the call to gather for prize giving was sounded.

Cheers and whoops echoed around the stadium as the winners were announced and once again, this year’s event created breathtaking records and brand-new winners.

Best individual female runner with a whopping 99 laps (39.6 km) was Wink Ki Wong from Leighton!

Best individual male runner with a mind blowing 147 laps (58.8 km) was Chris Lui from Hip Hing!

Best Team with a total for the 5 runners of a staggering 607 laps (242.8 km) was the steam train that is …….Hip Hing!

And finally, but possibly most importantly, the team which raised the most funds, with an absolutely incredible HK$1,407,209, was Gammon Construction!! As refreshment tents were taken down, tables folded and chairs stacked, banners rolled up and tired limbs soothed, Lapdog Challenge 2023 successfully and safely came to a close having raised an eye watering HK$2,672,102!!. Latest Development of the Security of Payment Legislation in Hong Kong and Practical Lessons Learnt from Singapore

The Security of Payment Legislation in Hong Kong and lessons learnt from Singapore was an informative seminar jointly organised by Lighthouse Club Hong Kong, ICE HKA and Hong Kong Metropolitan University on the evening of 24 January 2024.

The HKSAR government plans to introduce the Construction Industry Security of Payment Bill to the Legislative Council in 2024, so that the bill comes into operation in 2025. If enacted, the bill will provide a statutory scheme for adjudication for both public and qualifying private construction contracts.

For better understanding of the Security of Payment Legislation and adjudication, practical lessons from a similar jurisdiction would be beneficial. In Singapore, the Building and Construction Security of Payment Act has implemented a statutory adjudication regime for payment claim disputes arising out of construction projects since 2005.

The key objective of this regime is to facilitate cash flow for work done on construction projects in a simple, speedy and cost-effective manner. It is widely accepted that these objectives have been well-met.

With the latest amendments to the Act taking effect on 15 December 2019, the regime has been further refined and modernized, including in relation to the scope of application, timelines and acceptable methods to serve documents. Three speakers were invited to share in-depth knowledge about the Security of Payment Legislation and adjudication.

The seminar began with Mr Glenn Haley, a partner of Bryan Cave Leighton Paisner LLP, and his colleague Mr Horace Pang, talking about the history and latest updates on the Legislation. Another speaker, Ms Yvonne Foo, a partner of Harry Elias Partnership LLP shared practical lessons from the statutory adjudication regime in Singapore. Ms Wanjing Goh, a partner of Bryan Cave Leighton Paisner LLP, then explained the practical impact of the Security of Payment Act (SOPA) on contract drafting in Singapore.

A total of 56 participants acquired a detailed understanding about this topic and further interacted with the speakers proactively during Q&A session. The seminar participants were also served with snacks and drinks for their enjoyment.

The Annual Bangkok

Christmas Late lunch was held at O’Malley’s Irish Pub. The event was well attended with members bringing their colleagues and families along to the relaxed and enjoyable afternoon. We made presentations to two charities - the Mercy Centre run by Father Joe and Baan Dek Foundation, both of which have education programs for children of construction workers.

Our Christmas gathering was held on 13 December at the Coloane Yacht Club. The sponsor was Min Da Construction & Engineering Co Ltd., represented by Executive Director, Billy Mok, who had flown in from Singapore to join the event.

Min Da Construction & Engineering Company Limited (termed as ‘Min Da’) was founded by the current Managing Director, Mr. Leong Chiu Tung, who has over 40 years of experience in the construction field of Macau. Min Da’s history weaves like a tapestry through that of Macau and their footprints can be found in every aspect of the development of Macau.

Today, it has grown to become one of the leading local Construction and Engineering Companies in Macau.

It was the second time that we have held the event at this venue. The evening weather was beautiful, and we could enjoy the views of Hengqin Island across the water. We had a live band - keyboard, violin and vocal, playing relaxing “golden oldies. Guests could chat inside or out whilst

Having got over Christmas and New Year, Lighthouse Club Macau was back in action with our first monthly function of 2024, which was held on 10 January, at the Ritz Carlton, Bar on 51.

LCM Chairman, Keith Buckley, introduced the event sponsors - Creative Lighting Asia – CLA, represented by Group CEO, Eddie Tang.

Eddie introduced his company: CLA is an industry leader in offering innovative lighting solutions, quality lighting products and expert technical and engineering support services covering a wide range of lighting projects and applications. CLA’s regional strength has seen corporate growth that presently spans 12 cities across 9 countries.

Later, club member Neil Stockley gave a short speech and congratulated Keith upon being awarded the Member of the most excellent Order of the British Empire (MBE), in HM The King’s New Year’s Honours list 2024, in recognition of Services to the Local Community and British Interests in Macao.

We had a great evening with around 80 guests attending. CLA, generously donated eight Lucky Draw prizes.

Lighthouse Construction Industry Charity Announces

New CEO

The Lighthouse Construction Industry Charity has announced that CEO, Bill Hill, will retire on 31 March, 2024, after more than a decade of dedicated service. Under his leadership, the charity has experienced remarkable growth, both in terms of the number of families helped and the number of charitable services that the charity offers.

Joint Chair of Trustees, Edward Naylor and Lyndsey Gallagher commented on Bill’s achievements, “Bill's leadership has been instrumental in significantly growing the charity and guiding it towards its mission of providing essential support to those in need within the construction industry. His passion, commitment, and tireless efforts have left an indelible mark on our charity and the lives of those individuals we have been able to support through difficult times.”

In acknowledgement of his achievements, the Trustees will be presenting him with the title of Honorary Vice President, ensuring his ongoing involvement with the charity. He will also be combining a personal passion with his fundraising event experience as he takes responsibility for the growth of the Lighthouse Golf Club.

To continue the charity’s vital work, the Trustees have announced the appointment of Sarah Bolton as the new CEO with effect from

1 April, 2024. Sarah brings a wealth of knowledge and experience to the role and in the past five years with the charity she has transformed the charitable services being delivered across the construction community. She has also fostered a dynamic senior management team ready to take on the challenges and future growth of the charity.

Sarah said, “I am extremely proud and excited to lead a charity that makes such an impact on people’s lives. As new CEO, I am responsible for the stewardship of our charity going forward and building on the significant achievements and growth during Bill’s tenure.

Achieving our vision that no construction worker or their family feels alone in a crisis comes with challenges, but those challenges bring out the best in our fantastic team and inspire us to deliver the best possible support to our diverse construction community.”

The Trustees of the charity have expressed their optimism for the future with a new generation of leadership taking the charity forward. They have also acknowledged the vital contribution that supporters make in the success of the charity, thanking those that donate so generously and those that dedicate invaluable time and resources to raise awareness of the help available, positively impacting on the lives of so many.

January Social Gathering

Earlier in the year, on 25 January, the Lighthouse Club Manila hosted its first social evening at the Somerset in Makati. Once again, the event drew a crowd of over 50 guests, highlighting the club's role as a hub for industry professionals to connect and collaborate.

As the construction industry in Metro Manila continues to thrive, the Lighthouse Club Manila remains dedicated to supporting its members and promoting our charitable support and assistance with the construction industry. With a new committee in place and a growing network of members, the club looks forward to furthering its mission in the months and years to come.

Lighthouse Club Manila Holds AGM and

Elects New Committee

The Lighthouse Club Manila recently convened its Annual General Meeting (AGM) on 22 February 2024, at the German Club in Makati. The highlight of the evening was the election of a new committee, signaling a fresh chapter for the organization.

Members gathered at the German Club for the AGM, where the new committee was chosen to lead the club forward. The individuals elected bring diverse backgrounds and perspectives to the table, reflecting the club's commitment to inclusivity and progress.

The newly elected committee members include: Arlene Abelardo, James Chant, Ces de Castro, Joan Falcutela, Steve Free, Olivier Guilluy, Michael McKenzie, Jey Querido, Weston Reece, Julian Smith, Angelica Takashima, Elisa Thoburn and Bert de Munck. Additionally, Maria Fernandez has been elected as our Project Secretary.

The event saw a healthy turnout, with over 50 guests in attendance. This strong showing underscores the growing interest and engagement within the construction community, as professionals come together to network and exchange ideas.
