Happy New Year! I hope you had an enjoyable Christmas Season and were able to take some time off to relax. We all seem to come back from the holidays busier than when we left, and this year is no exception. FRSA’s Roofing Day in Tallahassee is taking place on January 16-17, where a small group of members will visit the Capital, reaching out to various Senators and Representatives regarding issues that are important to us and the industry. Last year was the first time we held the event and we were able to meet with many legislators. In the next few weeks, you’ll be receiving information on FRSA’s Convention and Expo taking place June 5-7 at Gaylord Palms Resort. The Expo has been sold out since the fall and the Convention and Ladies’ Committees have finalized plans for the event. Please note that FRSA controls the hotel room block and has not opened it yet. So, ignore those spam calls and emails from other sources you’ll receive telling you the block is open or almost sold out. All emails for the event come from FRSA staff. As I mentioned in my first column, the Charity of Choice this year is FRSA’s Educational & Research Foundation scholarships. My goal is to award $50,000 in scholarships to college or trade school-bound students. Applications are available on the FRSA website under the Foundation section and the deadline for applications is March 15, 2024. If you have family members, employees or family members of your employees who are attending school, be sure they download the application and submit documentation by the deadline. Concerns About the Proposed OSHA Walkaround Rule As you may have heard, in August 2023 the Occupational Safety and Health Administration (OSHA) proposed a new rule titled Worker Walkaround Representative Designation Process. It would amend 29 CFR § 1903.8 Representatives of Employers and Employees, allowing third parties to serve as designated employee representatives to accompany OSHA officers during inspections.
What the Rule States
At present, § 1903.8 stipulates that “The representative(s) authorized by employees shall be an employee(s) of the employer.” The proposed rule summary reads in part: …representative(s) authorized by employees may be an employee of the employer or a third party; such third-party employee representative(s) may accompany the OSHA Compliance Safety and Health Officer (CSHO) when they are reasonably necessary to aid in the inspection. OSHA is
also proposing clarifications of the relevant knowledge, skills, or experience with hazards or conditions in the workplace or similar workplaces, or language skills of third-party representative(s) authorized by employees who may be reasonably necessary to the conduct of a CSHO’s physical inspection of the workplace. OSHA has preliminarily determined that the proposed changes will aid OSHA’s workplace inspections by better enabling employees to select a

A group from FRSA recently visited the Insurance Industry for Business and Home Safety (IBHS) facility in Richburg, SC. To say it was impressive is an understatement. Our group included FRSA Incoming President and Codes Subcommittee Chair, Manny Oyola, Past President and Florida Building Commission Roofing TAC member, George Ebersold and me. IBHS Chief Engineer, Anne Cope and her team were gracious hosts. The meeting presented a great

In December, the Florida Building Commission gave final approval to a series of Florida Product Approvals for the new FBC 8th Edition (2023) code cycle. Among them were several for use in the HVHZ that will allow the installation of self-adhering underlayments (peel and stick) direct to deck for the first time in Miami-Dade and Broward Counties. We look forward to this new-to-the-HVHZ option being available to south Florida residents in 2024. 10

An atmosphere of cooperation and a mutual interest in developing a better understanding of each other’s challenges and goals was obvious early on. After introductions and initial discussions, we were given a tour of the testing facilities. Even though we didn’t get to see it in action, the wind driven test chamber was the highlight of the facility tour. It is capable of simulating wind speeds in the Category 3 hurricane range from 84 fans that are each 5.5 feet in diameter (see next page). Each vane axial fan is attached to a 350-horsepower motor. The air is driven through wind vanes that can be used to direct the flow and to create turbulence. Water can be introduced into the airstream to simulate wind driven rain; they can also introduce burning embers to simulate wildfires. The airflow is directed into a 145’ x 145’ x 60’ high concrete structure with a 55-foot diameter turntable mounted flush with the floor. Interestingly, the mechanism used is from a train wheelhouse for rotating train cars. The turntable can accommodate a full scale two-story

Wind Speeds Riku Ylipelkonen, Owner, Standard Building Advisors and FRSA Technical Advisor Living in Florida, one gets a good handle on the wind speeds associated with hurricanes and other wind events but did you know that “wind speed” is not always the same thing? There are multiple terms used to associate the wind speed of a wind event – not all with a commonsense definition. The many variables included in these thoughts are meant to get down to this point: it’s the resulting pressure from the wind that affects our buildings, not how fast it is measured. The best way to think about wind speed is that it’s not like driving your car at the stated speed, it is more like a bunch of cars driving during your morning commute. We have all viewed the news during hurricane season and noticed the Saffir-Simpson Scale that outlines the perimeters of a hurricane, starting at 74 mph (see Figure 1). The Saffir-Simpson Scale was developed at the U.S. National Hurricane Center in response to the need for a scale to convey the severity of an event to the public – much like the Richter Scale for earthquakes. These wind speeds are defined as wind speeds recorded over a period of either one minute or ten minutes at a height of 10 meters (33 feet) above the mean sea level of the location. In the U.S., the standard is one minute of average recorded speeds. In contrast, the world standard of ten minutes usually returns a 14 percent

lower speed than the one-minute standard in the U.S. So, even within the definition of the Saffir-Simpson Scale, the reported wind speed is not necessarily the actual wind speed. To bring this back to our earlier analogy, this is like measuring the average speed of all the cars passing a point on I-75 for one minute. There are some cars speeding in the passing lane, some out for a slow cruise in the right lane and most cars traveling at the average speed trying to get to their destination. The important point to take away here is that these wind speeds have nothing to do with the wind speeds used in building material testing or approvals. The Basic Wind Speed is the term used by the American Society of Civil Engineers (ASCE 7) and associated with the wind speed maps referenced in the Florida Building Code. ASCE 7-22 defines the basic wind speed as “Three-second gust speed at 33 feet (10 meters) above the ground in Exposure C” surface roughness. This is also referred to as the Ultimate Wind Speed or Vult, in calculations and considerations during the design of a building. So, if going from a ten-minute recording window to one minute reduces the reported value by 14 percent, what do you think a three-second window does to the reported value? As with our prior analogy, we are now reporting the average speed of all the cars on the highway for three seconds. That number can be a bunch of cruisers going slowly or a bunch of exotic sports cars on a cannonball rally. One thing every Florida resident knows is that the wind gusts change constantly during a wind event. The snippet of averages can really vary during a regular storm (see Figure 2). For roofing assemblies, the wind speed utilized is the Allowable Stress Design Wind Speed or Vasd, for use with components and cladding of the building. Roofing assemblies fall under the cladding definition. The Allowable Stress Design Wind Speed is defined as about 77 percent of the Ultimate Wind Speed. This reduction for use with cladding is meant to account for the reduced risk of failure of cladding of the structure versus the structure itself. In our analogy, this is like averaging only three out of four lanes on the highway. The final takeaway for the Florida homeowner is simpler to convey. The wind speed doesn’t really matter all that much when it comes to a building performing through a wind event. In line with our analogy above, we need to know the average speed, but we also need to know how the average speed was recorded to get an understanding of what is going on. A lot can be done when we have all the information. A good consumer tip on this is that any products or marketing slogans saying that a building component or materials rated for “x” miles per hour, is mostly meant to sell you

Back Injury Prevention Kevin Lindley, Safety Consultant, FRSA Self Insurer’s Fund The number one workplace safety problem in the nation as reported by OSHA is back injury. Back injuries can be very painful, result in long term or lifetime disabilities and can be expensive to diagnose and treat. Your back is the main support structure for your entire body. Along with your muscles and joints, your back allows you to move, stand, sit and bend. However, your back is also a delicate, finely balanced structure that can be easily injured if it is not cared for properly. Knowing the basics of back care can make the difference between a healthy back and an aching one. There are several injuries that can occur to the back and are often the result of years of neglect, causing the back to become weak. Also, any sudden movement or improper lifting technique can cause injury. Back pain can last as little as a few days to several years. Some forms of back injuries include: ■ Strains caused by overstretching, bending and lifting incorrectly or slouching and carrying extra body weight. Strains occur when muscles in the back are overused or overstretched.

■ A herniated or slipped disc results from repeated strains or overstraining and is usually very painful and causes lost time at work. ■ Over flexion caused when you bend over too far putting pressure on the discs in your spine, causing pain and stiffness. ■ Sprains are caused by sudden movements or twisting of the body. ■ Overextension of the back is caused by arching backward too far and putting all the weight of the load on the discs between the vertebrae. ■ A ruptured disc is the tearing of the disc releasing the jelly-like substance inside. ■ A pinched nerve occurs when too much pressure is applied to a nerve by surrounding tissues. ■ Muscle spasms are involuntary contractions of a muscle often caused by receiving too many impulses from nerves causing it to contract beyond capacity. To minimize the possibility of a back injury, employees need to practice safe and correct lifting
techniques. The following techniques should be utilized when lifting all objects, big or small. ■ Plan before lifting an object and know where it will be placed. ■ Be sure the path you take is clear of any obstacles. This will help prevent any awkward movements while carrying the load. ■ If lifting with another person, agree on a plan beforehand. ■ When ready to pick up an item, make sure to bend at the knees and keep your back straight. ■ Focus on keeping the spine straight to shift most of the weight off the back and onto the legs. Keep your eyes up and look straight ahead. This will help you keep your back straight. ■ Your feet need to be kept shoulder width apart. This gives you a solid base to help provide more support. ■ When making a turn, move your feet towards the direction you wish to move. Never twist your back. ■ Tighten your abdominal muscles when lifting an object. Keeping your abdomen tight will help your back stay in a good lifting position and help you keep from straining your back. ■ Be sure when lifting an object that you keep it close to your body. This helps keep the body stabilized while lifting.
time. There are several ways you can learn to support your back while in a standing or sitting position. When sitting, keep your knees at a 90-degree angle and your feet flat on the floor. Slide your back in the chair and sit up straight. You may also use a small pillow behind your lower back to help provide additional support and occasionally get up and walk around if sitting for prolonged periods. Performing certain exercises will strengthen the back as well as stomach and leg muscles. This increases the chances of maintaining a healthy back. Remember to maintain good back posture, whether lifting sitting or standing. It’s always a good idea to stretch or exercise before work to reduce strain on your back. Preventing back injuries requires proper lifting, good posture, exercise and having a proper diet. The back deteriorates with age and it’s important to do everything possible to keep your back as healthy as you can. Only you can prevent these common causes of backaches. Carts, dollies, forklifts, hand trucks, wheelbarrows, hoists, chains and ropes are some of the tools that can make lifting and moving items easier. Employees must make sure they are properly trained to use the equipment and wear the proper personal protective equipment (PPE). Despite the industry’s boom, worker shortages, escalating labor costs, inflation and jobsite safety could impede growth. The key to a prosperous 2024 lies in robust employee benefits and risk management programs.
Meeting the Demand for a Skilled Workforce Addressing the scarcity of skilled workers remains a top priority. Almost 90 percent of companies are struggling to fill positions as seasoned professionals retire and career interest in construction declines. Even with a projected slowdown in construction spending in 2024, the industry has a shortfall of approximately 342,000 workers. With such a shortage of laborers, prioritizing worker health and safety becomes imperative, especially with the industry reporting a higher rate of workplace injuries than any other sector. Forward-thinking firms are proactively addressing safety concerns before commencing work and creating training programs to prevent accidents. Additionally, competition for skilled labor is compelling some construction companies to differentiate themselves by offering an array of health benefit programs and financial incentives.
Despite the potential of alternative insurance and personalized benefits for enhancing recruitment and retention, only around one-third of construction respondents in HUBs 2024 Outlook Executive Survey currently provide such offerings. Firms that leverage personalized benefit strategies stand to create a quality employee experience that bolsters engagement and elevates overall employee welfare. Even starting with small steps, such as polling workers to determine their preferences and gradually introducing tailored solutions, can impact the workforce positively.
The Ebb and Flow of Profitability
Two-thirds of construction respondents cite economic challenges and unpredictability as potential roadblocks for profitability in 2024. Overall economic uncertainty has dampened consumer interest in purchasing new homes, prompting a shift towards the “build-to-rent” market. Meanwhile, the surge in demand for new construction and infrastructure investments has sparked

In Florida, destruction from Hurricane Ian, for example, is projected to result in up to $110 billion in total rebuild value through 2027.
