MRS HARRIS GOES TO PARIS (15)
Following recent outings by Emma Thompson and Helen Mirren, another fine, highly versatile middle-aged British actress, Lesley Manville, earns major plaudits this year via a winning adaptation of a Paul Gallico novel. Somewhat overshadowed by her role as Prin cess Margaret in the latest series of THE CROWN, she plays Ada, a widowed cleaning lady in 1950s London who slightly improbable happenstance courtesy of her haughty employer, (Anna Chancellor) determines what she most needs in life is a high couture gown. This inevitably means using her War Widow’s pension, scrimping, saving and traveling to Paris only to confront the sceptical manager of the House of Dior (a suitably imperious Isabelle Huppert). Inevitably of course she gets what she came for in a performance as convincingly affecting as her sad dipso in ANOTHER YEAR and the title role in BBC T.V’s MUM. A treat.

IT SNOWS IN BENIDORM (15) Another national treasure, Timothy Spall, stars as nowhereuponvisitSpanishthissalvationdecides––dantPeter,middle-agedweather-obsessed,bachelorjustmaderedunfromhisbankjobwho’da’thoughtit,eh?andwholikeMrsHarristoseeksomekindofabroad.Incaseit’sthetitularresorttobrotherDanielbuthisarrivalDanielistobefoundsohe
reports him missing to the rather quixotic, lessthan-helpful local police chief. He has a bit more luck with nightclub siren, Alex (Sarita Choudhury, T.V.’s AND JUST LIKE THAT) who takes her time and many twists and turns to help Spall’s shambling misfit pursue the truth about Daniel. Fans of early David Lynch will especially enjoy the dark mood and eccentric editing of writer/director Isabel Coixet (THE BOOKSHOP) but the film essentially hangs on Spall’s reliably and engagingly doleful performance.

I’m resurrecting this occasional slot if only to highlight some one-off offerings that IMHO deserve attention. Actually, two of these submissions aren’t society led, the first being EXPLODING CINEMA, a collective of shorts filmmakers – motto ‘No Stars, No Funding, No Taste’ – making a rare foray outside London to Rhayader’s funky Lost Arc. If past events in Elephant & Castle’s wonderful Cinema Museum are any guarantee, you’ll be surprised, even gobsmacked by the many sub-20 minute items on offer, some indeed eminently tasteless! Other, albeit very different shorts are slated for Theatre Severn’s OCEAN FILM FESTIVAL promising “epic human endeavour and astounding marine life in a spectacular cinematic celebration of our ocean” – unmissable for eco-warriors and Attenborough fans alike. And finally what’s already my second best film of the year, THE WORST PERSON IN THE WORLD which I reviewed in June as “a charming and extremely watchable canter through the ups and downs of modern relationships”, also shouldn’t be missed at Presteigne Screen.

N the thirty-odd years during which Mr Pernickety has been lucky enough to live within the borderlands of England and Wales, he is especially glad to have grown a warm affection for those empty, softly sculpted green ridges of heather and whinberry clad hills that are mid-Wales. He has stridden across them, ridden horses through them with his pony-mounted issue, picnicked and camped by lakes and gurgling rivers among the ferns in quiet valley bottoms, drunk chilly water from hillside springs, and watched larks rising, trilling, above lambs uttering their personal calls for scattered mothers. Between the castle mounds and whitewashed stone of squat and ancient churches, golden plovers perch on scanty trees while wheatears flit from rock to rock, and in the sometimes blue above, the buzzards keen and soaring kites, too, scour the land below for feasts of carrion.
These beloved hills have provided a rich seam in the making of Mr Pernickety’s personal myth and he’s always ready to travel them again to waken memories of so many joyful times spent amid this numinous place. It was the opportunity once again to take the narrow serpentine route from Knighton, through Gladestry to the Wye crossing at Erwood that prompted him this month to visit Llangoed Hall, to eat there and report on the experience for the benefit of readers of the Woolly Organ.
Another incentive was the published offer of a two-course lunch and a glass of wine for £20 in this singular hostelry. His lovely companion and aficionada, too of Powys country, needed no urging; besides, her curiosity demanded that she take the opportunity to visit this unusual place for the first time.
Llangoed Hall, set by a broad meadow on the west bank of the Wye, is the pleasing product of the unique architectural imagination of Sir Clough Williams-Ellis, the man who gave the world Portmerion village. The house, started in 1913 and finished in 1919 is said to be built on the remains of an ancient manor. Some of this is reflected in the scale of the building, tall chimneys and mullioned windows, but with the engaging warmth of the Arts and Crafts movement and the influence of William Morris – an influence reflected in the ownership of the hotel for some years by the family of Laura Ashley. The last time Mr P visited some twenty years ago much of the decoration, fabrics and wallcoverings would have been familiar to admirers of that style, although it made the place look a little like a vast Laura Ashley showroom. The Ashleys sold the hotel around a dozen years ago to the Interesting Hotels Group, who have changed the former decoration and have achieved a likable warmth and unflashy intimacy in the large rooms and spaces of Llangoed.
The LC was struck by the approach to the hotel down a drive hidden from the road by woodland, which sweeps down towards the handsome stone face of the place, surrounded by relaxed informal planting with the hills rising on the far side of the river. A long and broad front hall is hung with striking portraits from the 1920s when the house was first lived in. The furnishings are understated and, thankfully, not imbued with a glitzy designer’s idea of glamour. The dining room in the daytime is lit through a fine sky-light and a wall of fulllength windows. Mr P sat down happily to the open views of the nearby hills. The LC nodded her approval.
The lunch they ate, from a small choice, was simple, light and very good. Imaginatively presented smoked salmon with roe, pickles and delicious bread was followed by a Caesar salad with warm, smoky grilled chicken, and a glass of Merlot to set it off. Service was discreet and efficient, and Mr P thought he could find nothing to grumble about, but, as ever, he was conscious of the aural accompaniment. By the time they were finishing they were the only punters left in the room, and his own incessant waffling was all that interrupted the silence. He felt that a quiet Mozart quartet might usefully have improved the ambience.
Eschewing a supplementary pudding, and keen to see more of the interior, the LC suggested coffee in one of the large and warmly furnished drawing rooms, where they sat in a bay window, overlooking the gardens behind the hotel. Mr P would happily have stayed there all afternoon, had he and his LC not wanted to take in at least one of the numerous h.Art shows they’d seen signposted on their way over. Well content and smug at having taken advantage of Llangoed Hall’s luncheon deal, they took the road home via a show of local artists in Discoed, from where they carried away a fine little painting of the landscape they had just passed, which easily made up for not having indulged in pudding.

Nuclear Power - Failure to Learn Lessons from Disasters
IN recent decades I have often thought that the chief drawbacks of nuclear power are the lack of any way of dealing with highly radioactive waste and the everescalating costs of building new reactors. But a new book reminds me that operational safety, or lack of it, is perhaps the worst of all nuclear risks.
Atoms and Ashes tackles nuclear mishaps going back to the 1950s. The author, Serhii Plokhy, is a Harvard University historian. Plokhy has had every reason to worry about nuclear safety. For a good stretch of his life, he lived only two or three hours from Chernobyl, in Ukraine, the scene, in 1986, of the world’s biggest nuclear power disaster.
Plokhy argues, that this event played a key part in the collapse of the Soviet Union. The present Russian leader, Vladimir Putin, is of course battling, at a huge cost in lives, to reverse the fall of Soviet power in Russia and Ukraine. At this year’s Hay festival, Serhii Plokhy made a striking contribution, as he reviewed some of the major nuclear power disasters of the last 70 years.
The first such mishap I came across as a journalist was the near meltdown that occurred at Three Mile Island in Pennsylvania in 1979. A BBC Newsnight producer and I made a film about what might happen if another big nuclear plant, close to New York City, were to suffer a serious accident. Indian Point is on the Hudson River, just 25 miles north of Manhattan. Its most striking feature is its proximity to a vast population of many millions.
Even three years after Three Mile Island, we found that nuclear emergency planning in New York State was totally inadequate to deal with a sudden large evacuation. Any serious nuclear alert would, within an hour or two, have prompted panic and chaos. This is what had happened in Pennsylvania around Three Mile Island. But in the dense suburbia north of New York City, it would be much worse. Any sudden attempt by many millions of people to escape would have caused traffic gridlock across several
states.A
few years later I went to look at evacuation plans at a UK nuclear plant, Hinkley Point in Somerset. We found that the zone earmarked for abandonment by civilians during a nuclear emergency was everything within a radius of half a mile from the boundary of the plant. But there were no humans there - only a herd of cows!
In Plokhy’s book, Atoms and Ashes, the total inadequacy of emergency plans is a recurrent feature. The massive nuclear accident at Fukushima Daiichi in Japan in 2011 occurred in part because the operators, TEPCO, were totally unrealistic about tsunami and earthquake risk. The emergency plans purported to address that risk, but the actual size of a possible tsunami was
left to Thischance.wasdespite a series of warnings in the preceding decade that the sea wall barrier was nowhere near high enough to resist the height of wave that was possible. The main defensive wall at Fukushima Daiichi was 19 feet high. But several times in the early 2000s, there were official warnings that much bigger tsunamis were possible. One came from Japan’s Nuclear and Industrial Safety Agency. Another was supplied by experts commissioned by the nuclear operators, TEPCO. They warned in 2008 that a giant wave of over 51feet could totally overwhelm the plant’s defence wall and flood the power station. This was about the size of the tsunami that eventually occurred.
Plokhy’s account of Fukushima Daiichi and earlier nuclear accidents conveys vividly the disbelief of reactor crews, and their failure to grasp what was happening in the early hours and days of the disaster. The confusion among the workforce, management, and ministers, mirrored the chaos that occurred at Chernobyl in 1986. Plokhy’s blow by blow account makes the reader feel like an eyewitness. He reveals the pandemonium within nuclear power stations during emergencies in a way that is shocking.
Over more than half a century, when things have gone wrong in nuclear power stations, it has often been up to a “graveyard shift” of operators to cope, in the dead of night, reacting to a rapidly worsening crisis, of which they may have little understanding. Often their instruments are misleading, or they have had no training for such a scenario. When top management or ministers are alerted, further chaos ensues, as there is no established chain of command.Surveying
nuclear disasters over seven decades, Serhii Plokhy finds the same features and failings cropping up in one case after another. He recounts that “...findings of poor safety culture, inadequate training of operators, and problems with emergency planning suggested that there (has) been little progress...”.
His book should be required reading for Boris Johnson and his Tory successor, and indeed for politicians in all the main parties. In the light of Plokhy’s analysis, it seems ludicrous that one of Johnson’s main conclusions from the Ukraine crisis was that Britain should embark on a huge programme of eight new nuclear plants. For a start, the vast capital spending required would plunge our already fraught energy economy into an even deeper crisis than it is in now. And even if it recovered, it would expose future generations to grave risks, which, over the seven decades of nuclear power we have had so far, we have never come even close to managing safely.

Keep vigilant avoiding the empty drinks bottles, vaping paraphernalia, interminable Doggus Poous and find yourself your own quiet place. It’s traffic free with plenty of open spaces. Heck, there’s even a precarious rope swing from a tree if you want to relive your youth for a Thewhile.Meadow, part of an ancient water meadow system is also a paradise for bird-watching. Serious twitchers have recorded almost 40 different species in a single day, including mallard, heron and kingfisher down to the smaller finches, wagtails, skylarks and sandpipers. The River Teme, providing the background burble and splash, is punctuated by little trout and grayling breaking the surface. The eagle-eyed might even find pottery shards washed down from the former Roman forts to the south of the Brockleyvillage.Meadow
swings like a pendulum between serious road closing floods after heavy Welsh rain, through to dried out river beds requiring human intervention and physical movement of fish stock to deeper waters. It is a rare haven, a paradise even, in these days of mass building on greenbelt sites. A place to stop, rest, close your eyes and drift back to a simpler, slower pace of life.
