Shopping and Disinformation I
AM very aware of the problems people living in small rural communities face, but I am here to help and give advice. There is nothing worse, after you have been banging on about shopping locally and not using plastic bags, than one of your neighbours catching you in the act of sneaking around Leominster Morrisons with a trolley full of crap. Luckily I can give you a quick run down on the local superstores and (in the event of meeting anyone you know) a ready made set of excuses as to why you might have ended up there. Well since we started in Morrisons, Leominster, let us continue there. Leominster - Morrisons A chap I knew, who did a lot of flying out of Shobdon Aerodrome, told me about navigating home in the dark. Apparently Leominster Morrisons is the most outstanding feature in the night-time landscape, lit up like a fairground, all you have to do is head for Morrisons, then hang right and bingo you’re back at the airfield. However, apart from crash-landing your plane on top of it, there isn’t a single other good excuse for being in the place. It used to be the only place to get fresh fish, but both Kington and Presteigne now have good fish shops. The wine selection is improving but is still nothing special. In short, the only excuse for being there is the man selling AA membership in the foyer. Pete’s Advice - wear dark glasses and if somebody greets you, just dump the trolley and run. Leominster - Aldi & Co-op Facing each other across the street by Leominster Bus Station these two offer shoppers a cornucopia of possibilities. For a long time Aldi was jam-packed and the Co-op was empty so if you needed a can of dog food, it was no contest. You could be in and out of the Co-op in 17 seconds, not to mention the free parking. Then they re-organised and refitted the Co-op and very, very surprisingly, it was a success and although Aldi is still winning two to one, the Co-op is buzzing. They have even been known to open a second cash till on occasions. Incidentally, talking of cash tills, why does Aldi only have a teeny-weeny one foot square bit of space to load your groceries after the till? Is it meant to hurry you up? The problem with Aldi and specifically with Aldi’s wine selection is although extremely good value and usually great quality, everybody else shops there and they recognise the labels. So if you’re running a bar at a gig and trying to get away with £15 a bottle the punters are all going “Oh yes, we drink that at home, it’s only £4.26”. Meanwhile over at the ‘good old’ Co-op, the excellent Piemont Barbera is only £5 a bottle and no one will recognise it and you can pick up some of their equally good own brand salted caramel ice-cream while you’re at it. If you run into anyone you know, well you’re right in the middle of town and can pretend you were on your way to the wholefood shop or the library or perhaps your yoga class at the Community Centre. Okay, now it’s time for some advice about shopping in the big city.
Sainsbury’s - Hereford Sainsbury’s is a bit of a tough one. Like Morrisons, Leominster, it’s kind of down it’s own cul de sac, so you can’t pretend you’re going anywhere else except the Hereford Travel Lodge which is down the same alley. I did try staying at the Travel Lodge one desperate night when my E-bike ran out of battery and the rather snotty woman at the desk said ‘That’ll be £85”. “85 quid, you must be effing joking, I’d rather sleep on a park bench”. You’re bound to run into someone you know so you’d better have your excuses ready. I was forever running into Martin Blake there (local celebrity, stalkers advice - he lives round the corner). The best thing to do is pretend you are buying either something very hard to obtain elsewhere like Bio Degradeable Potato Starch Poo Bags, or something very embarrassing. I am reliably informed ‘Women’s things’ will stop the conversation in its tracks, although like you, I have no idea what that could mean. Waitrose - Hereford Before Waitrose opened, one was hoping it was going to be really posh like Henley, Harrods and Hampstead. But in fact, given it’s situation next to TK Maxx, Costa Coffee and Nando’s, it’s about as posh as my Uncle Alf (the only person I’ve ever known who actually bought a Wartburg!) Basically it’s identical to all the other supermarkets, only everything is a quid more expensive and it’s got an awful lot of fizzy wine. If you should unfortunately run into one of Barbour-coated mates there, the best thing to do is pretend you’re buying something even posher than they have in their basket like Partridge Bone Marrow or Gluten Free Pâté de Fois Gras. Lidl - Hereford This is far and away my personal favourite. It is situated at the end of that fabulous bit of new road, the dual carriageway linking Edgar Street and Commercial Road. Nobody, but me, knows about this bit of road, so consequently you are never likely to meet anyone you know. It’s a great place to park if you are going to the hospital and don’t want to take out a second mortgage to pay for the hospital car park. That also provides you with a perfect alibi, but more important than that, nobody’s going to recognise the labels on your wine choice. How about Grignon-les-Adhémar at £4.99 a pop. No one’s ever heard of that. Finally and most importantly, find a lay-by with a really big rubbish bin you can stop at on the way home so you can ditch all the plastic wrapping and stick it all in brown paper bags. “I’m home dear. Just been to the Farmer’s Market”. Cover pic: ‘Revellers’ Mass, National Dance Company Wales The Hafren, Newtown, 21 March + Theatre Severn, Shrewsbury, 7 May

philosophy
Are You Quite Sure? I
T’S Descartes’s fault. Well, not entirely: Plato and Kant must take some of the blame, so must particle physics, not to mention a member of the Magic Circle. I know what you’re thinking: ‘When you’ve stopped rambling, perhaps you’d like to get to the point - assuming there is one.’ Oh yes, there is one alright. Several actually. It’s about appearance and reality. And scepticism and humility. You remember the song ? - ‘Fings Ain’t Wot They Used T’Be’ - well, this little offering is about things not being what they SEEM to be, and what we should all do about it. It was Plato who put an early spanner in the works by driving a wedge between how things ‘really’ are and how they appear to be. His idea was that there’s a reality beyond what we experience with our senses, so what we experience is merely a pale reflection of that reality. [Readers wishing to take their minds off Brexit might like to read Plato’s parable of The Cave, in The Republic.] So according to him reality is always beyond our reach. Unknown and unknowable. We live in the shadows of the cave, not in the light. [By the way, a colleague once asked me to talk to his students about Plato’s Theory of Forms. The man’s secretary later wrote to remind me that I had agreed to give a talk about Pluto’s Theory of Farms!] As for Descartes, if he’d got himself a proper job we might never have benefitted from his advice urging us not to trust our senses, because they sometimes fool us. Or that we mustn’t trust anybody who tries to tell us what’s what, such as politicians, the clergy, or the judges on Bake Off. What he said we need is a thorough-going scepticism. Doubt everything, until you are sure it’s true. And be careful, very careful, about what makes you believe you are sure. He has a point, don’t you think? People’s claim to be certain is surely a major scourge of our times, and the cause of many of today’s ills - wars, religious bigotry and political unrest. A little doubt is a breath of fresh air, and can be refreshingly creative. Speaking personally, I try to have doubts about at least six things each day. But it takes courage, because doubt is often seen as weakness. What politician wouldn’t go up in our estimation if s/he

had the confidence to say ‘Actually I haven’t a clue what policies to adopt, or how to vote’? Or if a church leader were to admit ‘Well, I THINK there’s a god, but who knows? Your guess is as good as mine.’ Kant, in those rare bits of his writings that anyone has ever managed to disentangle, pointed out that to some degree our senses create the world we live in. What we see - or think we see - depends on our eyesight. And some things we will never be able to see, because that’s how our eyes are; by the same token certain sounds too are beyond our hearing, unless you happen to be a bat. So in a way the world we inhabit is not the world that animals inhabit: it doesn’t look the same, smell the same, taste the same. Nor is awareness of time and space the same for all living creatures. Maybe we each live in our own world, a world we cannot fully share with others. We certainly can’t assume that others experience things just as we experience them, and we should be jolly grateful, otherwise there would be no music, or poetry, or science or S4C. We live in a world of contradiction. Everywhere. Particle physics assures us that solid objects aren’t solid at all. They just SEEM solid. We experience the world as still, yet we know it’s moving through space at unimaginable speed. Things Ain’t What They Seem To Be. Appearance and reality are not identical, which comes as a relief when you’ve just seen a man walk through a wall or make an elephant vanish. My father used to have a friend who was a member of the Magic Circle. Through him I developed a professional interest in magic and illusion, since questions about appearance and reality, belief and evidence, perception and the mind, are topics of lasting interest to philosophers. A strong case could be made that if ever there was a time when these matters needed to be taken with urgent seriousness, that time is now. It is only through talking to one another - and even more crucially, listening to one another - that some of the apparent chasms existing between people might be bridged. I’m sure we need less certainty and more, much more, creative doubt. [Well, I’m almost sure.] Philosopher-in-Residence
Letters I really enjoyed Pete’s column on T.V. car programmes (Feb. 2019), especially his description of the Car SOS presenter Tim Shaw as “lanky and obnoxious”... I couldn’t have put it better myself! There really are too many useless presenters clogging our TV screens these days, the most obvious candidate is Tim Wonnacott (or Winnalot) with his stupid voices, sniggering, Bertie Wooster mannerisms, and out-dated 1950’s phrases. I enjoy the general run of antique programmes, but surely the BBC could resurrect some of the programmes where Winnalot does the voiceover and simply use a different voiceover? AND, “off” is not pronounced “orff”; sick-making! Cheers,
John Gray, Knighton

cinema Movie-Going in the Marches
W
E’RE trying a new format for the Film Section which will hopefully provide a little more context and insight into what’s happening movie-wise in the Marches than just plugging a few titles, although rest assured reviews will still feature, so here goes (and do let our Esteemed Editress know what you think, see page 3). Of course for many years now Flicks In The Sticks (FITS) has valiantly filled in gaps that our few commercial cinemas and volunteer-run film society’s cannot but this writer tended not to review the films they show in rural venues across the Marches because they follow a few months behind their initial cinema release, but that’s now changing as FITS is actually quite a big organisation who can exercise clout with the film distributors. For example, an indie cinema such as Hereford’s Courtyard might show, say, A STAR IS BORN for four nights within a month of its UK release. However with their geographical reach, FITS can show it at ten or more of their village hall venues and pretty much guarantee bigger audiences and, although they’re a part publicly-funded charity, a bigger revenue for the distributors. Which means that FITS often now shows films near or at the same time our few remaining and largely independent cinemas do. This is great news for those living in small towns and villages who can’t or don’t like to drive, as I do, for 30–45 minutes to get to Builth, Ludlow or Hereford to see films on a big screen, with top-line projection kit, good sound and comfortable seats. So obviously if you’re a film fanatic and look forward to seeing new titles soon after they’re ballyhoo’d in the national media, it’s increasingly a case of paying your money and taking your choice. Where the indies do tend to excel compared to FITS (and Hereford Odeon and Shrewsbury’s Cineworld, about which more next month), is in showing, well, indie films which have necessarily limited appeal and which, I admit, I review disproportionately often here, although many of them do get shown further down the road at local film societies, which Broad Sheep also list.
What They Had
In this category I unashamedly recommend SHOPLIFTERS and WHAT THEY HAD, the former a warm if unlikely parable built around a Japanese family who eke out living on their granny’s pension by, well obviously, shoplifting. However their thefts are modest and accomplished with a sort of resigned humour and when the patriarch (Lily Franky) and his son (Jyo Kairi) stumble across a six year-old abandoned girl (Miyu Sasaki) one freezing cold night they adopt her and inculcate her into the caring if immoral nature of their family. Director Hirokazu Kore-eda has tackled family poverty and its emotional consequences before, e.g. NOBODY KNOWS, but this latest, Palme d’Or winning effort is a small, heartwarming masterpiece. That can arguably also be said of WHAT THEY HAD, American t.v actress Elizabeth Chomko’s directorial debut which explores the rather topical – well hereabouts anyway – subject of coping with a descent into dementia. But don’t be deterred by the ‘challenging’ subject matter, for this is a marvellous ensemble piece, peppered with wry humour as well as telling insights. It stars two of my favourite, often under-appreciated actors, Hillary Swank (LOGAN LUCKY, BBCtv’s wildly compelling TRUST) and Michael Shannon (99 HOMES, ELVIS & NIXON) as the siblings reluctantly coming to terms with the gradual loss of their mother (the legendary Blythe Danner, quietly sensational) and in-denial father (Robert Foster, never better). Both films should stay with you long after you’ve seen them… wherever that might’ve been. Mark ‘Cyclops’ Williams

Elliots at Dinham Hall Hotel, Ludlow
T
HE current lack of a decent town-centre hotel makes discerning residents and shop-keepers of Ludlow jolly cross. It’s bad enough to have lost their three Michelin-starred restaurants which, besides offering the natives somewhere special to eat, also used to draw in a steady flow of well-heeled, metropolitan punters seeking respite from the rigours of getting too rich by indulging in sex’n’noshing weekends, always leaving a little time for shopping in the town’s quite respectable array of distinctive shops. Mr P only hopes that Crest Hotels (new owners of The Feathers) have enough sense to see that the famous old place will function far more profitably if they play on all the obvious riches it brings with it and turn it into a top boutique hotel. This could be achieved with a sensible investment in creative and sophisticated restyling, backed up by the appointment of a destination chef in the cuisine. Sadly, a quick glance at Crest Hotel’s existing establishments on their website doesn’t offer much encouragement. The other potentially desirable hotel in the town, The Dinham Hall was described in Mr P’s original Guide to Eating in Ludlow, 2009, thus: Within bowshot of the castle walls and overlooking the deep, wooded Teme Valley, this handsomely built (1792) and beautifully sited hotel has, thank goodness, been taken on by new owners since the last time Mr Pernickety ate there, when his companion, a lady in rude health, had some mullet that kept her on the loo for most of the next day. It has since been bought by Frenchman, M. Franck Choblet. In this early edition of his Guide, Mr P cannot offer a first-hand account of the place under the new management, but reports so far are encouraging. They have appointed Wayne Smith as their chef d’equipe, and one imagines they aim high. Since then, somehow, this place has never really delivered on its potential. Mr P has the impression that it was conceived as an English Country House Hotel by people who don’t really get the concept, and haven’t invested the flair, the good taste and the pleasure in their customers’ company that these places require if they are to deliver on punters’ expectations and justify their premium charges. M. Choblet it turns out, has a history of taking on places with much trumpeting and great plans that never seem to come to fruition – The Overton Grange Hotel, The Salwey Arms and The Roebuck in Brimfield, for example. Mr P has the impression from many who have stayed at Dinham Hall that it simply doesn’t live up to the image of itself or the standards it tries to project on its website. Most puzzling of all is the restaurant, or ‘French Bistro’, as it describes itself, despite its distinctly English name, Elliots. Inexplicably, the owners have placed it in the least attractive space in the hotel – something like a broad corridor in a government office, with a cold hard floor and only one, fairly viewless window at one end – when they could have used a lovely bow-windowed room with a view south over Whitcliffe, currently used as the breakfast room.

To review Elliots, Mr Pernickety ate there for the first time in years, with his ancient chum, the Wrinkle-Rocker, piano player and former chef. Sitting in the scantily peopled room, with a glass of perfectly good house white, Mr P found the combination of catalogue chairs and various disconnected decorative elements created an unsatisfactory and irritating ambience. The background cocktail music was the kind of stuff they used to play in the tea-room at Harrods in the old days, Mr P and the WR reminisced. The original chef, Wayne Smith has moved, now to be found wielding a skilful skillet at Mortimers in Corve Street. The current chef is Olivier Bussot, with whose cuisine Mr P was familiar from the years he cooked at the French Pantry before it was sold. M. Bussot is a classic French provincial chef of considerable talent, and occasional bursts of inventiveness. The WR kicked off with a Devon Crab Gateau, which put an instant smile on his craggy visage. ‘Couldn’t be better!’ he gasped with his mouth full. Mr P helped himself to a slither (he was paying) and nodded in agreement. ‘Almost as good as my Scallop and Seafood Gratin,’ he added with his usual competitiveness, pleased by his dish’s perfect cheesy crunchiness with the soft succulence of the scallops. The WR stayed on the white wine with his Ray Wing, Caper Sauce and Sauteéd potatoes. Mr P prefers his batoids with a plain beurre noir, but his guest was more than happy with what he’d got, regretting only that the sautéed potatoes had been placed under the fish, making them soggy and less crunchy than he would have liked. Mr P had only one cavil with the Cassoulet that he’d ordered; it contained not the traditional Toulouse Sausage which he recalled M Bussot using at the French Pantry, but a fat local sausage – no doubt of championship pedigree, but not from Toulouse. Otherwise, the dish, a favourite, was just as it should have been. The Salted Caramel Creme Brulée with Pain d’Epice they had to end with was an unexpected delight, with lovely undertones of possibly ginger ... or mace? Agreeing that all-in-all they’d had a damn fine dinner (and incidentally, very good service) in spite of the undouce-ambience, Mr P and the WR decided to carry on the French theme of the soirée and staggered over to the Church Inn where they demanded, and got Armagnac and Calvados. Food: 9/10. Ambience etc: 4/10. www.misterpernickety.com

Rachel Edwards from Presteigne is running the London Marathon to fundraise for The Felix Project, a small UK charity having a big impact: just 19 paid staff and over 200 volunteers work to address food poverty and food waste by collecting surplus food and distributing to schools, community halls, day centres, homeless shelters, women’s refuges and food banks to provide cheap, hot, nutritional meals for those most in need. Food is not only essential to thrive and live a healthy life but also enables us to share, connect and bond with others. This is why Rachel has chosen to run for this cause. grass roots Who will pay the bill for collapsing nuclear power schemes?
W
HEN I wrote about Britain’s nuclear plans eighteen months ago, I described one major Japanese energy player, Toshiba, as being “in deep trouble” over its UK ambitions. In early 2019, it is Britain’s whole strategy for new nuclear power that is in grave danger. Some might think it matters little how the power companies generate electricity, so long as our supplies are reliable, and good value for money. But it is the sheer punishing cost of new nuclear power that nowadays tends to top the list of arguments against it. It is because of these eye-watering costs that, in the last three months, plans for three new UK nuclear plants have gone into meltdown. In early November, the Japanese industrial giant Toshiba revealed that plans by its subsidiary Nugeneration to build reactors at Moorside in Cumbria had fallen apart. The decision was described as “a crushing blow to hopes of a revival of the UK nuclear energy industry”. That was not a cry of triumph from Greenpeace or Friends of the Earth, but the gloomy verdict of Tim Yeo, a former Tory MP, who chairs a pro-nuclear group, the New Nuclear Watch Institute. In January this year, another nuclear power scheme came crashing down. This time it was a new station at Wylfa, on the island of Anglesey, which was cancelled. It was to have been built by another Japanese player, Hitachi. Indeed, Hitachi was turning its back altogether on developing additional nuclear power in Britain. And that meant that a third nuclear plant it had planned, at Oldbury, on the River Severn, was also biting the dust. All of a sudden, the map of shiny nuclear power projects for the future begins to resemble a catalogue of failures. The one new nuclear power station that is still firmly under construction is Hinkley Point C in Somerset. But its estimated cost went through the roof long ago and the eventual bill is now likely to be four or five times what was being predicted in 2008, by the then Labour government. The cost of electricity from Hinkley Point C will be, in today’s money, £108 per megawatt hour. A vast sum compared with recently commissioned offshore wind schemes, which came in at £57.50 per megawatt hour. You don’t need to be Einstein to see that power from new nuclear stations is shaping up to be around twice as pricey as from offshore wind. Moreover, electricity customers will be tied to paying the swingeing costs of Hinkley C for 35 years - the seemingly endless period for which Hinkley C will be guaranteed that £108 per unit of power. Yet the energy secretary Greg Clark isn’t yet throwing in the towel on nuclear power. He says other nuclear plants, at Sizewell and Bradwell in East Anglia, are under regulatory

consideration. However, he concedes that no such nuclear project can be backed “at any price”. His warning is the coldest blast of air from government that the nuclear power lobby has felt for many years. Under David Cameron’s coalition, the pretence was that new nuclear plants could be developed without government subsidies. But it is now obvious that taxpayers are also at risk of having to stump up. In the case of Hinkley C, this was finally revealed through a freedom of information request two years ago. After a long tussle to get at the facts, a Welsh nuclear power boffin, Dr David Lowry, learned from the department of energy that, when it came to dealing with nuclear waste, the operators of Hinkley Point C would have their financial risks firmly capped. Where costs exceed the cap, the department eventually admitted, “the residual risk…is being borne by the government.” What the collapse of Moorside, Wylfa and Oldbury means is that the costs of nuclear are now so high that no project can succeed without direct government funding. At Wylfa, taxpayers came within a whisker of seeing billions of pounds of their money being risked. The government was on the brink of paying a third of the building costs of £16 billion, as well as supplying further billions to cover the cost of borrowing the capital required for the whole project. Taxpayers were let off the hook only because, in the end, Hitachi walked away. In a presentation last year, Steve Thomas, emeritus professor of energy policy at the University of Greenwich, concluded that the cost of new nuclear power stations is now so vast “…that options such as renewables and energy efficiency measures would be a much more cost-effective way of meeting the UK’s climate change goals.” As a result, he argues, the government’s nuclear strategy is imposing huge extra costs on future electricity consumers. I can’t fault his argument. Julian O’Halloran
