Long Way for Shortfin For more than a decade, Guy Harvey and his Ocean Foundation team members have run multiple tagging expeditions to learn more about the highly-threatened shortfin mako sharks. Last year, their efforts and others were rewarded when NOAA implemented management measures to address overfishing of North Atlantic shortfin mako. The rule requires the release of all shortfin mako sharks in a manner that causes the least harm.

Fishermen who are using pelagic longline gear (who are already required to have a functional electronic monitoring system) must release all live shortfin mako sharks, taking care to cause a minimum of harm. They can only retain a shortfin mako shark if it’s dead when hauled in.

Fishermen using non-pelagic longline commercial gear (bottom longline, gillnet, handgear, etc.) must release all shortfin sharks, alive or dead, and fishermen who hold permits may only land a shortfin mako shark (male or female) if it meets the minimum size of 83 inches. NOAA Fisheries has been promoting the live release of shortfin mako sharks since 2013 through the “Release Mako” app. It is a free app for mobile devices that allows fishermen to share information about releasing North Atlantic shortfin mako sharks. The Release Mako app is available for iOS and Android.

Panama Clarifies Agreement with China Regarding Tuna In January, the Fishing Authorities of Panama (Autoridad de los Recursos Acuaticos de Panama) announced a clarification about an agreement with China regarding fishing in Panama. The ARAP reiterated that purse seine fishing is currently prohibited by existing guidelines and laws and will not be allowed in Panamanian waters.

The agreement with China does not alter or modify the current legislation that regulates the activity of fishing in Panama.

The ARAP release stated that, based on current regulations, it will not authorize purse-seine vessels, whether for internal or external service, national or foreign flag, to operate or develop tuna extraction activities with nets of purse seine in the jurisdictional waters of Panama.

“We appreciate the clarification from ARAP regarding the protection of tuna and other species from harmful fishing methods like purse seine fishing.” said Ursula Marais, general manager and CEO of Tropic Star Lodge in Panama. “We are relieved and happy with the clarification. Knowing that the fishery in Panama will remain protected from harmful practices like purse seine fishing is important to us as a leader in sportfishing conservation and fishery management.”

See at Night Without a Light When I first saw the night vision video comparing GoPro footage side-by-side with the SiOnyx Aurora footage, I was quite skeptical. The GoPro video was almost pitch black, whereas the SiOnyx camera made the marina look like it was shot in daylight. I had to check this out in person. Amazingly, when I got the chance to test the camera, the company’s claims were accurate. This little, hand-held camera uses infrared technology to make night into full-color day. Sounds great, but what impressed me was how well it lit everything up in color under dark conditions. This is not the green night vision we’re used to seeing in movies and through hunting scopes. It’s full color and almost as clear as day. If I didn’t know better, I’d say they’ve tapped into some form of voodoo magic. However, they’ve actually just increased the sensor and the pixels. Let me explain. High resolution day-only cameras have small pixels and sensor sizes, usually about 4 to 5 mm. However, good night vision requires a larger sensor and big pixels. This camera has a one-inch optical format, which means it’s excellent for capturing color and motion in twilight and extremely low light. If that didn’t make sense, don’t worry about it. Just trust me. It works.

“Not only were there a surprisingly high number of genome stability genes that contained these adaptive changes, but there was also an enrichment of several of these genes, highlighting the importance of this genetic fine-tuning in the white shark,” said Mahmood Shivji, Ph.D., director of the Guy Harvey Research Institute.

The discovery that whale sharks also had these key genome stability adaptations was significant because theoretically, the risk of developing cancer should increase with both the number of cells (large bodies) and an organism’s lifespan. There is statistical support that cancer risk is higher in larger-bodied animals, yet, contrary to expectations, these sharks have evolved very large bodies and long lives consistent with higher levels of genome stability compared to humans, suggesting they have evolved superior cancer-protective abilities. The genetic innovations discovered in genome stability genes in the white and whale shark could be why they have been able to evolve over the millenia and to have lifespans in the range of 70 years.

But the innovations did not end there.

The shark genomes revealed other intriguing evolutionary adaptations in genes linked to wound healing. Sharks are known for their impressively rapid healing from deep gashes and large lacerations, which is tied, in part, to a bloodclotting gene. Figuring out how to transfer these quick healing abilities to humans

A vast, productive portion of the Pacific Ocean abounds off the coast of Panama. Referred to as the eastern tropical Pacific, nutrient-rich currents there associated with the northern flank of the Humboldt current converge with slow moving equatorial currents to create extremely productive ocean conditions that promote the aggregation of myriad apex pelagic predators including billfish, tuna, and sharks. In fact, some of the largest aggregations of marine life in our oceans, including hammerhead sharks, manta rays, and the infamous black marlin, occur in the vicinity of Panama and within the eastern tropical Pacific Ocean. Another amazing species that thrives in these waters is the dolphinfish. The dolphinfish is one of nature’s most perfect game fishes. It grows to more than 80 pounds, occurs in large schools, is brightly colored, readily strikes presented bait, demonstrates aerial acrobatics in its fight, and is one of the most highly sought type of seafood. These traits make it one of the world’s most highly esteemed game and food fish on our planet.

Dolphinfish occur annually off the coast of Panama, but beyond that, virtually nothing is known about the species’ local and regional movements, habitat use, seasonality, or other Panama-specific life history traits such as age and growth patterns, diet, and reproduction. Also lacking is additional data on commercial landings and catch per unit effort, despite the estimate that Panama and nearby countries—including Ecuador, Peru, and Costa Rica—provide the majority of global dolphinfish production (estimated at 47% to 70% from 2001–2012).1 In some locations, such as Ecuador, dolphinfish are thought to constitute the vast majority of estimated landings of pelagic fish, a situation that is likely true for other countries in the area including Panama. Given these estimates and the lack of fundamental data, there is an urgent need to gather baseline information 1

on dolphinfish to improve the management and conservation of this critically important species in the region.

Recently, with the support of Dr. Guy Harvey, the Guy Harvey Ocean Foundation, the Guy Harvey Research Institute at Nova Southeastern University, and the Tropic Star Lodge in Piñas Bay, Panama, the Dolphinfish Research Program (DRP), a globally recognized international tagging program for dolphinfish, helped 50 anglers begin to tag and release dolphinfish during the annual Tropic Star Lodge Marlin Tournament. This launched the beginning of a concerted effort to advance the conservation of dolphinfish and describe their life history traits, movements, and population dynamics in the southern portion of the eastern tropical Pacific Ocean.

Throughout the history of the DRP, dedicated anglers have traveled with tagging kits to places like Baja California and Costa Rica and have tagged a few dolphinfish, but never with the quantity and consistency necessary to produce meaningful results in the eastern tropical Pacific. One goal of the DRP has always been to expand the program throughout the Atlantic Ocean and Caribbean Sea, where it has been extremely successful. Since 2002, more than 25,405 dolphinfish have been tagged and released by more than 4,778 anglers and 1,409 participating vessels. This effort has led to the production of 622 recaptures and 31 satellite tag deployments, along with the gathering of additional information on catch statistics, tournament landings, growth, release condition, and population structure. These results have helped management agencies implement and improve conservation measures that benefit the health of dolphinfish that occur in the western central Atlantic, as well as provide valuable information to both recreational and artisanal anglers that target the species.

Now, the DRP’s goal is to replicate its tremendous effort in the Atlantic and Caribbean with efforts in the eastern tropical Pacific. This critical effort began with an invitation from Dr. Guy Harvey early last year.

Shortly after I stepped into the role of the director of the DRP in 2018, Guy approached me about a comprehensive, five-year effort to study the region’s fishery resources and he conveyed his interest to collaborate with the DRP. The invitation to expand the DRP to the eastern tropical Pacific Ocean was very exciting and preparation began immediately. But, the significance of what this meant did not set in until we boarded our twin prop plane in Panama City for the hour-long flight down to Piñas Bay. During the flight, many thoughts raced through my mind about how the week would pan out, whether the participants in the tournament would be receptive to tagging and releasing dolphinfish, and how we would define success at the end of the week. I reminded myself that I was not only accompanying one of the world’s most prominent marine artists, scientists, and explorers, but that I was also heading to a fishing destination that has been very active in fisheries conservation work. The Tropic Star Lodge was the first fishing resort in Panama to begin releasing all roosterfish and cubera snapper. They also adopted the use of circle hooks in the early ‘90s to improve the survival rates of released fish. They, and other leaders in Panama, have been responsible for establishing a 20-mile, non-commercial fishing zone around Piñas Bay, and they established a decree that protects all billfish and roosterfish from commercial harvest. Reminding myself of the incredible team I was traveling with and these tremendous conservation efforts settled my nerves a bit as we made our approach into Piñas Bay. Flying into the remote part of Southwest Panama was surreal. Dense jungle gave way to a long runway just inshore of a beach where the air traffic control tower (a small, tin hut) stood. As our wheels safely touched down, local kids ran through grass along the outskirts of the runway to greet us. As soon as we disembarked the plane, our adventure began. Within minutes, we were whisked

Parts are expensive, mechanics have you by the cojones, and fuel storage is a major hassle.

This is why customers in Hawaii and far-flung destinations pay 30 or 40 cents or more per kWh for electricity, while typical U.S. mainland prices are in the 10–14 cent range. So, when companies like Tesla and AES come in offering energy at much less than the cost of diesel, it’s a foreboding warning for anyone in the fossil fuel business and good news for those of us who prefer clean air and water.

Having 100% renewable energy might not be in the near future where you live, but if you want to see what that looks like, Kauai is the place. There, on the Garden Island, the blues are fish and the greens come from the sun. And, you might just land a grander while you’re there.

It took 13 years from inception to completion. And while it had been done before, there were no clear roadmaps, or proven techniques, or other’s failures from which to follow. It was trial by fire, or in this case, trial by sun.

In 2005, shortly after Hurricane Dennis made landfall in Pensacola, Florida, local resident, avid boater, and businessman Bobby Switzer soon realized two things: there was a shortage of diesel fuel and a shortage of pleasure boats. Those who had pleasure boats could scarcely afford the skyrocketing price of diesel, and those who didn’t, questioned the prudence of purchasing a new one in face of the daunting costs to operate. Switzer thought, why not build an electric boat? It was an idea that would germinate for another three years before Switzer set his plan in motion.

Electric Vessels: Not a New Idea While electric vessels may seem to some to be a product of our modern age, the first electric boat was built by the German inventor Moritz von Jacobi in St. Petersburg, Russia, in 1839. It would take another 50 years before battery and engine improvements would make electric vessels a practical alternative to steam propulsion, which was the primary means of power at the time. In 1882, an engineer with the Electrical Power Storage Company in Britain developed the first electric launch driven by storage batteries. The company developed a fleet of electric boats for pleasure and transportation. The smooth, quiet trips could last up to six hours at 8 mph on the calm waters of the Thames River. The 1880s through the early 1920s were considered the Golden Age for electric-powered vessels. They were perfect for calm, inland, non-tidal waters and were prevalent across Europe. With the advent of internal combustion, gas-powered, outboard motors in the 1920s, electric vessels declined and all but disappeared. But a few persisted. On the Konigssee Lake in Germany, the waters and surrounding areas were considered so environmentally sensitive that motor and steam-driven boats have been prohibited since 1909. Electric passenger boats are still in service there today.

Solar Electric Vessel: His Bright Idea By 2008, Bobby Switzer’s idea for his electric boat had been ruminating for a while, and then, when he stumbled across an old Stiletto catamaran sailboat hull, his idea took on a new life. (A stiletto is a knife or dagger with a long, slender blade and needle-like point, primarily intended as a stabbing weapon. The stiletto blade’s narrow cross-section and acuminated tip reduces friction upon entry.) The aptly named, sleek, narrow, lightweight Stiletto twin hulls would prove to be the perfect framework for Switzer’s solar-powered electric boat. The lighter and sleeker the boat, the easier and more efficient it would be to power through the water. He wanted to build a totally sustainable boat, powered strictly by solar energy. Switzer knew it wasn’t a project on which he would go alone. He enlisted the help of two other individuals: Donald Long, a solar genius and partner in a local solar company, SunFarm Energy, and Mike Bredesen, a craftsman and designer renowned for his boat building skills. Together, they began what Switzer would describe as a seven-year experiment. They dismasted the Stiletto and built a T-top frame for solar panels. They tried different motors, and after testing efficiencies of other electric motors, finally settled on Torqeedo, an outboard electric motor known to be compact, light, and quiet, yet powerful. During the seven years of experimentation, Switzer claims they never “plugged in” to shore power. They ran completely on the power generated by the solar panels perched atop the canopy. As Switzer explained, sun power is stored instantly, and it’s used instantly. As long as there is sunshine, you never run out of “fuel.”

Solar-Powered Vessels: Sustainable, Renewable, Abundant, Affordable, Environmentally Sound There is no other source of energy like the sun; it’s free, clean, abundant, quiet, renewable, and sustainable. Even wind has its limitations, and let’s face it, if you wanted wind energy, you’d buy a sailboat. The sun is expected to be around for another five billion years, so it’s safe to say we won’t run out anytime soon. While there are upfront costs, once you’ve reached the payoff for solar-powered vessel (PV) panels and batteries, the energy is free. There’s little to no maintenance. The only environmental impact is at end-of-life disposal. While there are recycling programs for solar PV and batteries, admittedly there is some impact, although much less than with other sources of power. While Switzer’s Stiletto solar boat has a top speed of 12 knots, the speed capacity for solar vessels is rapidly evolving. One of the fastest solar-electric boats developed today is a ski boat that tops 53 mph.

Bobby Switzer built his solar-electric boat for fun. “It’s the perfect cruising speed, six to seven knots. And you never spill a drink,” he laughed. “It will get up to 10 or 12 knots, though, if you’re in a hurry.” In 2018, Switzer entered a marketing partnership with SunFarm Energy. What started as a fun experiment is now a marketing tool showcasing the viability of solar energy. Today, you might see the STEVI, (Solar Technology Electric Vessel Innovation) cruising the waters of Pensacola Bay or Santa Rosa Sound. It’s a wonderful “vessel” to promote solar-powered boats, because it is so unique. A sailboat hull with a solar-powered canopy is not something you see every day, and it always garners curiosity from other boaters and onlookers from ashore. Switzer has had a lot of fun showing off the STEVI, but when I asked him if he saw any more solar-electric vessel projects in his future, he replied, “I’m one and done! But if someone else wants to build one…I’m happy to help!”

Fishing has always been a“man’s sport.” However, for a new generation of women, the gift of angling has been handed down from their fathers. Take Heather Harkavy, for example. Her dad, Jeff, co-founder of non-profit Bonefish & Tarpon Trust, provided her with a solid background not just in fishing, but also in the consciousness of the fragility of nature.

“He is my best friend, my mentor, and my biggest fan!” Harkavy gushes with heartfelt sincerity and enthusiasm.

Other young women report similar “daddy’s girl” experiences that opened opportunities to explore a world typically not afforded to many girls. Social media has provided an outlet for these women to share their stories, photos, and trophy catches, creating a community of like-minded anglers who are becoming disciples and mentors for a new generation of young girls. This group is not confined to “girls’ sports,” and sheds the limiting beliefs and insecurities that have kept women from participating in one of the world’s most exciting and rewarding adventures.

We share a few of their stories here, in hopes that they inspire other young women to look to the water as a wide-open possibility to toss in a line and get hooked.

Louisa Gibson Growing up in the Cayman Islands, Gibson sat on the dock with little hand lines, catching and releasing baby fish.

Though her father was not known for his fishing ability, he took Gibson out on his boat and she went on trips with friends, but without passion for the sport.

After earning a degree in marine and animal biology, with a master’s degree in environmental protection and management, Gibson began work for GHOF and developed her affinity by fishing with the best—Guy and Jessica Harvey. She recalls a trip to Costa Rica, being on the water for five days, and watching Jessica catch at least 20 sailfish. Gibson loved the thrill, the hum of the engine, and the meditative nature of “thinking of everything and anything” in between the hours or days without catching a fish. Then, when a fish is on the line, she says, “You go from 0 to 100 so fast!” Gibson experienced that rush when she recently caught a 200-lb. oceanic whitetip shark, fighting for over 35 minutes to tag and take tissue samples for genetic study. “I love contributing to the conservation of endangered species,” she states, also noting that she uses social media and her career to “inspire others to be more conscious about the way they fish and give back to the ocean.”

Though she is not a record holder, Gibson relayed a moving experience—the softer side of fishing—when she caught a marlin while watching sperm whales and dolphin swim nearby. “It was the most fun I ever had, and I was 100% exhausted! I will never forget the feeling of looking in her eyes, like I could read her thoughts. I said ‘thank you’ and released her, and then dove under the boat to watch her swim for a bit.”

As a “girl guide leader,” Gibson enjoys telling young girls about her fishing trips, in hopes they have the courage to try it themselves to build confidence. She also notes that male captains and mates on a boat often assume that a woman wants help to hook her fish. “Women have to learn to say, ‘That’s my line, don’t touch it,’” she states.

Gibson mentors Cassandra MacDowell, a teenager from Cayman Brac and volunteer for the GHOF. “Cassie wants to be a marine biologist, so I give her all the help and experience I can. She is going to do amazing things in life!”

Cassandra MacDowell Known as “Cayman Cassie” on her prolific Instagram page, MacDowell shares beautiful photos of fishing, nature, and conservation efforts on her island home. She was studying for a science degree at the Brac Campus of the University College of the Cayman Islands, but since it is such a small school, there were not enough students to continue the program. Instead, she is now volunteering as a Guy Harvey Ambassador and conducting a stingray census for the Foundation, continuing her goal to work in environmental conservation.

MacDowell has been fishing since she was two years old, her fishing captain father grooming her to take over the business. But her interests are less about trophy fishing and more about conservation. She currently volunteers and handles the Facebook page for Green Go, an organization that works to control an invasive species of iguana that is disturbing the balance of the islands’ native iguanas. Locals are encouraged to hunt them at night and eat the larger ones since they grow to nine feet long.

While she doesn’t see herself as a mentor, the 18-year old has introduced some friends to fishing and got one “hooked” by helping her catch a 60-foot wahoo. She is also interesting in conveying a positive image of women who fish. “I usually have my hat pulled down to my eyes, wear long sleeves, and my hair is messy—like most women anglers I see.” But, MacDowell notes, “The bikini-clad women get all the attention.” While MacDowell watches YouTube for tips, she would like to see a main channel on fishing to help women learn.

MacDowell earned her credentials in area tournaments including the recent Burger King Big Fish event, where her 50-lb. tuna won the heaviest overall tuna and the heaviest fish caught by a female angler. She chuckles that a well-known, local fisherman was surprised to learn that a 17-year old girl beat him by a half-pound. She also notes that she holds an IGFA Cayman Islands record for female angler with a 25.6-lb. dolphin on 80-lb. test.

“The best way to build a woman’s confidence is to give her the opportunity to catch a fish,” says MacDowell, speaking from experience with her dad. “Guys can help a woman learn to do it right, and they can cheer her on, saying, ‘you can catch a fish as well as I can!’ Then women can figure it out as they go along. Once you hear something take the line, you get that adrenaline rush—and once you catch the fish and you’ve done it on your own, you are into it,” she says. “Every time is a new adventure.”

Chris unloaded the gear—rods, reels, ice auger, slush ladle, worms. Even though the auger was sharp and made of lightweight metal, it was a hand-crank unit and the ice was a foot thick. I watched a couple of local dudes, who live at 9,000 feet, augering a hole and it seemed easy. For this Florida boy, who spends most of the year between zero and 10 feet of elevation, I got winded just putting the worm on my hook. Still, I had to drill some holes just to prove I was manly enough to hang with the locals.

We’d timed the event to coincide with the sun shining on us, hoping we’d catch fish and be gone by the time the old fire ball sank behind the ridge. When it’s 11 degrees and you’re standing on top of a giant, frozen margarita, the sun’s warmth is a welcomed friend.

We tried to find the lucky hole for about an hour without much success. So we kept drilling in different spots, hoping to outsmart the wily trout. Soon, we had about eight holes, all with lines in the water. Finally, the little buggers began to eat. Chris pulled out a nice, cutthroat trout, then Frank, another local mountain dweller/angler, caught a bigger one. The bite was on. I had two fish eat my bait but successfully avoid the hook. We had a few more fish on, but in the end, we extracted a total of two.

As the sun sank below the horizon and the mercury fell like a novice skier down a double black diamond, we packed up and hiked back down on the same trail I’m sure those mystical Native Americans did so many centuries ago. Then we got into Chris’s truck, turned on the seat heaters, tuned to XM Channel 57, and eased home. Life is tough.
