Bling-on-Thames A
N unexpected bonus resulting from Theresa May’s calling of a snap General Election this month is that any likelihood of Donald Trump appearing on these shores has mercifully been delayed until the autumn. Breaths were held in Buckingham Palace, following Mrs May’s premature offer of a State Visit, during her hand-holding tryst with The Donald in Washington back in January. Now the earliest he is likely to appear seated in a gold landau being driven down The Mall (sadly bereft of any grassy knolls) is October. One of the unpublicised reasons for the hastily cobbled together summer visit was so that it could coincide with the scheduled completion of America’s new Thames-side Embassy at Nine Elms next month. The present US Embassy – which occupies the whole of the west side of Grosvenor Square – was designed by the Finnish architect Eero Saarinen. It has served the US government well for more than half a century. But to use that hackneyed phrase beloved of former Labour minister John Reid, it was no longer fit for purpose. Security issues (despite the ugly crash-proof barriers installed back in the 1960s) and soaring Mayfair land prices were doubtless the two main drivers behind the decision to move to the less-salubrious environs of Nine Elms. An option to sell the site (for an undisclosed sum) to The Quatari Diar Real Estate Company was signed in 2007. Doubtless the Saarinen building, although Grade II listed, will be razed to the ground to make way for yet more highend luxury apartments for the Middle East’s super-rich, which will remain unoccupied for most of the year. A near neighbour of Sir Giles Gilbert Scott’s sadly neglected Battersea Power Station (now owned by a Malaysian consortium) and the new Covent Garden Market (not really so new, having been built over 40 years ago), the new 12-storey building, by Philadelphia-based architect Kieran Timberlake, is a veritable hi-tech fortress. Its designer describes it as a ‘crystaline cube’, because of the swags of semi-transparent polymer fabric, festooned down its elevations to reduce solar heat gain. The overall effect is a blinglike chocolate box. Few details about the building’s interior are currently available, though the flat roof will almost certainly be used as a helicopter landing pad, when Marine 1 transports The Donald across London from the US Ambassador’s official residence, Winfield House, in Regent’s Park.

Though hemmed in on three sides by uninspiring high-rise towers for Vauxhall’s burgeoning population of cycle-riding sub-yuppies, Trump Towers 2 sits in a 5 acre parkland setting, complete with its own moat.
In terms of cost (the final bill is likely to be north of $1-billion), it will be the most expensive US embassy ever built and works out at more than twice the price of GCHQ’s doughnut-shaped HQ at Cheltenham. For designers working abroad, embassies and legations in foreign lands are notoriously difficult to pull off with architectural élan: they have to please their government paymasters back home, yet must impress the natives. The Chinese Embassy in Washington, by centenarian I.M. Pei (he of the Louvre’s glass pyramid) is an elegant geometric exercise in angular French limestone, as far removed from Beijing as one could possibly get. Whilst further along Massachusetts Avenue, dear old Ned Lutyens’ Queen Anne style red brick British Embassy of 1928, is unashamedly a little piece of England, which could have been transported there from Virginia Water. Sadly, Keiran Timberlake’s crystaline cube is neither fish, nor fowl, nor good red herring. Nick Jones

cinema MINDHORN (15) Richard Thorncroft (Mighty Boosh co-fo un de r Julia n Barratt) is a has-been actor who 25 years ago fronted Mindhorn, a macho t.v. crime series set on the Isle of Man. Recruited by his laconic agent (Harriet Walter) to return there and help the police nail a deluded killer who’ll only negotiate with the t.v. cop he thinks is real, Thorncroft discovers his old flame Patricia (Essie Davis) is now a t.v. reporter married to his gloating ex-stuntman, whilst a minor Mindhorn character (Steve Coogan) now has his own t.v. series. THE PROMISE (12A) In the dying days of the Ottoman Empire, Mikael (Oscar Isaac) an Armenian medical student falls for a French-educated Armenian girl, Ana (Charlotte le Bon, The Walk) who is also the mistress of Chris (Christian Bale) a fiery American journalist. But caught up in the genocide of 1.5million Armenians by the Turkish government – which to this day they totally deny – the love-struck pair face incredible dangers trying to make a run for it. Oh, and just to add to the drama, Mikael is already engaged to the lovely Maral (Angela Sarafyan). I
N the United States Donald Trump huffs and puffs his way around the White House like an amateur actor cast in the role of ‘President’ in a redneck version of The West Wing. He often forgets his lines and is making it up as he goes along. Over here, the British people can do nothing but shut their eyes and hope that when they open them, the awful dream will have gone away. Or, if they lived in the Herefordshire village of Orleton, they could turn off the gloomy news on TV and head out to carouse with or benefit from the wisdom of the regulars in one of the two pubs – The Boot and The Baker’s Arms – which they are lucky enough to have serving their community. But here there is potential gloom, too, as their choice may soon be reduced to one. The Boot is an attractive, authentically rustic boozer in the heart of the old village, which Mr P reviewed in the Woolly Organ in 2011. It has been owned since 2008 by a property developer who used to live nearby. He is now offering it for sale through pub agency, Sidney Phillips, at a price that the locals believe indicates that he would rather sell it as a private dwelling. Mr Pernickety has had cause from time to time to refer to this malignant practice of seeking to have planning use as a pub lifted from a building with potential as a private dwelling which, without the restriction, can be worth at least double its value. The lovely old Ancient Camp Inn at Ruckhall, near Hereford, was lost, some years ago, in this way. The locals suspect that The Boot is now being deliberately run down in order to strengthen the case for having the planning use removed. Although their opening hours (closing at 9.00 pm several nights a week) suggest this, Mr Pernickety has been unable to contact the owner to confirm or deny that this is his intention. If an applicant is able to demonstrate that the pub isn’t turning over enough to justify its retention, the planners may grant its lifting, especially if, as in this case, there’s another pub in the village. Mr P thinks that most of the villagers would be quite grumpy if their only choice was the Baker’s Arms, so he went along with his old friend (and former skillet wielder), the Wrinkle-Rocker to see what it had to offer.

Mr P had once looked in for a pint a few years ago, when he’d been taken aback by the thoroughness with which any personality the old place might once have possessed had been destroyed, starting with the change of its name from the quaint and rare ‘The Maidenhead’, to the more prosaic ‘Baker’s Arms’. Admittedly the former Maidenhead hadn’t been the most salubrious of boozers, but gentle, tasteful refurbishment would have left it far more engaging
than wholesale blandification that had taken place. It is now fitted out entirely from the Pub Furnishing Catalogue (‘Rustic Style’), with rows of banquette seating reminiscent of a ’70s steak bar, brand new characterless chairs and tables backed up with much beige paint and bogus beamery – nothing on the walls or nooks to demonstrate any individuality, while a large TV screen across a corner of the bar was showing an episode of Holby. Mr P and the WR parked beside the reconstructed ‘beer garden’, a new Leylandia hedge, with a view across a tidy lawn to a static caravan, beside an area of meticulous fake paving stones. Nevertheless, despite the plain dreariness of the place, and the almost subliminal muzak that filled it inside, and a less than effusive welcome, Mr P and the WR were please to find no less than six local beers on offer; their pints of Three Tuns tasted well-tended. Some potentially interesting special dishes were chalked up on a board, while the standard menu featured a predictable selection of expensive burgers (but Mr P is spoiled since eating the Beefy Boys burgers in Hereford). Sitting in the dining room with six other punters, Mr P and the WR started with a bowl of Garlic Prawns, which came with hunks of excellent wholemeal bread. The WR – more pernickety than Mr P – thought the crustaceans short on seasoning, though Mr P enjoyed them well enough. Lack of seasoning featured in the WR’s next course – a Trio of Fish (£14.99). He pronounced the hunks of salmon, hake and smoked haddock overcooked without having been adequately deboned, while the white wine sauce that covered them was little more than a tasteless glaze. This was accompanied by three small bowls of relishes , chopped onions, something else they couldn’t identify, and tomato ketchup, which the WR used on his chips, about which, perversely, he was inclined to be complimentary. Mr P liked the chips too, but the Beef Strogonoff (sic) at £15.99 (there are many ‘9’s on the menu) did not perform. Served with a tump of rice and a very ordinary salad (undressed), there was a lot of it, sadly lacking the key ingredients for a stroganoff
– sour cream, paprika, tarragon and brandy. Mr P considered, given the lack of diners, that this dish might have been a concoction from Brake Bros, although they would at least have got it right. Mr P finished it feeling badly let down. At least the wine was a good Chilean Cab Sauv at £14.99, and the two reviewers would have enjoyed finishing it there, but the waitress, lacking any panache, ignored them for twenty minutes, without another punter left to serve, so they decided to pass on puddings, stick a cork in the bottle and take it home after what, they agreed, had been an utterly uninspiring evening in featureless surroundings, unhelped by overpriced, inadequate cuisine. Mr Pernickety hopes very much that when he’s visiting Orleton in future, he’ll be able to revisit The Boot for many years to come. www.misterpernickety.com

RIP. Drip. Drip. Not the sound of rain. But the steady build-up of evidence that parts of Britain are going through a very dry period. And this time the threat to farming and food supplies from low rainfall is not confined to the east and south east, which have suffered several parched spells in the last quarter century. The National Farmers Union has voiced its concern about “exceptionally low rainfall during March and April”. There is talk of low reservoirs in Cornwall. Dry river beds in Cumbria. And fear of failing spring crops in Wales and the west of England. In April, overall rainfall in England and Wales was less than one third of the historic average. Farmers Weekly reported that up to half of expected wheat crop yields could be lost if the drought was prolonged. And the National Climate Information Centre of the Met Office says that the six months from last October to March this year was the driest winter since 1995-96. I make that over twenty years. So why has rainfall in Britain become such a lottery? Traditionally, wet westerly winds brought plenty of rain. And the good old Gulf Stream brought warm water from the tropics to north west Europe. But there are signs the Gulf Stream may have begun to go on the blink. Remember the time about 6 years ago when the prevailing wind came from the general direction of the arctic for about three months? Then there have been the periodic floods of the last 20 years or so. The climate models certainly predict such extremes. And, in the case of Britain’s weather, behind the big variations there seem to lie a runaway rate of warming in the arctic. That’s another story, but a couple of years ago a top climate research team at Germany’s Potsdam Institute concluded that, over the twentieth century, the Gulf Stream had slowed down to around four fifths of its previous flow, reducing its warm wet influence. Of course, if there is really a problem with lack of water someone from officialdom will give us a bit of warning won’t they? Well maybe not, at least not until it is too late to do much about it. Possible threats to our food and water supplies used at least to be mentioned by the government in the notso-distant past. David Cameron’s coalition, in its first two or three years, even put some quite bright and knowledgeable ministers on the case. But in recent times climate change has been downgraded as an issue. Indeed last year the very words climate change were removed from the ministerial doorplates of Whitehall. The Department of Energy and Climate Change was obliterated.

The water industry, by contrast, has been trying to sound alarm bells for some time. Its trade body, Water UK, has warned that British food producers are facing growing dangers from water shortage. Research it published last September predicted longer, more frequent and more acute droughts. The report said
regions in the north and west of Britain were now more exposed to possible drought than in the past. In January this year the government got the perfect chance to bring the threat to public notice when its own agency, the Committee on Climate Change published its big five-yearly Risk Assessment Report. The document addressed what the CCC saw as the significant risk to food supplies from climate change. But the chance to give the issue a bit of welly was notably ignored by the Environment Secretary, Andrea Leadsom. Both she and her department were utterly silent when the report was issued and it made no impact in the national press. Leadsom had admitted that when made an energy minister in 2015 a question in her mind was whether climate change was real. In case you’ve forgotten her, she was the Tory leadership candidate in 2016 who made a clumsy attempt to promote her own cause by suggesting the fact of her being a mother gave her a great stake in the future, implying that the childless Theresa May had a lesser stake. If ministers are keeping a low profile on drought and climate threats, the stance of the Environment Agency is not much more lively. So far it has largely downplayed the drought fears of the farmers and responded with the platitude that that everyone should use water wisely. The Agency’s almost business-as-usual stance has brought a stinging response from the wildlife charity WWF. Its water policy manager, Dr Rose O’Neill, has said that droughts are likely to be frequent in the UK in future unless there is rapid action. She says that WWF and other agencies worked for six years with government on a new bill to protect and conserve our water supplies. She reckons it was pencilled in for this year but has now been abandoned because of Brexit. At the end of January, the European Environment Agency suggested that regions of the continent were facing more heatwaves, droughts, storms and flooding because of climate change. But the chances of such messages getting the attention of UK government ministers in the future is low. That agency is one of about 40 EU bodies from which Britain is likely to be excluded, as a result of Brexit.
In the past, one labour prime minister, Jim Callaghan, was apparently able to produce rainfall - by appointing a minister for drought. After three months of heatwave in 1976, the labour government resorted to naming Dennis Howell, a former football referee, as its drought supremo. He scarcely had time to blow his whistle. For within three days, huge downpours brought that the water shortage to a dramatic end. However, after the mounting and relentless evidence of climate change in the last 40 years, it seems too much to hope that any government in this era could be so lucky. Julian O’Halloran
