Normally, our GML is filled with articles related to or focused on that particular month’s theme. And without a theme, we would not have enough basis for this issue’s contents. However, with the recently concluded Discon, we had our hands full with photos from activities from the said event. In fact, this was the hardest issue to prepare because of the large quantity of pictures.

ABOUT THE COVER As promised, we are bringing to you on the cover the awardee for the DISCON 2012 Attendance Award, the Rotary Club of Bacolod South led by Pres. Aris Miñez Jr. and PDG Dave Villanueva. Of the 21 members, 18 have registered, with a winning percentage of 85.7%. This award is to recognize the club with the most number of attendees in one of the biggest and more important Rotary event, the District Conference. The district governor would like to encourage and inspire others to witness and be part of the DISCON. The attendance of members signifies their cooperation and support to the district by giving their precious time in the spirit of fellowship and camaraderie. The cover also features District Governor Melvin de la Serna and Spouse Fe, RI President’s Representative IPDG Jason Chan from District 3450, Hong Kong; and the rest of the club presidents and dignitaries during the Opening Ceremony and Fellowship Night held in Plazuela de Iloilo, Mandurriao, Iloilo City. The other photo is this Rotary year’s unanimous choice for the Most Outstanding Club Award, the Rotary Club of Midtown Iloilo. In the center is Pres. Making the pictures fit in the layout is only part of the work. Gathering, choosing, and organizing them, I think, is the more difficult part of the equation. And in this respect, I have to recognize the efforts and the meticulousness of our Governor Melvin, in his hands-on approach. I have observed this virtue of Gov. Melvin ever since we put up the first issue. He has also excercised the same qualities in preparing for the Discon and in the giving of the District Awards. Although both have not been perfect, and a few Rotarians have expressed their disappointments, I believe that he did his best. There will always be criticisms about how the Discon was conducted, and gripes about the awards. However, if there is one award that is truly deserved, but not given during the Discon, it would be the award for Governor Melvin. I don’t know what to name the award or who should grant it. But I know what the award is for—for his selfless dedication and undying passion in inspiring Rotarians throughout the district to be the best that they can be to Reach Within and Embrace Humanity.

The DisCon 2012 is finally over...over for this Rotary year but we have the 2013 to look forward to the next one in Bacolod City.
Recently, I sent you an e-mail requesting District 3850 to continue its support of the $200 Million Polio Challenge by donating a minimum 20% district DDF to the challenge. As of April 17th, District 3850’s DDF donation records indicate that a contribution of US$3749.96 will achieve the encouraged 20% DDF giving. At this year’s Rotary’s International Bangkok Convention we will announce the amount raised for the US$200 Million Gates Foundation Polio Challenge. Please help make this a phenomenal announcement by submitting DDF donations before the start of convention on May 7th. DDF donation forms can be found at http://www.highroadsolution.com/ file_uploader/images/ddf_en.pdf.
In behalf of the organizers, I would like to thank everybody for the tremendous turn-out of attendance, and success of the event. All club contestants in the Festival Dance Competition, every contender in the Rotary’s Got Talent Competition, and every pair in the Dance Sport event had its own remarkable presentation which put the audience in awe. Rotary International President’s Representative IPDG Jason Chan had but amazing praises for what we have prepared for our DISCON. Personally, I am grateful for the selfless effort of the committee chairmen and their members in executing the tasks assigned them by our Over All Chair, DG Melvin de la Serna. There were inevitable shortcomings, but they made us closer and stronger as a group. Our thanks also to our Iloilo Provincial Governor Art Defensor, Congressman Jerry Treñas, Mayor Jed Mabilog and all our sponsors who helped us in this endeavor. Thank you to all the Rotarians who helped, in their own way, to make the event a great success. Most of all, we thank the Lord for being there always. It is important for both Rotary’s reputation and for global polio eradication funding that we greatly exceed the challenge. Since 1985, Rotary International has built a reputation as global leader in polio eradication efforts. This reputation has been well earned from an established history of meeting and exceeding fundraising goals. In Rotary’s first polio fundraising campaign we committed to raising US$120 million over a three year period. Rotary fundraising exceeded this goal and raised $247 million. In 2003, Rotary again committed to raising US$80 million and, again Rotarians exceeded the goal and raised US$141 million. Because of this reputation the Bill and Melinda Gates Foundation awarded Rotary two challenge grants totaling US$355 million. We are so close to ending this crippling disease forever. Today, India is now classified as a non-endemic country; however, Polio is still endemic in Nigeria, Afghanistan, Pakistan, and has re-established transmission in Angola, Chad and the Democratic Republic of the Congo. Now is not the time for Rotary to quit. Polio is an obstinate and contagious disease and failure to break the polio transmission cycle could lead to resurgence. Rotary has always been committed to the certification of eradication of polio- three years without a case of polio. Please continue to honor Rotary’s commitment and donate a minimum of 20% DDF to the challenge before the convention. Sincerely, John F. My dear brothers and sisters in Rotary, In this issue, you will read about what Rotary is doing to combat one of the most pressing humanitarian crises facing us today: hunger. It is, I think, common knowledge that when we talk about food shortages, the problems we face are nearly always local. There is more than enough food produced in our world to feed everyone in it. The problem is getting the food where it is needed, and helping people in the poorest regions achieve food security.
There is a great deal that all of us in Rotary can do about global hunger, but as always, we rely on the work of local Rotarians to bring help to where it is needed the most. And there is little question that when we look at the world today in terms of poverty and hunger and extreme material want, the place we need to be looking first is Africa – which is why Africa is also where we should be looking to expand.
In so many parts of the world, subsistence farming practices are the only way food can be acquired, and a few months of poor weather, or even a single storm, can mean catastrophe. It is unfortunately also the case that the parts of the world where food supplies are the most vulnerable are often those that receive the least attention when disaster does strike.
Rotary’s Reach Out to Africa initiative seeks to increase Rotary club membership in Africa, mobilize African Rotarians to address local needs, and raise awareness of African issues among Rotarians in more developed regions. It is just one way to connect the people who need help with the people who want to give it but may not know where to begin.
But this is one of the greatest advantages of Rotary: our local presence in so many parts of the world, and our ability to see, and react to, crises when they occur. More important than this, however, is our commitment to a long-term approach to addressing the root causes of hunger.
There is no question that the obstacles to global food security are significant. But they are not insurmountable, and the Rotary model is perhaps one of the most promising paths forward for development – if we continue our work to build Rotary into an ever more effective agent of global change.

The long and winding road
I
remember when I was a young boy, excitement filled me every time my parents would bring me to the city. I didn’t mind the 3 to 4 hours trip passing the long and winding, rough road. When I had my college education in Iloilo City, the long and winding road that traverses the mountain range that separated Antique from the rest of the provinces in Panay, didn’t fail to amaze me. It’s still the zigzag road that puts that of Baguio City to shame. During typhoons, landslides would be all over and we have to walk to past mud and rocks to get to the next end where vehicles are waiting. This is the same road I traveled when I would visit my girlfriend (now Spouse Fe) in Iloilo City where she worked as a medical representative. This was the road we took when I would bring my sick parents to the city; the road we drove when we brought our daughters to a boarding school. This road is a witness to the happy and sad times of my life. District Governorship gets me back to this long and winding road to the city, which is now two hours from my hometown, and back. The frequency would bore me as I would travel alone at times. However, the journey would make me appreciate the beauty God has bestowed upon Mother Earth. The verdant hills and the serene rivers are awe inspiring. The mountains would meet the sea somewhere, and at times I would stop and reflect that we are not even specks
in its vastness. This would somehow refresh and assure me that everything would turn out well and no big problem will remain unsolved. The DISCON 2012, which just culminated, was the biggest challenge I had as a Rotary governor. In here, I was able to exhaust the talents I have, the order I want the affair to have, and to somehow give a legacy that will live in the hearts of my fellow Rotarians. It was a long and winding journey of almost two years for me and the committee to prepare. A PDG was right when he said that all things will just fit into their proper places when the event starts. Another PDG would check on me when it was almost over and said that I can now rest. Rest, actually, is a word so remote in my mind as I believe more responsibilities are coming because the end of the road will not be in sight. I want to say thank you to all those who supported the District and made the affair a success. Writing all your names would take several pages, and you know whom I’m referring to. There were many inconveniences, as perfection is impossible, and I would like to apologize. I would also like to congratulate the clubs, and their leaders, and members for a job well-done. However, as I said, awards are just bonuses and it is the essence of Service Above Self that should guide us in all our undertakings. IPDG Jason Chan of District 3450, Hong Kong, our RI President’s Representative, was very amiable, patient, and appreciative; and we are lucky we had him for our District Conference. We are now in transit to a new Rotary year, where Peace Through Service will bring us to a new level in Rotary as we enter the Future Vision Plan. It will, again, be a long and winding journey as we tackle a lot of problems, especially in
terms of membership challenge, to avoid redistricting of our area. Barely two months are left and we will welcome another doctor and friend to lead us, IDG Biboy Jocson. Please afford him all the support and cooperation you have showed me this RY. Let us pass on the legacy that being unified, despite our diversity, will uplift the district. I will still meet you as I take charge of the Committee on PWDs and urge you once more that your assistance to the most neglected sector will make us catch that bluebird of happiness that we are all looking for. One of my many fears in life is not able to travel nor drive anymore and bring my family to places we want to go. I know that after this RY, my road to Rotary will change somewhat. But this long and winding road is always there, as I always believe that life is journey. I will continue to sing songs at the top of my voice as I drive, and as I wave to the carpenter friend living in a mountain slope, and to that gracious bandi maker at a curve before that bridge which is now sturdy and newly painted. It will now be less than an hour, and my kids would embrace and kiss me asking for pasalubongs, and as I shout, “Ga, I’m home.”

I’m very happy of the recognition we received during the DISCON 2012, and I really didn’t expect to have our share of awards, too.
It was very timely when DG Melvin had his visit to our club, we were celebrating our club’s 25th charter anniversary. I would like to thank him for helping us out with the Medical Outreach and donation of medicines.
Rotary Club of Jaro-Iloilo City
Almost every month, we gave Children’s Party as encouraged by our Past RI President MAT Caparas and our district governor. Along with our co-awardee, the Rotary Club of Dumangas, we feel happy that we have served the children with the humble preparations we had. For us, the Children’s Party could be tangible if done with consistency and with all sincerity. The smiles in the faces of the children can energize a weary soul. Another vocational project which we believe has created an impact is the recognition of outstanding traffic aides. Our club believes that no matter what type of job one person has, excellence should always be observed. The traffic aides in Iloilo City should be motivated that an organization is honoring and recognizing their importance in putting order in the city. Mayor Jed Patrick Mabilog is glad that we have such project and we hope that other organizations will be inspired and think of other classifications to give awards to.
Rotary Club of Victorias
Our club believes in membership development and we are the recipient of the Membership Award for Highest Net gain. We invited and inducted 7 members, and out of this, I sponsored 6 of them, making me win the Sponsorship Award. I’m so proud to say also that these 6 are 100% retained as active club members. This should remind the Rotarians one of their many obligations–sponsoring new members. For this Rotary year, one of our bigger projects is the holding of Boys and Girls Week in Victorias. We were able to install city officials and help mold these youth through this form of leadership training.

The District Conference is one event which needs the support of every Rotarian in our area of concern. This is one of the reasons why 70 percent of our members were registered to take part in the biggest event in the district. No matter how small a club is, everyone should take part and make the load of the Working Committee lighter.
My spouse, Pat, and I are very thankful and happy of the just concluded DISCON 2012. It was one big event that summarizes fellowship that is Rotary.
Rotary Club of Molo
The Dinagyang festival is a worldfamous revelry, and I know that every Ilonggo is proud of this festivity. I’m happy to announce that in the recently concluded Aliwan Festival, Dinagyang is the grand champion. So, for this DISCON we sponsored a Tribe to perform and add color to our Rotary activity. I hope that this can open the eyes of everyone that supporting and patronizing our festivals will help promote tourism. Rotary Club of Iloilo City
I am very thankful for the award we received and it means that our club has also been doing a lot of things for the community. A big percentage of our members are foreigners and expats but despite the uniqueness of everyone, there’s camaraderie and unity. We just inducted two highly respected people to our club, and we are proud to have such high ranking officials as new members of our club. Spouse Pat was a part of the Spouse Program during the DISCON, and she’s happy to say that she enjoyed it the same way as the other spouses during the interaction. The event was commendable. It involved and had something to offer to our spouses, who are Rotary’s important partner in service.
