I am delighted to share that my little publishing business has finally ‘Come of Age’ as we enter this, our 18th year in print! How the months whizz by, as we leap from one copy deadline to the next. It really doesn’t seem like 18 years ago that I sat in my garage, at a make-shift desk, made from an old decorating table, and started work on issue number 1. I am delighted and very appreciative to still be in production today and this continues to be a very enjoyable and informative way to spend my working hours! Look Local has evolved over the years and I am very lucky to now work as a team of 3 - we don’t get to see each other in person as much these days, (due to Covid) but we connect daily via FaceTime or Zoom. I love working with my team, and I am very lucky to have such dedicated and hardworking people by my side. I take this opportunity to thank them, from the bottom of my heart. Why are Lasting Powers of Attorney so important? A Lasting Power of Attorney (LPA) is a legal document which enables you to decide who you trust to make decisions about your finances, property or healthcare, in the event you are no longer able to do so, and appoint them as your Attorney. Age-related issues, such as dementia, are often the reason that people are no longer able to make such decisions. However, an event such as an accident or illness could also have this impact. Without a LPA (or a valid Enduring Power of Attorney, which was the precursor to LPAs), those closest to you could be faced with an application to the Court of Protection to give them authority to act on your behalf with regards to finances and, less commonly, in relation to health and welfare, as a court appointed Deputy. The application process for being appointed as Deputy can take a long time and the costs are higher than for the LPA process. Most importantly, however, the choice of who to appoint to act in your best interest rests with the Court based on the evidence provided to it, not with you. A Property and Financial Affairs LPA covers decisions your Attorney may need to make concerning your property and finances. This includes the more mundane matters, such as managing your bank account, but also includes significant decisions, for example, selling your home and investing the proceeds to provide
an income in the event you need to go into a residential care home. Under a Health and Welfare LPA, unless you add restrictions, your Attorney will have authority to make all personal welfare decisions on your behalf, save for: • Life-sustaining treatment, unless you have expressly authorised this; and • Where you subsequently make an Advance Decision (Living Will) to refuse treatment. These decisions can only be made on your behalf if you lack the capacity to make them yourself. A specialist solicitor will be able to help you with structuring and drafting your LPAs, and will manage the process of registering the LPAs with the Office of the Public Guardian. For example, there are several powers which are very useful for Attorneys to have when operating an LPA, but which are not included by the general law. We can advise on including these in your LPAs. From Mountain Peaks to Thames Side Chic. This month we caught up with Melina, who lives abroad & so can’t be here in person to act for herself. What were you hoping to achieve? Melinda explains that asking Buy To Let Hunter to manage her flat in Richmond as a short-term serviced accommodation makes sense whilst she is spending time abroad. “I wanted to keep my flat, to maintain a toe hold in London, but it was a purely commercial decision to sweat my assets whilst I choose to live somewhere else.” She explains that she didn’t think too much about traditional pensions during her working life; instead, she mostly invested in properties in the 80s and 90s where she could afford them and by default she now depends on that rental income in her retirement. . Why did you choose BTLH? Melinda explained “The onset of Covid caused a dearth of options in the lettings market. The world suddenly changed in rental terms.” Melinda spoke to the agents who used to handle her property and found their model was no longer really fit for purpose, for her anyway. “I needed shorter lets so I can come and go from time to time.” The BTLH model is flexible and more cost effective for her needs: Advertising feature

Green Lane Pedestrian Rail Crossing It’s good news and bad news. Firstly, the good news. The Mole Valley Local Committee Meeting of 10th November ratified the decision made in the Committee Meeting of 29th September and formally passed the following decision: “The Local Committee (Mole Valley) agrees that a Definitive Map Modification Order (DMMO) should be made and advertised to implement the changes necessary in the Definitive Statement so that the description of section A-B of Footpath 24 on Drg. No. 3/1/51/H116 matches its depiction on the Definitive Map. If objections are maintained to such an Order, it will be submitted to the Secretary of State for Environment, Food and Rural Affairs for determination.” Cutting through the jargon, this means that the Crossing is now a Public Right of Way, unless Network Rail or anyone else objects to the decision. Now the bad news. The ink had barely dried on this decision when three schoolboys caused a very near miss on the same Crossing. They correctly waited for one train to pass, then walked out behind the last departing carriage and straight into the path of an oncoming train. Two boys stepped back, but the third ran right in front of the train, risking his life and risking derailment. The train driver too must have been severely shocked. Network Rail identified the boys’ school uniform on CCTV and the school’s Head has been alerted. Ensure you have clear visibility IN BOTH DIRECTIONS before crossing the railway. This Crossing is very high on Network Rail’s risk register; it is incidents like one described above that threaten the continued access over this Crossing and, PROW or not, Network Rail could still decide to close it on grounds of safety. 12 Ashtead&LeatherheadLocal - JANUARY 2022
CCTV Further to our article in last October’s issue of this magazine, discussions are ongoing between Surrey Police and Mole Valley District Council about how to ensure the continued monitoring of the CCTV network across the District, given the Police’s decision to cease providing this service. There are around 50 cameras covering town and village centres and some public open spaces, and Surrey’s Police & Crime Commissioner (PCC) has said that they provide a useful resource for policing the District, which makes Surrey Police’s decision to pull out of the monitoring a puzzling one. Many residents and businesses have installed their own cameras, although Data Protection laws (GDPR) require that these are not trained on public spaces but only their own premises or private property and notices must be displayed alerting the public to their presence. So, do watch out if you have installed your own camera/s and make sure that you are not falling foul of GDPR by failing to display a notice. And so to 2022 ……. What will this New Year bring? As we go to press, we face depressing news about COVID 19 and its potential to continually morph into new threats to our health and ability to fully return to normal life. We are all awaiting the results of the analysis of the Omicron variant and hoping that it will not lead to a return to restrictions beyond those already announced. Was it my imagination or was everyone putting up Christmas lights a little earlier last month? If so, let’s put it down to a very understandable desire to enjoy Christmas and forget about that other word also beginning with ‘C’! The FRA events team led by Sara Gyngell was very pleased to work with the village traders to make our shops look as festive as possible. Big red bows, the Twelve Days of Christmas theme and more lights than we managed last year. Our thanks to them and to Squires of Cobham who again provided our village tree. Valuable financial support too from Mole Valley District Council with its Welcome Back Fund, which also made possible no less than four live music events in the village on successive Saturdays. Father Christmas flew in on December 3rd (neatly avoiding quarantine restrictions) to switch on the lights and we were joined for carols by some hearty voices from St Mary’s and St Michael’s churches.
‘Be careful of what you wish for’ the saying goes. That may well be so, but we have taken the plunge and launched a survey to find out what you think about living in Fetcham. What do you think of our local services such as health, education and transport for example? What do you like, or dislike, about living in Fetcham? Is the council’s planning department performing as we would like? The FRA committee meets our district and county councillors every month. Knowing the things which matter most to you can only help us to press for the things that you want, or we know you really care about. Your responses will help us to reflect local opinion more accurately. But a survey like this is only of value if a sufficient number of residents take part. Personalized email & economical upgrades… Recently, several large volume email providers have closed their services, this is usually because there isn’t enough financial return for them. These companies include O2, Tesco and Which. In an article on the BBC’s website (https://www.bbc.co.uk/news/business-51571275) they were referring to the cost and inconvenience of maintaining an existing email address when moving from one broadband provider to another. In this case, they were specifically referring to BT and Talktalk, but this is not unique to these providers. You may be asking what benefit could the email providers be gaining? The general answer is simple; you give them permission to “read” your emails which in turn will provide the means to send contextual advertising. They can then mail you frequently, trying to upsell you their other products. This would be covered /agreed to, in their T&C’s, and agreed to when you sign up. It’s for this reason the likes of Outlook, Hotmail, & Yahoo are keen to host your email traffic. If you are communicating with sites about holidays for example, you may start to see banner adverts usually in your web browser, from other holiday firms, the holiday firm would have paid for this advert or “impression”. This is evidence of contextual advertising. Changing your email address and notifying your contacts is normally time consuming and a bit of a headache. A perfect solution is to purchase your own email address, this is also know as a domain name. Once bought, this address is yours forever (assuming subscriptions are maintained). By way of example let’s say your name is John Walter, you could purchase (subject to availability) the domain name “walter-family.co.uk”, and your email address could be john@walter-family.co.uk. The beauty of this arrangement is that you keep this forever and should the suppling firm decide that providing an email service isn’t their “thing”anymore, you can simply move your domain to another provider. You may expect this service to be expensive and exclusive to businesses, but it’s really not. To purchase the domain name and have it registered to you for 2 years is only £35.00 (+vat) then to have the email service added, can be as little as £25 per year. For less than the cost of filling your car up with fuel you have an email address and email service for life, additionally you can add further email accounts for mum, dad, the kids and so on. This is a service we provide and we would be happy to take you through the options, and set things up so you have all your emails, diary, contacts, to do lists all hosted on the internet so all of your devices would be reading from the same source having your emails automatically updated.

Rotary club of Ashtead Winter has brought a great deal of activity for Ashtead Rotarians, kicking off with a wonderful early Christmas Party for some 60 senior citizens in the Peace Memorial Hall in late November with entertainers and singing. The first Saturday in December marked the start of the Club’s Christmas Street Collections in aid of three local charities SeeAbility, ALDAG and Friends of Ashtead Youth Club. Details of the amount raised will be posted on the Club’s website in January. Ashtead Traders Evening on 7th December is always a fun event with fairground rides, candy floss, shops offering refreshments and this year Ashtead Rotary set up a stall in front of The Leg of Mutton pub offering prizes at their fundraising Spin-the-Wheel game. Astonishingly the Rotarians raised a huge sum of £1776 at their own Christmas Party which was dispatched to the wonderful ‘Crisis at Christmas’ organisation enabling some 55 homeless people to come into the warmth and enjoy a Christmas dinner, a change of clothing and medical and dental attention. Earlier this year Ashtead Rotary Club launched a Just Giving campaign to help refugees from Afghanistan raising £15,800 from the public - a magnificent response! Of this amount, so far £3,800 has been spent on items of clothing, toiletries etc for those straight off the planes, arriving at hotels in London and Birmingham. £5000 has been given to Epsom and Ewell Refugee Network to support up to five Afghan families relocating from hotels to this area, providing such things as school uniforms, English language tuition, after school clubs and items to furnish new homes. The remainder of the monies will support the ongoing needs of the refugees as they integrate into our local communities. [More private rental properties are urgently needed - contact the Refugee Network] The Tools For Self Reliance initiative is back operating at full strength again with shipments of a variety of refurbished tools and sewing machines resuming to African countries. Finally if you take part in the Mole Valley Lottery you can nominate Ashtead Rotary Club as your beneficiary Charity.

LEATHERHEAD’S THREE COTTAGE HOSPITALS The first Leatherhead Cottage Hospital was located at 8 Clinton Road from 1893. It had eight beds and ran up a £130 debt. It closed in 1902. A local committee was formed to build a new hospital. Wealthy residents donated funds and land was offered at Fortyfoot Road by Walter Cunliffe of Headley Court. The foundation stone of the Queen Victoria Memorial Hospital was laid in October 1903 and the new establishment opened officially in August 1904 with just six beds and one cot. It cost £2625 to build and admitted 58 patients in its first year. At first any qualified doctor might obtain permission to treat his patients at the hospital although this was later restricted to those living within three miles and practising for at least two years. In the absence of free health service care, patients were expected to pay between half a crown and 10s/6d a week. The formidable Miss Mary Munro was appointed matron in 1910 and would remain until 1941. Passing years meant increasing demand. The year 1927 brought 381 patients as hospital admissions replaced home treatment for sick children and maternity cases. as an accident and emergency ward. Staff numbers rose too. In 1928 Fairmead, a house on Epsom Road, was purchased. X-ray and other equipment was installed there but the main purpose was to provide sleeping accommodation for nurses and so allow more space at the hospital itself for patients. By 1936 there were plans to spend £40,000 on a third hospital building after annual treatments in a single year reached 3248. A site had been identified in Poplar Road and Charles Leach, president of the hospital committee, personally bought it for £10,000 to pre-empt housing development. He laid the foundation stone in May 1940 and the new hospital opened 26 June 1941 with 24 beds for adults, ten for children and six private rooms. Matron Munro’s successor was the equally formidable Miss Blanche Lines who Matron Blanche Lines 1942 would go on to serve until her own retirement in 1958. In summer 1948 with the creation of the National Health Service, the Leatherhead Hospital governing body was abolished and management taken over by the newly formed Epsom Group committee. In 1960 volunteers founded the League of Friends of Leatherhead Hospital. In the years to come they would raise some £4 million to pay for structural work and equipment. Ashtead Common National Nature Reserve
Why does the City of London Corporation own Ashtead Common? A question frequently asked with bemusement and sometimes suspicion. Some fear the worst - a sinister plot to exploit this hidden gem in Surrey’s fringe for commercial gain perhaps. The real reason links 19th century foresight to recent events, with the realisation that healthy Cities need protected open space for the health and welfare of their populations. The City Corporation’s move to protect fast disappearing open space in the late 1800s is as relevant now as ever, in fact even more so in the face of the interlinked climate and biodiversity crises. Although acquired by the City in 1991, Ashtead Common is protected forever as accessible open space under legislation passed in 1878. It is an excellent example of a wood pasture - a landscape where woodland management and livestock grazing occurred in unison to provide
sustenance from land that otherwise had little economic value. The resulting landscape - characterised by over 1,000 ancient oak pollards - is rich and diverse. Ashtead Common’s new management plan describes how the National Nature Reserve will be cared for and conserved during the next 10 years of its forever life story. The plan builds on recent successes that have seen the return of the grasshopper warbler and the nightingale, to detail how Ashtead Common will be managed to promote biodiversity and resilience. Much of the work to protect and maintain Ashtead Common is undertaken by the local community themselves, and over 450 people contributed to the development of the new plan. Working Towards a Sustainable Ashtead After COP26 – Where do we go from here? 197 countries recently met at the 26th UN climate conference in Glasgow, aiming to agree how to tackle the impacts of global warming. Did they succeed? Opinion is split - they made as much progress as possible given the present state of many economies. Or the commitments were nowhere near what’s needed to protect people from the impacts of global warming. What do you think? The ‘good enough’ camp claim some positives: • The Global Methane Pledge (a more potent, but shorter-lived greenhouse gas than CO2) between six of the top emitters will lead to a 46% reduction by 2030 • 90% of the world has now agreed to Net Zero targets and to phase out (or down) coal consumption • Over $130 trillion of private capital was committed with mechanisms to transform the global economy to reach Net Zero over the next three decades. • 137 countries (covering 91% of forests) pledged to halt and reverse forest and land degradation • Countries representing a fifth of the global car market and many car manufacturers committed to end the sale of polluting vehicles by 2030 The ‘nowhere near enough’ corner makes other points: • COP26 targets set are insufficient to limit warming to the 1.5°C (from pre-industrial levels) needed, instead placing us on track for a 1.8°C to 2.4°C warming. • Wealthy countries delayed meeting their previous promise (now 2023) to give £100b a year to countries in the Global South requiring urgent adaptation • Earlier targets for further reducing and ending the use of all fossil fuels are needed. The UK has not cancelled plans for the Cumbrian coalfield or some plans for oil drilling eg in Surrey. • Earlier reductions in polluting vehicles and increased investment in charging networks are needed • Ongoing further investment in the green economy is needed. The UK has produced lots of CO2 in our past and considerable deforestation; we now need to show leadership. Further warming will result in tipping points, which will cause faster warming. The real question must be, not just how we are prepared to change our lives but what kind of lives do we want for our children and grandchildren? What we do now will affect their future. January is a good time for new resolutions – can you make your own pledges towards achieving a better, more sustainable future and support legislation to enact the promises of COP26? The Amadeus Myth: Mozart and his work, culture and society in late 18th century Vienna Classical music reached a peak of perfection in Vienna during the late 1700s, an era in which aristocratic households kept a band of musicians. The string quartet was held to be the highest form of musical art. We examine the perfect storm of circumstances that led to this extraordinary era. New Year, New Club. January marks the birth of Ashtead and Leatherhead Probus, the club for local retired or semi-retired professional and business men. With a membership of 75, the club continues the traditions of its predecessors, the individual probus clubs of the two local communities. Kicking off with one about the Fall of Singapore, there is a terrific programme of monthly lunchtime talks at our venue, Tyrrells Wood Golf Club; informal lunches at local pubs; a walking group; visits to local places of interest and Celebrity Lunches. For example, in 2022 we look forward to hearing from former Kent and England cricketer Chris Cowdrey and renowned actor, Jenny Seagrove. Guests, both male and female, are welcome at all our events. We meet at Tyrrell’s Wood on the third Monday of each month, and prospective members will be very much welcomed. Chantal studied as a paintings conservator and then worked for thirty years at Sotheby’s Institute, teaching on the MA in Fine and Decorative Arts. In this talk, she will teach us some of the skills of the art connoisseur; how to consider clues in paintings and how to weigh up their relative usefulness when identifying the creators of works of art. Leatherhead and District u3a I wish you all a very Happy New Year on behalf of the members of your local u3a. As you probably know the u3a is a fun organisation that is for people over 55 and retired or semi-retired who wish to make new friends and also learn. We aim to supply a full and varied programme at our monthly meetings as well as offering around 30 different interest groups to our members. These range from badminton to croquet and walking to playing Canasta. Our programme of events for 2022 includes a holiday to South Devon, a coach trip to Gunwharf Keys Portsmouth, a trip to Canterbury and an outing by coach and the Bluebell railway to Sheffield Park.
During the last 18 months we have been meeting, very successfully, on Zoom but for the last three months we have been running face to face meeting on the third Thursday of every month at our new venue, Fetcham Village Hall. This meeting is also on Zoom to any members who are unable to come in person. The Speaker this month is Angela Young who will tell us about The Aristocrat, The Able Seaman and the tragic sinking of the Titanic. That sounds like a great story! Mole Valley Probus Club Mole Valley Probus is a club for retired professional and business men and women. On a sunny morning some members set out to explore the ancient byways and footpaths of rural Bookham, ending through woodland to a large log overseeing a wide view from Harrow on the Hill to the the distant towers of the City of London. A varied walk with wonderful views and fresh country air. Included at the 15th December seasonal Club Christmas Lunch were the wives and husbands of members, and speaker Bernard Lockett: “The Heritage of Gilbert and Sullivan”. The next monthly club lunch meeting is on January 20th with a talk from the Private Secretary to Margaret Thatcher, Tim Flesher: “Mrs Thatcher and Me”. Planned is a Spring visit to Somerset, with coach, hotel and daily excursions, and shortly a charity donation to Horsley, Bookham & Leatherhead Riding for the Disabled to assist in the valuable work they do. LOOKING BACK - A Century of Life in Bethnal Green: Starting in 1862 with a family birth this book spans a century of historic events, social change and two World wars, interspersed with the lives of members of the local extended family of baby Susannah. It is both a family memoir and an overview of a hundred years in the history of Bethnal Green. A special chapter covers the events surrounding the 1943 tube station disaster* in Bethnal Green, including use of recently released documents that finally provide a full picture of events that took place that night. Ashtead resident, author, artist and historian, Joyce Hampton, tells a tale of ordinary folk through extensive research and untold conversations with family and people in the area. This book is not a family history but a history of life in Bethnal Green with family and friends recollections woven into the history. The story takes the reader from 1862 through to 1962 by which time the family had moved
on to various locations both within London and further afield. Occasionally an event is recorded in the book that took place outside the Bethnal Green boundaries but as the event had an impact on the history of Bethnal Green it is included. Other events were international but nonetheless affected Bethnal Green thus also earning a place in this interesting local history. This book is a fascinating read, a peek into a community that could be set anywhere in Britain during this period, yet in so many ways, unique to Bethnal Green. As we arrive in 2022, it seems as if much of the past two years have been dominated by the worldwide impact of Covid 19, on our lives, in so many ways. Like many, I hoped that 2021 would see something approximating a return to “normal life”, but it turned out that Covid was not ready to disappear over the horizon, and many of the changes and restrictions to our everyday lives remain in place. Back in 1829, Sir Richard Mayne, wrote, “The primary object of an efficient police force is the prevention of crime; the next that of detection and punishment of offenders if crime is committed. To these ends all the efforts of police must be directed.” What is interesting however, is that this quotation from the longest ever serving Commissioner of the Metropolitan Police states that the “primary object” is the “prevention of crime”. Of course, there is an understanding that victims of crime want to see the offenders identified (detection) and punished but it does provide an indication of why I feel that crime prevention is a vital part of the role of the police within communities. My rather simplistic view is that it is impossible to prevent all crime - but that so much that can be done by all of us to deter it. For example: putting obstacles in the way of a would-be burglar can have a significant deterrent effect. It won’t prevent the burglar from carrying out their intentions but they can be made to think twice before targeting your home and property. Most measures are so simple and straightforward but they often get overlooked as we become complacent and focus on other aspects of our lives. Obviously, the importance of locking 62 Ashtead&LeatherheadLocal - JANUARY 2022
all doors and windows when your home is unoccupied is the first rule. From there, it is about putting in place measures that deter criminal activity. Having a good line of sight from the roadside to the front of your home is the first measure; lowering high hedges and creating a level of “natural surveillance” which will prevent a burglar being able to work without being observed. Having some low-level exterior lighting which illuminates the front of your home also helps to remove pools of shadow where a burglar could be hidden and unobserved. The next is to remove things that could aid a burglar to gain access. This can include moving wheelie bins that could be used as a climbing aid to get over a side gate to the back of your home. Also, not leaving ladders or tools where they could be used to climb or to target your doors and windows is a sensible precaution that often gets overlooked. Having some timers within your home to bring on lights when you are not there is also a good idea. The best way to do this is to set the lights to come on in a staggered pattern, mirroring as much as possible your normal routine when at home. The most effective deterrent will always be a visible intruder alarm system but I accept that not everyone subscribes to this view.
