Living Over The Shop - Two Epic refurbishments
A
LTHOUGH considered a 21st century concept, the historical rationale for combining habitation and workplace within the same structure is pre-industrialisation in origin. Think about the 18th century Huguenot silk-weavers of Spitalfields. And in 2021 even Boris and his mistress practice it. In the inter-war years in Britain, ‘living over the shop’ was the norm for most retailers. If last year’s pandemic drove one lesson home, it was that the Live-Work concept should be nationally embraced: not only be permitted in planning terms, but positively encouraged. From the Lloyds banking group to the John Lewis Partnership, the city pages of the nationals have been overflowing with post-pandemic down-sizing stories. Lloyds talk of moving 700 of its staff to full-time homeworking roles, while the JLP has already announced that the top floor cafeteria of its flagship Oxford Street store is to become staff accommodation. NatWest has advised around 8 per cent of its workforce to be prepared to work from home. At a local level, one wonders what the future holds for the former Debenhams department store on Hereford’s Old Market. If JLP wasn’t itself in such an iffy state (there are rumours that it may even close its huge Cardiff branch, which only opened in 2009), it would have been a natural shoe-in for British Land’s mothballed behemoth. Housing Minister Robert ‘three-homes’ Jenrick has boasted that Permitted Development Rights (PDR) will create ‘a generational opportunity’ for the conversion of offices and retail to housing. One of his aides should tell Jenrick - the 19th housing minister since 1997 - that the PDR relaxations introduced by his predecessor have been an unmitigated disaster, branded by one professional body as ‘a slum landlords’ charter’. It has also reduced by 13,500 the nation’s already-meagre affordable housing stock. Instead of promoting PDR, Jenrick should concentrate on Live / Work, with a government Green Paper setting out the economic, social and environmental advantages of permissible mixed-use developments, including realistic affordable units for key workers such as nurses, teachers, bus drivers and postal delivery workers.
Park Hill, Sheffield
In the early 1990s in New York, what became known as The SoHo effect, resulted in semi-derelict loft spaces being colonised by artists and musicians, establishing Live / Work’s 20th century credentials. Ever ones for emulating their trans-Atlantic cousins, sharp-witted UK developers briefly transformed London’s Smithfield into an architectural enclave, but other 21st century UK exemplars are still thin on the ground. One of the most promising is Urban Splash’s refurbishment of the Park Hill Estate, Sheffield, built between 1957 and 1961 (it would be another 37 years before this Brutalist monument would be listed), originally comprising just under 1000 housing units. Urban Splash’s current £100-million refurbishment, which is due for completion next year, will deliver around 800 units - with as many as 25% being affordable and including live / work studio apartments in the final phase. It was short-listed for the Stirling Prize in 2013. Refurbishment accolade Epic refurbishments of the scale of Park Hill seldom register on architecture’s Richter Scale, but the 2021 award of the prestigious Pritzker Prize to the Paris-based architectural duo of Anne Lacaton and Jean-Philippe Vassay caught many by surprise. If the Stirling Prize is the BAFTAs, then the Hyatt Foundation-funded Pritzker is the Nobel Prize for Architecture.
Although there will be no printed editions of Broad Sheep at present, the Broad Sheep office is always open and hope to be up and running again soon.
The Lacaton / Vassay scheme most often cited by their followers is their imaginative refurbishment of Mies van der Rohe’s 16-storey urban development in Bordeaux, known as Grand Parc. Its intimidating slab-like scale is uncannily like Sheffield’s Park Hill and was built in the same decade. From the outset, the French designers told their clients that demolition of the Mies monument was unthinkable. ‘Never demolish, never remove or replace. Always add, transform and reuse” being their much cited-mantra. At Bordeaux they devised an ingenious system of cantilevered steel armatures, giving each of the 530 apartments an additional 3.8m floor space, creating individual ‘glazed winter gardens’. So, could the Pritzker be destined for Sheffield? Nick Jones

HE HAY MAKERS are over the moon to be reopening the gallery after this winter’s long lockdown. It will be wonderful to be able to welcome customers and friends to the gallery once more. It seemed fitting to name our current exhibition ‘Over the Moon’ as this is also the title of one of the beautiful linoprints on show by Celia Hart, a visiting printmaker from East Anglia. This exhibition also includes ceramics by Mick Morgan from West Wales, and from Llandrindod Wells, Patricia Kelly’s fun character ceramic sculptures. Showing with them we have jewellery from Jan Fryer and Cath Hill, in addition to new work by the Hay Makers. OUND GALLERY IN BRECON is re-opening on 27th April with a new exhibition called Reflections of a Year Past
Artists Lucy Corbett, Julienne Braham and Deborah Gillingham are showing paintings that came about because of, or during, the unprecedented year of 2020 and ongoing lockdowns. The exhibition includes work by potter Jason Braham and features hanging and free standing forms by sculptor Nick Davies. Nick combines oxides with plaster to replicate the shale, limestone and blue Lias of the heritage coast of South Wales and recently coordinated the Standing Still Exhibition that was hosted by The Makers Guild of Wales/Craft in the Bay Gallery, Cardiff during 2020. Visitors to the gallery will also be able to enjoy work by Russell Kingston who makes Devonshire Slipware that is wheel thrown and slab built. Ceramicist Kim Colebrook is also part of the show. Reflections of a Year Past is on until May 23rd. Found Gallery is open Tuesday-Saturday, 10am – 4.30pm.

HE Courtyard is thrilled to announce the opening of The Courtyard Chase Lounge, a brand-new independent restaurant, lounge bar and rooftop terrace. The Courtyard Chase Lounge has been created in partnership with Chase Distillery, who have invested in its development and supported in the design of the new space. Chase Distillery are a British field to bottle distillery, handcrafting an award-winning range of gins and vodkas from the potatoes grown on their farm in Hereford James Chase from Chase Distillery said “We are so proud to partner with The Courtyard, Herefordshire’s cultural and creative champion. Both of our companies roots are firmly based in this glorious county, and we can’t wait to enjoy a Chase cocktail in the newly refurbished lounge. From our distillery to their stage, roll on people returning to their seats!” The Courtyard Chase Lounge will be open initially from 5pm Thursday – Saturday and will be serving a mixture of small plates and traditional main dishes. The Courtyard’s Transform The Yard capital expansion project has also seen a complete renovation of the downstairs Café Bar, which now boasts an additional glass fronted space and an increased seating capacity. The Courtyard Café Bar will continue to serve quick, healthy meals and light bites throughout the day and remains an ideal space for lunch with friends, a work meeting or pre-show food and drink. The Café Bar will reopen to the public on Thursday 20 May from 10am. Tables will need to be booked in advance. HROPSHIRE Festivals have released tickets for an event that mixes locally produced food and drink with an 8-mile walk near Shrewsbury on May 23, 2021. The Shropshire Tasty Trail aims to leave muddy footprints not carbon footprints with organisers sourcing food and drink locally to keep food miles to a minimum. The 8-mile walk will include three stop-offs, where walkers will enjoy a different course. The event was originally planned for May 2020 but was unable to go ahead during the pandemic. Current Covid guidelines will allow the event to go ahead in May this year – however the previous route with indoor stop-offs has been exchanged for a fully outdoor, Covid safe option, with the trail now starting at Upton Magna Village Hall car park. The trail is limited to 600 places, which will need to be registered for in advance. Beth Heath, Director of Fun at Shropshire Festivals, reveals what to expect from the Shropshire Tasty Trail, “Come on a journey you won’t forget! If you love walking in the great outdoors, socialising with loved ones, eating and drinking delicious produce and supporting local businesses, then this event is perfect for you! “Walkers will embark on an 8-mile trail that will include three stop offs, where you will enjoy a tasty course made with ingredients sourced from the local area. This delicious food will be washed down with some of the region’s finest ales and ciders. We will be using public footpaths and we have secured access to some areas that are not usually open to the public – so this will be a brand-new route for everyone taking part! “It will be the perfect opportunity to take in beautiful views across Shropshire, whilst keeping

active and supporting Shropshire’s food and drink producers. The walk will be suitable for all fitness levels and participants will be released at allotted time slots to aid social distancing. Mrs Heath continues, “We are very aware of Covid regulations and therefore each of the stops will be in the great outdoors so please bring appropriate clothing and sun hats. The Globe at Hay is an independent arts centre, embracing an ever changing arts landscape committed to ensuring that our work has an impact on hard-to-reach young people, and this means that we are always exploring new funding streams to carry on this work.

AY Festival has revealed its free digital programme for its 34th spring edition, bringing writers and readers together for an inspiring array of conversations, debates, workshops and performances online, Wednesday 26 May to Sunday 6 June.

Over 12 days, more than 200 acclaimed writers, global policy makers, historians, poets, pioneers, and innovators will take part in this year’s Festival, launching the best new fiction and non-fiction. It will interrogate some of the biggest issues of our time, from building a better world post-pandemic to tackling the compound crises of climate change, inequality, and challenges to truth and democracy. Landmark Festival conversations will consider a series of momentous anniversaries and ongoing global issues: one year on from the killing of George Floyd, poet Lemn Sissay presents a three-part series in his name, exploring racism and the systemic changes we need to see in the UK and around the world; 300 years since Great Britain appointed its first prime minister, a series of PM300 panels explores issues of leadership and the global crisis of democracy; ahead of COP26, the Festival’s Hay-on-Earth programme spotlights what’s at stake; and Everyday Sexism founder Laura Bates leads a trio of discussions on gender equality. Winners of Hay Festival Medals 2021 will be celebrated, daily Festival lectures will offer thought leaders and experts the platform to dive deeper into their chosen subjects, and the Festival celebrates debut writers changing the world in its 10@10 series at 10pm every day. OW in its 28th year, this delightful festival takes place at its new site at Hopton Court near the market town of Cleobury Mortimer in south Shropshire.

Festival at the Edge is a weekend event, which is unique in the festival calendar as it brings together the finest storytellers from near and far, combined with the best established and emerging talents from the folk music world. It is a perfect antidote to the hustle and bustle of everyday life, and there are stories for all tastes and ages, whether you are into epic tales, ghost stories, local legends, or tales of wit and wisdom from around the world. This year’s exciting programme includes the wonderful Jan Blake who specialises in stunning tales from Africa and the Caribbean, brilliant Irish storyteller and musician Colin Urwin, evocative Norwegian performer Torgrim Mellum Stene, the energetic and playful Ruth Kirkpatrick from Edinburgh, and many more tellers of terrific tales from both near and far. The most splendid Taffy Thomas from the Lake District will also be on hand with his Tale Coat- a piece of stunning textile art where audience members can choose an image from the many adorning his coat, and hear a story connected to it. A hearty feast of live music this year will include amongst others; the hugely popular Pete Morton, Anne Lister, and Rapsquillion amongst other fine talents. The wonderful singer and songwriter Daria Kulesh will be thrilling audiences with captivating songs and music celebrating her Russian and Ingush roots. Another musical highlight will be Rowan Rheingans an award-winning fiddle player, banjoist, songwriter and theatre-maker. She will be sharing her debut theatre show Dispatches on the Red Dress, co-written with Liam Hurley, which recently won a Fringe First Award at the festival in Edinburgh. As well as large marquee venues, the festival also offers more intimate settings in the story rounds, where people can have a go at sharing their own stories, and night-time sessions around the fire which continue into the early hours. Over the years many people have told their first ever traditional tale or sung their first song in public at these relaxed and informal welcoming spaces. There are also practical workshops over the three days which include Jan Blake
a range of storytelling, musical and craft expertise. Examples this year include Storytelling for Beginners, Shadow Puppet Creating, and Tuneworks where any instrument and any level of skill is welcome. The festival prides itself on being a family friendly event and offers a dedicated children’s programme running alongside the main festival, providing tales, workshops, bedtime stories, and all-day activities in the Big Top Tent. This year Professor Elmo will be introducing the Panic Family Circus where children can learn amazing circus skills over the weekend. The Village Area is the hub of the festival and a hive of activity throughout the weekend. An ideal place to grab some delicious food, purchase interesting and crafty items, or have a refreshing sip of something special brewed with love. If camping is not your scene, accommodation is available in and around the town of Cleobury Mortimer itself, which is a five-minute drive from the festival site. grass roots Where is the national peat strategy? Bogged down and invisible! B
EFORE I launch into a burst of rhetoric about peat, may I first apologise that my last Broad Sheep article - in the April online edition - was a little out of date. In February I had sent it to our esteemed editor, fulminating about the English government sanctioning the use of neonicotinoid weedkiller on sugar beet fields, thereby ending a de facto ban. However, I later learned that the use of “neonics” would not now occur after all. Not in 2021, at least. I assumed at first that this was a major government U-turn caused by the mere rumour reaching Whitehall that Broad Sheep’s Grass Roots columnist was against it! The truth was more humdrum. As it has turned out, the threat to sugar beet crops this year has not reached the threshold level required to trigger neonicotinoid use. So, the sugar beet, and the wildlife around it, have been given a reprieve. But in the last 50 years or so there has been no such let-off for our peatlands. These form a hugely important carbon storage resource which has been mercilessly depleted and misused by the companies which supply Britain’s vast army of gardeners. It took thousands of years to lay all this peat down in our bogs and fens, but in only a few short decades our rapacious use of it for horticulture has caused up to three quarters of it to be squandered. It is about three years ago now that the government pledged to curb or reverse the plunder of the peatlands. But what has happened to the plan? Where is the England Peat Strategy? That is the question posed in a recent manifesto from several wildlife groups, including Plantlife, Friends of the Earth, The Wildlife Trusts and Butterfly Conservation. The learned authors of this document say that healthy peatlands reduce flood risk, improve water quality, and are home to rare species, such as hen harriers and sundew plants. They call for an end to the extraction and use of peat in retail gardening and in professional horticulture by 2025 at the latest. They report sadly that voluntary targets set back in 2011 and again in 2020 have failed. The wildlife bodies now call for a complete ban on horticultural uses of peat in compost and in other plantgrowing media. They also demand an end to the burning of vegetation on peatlands. A few years back the Committee on Climate Change, which covers the whole of the UK, reported that, “Wetland habitats, including the majority of upland areas with carbonrich soils, are in poor condition. The damaging practice of burning peat to increase grouse yields continues, including on internationally protected sites.”

I have led such a sheltered life that I did not even know this sort of thing went on! The nature groups mentioned earlier say, “Burning peatlands harms their ability to store water and releases carbon dioxide. It is not necessary either. Wet, healthy peatlands do not suffer from wildfires and therefore managed burning is not needed to control the heather load.” To what extent have garden centres and their suppliers got the message? The answer sadly is that those who have taken firm and decisive action to conserve peatlands appear to be in a small minority. While a number talk about acting sustainably, it seems only a handful have completely stopped using products containing peat. According to some reports these may be as few as one in twenty. Travis Perkins is one outdoor firm to attract honourable mention for banning peat. The Royal Horticultural Society also boasts a proactive policy, largely excluding products containing peat. The RHS says that, after some years of planning, it took action last year to make all five of its gardens peat-free except for its use for a few specialist plants. It says it is trying out peatfree products on these plants to find ways of stopping the use of peat forever. It is also urging its visitors to renounce its use. So as you stride out this spring, try to go “feather footed through the plashy fen”, like the great crested grebe, in the hilariously overblown words of William Boot, the gardening correspondent on The Daily Beast, in Evelyn Waugh’s Scoop. Or rather, go walking within sight of the peatlands, but not actually in them, to avoid trashing them and their rare and valued species. On no account go clod-hopping around nurseries and garden centres, buying bags of peat wrapped in plastic! Please withdraw your custom until they ban peat and help to conserve what remain of our badly damaged and misused peatlands. Julian O’Halloran
