ABOUT THE COVER Rotary Year 2011-2012 is culminated by the 103rd Rotary International Convention in Bangkok, Thailand. On the cover is the district’s first couple, DG Melvin and Spouse Fe attending the programs in venue, Impact Forum, with the theme Reach Within to Embrace Humanity taking center stage. Our last issue for this Rotary year also features the pride of our district—the awardees of the 2012 District Conference, who all reaped honors for their clubs. The giving of awards is one way of recognizing their efforts for almost a year of serving without conditions. This will also serve as motivation and inspiration for the clubs to do more in the many Rotary years to come. Our congratulations to you all, for a job well done. In the spirit of promoting a smooth transition, Incoming District Governor Biboy and Spouse Emily are also in the cover for the Rotarians in the district to welcome and give all their support. Whatever definition of peace one has, the next Rotary year offers service to go with it.

Long after the print versions are gone, the online copies will still be there for Rotarians to view or download, and remind us of the year when we reached within and embraced humanity with Governor Melvin. This issue is the “District Awards” issue. You can find all the awards, the awardees, and their photos (if available) in these pages. This is another way of immortalizing that moment when Rotarians received their awards for this Rotary year. Our governor will probably heave a huge a sigh of relief when this last issue is finally done. I’m sure he has spent a lot of time in carefully crafting his monthly letters, in choosing photos, in selecting projects to be featured, in having photo shoots for the cover, and in many other things. I envy him because this is going to be his last time. Incoming District Governor Biboy has asked me, and I have accepted, to do this job again for Rotary year 2012-2013. One more time...

My dear brothers and sisters in Rotary, My dear brothers and sisters in Rotary, When we talk about building membership, we all recognize that welcoming a new member into a Rotary club is only the beginning of our task. To turn a new club member into a committed Rotarian, much more is necessary – and the first step is helping that new member to get involved. Every Rotarian in every club should know that he or she is not only needed but relied upon. Every Rotarian should have a job within the club – a role to play. After all, why are we in Rotary? We are here to make a difference. Yes, we enjoy our Rotary service, but that is not enough if we are to make Rotary a priority week after week, year after year. The knowledge that we are having an impact, that we are changing lives – that is what keeps us going, no matter what other demands may compete for our time. And this is why each one of us, however long we have been in Rotary, must always be striving to grow as Rotarians – to find new ways to help others, and to bring about all the positive change we possibly can. For this, more than anything, is what makes our Rotary service worthwhile.

Rotarian Action Groups are a wonderful opportunity to put specific expertise or interests to work, in a way that brings Rotarians from every part of the Rotary world together for a common goal. Whether your passion is water and sanitation issues, or microcredit, or blindness prevention – whether you want to volunteer your dental skills or help organize blood drives – chances are there is a Rotarian Action Group for you. And if not, why not organize one yourself ? You can learn more about Rotarian Action Groups at www.rotary.org/ actiongroups.

Whether we are new members or old ones, each of us can find ways to become more involved in Rotary service

Rotary is and always has been an organization based on its clubs. The purpose of Rotary International is

not to direct its clubs, but to connect, inform, and support them. Where and how each club, and each Rotarian, chooses to serve, is ultimately the decision of each one alone. So follow your own ambition and your own vision. Open your eyes to the challenges in our world, and use the strength you have through Rotary to find ways to overcome them. Every one of us has so much potential, and can achieve so much, when we Reach Within to Embrace Humanity. Best regards,

What a journey it has been... The Children’s Parties and the numerous Induction Programs made us hit the ground running. We didn’t trip as we headed towards our many goals and objectives, and as we made a homerun towards a Bigger, Bolder, Better and Greener district.

Seems like we made it! What a year! We walked with faith in our hearts, in a journey guided by our theme, Reach Within To Embrace Humanity, and lighted by Rotary International motto of Service Above Self.

As we end the Rotary Year 20112012, I extend my hands in gratitude when you walked with me. Not in front nor at the back, but beside me, as we enforced ourselves with Rotary information in our various trainings.

Governor’s Monthly Letter

Rotarians have always been role models to the youth, and whatever example we show, can mean a lot. The small steps will be giant leaps. We are walking storylines of success stories that will serve as inspiration to everyone. We have to let our vast experience and knowledge motivate people especially with our projects for the new generation. Vocational Service is one of the more forgotten avenue, but our district has walked the talk by showing the community that our classifications matter. The promotion of the Four-Way Test, vocational awards, career guidance are just some of these projects. We know that it is our classification, titles we borrowed from Rotary International, that brought us to Rotary. Rotarians are unsung heroes. We humbly make change in the world. The Rotary Foundation is providing us with a lot of opportunities, which we, alone, cannot provide. And what a better way to eliminate a disease that is a scourge the world. In ending polio, we offer hope to the future generations, assuring them that everyone will walk tall and straight. Again, I am extending my hand in gratitude to all of the Rotarians who selflessly gave to the world’s oldest and biggest foundation. The family is one of the thrusts of RI Pres. Kalyan Banerjee. The families of

Rotary leaders who are all deserving were rightfully awarded. The support of our family is indispensable. I would like to specially thank my spouse, Fe, who is the wind beneath my wings. She is, literally, my better half, my right leg, my porter, my crutch, my accessibility in my every undertaking and in my every journey. I could not thank her enough for the emotional and psychological support . And of course my kids, Yanna, Teya, Isay and Ino who will someday follow my footsteps.

Public Image is one area RI is focusing on. We have put our best foot forward with the Rotary stories and moments which will forever influence the impression people has on Rotary. Our PR with the community with simple billboards, land marks and trimedia spread the beauty of Service Above Self.

...in the path of service During our District Conference, we couldn’t help but express joy in this big get-together, where fellowship blends with diversity. I congratulate all the awardees for a job well done. You will remain to be inspirations for the Rotary years to come. Serve Rotary with continuity with our good programs; change what needs to be changed, and emphasize the importance of family.

When we celebrated the World Peace and Understanding Month and Day, we went the distance with the Medical Outreach we simultaneously held around the country. We went out of our way by being prompt to answer the call of our calamity-stricken brothers in Cagayan de Oro, Iligan Cities and in Negros Oriental. Our District has been active ever since with literacy projects, be it distribution of school materials, up to the erection of school buildings. We have walked in a direction that service is brought to the needy. Of course, our partners in service are not far from us in sharing their time, treasure and talent. The Rotarians with disabilities were honored with Commitment Awards.

I know that that the stretch of that long and winding road will always be there and the sacrifices that go with service.

not the end of my journey. The Rotary years that lie ahead will again be the beginning of new chapters, because as I’ve said, it is what we will become after our governorship or presidency that will really count and matter most. Thank you very much for the great journey.

As I grow old, I will run through the pages of the Governor’s Monthly Letters over and over again to reminisce the old times. I will cherish, forever, the beauty of friendship, which I built with more than 1,200 Rotarians. What we have gone through will forever remain in my memory. This is

IDG Rafael “Biboy” Jocson, md Rotary Club of Bacolod North District Governor Rotary International District 3850 RY 2012-2013

IDG Biboy Jocson is a pioneer in the field of Minimally Invasive Surgery, where he is recognized as a Trainer and Fellow of the Philippine College of Laparoscopic and Endoscopic Surgeons. Currently, he is the Medical Director of The Doctors’ Hospital Medical Center in Bacolod City. A member of the Rotary Club of Bacolod North, he was inducted in 1996 and has served as a District team leader since Rotary Year 2004. Working with his club, he helped organize first Tri-District Seamless Seminar (RID 3850, 3860, 9800). He is steadfast in his dedication in helping the sick and needy. IDG Biboy belongs to a family of Rotarians. His father, Past District Governor Rod Jocson (RY 1977-78), his lovely wife Ann PP Emily and their three children (Miggy, Ria, and Mio) are all Paul Harris Fellows.

Spouse Fe de la Serna: The privilege for advocacy If there’s one big reason to rejoice at the close of fruitful Rotary year 20112012 for District 3850 with DG Melvin at the helm, it is the support of Spouse Fe de la Serna.

Lady Fe was born in Cabanatuan City as the youngest of 3 children. She finished her BS Zoology in FEU, and Masters in Science in Biological Sciences from UST. She dreamed of becoming a doctor, but God has better plans for her because He knows that she is destined to be partner of a physician.

Spouse Fe also finished BS Pharmacy from the University of San Agustin, Iloilo City, and is presently the pharmacist of Botica Dela Serna. As founding president of the Drugstores Association of the Philippines Antique Chapter, where the couple served for 8 years, the organization was one of the 5 Chapter Achievement Awardees in DSAP Convention, Tagaytay City in 2010. She is also the Immediate Past President of the Philippine Pharmacists Association, Antique Chapter. She also manages the family business, KAMMEA Beach Resort in Dalipe, San Jose, Antique, where she did most of the landscaping and design.

She worked as a medical representative for 10 years, and it was in that period that she met DG Melvin in Antique, one of her assigned areas. Leo Pharmaceutical, Elan Pharma, and finally, Bristol Myers Squibb were drug companies who have high praises for this woman. In fact, she has a few tropies

She loves to cook and dance. Gardening is also one of her hobbies and she was one of the original members of the Antique Garden Club. DG Melvin and Spouse Fe will celebrate next year their 20th year of marriage. They are blessed with four children, Arianna, 17; Kristia, 16; Alexa, 12; and Martino, 9.

Spouse Fe believes that marrying a Rotarian is not only a privilege and a blessing, but also an opportunity for advocacy. It goes with it the generosity of one’s time, treasure, and talent towards those who are in need.

If there’s one regret I have for this Rotary year, it is my absence in the recently concluded Rotary International Convention in Bangkok, Thailand. If time has permitted, I know that it could have been an opportunity for me for more Rotary information, like what I experienced during the District Conference.

Our club has several service projects and among the notable was the Operation Ligtas na Undas, where we assisted in making sure that we have a safe and systematic observance of the All Souls’ Day last Rotary year. Along with the PNP, we made sure that accessibility and convenience were provided to the people. We also maintained our landmark along the crossroad in the municipality of Pavia, Iloilo. We have a unique landmark with a globe on the topmost part signifying the internationality of Rotary.

Rotary Club of Zamboanga City East

I have an award for my attendance as the only registrant from Zone 10 and 11 in the Tri-District Seamless Seminar last year in Cagayan de Oro City. Aside from projects, I encourage Rotarians for their attendance in trainings, conferences and conventions. For the next set of officers, our club hopes to have more projects like the rubber boats, which we shared with the Coast Guard Auxiliary, where our clubmate, Asst. Gov. Boy Lee, is a Commodore. These rubber boats will prove to be very useful during disasters like floods.

I would like to congratulate the Council of Presidents for bringing projects to clubs in our zones. We received relief goods from LBC Foundation through RC Central Iloilo City, and schoolbags with supplies from RC Metro Iloilo. Thank you for bringing to us projects we can work on. I thereby encourage other zones which don’t have councils, to organize, as this will be your voice as a cluster of clubs.

I’m glad to announce that several of our club members and spouses were able to attend the 103rd Rotary International Convention in Bangkok, Thailand. Being part of the event is something we will always treasure, as we have witnessed the hugeness of our organization. We have the advantage because the venue is near our country and, as Asians, we don’t have much to adjust on so many things.

For this Rotary year, our club has sponsored a surgical mission for children with cleft lip deformities. Through this outreach, we were able to correct their problem that will change their lives forever as they grow into productive citizens of our society. We also conducted a Dental Mission.

I am also happy every time I meet District Governor Melvin, as he reminds me of the memorable fellowship we had during his visit. I also love to sing, and I believe in it as a form of expression, and music being the universal language of the soul. Our club has proven it, as our fellow Rotarian, Karen Avery, is the District Rotary’s Got Talent champion during the DisCon 2012. As the only surviving club in Ozamiz, we hope to prove some more that we are also active in this part of the District.

Aside from holding Children’s Party at the start of the Rotary year, we also have the NewGen World of Wonders, where we spent time honing the talents and skills of our youth. We believe that we have the responsibility as role models to take care of the new generation. We had fun when we sponsored the Fright Night fund raising activity held at Flow, in Bacolod City. DG Melvin and his family were there, and so were Rotarians from other clubs. Funds raised will be used to finance our many other projects. JUNE 2012 9

Committee responsible for discussing with the clubs under his/her fold to arrive at a 3 year membership goal. The 3 year goals per club must be agreed by the Club Presidents and the IPs and if necessary also by the Pres-Nominee. The agreed figures will be monitored monthly and published in the GML. However, all members of the Redistricting Committee will exert all efforts to motivate clubs under their influence to reach the agreed targets. •

The club groupings and the point persons as agreed are listed in Table 1.

Note: Clubs under zone 8 & 9 will be finalized during the Distas on April 28, 2012. DGND Jude will prepare a Matrix per grouping to be filled up by the point persons. The matrix will be sent back to DGND Jude for collation not later than May 5, 2012 since he will be out of the country from May 9 to June 1. DGND Jude will then prepare the draft of the District’s Membership Strategies to be finalized by the committee before submission to RI Director Stuart Heal on May 18, 2012 in Manila. •

The committee will openly campaign and request the assistance of all PDGs and other leaders of the District to ensure the success of this District wide-campaign for membership and strengthening of all clubs in D-3850.

Let me take this opportunity to thank you for serving as your District Secretary for Rotary year 2011-2012. The RI Theme of Reach Within to Embrace Humanity will continue to inspire all Rotarians in District 3850 in their quest for Service Through Peace, which will be the RY 2012-2013 theme. My term as District Secretary of D3850 ends, but my advocacy to serve Rotary International, the District, the Rotary Club of La Paz, and the community, will always be there.
