ENERGY EFFICIENCY ICONIC ARCHITECTURE UNIVERSAL DESIGN
Sun protection of facades and windows: cornices, window blinds, shutters, decorative grids, galleries. Buildings oriented to the sun for passive heating and insulating in winter time. Thermal mass + effective thermal covering of the building = passive heating and cooling. Wind catchers for natural ventilation. Recuperation of the air and domestic sewage. 10-12% of iconic buildings, the rest – backgorund buildings.
Ramps with a slope not more than 1/12 installed on the entrances to every public building and on the pedestrian crossways with changing heights. Elevators in every public building. Braille markups on the crossroads and public buildings.
NATURAL LANDSCAPE
Green belts based on the ecosystems of the local tugai forests which entirely cover soil from erosion. Recovering of the natural ecosystems of the Tien Shan foothill semideserts. Restoration of the rivers and lakes. Channels, drip irrigation. HIgh trees with wide crowns.
MIXED-USE DEVELOPMENT
Buildings contain several functions — dwelling, work, recreation, culture. Different parts of the building are used for different functions during the defined period — month, week, day.

NO FAKE HISTORY STYLE
Prohibition for the pseudo-historical development. Historical monuments have to be contrast from contemporary architecture. Contemporary style is dominant. Using the elements of historical styles is allowed.
NATURAL LOCAL MATERIALS
Prohibition of plastic and aluminium window glazing and glazed facades.
PENETRATED STREET PAVEMENT BIOCLIMATIC DESIGN
Penetrated coverings in light colours scale: tiles, stones, cobbles. Prohibition of asphalt.
Narrow streets, sun, wind and dust protection of the streets, enclosed courtyards. Natural conditioning with fountains and fog generation systems. Pedestrian zones with umbrellas-membranes and wide crowned trees. Green roofs and walls of public buildings.
