LETTER FROM THE SUPERINTENDENT It has been an exciting summer with the addition of Baxter Street Park. If you haven’t seen our latest park stop by the corner of Library and Baxter Street and check it out. It was a great community team effort from funding through labor. Everyone can be proud of what happens when many people either reach in their pockets or roll up their sleeves and get to work. Way to go Rutland City! As of the writing of this letter we are continuing to move forward on getting the pool out to bid. It has been an agonizingly slow process wading through permits, contracts and needing to make design changes based on local and state regulations. I remind myself while it might seem slow the pool will be here for 4050 years and not to rush the process and make a mistake. This is another example of great team work. Your city departments have worked together to make this happen. The City Engineer provided expertise; the City Attorney has analyzed the contracts; the Zoning Administrator helped navigate the Development Review Board process; the Assessor’s office assisted with deed information; and the Treasurer’s office did all necessary bond work. I’d like to stay on the topic of teamwork with city departments. The Fire Department stepped up this year and agreed to take on the lowering and raising of flags throughout our parks and facilities to ensure a consistent response to any Governor or President calls for action. The Police Department responded to our request for support in locking gates in the parks at night. Chief Kilkullen agreed that with their crews running 24/7 it would be an easy addition to their duties and ensure our gates are closed yearround at night. Public Works worked hard over the winter to demolish and remove all the concrete from Center St. Marketplace. In addition, they are willing to provide expertise whether it is pulling maps together or coming right down when we had a sink hole at Courcelle. I’d like to introduce Jamie Trayer who replaced Jay Thomas in June. Jamie recently finished her Master’s in Sport Leadership at Castleton University. She has jumped in with two feet and learning as fast as she can. I know we will see some great new programming from Jamie and the efficient and safe running of Giorgetti Arena and White’s Pool. Jamie’s office Is at Giorgetti. Stop by and say hi! Take a look at our offerings for this fall. If there is something you wish we offered, please let us know. We are almost always willing to try any new program once. Remember to get out and GO PLAY!

FAQ HOW DO I REGISTER?
You can register anytime during office hours at the Courcelle building (SEE REGISTRATION FORM FOR DETAILS) Payment for recreational programs can be made with cash, check or credit/debit card (visa or mastercard). Cash or check only for Godnick Center Programs. You can register for programs anytime online at www.rutlandrec.com. No registrations can be placed over the phone Registrations will be accepted until the program is filled, unless a deadline is stated in the program description. Early registration is encouraged as programs fill up quickly PLEASE NOTE: Programs incur a $10 late registration fee less than 10 days from the start date.
DO YOU PROVIDE SCHOLARSHIPS? The Rutland Recreation and Parks Department and the Recreation Committee recognize that the charging of fees for programs may place such an economic hardship on some individuals that they are unable to participate. For that reason, a fee reduction waiver system is available for eligible residents of Rutland City. All scholarships will run from July 1st to June 30th of each year. Persons applying must do so before June 15th to be activated by July 1st. You must reapply each year to see if you are eligible for a scholarship. Contact the recreation office for information or to apply for the scholarship. Confidentiality will be maintained.
WHEN DOES REGISTRATION BEGIN? Registration for Fall programs begins the last Monday in July.

AM I A RESIDENT? If you live within the Rutland City limits you are a resident.
WHAT DO NON-RESIDENTS PAY? Nonresidents pay an additional $11 administrative fee per program Limited access programs may have a later registration date for nonresidents. If so, it will be noted under the program information.
WHAT IS THE REFUND POLICY? A full refund (minus a $5 administrative fee) will be given for withdrawal from a program if requested ten (10) business days prior to the start of the program. If the department makes changes to a class that prohibits a participant from attending the class, there is a full refund with no administrative fees. A 50% refund will be given for withdrawal from a program if the request is made less than 10 days prior but before the class has started. In the case of team sports, the date the program has started is the date the teams are formed. A 25% refund will be given for withdrawal from the program if a request is made on the day that the program started (or the day after for evening classes). There are no refunds after that date. All requests for refunds must be made in writing by filling out a Refund Request Form, which is available in the office or at rutlandrec.com
RETURN CHECK FEE POLICY There is a fee of $40 from customers whose checks have been returned to the city.
WHAT IF A PROGRAM IS POSTPONED OR CANCELLED? Inclement Weather: In the event of rain some programs may be cancelled. You should check our website www.rutlandrec.com Other Cancellations: We reserve the right to cancel any programs due to insufficient enrollment or for other reasons preventing the acceptable presentation of the activity.
DO YOU PROVIDE INSURANCE? The Rutland Recreation and Parks Department does not provide accident or hospitalization insurance for participants. Participants are strongly advised to have adequate insurance. Participation is at your own risk.
ARE YOUR PROGRAMS ACCESSIBLE? Reasonable accommodations will be provided upon request to ensure that programs are accessible to all individuals regardless of challenge.
DO YOU HAVE A PARTICIPANT BEHAVIOR POLICY? Behaviors of participants that pose a risk to other participants, staff and or the participant himself/herself or that so alters the program to such a degree that we are no longer offering the intended program, will be a cause to remove the participant or participants from the program either temporarily or permanently.

COMMUNITY EVENTS & PROGRAMS FALL FOLIAGE FAMILY NATURE HIKE Join naturalist Tom Estill as we explore the natural history of Pine Hill Park at the height of the fall foliage season. This easymoderate hike is designed for hikers of all ages. There will be lots of opportunities to take photos of our spectacular fall foliage, and an opportunity to see Muddy Pond covered with hundreds of migrating waterfowl. 2ND ANNUAL FULL MOON 5K What better time for a night time run through Pine Hill Park than during an actual full moon? Our Rutland Rec. Summer Camp prides itself on providing children with a chance to experience a summer full of amazing field trips. We engage our campers in various types of physical activities, and expose them to Vermont's natural environment. A summer spent with us will help to develop your child's independence, while giving them a chance to just enjoy being a kid. Our experienced camp staff will guide your children through some of the hidden treasures that this area has to offer.
Our summer day camp season will start and finish this year with Champ Camp! Fun in the Sun now that school is done! Let your kids make new friends and enjoy day camp adventures. There will be daily excursions to local attractions, plenty of fun in the outdoors including hiking and swimming and exploring, crafts and games and more. We will be located at the Christ the King Gym which lends itself to easy walks to our local parks for plenty of play and fun. Activity Number 321011 There are 4 levels in our climbing program. Intro is for those that are brand new to rock climbing; Level 1 is for climbers who have successfully passed intro or have had previous exposure to rock climbing; Level 2 is for climbers who are ready to learn how to be a true climber and climb set routes; Levels 3 build on previous learned skills. Rock climbing is a lifetime skill and an excellent way for your child to participate in a full body fitness program. The introduction and Level 1 classes include a tshirt and if you successfully pass any level you receive a patch. All classes are held at the Green Mountain Rock Climbing Center on Woodstock Ave. Instructors will be the qualified GMRCC staff. Students will learn how to safely and correctly handle the equipment while enjoying their newly acquired skills on different targets at a range of distances. ICE SKATING LESSONS Activity Number 461751 We are thrilled to again offer structured group lessons with our very enthusiastic instructors. We will have a variety of instructors this year but leading will be Maya Conway, who will be assisted by Kjeristi Conway, Emma Botlio and Jenny Johannesen. Our classes have a low ratio of instructor to student. Tot classes are 1:5 and our older students are 1:8. Lessons are open to ages 3+ and are divided by ability and age. The lessons are aimed at developing core skating skills and improving existing skills. When registering you will be asked to select your preferred time as well as times that will not work. Lessons are 30 minutes in length with the first one beginning at 9:30AM, and the last one finishing at 11:00AM. THURSDAY HIKES SCHEDULE 2016 The Rutland Recreation and Parks Dept. sponsors a series of hikes at a less strenuous pace for seniors. Hikes typically cover 24 miles, involve limited to moderate elevation gain, and try to avoid treacherous footing. Bring water and a lunch, wear sturdy footwear, and be prepared for Vermont weather. Bring bug spray, and guard against ticks by wearing long sleeves and pants. Meet on Thursdays at 9 am at the Godnick Center on Deer Street to car pool. We return in early to midafternoon. GODNICK ADULT CENTER PROGRAMS TRIPS "ALMOST, MAINE" Lake George Dinner Theatre on Wednesday, August 17. On a cold, clear, moonless night in the middle of winter, all is not quite what it seems in the remote, mythical town of Almost, Maine. As the northern lights hover in the starfilled sky above, the town’s quirky residents find themselves falling in and out of love in unexpected and often hilarious ways. Knees are bruised and hearts broken but the bruises heal and the hearts mend…almost…in this delightful midwinter night’s dream. Registration begins at 9 a.m. on Tuesday, June 7, for residents and Wednesday, June 8, for nonresidents. . The price of $78 includes lunch (food choices: Medallions of Beef, Chargrilled Chicken Breast, Broiled Salmon or Vegetarian Pasta), the show and transportation. The bus leaves the Center at 9:45 am and returns at approximately 5:15 pm.

CIVILITY IN POLITICS SEPTEMBER 2 GOV. JAMES H. DOUGLAS James H. Douglas, former Governor of Vermont and currently Executive in Residence at Middlebury College, will look at the decline in civil discourse which he attributes to a rise in political polarization. The fight between parties has devolved into the fighting within parties. Is there any hope? The speaker will offer his perspective based on his decades in public service.
DIRTY TRICKS AND MEDIA MANIPULATION SEPTEMBER 9 PROF. TRACI GRIFFITH Traci Griffith, Chair; Associate Professor at St. Michael's College in the Department of Media Studies, Journalism, & Digital Arts, will take on the controversial topic of election "dirty tricks". The speaker will explore the secret techniques employed by campaigns to sway voters and influence opinions. As a member of the national and Vermont American Civil Liberties Union, she brings her views on the topic to our audience.
