ECENTLY I have been feeding my electric bike habit by buying and selling bikes via Ebay. Like the used motor trade, it’s the custom to go and pick up any bike you buy and have a go on it before you part with your cash. This means you can step briefly into other people’s lives. In the last couple of months I’ve had the pleasure of home visits with a female Country and Western singer in Somerset, a heating engineer in Nuneaton, a very jolly (and very short) car mechanic in Norwich and he’s even shorter dad. I mention their size because after we had toured their garage out the back of the bungalow (and admired their Morris Minor Traveller and their Rover with a broken gearbox) our host threw open the doors of another garage to reveal a matching pair of 1970’s Rolls Royces. Somehow the vision of these two fellas propped up on cushions at the wheel of their Rollers on the way to pick up a bunch of kids for the end of year prom (their main source of income) seemed very funny. Then there was the man in Marlborough with 100 motor mowers in a polytunnel in a thunderstorm, but the most exciting trip of all was the backstreets of Bewdley. I will now tell you how to get to this most extraordinary place... If you drop down into Bewdley coming say from Tenbury Wells direction you go through the town over the bridge and then hang a left by the Esso garage. Then follow that lane alongside the railway (very picturesque Severn Valley Steam Railway) for about a mile and a half and then cross over the railway line and you will find yourself in the most charming time warp. This is the North Lane Plotlands which is the housing equivalent of allotments. After both world wars small parcels of land were sold off to individual buyers, back before the planning laws clamped down on this sort of thing and people have built their own homes, shacks, fantasies on a 50 foot square of land. The community at Bewdley consists of several hundred selfbuilt houses and it’s fabulous. A crazy mix of smart clapboard kits, old converted railway carriages and houses put together from anything that came to hand that sprawls over three large fields of grazing sheep and lambs on the slopes leading down to the river Severn. In order to find my electric bike seller I had to bang on quite a few doors to find my way and everyone without exception was relaxed, chatty and obviously blissfully happy in their D.I.Y. heaven.

Michael ‘Wizard’ East W IZ died the other day, suddenly, bang. This is a very terrible thing. You would go down the Building Supplies with DIY on your mind, feeling somewhat out of place among a bunch of professionals ordering 14 metres of 4x2 at 14/6 a yard. And out there in the car park you would come across a man with hair down to his shoulders and a Victorian beard and tash, and be greeted with a cheerfulness that made you aware that you were not only buying stuff, but at home.
His real name was Michael East, but nobody called him anything but Wizard. Wiz was the ultimate good egg. Elderly ladies in the Kington and Lyonshall district with weird chimneys or leaking roofs, or just unsure about what everything meant in the strange new world that had crept up on them since the 1950s, would turn to him for reassurance. And reassurance he gave them - not kindly bromides, but practical stuff: lock on the door, new tiles on the roof. Pay him? Not at all, it was what was needed, that was all. And young folks who came across him would find a rangy, muscular friend, older than them but deeply and genuinely interested. All this is only to scratch the surface. Wiz was a dedicated fan of Neil Young and Half Man Half Biscuit. He built the bus shelters of Lyonshall with his usual mixture of fine craftsmanship and no nonsense, and named them Lyonshall Central and Lyonshall North. In this case he charged a few hundred quid. This came as a bit of a shock to Herefordshire Council, who were charging £9000 a pop for erecting identical buildings. In the church he sang in the choir. In fact recently he was the only member of the choir, and his voice, while deep and enthusiastic, was not at all times strictly reliable as to pitch. But the sight of him togged up in cassock and surplice worn over a Neil Young t-shirt, jeans neatly rolled up over impeccable trainers, became a crucial

part of all ecclesiastical seasons, celebratory or penitenial. And his solemn carrying of the processional cross in front of the parson, dipping to get it under the rood screen with the ease of long practice, was a joy to watch. Particularly since at all weddings, funerals and christenings Wiz would previously have been out on the fearsome main road in his hi-vis waistcoat, marshalling the cars into the car park with the grace of a Venetian doge receiving ambassadors, and as usual refusing all payment. There are good neighbours, excellent neighbours, and somewhere stratospherically above these categories, Wiz. It is no fluke that the flags in Lyonshall and Kington have been flying at half mast this past week or so. We have lost someone who would heed the widow, care for the orphan, and inject great bursts of joy and hilarity into the lives of all. With any luck, people will come along who will have Wiz’s knack of spreading happiness as well as practical help. Or perhaps now that he is gone we can profit by his mighty example by having a shot at doing a bit more of it ourselves. Llywelyn ap Twhyswldtryx

Damn (Good) Foreigners Two European indies well worthy of your attention this month the first, A MAN CALLED OVE (U), was Sweden’s bid for this year’s foreign language Oscar. It’s a droll but affecting comedy centred on the eponymous, 59 year-old Ove (seasoned character actor Rolf Lassgård), a recent widower and world-class curmudgeon. Having lost his wife, his job and social status in short order and wearing an almost permanent scowl, Ove spends his days aggressively enforcing laughably strict neighbourhood by-laws, chatting sorrowfully to his wife at her graveside or notably failing to commit suicide. Bearing pleasing echoes of Toni Erdman, writer/ director Hannes Holm’s deftly plotted tale, has bubbly Iranian-born Parveneh (Bahar Pars) and her newly arrived family, plus the joshing of his lifelong pal Rune – based largely on their competitive allegiances to Saab and Volvo – obliging him to re-evaluate his devoutly negative attitude, and happily without descent into mawkishness. Again taking the theme of awkward outsiders FROM THE LAND OF THE MOON (15) moves to rural 1950s France, where Gabrielle (Marion Cotillard) and husband José (Alex Brendemühl) are somewhat distractedly taking their young son to a piano competition in Lyon when spotting a once familiar doorway, Gabrielle jumps out of the car. The location obviously stirs up memories which in director Nicole Garcia’s intricately layered film are chronicled in flashback where we learn that as teenage daughter of a lavender farmer, Gabrielle’s sexual lust is directed disastrously at her teacher, compelling her uptight family to arrange marriage to their solid, impassive farmworker, José. The couple decamp to the coast where he builds them a nice home but Gabrielle’s insatiable desires prompt a doomed affair with wounded soldier, André (Louis Garrel). Although clearly established as unappealingly selfish, we ultimately sympathise with Gabrielle’s rebellious nature, and admire José for sticking with her. E
VERY summer Mr Pernickety, who is a creature of sporadic habits, heads off to experience the special pleasures of South West Wales. For more than a quarter of a century he has returned each year to walk the rufous cliffs of St Bride’s Bay and enjoy the gentle cragginess of its coast, where he can stretch his limbs and defragment his jumbled spirit. Places like this can seep beneath the skin and become an element of a person’s inner psyche - part of what the late Anthony Powell’s General Conyers liked to call their ‘personal myth’. So it has been, too, for Mr P’s issue who have accompanied him there over the years - most especially his daughter, Miss Pernickety, who was determined to use the numinous beauty of Druidstone Haven which she has known and loved since she was toddling, as the setting for a short film she has written. Miss P, like her father, both a risk-taker and an optimist, allowed only two days in which to shoot entirely en plein air on a very tidal beach. Almost inevitably, the Welsh rain pissed down throughout the first day. The next day brought unremitting sunshine, the tide offered an open beach for a full ten hours, Druidstone lent its ethereal loveliness, the film was made and Mr P can only pray that the result will merit the risk. The Druidstone Hotel with its very individual charm is as comfortably shambolic as ever, and may it always be. But Mr P is fearful of jungle drums announcing that sooner or later representatives of the Chelsea Tractor-driving Classes will discover the little known wonders and miles of undeveloped coast of Pembrokeshire, and move in to start developing ‘Boutique’ hotels and sushi bars. On the rain-filled day on which Miss P was failing to get much footage in the can, Mr P, his Lovely Companion, and her son, the Human Hoover, decided to take shelter and lunch at a small, picturesque pub nestling by the harbour in the tasteful tweeness of Little Haven. They had stopped there a few days before to slake a big thirst after walking the coast path from Druidstone. Mr P found the only bitter beers on offer were Rev James’ and Doombar, both of which he associates with Pubco boozers, which tends to put him in a bad humour. He ordered instead a pint of Coors which he had enjoyed years ago, while sojourning in Los Angeles, US. At that time, Coors was sold only within a comparatively short distance of where it was made in Colorado, using - it was said - special Rocky Mountain spring water. It tasted delicious then, some forty years ago. The liquid served under its name at The Swan in Little Haven tasted of very little, and that somewhat acrid.

However, the place had an engaging, genuine feel about it and has been done up by someone with a goodish eye - nicely worn wooden floor, small 1920s square oak tables, wood-burner in the inglenook, some
original windows and panelling - all pleasing but somewhat marred by a massive, thankfully blank TV screen. The menu looked promising, so Mr P and his party sat at a table by a window, offering what might normally be picturesque view of the harbour, disfigured on this occasion by a busy mechanical digger throwing up a new concrete harbour wall, and a string of sodden walkers clad in badly chosen purple and hi-viz wet weather gear, wielding nasty ‘Kevlar’ walking sticks (like those Mrs May was shown using on her disastrous Snowdonia walking holiday) as they traipsed down from the cliff path. This time Mr P submitted to the narrow choice of bitter and drank Sharps unexceptional Doom Bar. For starters, his party ordered Olives (not special), Hummus with delicious crispy bread (£4.95) and Whitebait with tartare sauce (£4.95). The Human Hoover (always keen to suck up knowledge) asked Mr P what whitebait were. Mr P has retrospectively consulted Wikipedia, and can pass on the information that these tiddlers are in fact the young of a variety of different species – herring, sardine, sprat, mackerel, bass – and therefore a form of ecological vandalism. Besides, Mr P has come to the conclusion that whitebait are only as good as the breadcrumbs or batter in which they have been deep fried, in this case, pleasantly crunchy, with a good quality tartare sauce. Mr P’s Fish’n’Chips with aioli (£12) were entirely good with excellent, and unsoggy batter. The LC and her issue enjoyed ‘Crsipy Chicken wraps’ with salad (£7.50), in which, the LC exclaimed with surprise she found sun-dried tomatoes, which she considered inappropriate. Mr P shrugged; the only other things he found to complain about were the blandness of the background rock music, and an intrusive racket from the open kitchen door – not anything intriguing like raised human voices and chef’s obscenities, just a very loud extractor fan. grass roots No Holiday for Monsieur Hulot! W
HILE following the sudden rise of Emanuel Macron, and then the landslide win of his party, En Marche, I could not help noticing that he had appointed an environment minister called Monsieur Hulot. Just seeing that name brought a smile to my face as I recalled the first Jacques Tati film I saw, back in the 1960s, Monsieur Hulot’s Holiday. The character that Tati brought to the screen had a silly walk and wore trousers that were too short. He was courteous, naïve, accident-prone and loveable. Monsieur Hulot was a solitary and old-fashioned figure trying to survive in a world where large industrial and business forces seemed determined to ride roughshod over him. I am not sure if Tati was any kind of environmentalist but he certainly wanted to depict the battle of the little man against the powerful, and, on the roads, the struggle for survival of the little old banger in the era of the juggernaut. In the film, Trafic, Tati showed the absurdity of drivers spending large parts of their lives stuck in traffic jams, where they hope their unpleasant personal habits will not be too visible to their fellow motorists. After they do reach their destination it turns out the car park is vast. There are so many vehicles that at the end of the day they can’t find their car. So Tati and Monsieur Hulot were well in advance of their time.
To discover that France in 2017 has a real minister, in an important job, called Hulot certainly arouses one’s interest. But this Hulot is certainly no comedy act. It turns out that he is a bit of a cult figure, an environmentalist who became popular enough for several previous French leaders to want him on their team. Hulot turned down government jobs under Jacques Chirac, Nicolas Sarkozy and Francois Hollande. He is like a cross between George Monbiot and David Attenborough. He rose to fame presenting a TV show on the natural world and set up his own environmental foundation. His exact title in the government is Minister of Ecology and Solidarity. Although that may sound wishy-washy, government sources have said he will be in charge of energy. He wants to cut nuclear power’s share of electricity generation from 75% to 50%. And his arrival Monsieur Hulot

in government prompted a sharp drop in the share price of EDF, the huge mainly state-owned power supplier and operator of dozens of nuclear plants. Of course, Macron and his prime minister, Edouard Philippe, were regarded before the elections as broadly pro-nuclear. So, we will just have to see whose ideas hold sway. The biggest thing about the elevation of Monsieur Hulot is that he actually knows something about ecology, the environment and energy. Britain would do well to take a leaf out of Macron’s book. At Westminster, the job of environment secretary is often given to someone the prime minister wants to park in a place where they can’t do too much harm or rock the boat. Why else would any prime minister have given a job in environment to Andrea Leadsom? She’s the one who wants the BBC to take a patriotic line on all stories relating to Britain’s negotiations with the EU. To borrow someone else’s joke, let’s pause here for a few bars of Land of Hope and Glory. Leadsom is a former climate change sceptic who seemed, to many observers, to have no affinity with, or interest in, the natural environment. She has been a supporter of fox hunting. And she’s in favour of privatising our national forests. Leadsom was also at the centre of the government’s recent prevarication over publishing its plans to reduce the air pollution which causes about 40,000 premature deaths in Britain every year. She claimed it fell under the purdah rule during elections. But the courts forced her and fellow ministers to publish what the London mayor described as “…a weak plan that lacks any sense of emergency”. In case I am being harsh on the hapless Leadsom, let’s recall some other recent holders of that office. In the last seven years there have been no fewer than five Tory environment secretaries, of whom most have been quite unsuited to the job. Take Michael Gove, the current incumbent. It was he who, back in 2013, wanted climate change removed from the national curriculum. A former fellow minister, Ed Davey, claims that Gove only backed down after an angry exchange of letters with him.

How about Liz Truss? Her rise to any ministerial level was puzzling. As were some of her speeches, including
one in which she bemoaned the importation into Britain of too much cheese. A bizarre claim, as she never really explained what would be the right amount. None at all? The odd slice? A tonne or two? I don’t think we ever found out. Another strange feature of Liz Truss’s tenure was a speaking style in which she made very obvious pauses for laughter, but failed to precede them with anything which sounded like a joke or was funny. Then there was Owen Paterson. Oh dear! Sacked after two years in the job, he saw himself as a victim of what he called the Green Blob. He borrowed the Blob idea from Michael Gove. I think it means “…all those people and groups on the left who are against me.” Paterson seemed to regard anyone who warned in strong terms about man-made climate change as a dangerous extremist. Quite how David Cameron ever came to appoint him as environment secretary in his “greenest government ever”, I am not sure. But it was at a time when UKIP was viewed by the Tories as a growing threat. And having some ministers who openly despised and disparaged the green lobby was perhaps seen as a way of outflanking Nigel Farage and his followers. The coalition’s first environment secretary, Caroline Spelman, is probably the only one of the last five who was remotely suited to the job. True, she blundered badly in suggesting the privatisation of the nation’s forests, but at least she had the guts to make a rapid u-turn and admit her error. She was duly fired in 2012. But, on the back benches once again, she enhanced her image with environmental campaigners in 2015 by calling for a ban on fracking, given the severe lack of regulatory safeguards. In truth though, on the Tory side, one has to go way back to 1997 and John Gummer, now Lord Deben, to find an environment secretary who was really up to the task. It seems unlikely that Theresa May will ever get the chance to have a reshuffle. So, to her successor, whoever you are, can I suggest you appoint, to the top DEFRA job, someone with just a glimmering of interest in the environment and the wit to refrain from bouts of absurd flag-waving on behalf of British farmers, which they can certainly do without. We may lack our own Monsieur Hulot, but surely we can do better than the bunch we have endured these past seven years. Julian O’Halloran
