CROMER IN BLOOM REVIEW OF 2015
Covering Cromer, Mundesley, the Runtons and surrounding villages in association with the North Walsham Times and Sheringham Independent
This will be my last review as I am retiring from Cromer in Bloom.
Looking back to 2005, the year I joined, Vera Woodcock was Treasurer, Mary Northway Secretary, Yvonne Nolan was Chairman. Olive Wass, photographer and Ray Sandham (recently retired from National Trust, Felbrigg Hall) judged the Annual Competition. At that time 'Bloom' mainly looked after planters, the three tiered by the Meadows car park and barrier baskets (before the TIC was built) plus others around the town including more barrier baskets in Lounden Road, which were destroyed last year by a motor vehicle crashing into them. Hundreds of daffodil bulbs were planted in Holt Road, also at the top of Norwich Road. For several years we entered Anglia in Bloom achieving Gold and Silver Awards when attending presentations in Norwich, Peterborough, Thurrock and Ipswich. In 2007, Jim Bond became Chairman and I became Vice-Chairman. In recent years Cromer in Bloom has taken on larger projects - seafront bed (opposite Morrisons Garage) corner of Cabbell Road,TIC and island beds, the garden in front of the Town Council Offices (by Henry Blogg bust) and also the garden by the Boating Lake, together with Links Avenue and Norwich Road. The Parish Hall, Telephone Exchange and Gang-
way (by the Crab shop) planters may go this year. The Railway Station and Cromwell Road are also looked after by 'Bloom' members. Last year we bought a ships wheel for the Crab & Lobster Festival, which was painted for us in Barge ware design by the late Johnny Brown of the Castaways band - this was displayed in the Town Council window. Our Annual Competition was judged by Bob Wilkinson, who writes in the Cromer Times as the Norfolk Gardener. Presentation Evening, which was well attended, was held in August with Mayor Tim Adams presenting Certificates and Trophies. A raffle, sale of garden produce and preserves raised £131,60 for our charity. The East Anglian Air Ambulance. In December we again decorated the lobby and hallway of the Parish Hall continued on page 4

Volunteering Open Morning in Cromer
Voluntary Norfolk in conjunction with Merchants’ Place will be holding a Volunteering Open Morning on Saturday 6 February, 10am to 1pm.
Could you spare a little time to help reduce someone else’s isolation or loneliness? The North Norfolk Health Volunteers scheme links volunteers with people who would appreciate some company and maybe a little help. For those with a specific interest in mental health issues, the Mental Health Befriending Service offers a similar opportunity for those who would like to share their time and talents. Come along and find out how you could make a positive difference to both your life and someone else’s! Merchants’ Place also hosts the North Norfolk Volunteer Centre which provides information and guidance on a wide variety of opportunities in the local area, so whether you have a particular interest or passion, are looking to gain some work experience, or would like to get more involved in what’s going on in North Norfolk, come along and have a chat about your interests and how you could put them to good use in the community. It is also an ideal opportunity to see what Merchants’ Place Community Resource and Learning Centre has to offer. If you are a North Norfolk resident, longstanding or recently arrived, Merchants’ Place can help you access advice, learning opportunities, community groups, local events and much more! We also hire our rooms and office desk space to local groups and businesses, which can be tailored to your needs.
Merchants` Place has now been serving and supporting North Norfolk community activity for almost 10 years, whilst Voluntary Norfolk is the county’s leading charity for volunteering and volunteer support. Come along to: 16 Church Street, Cromer NR27 9ES T: 01263 519454 E: info@merchantsplace.co.uk W: www.merchantsplace.co.uk
and find out what services are available and what is on offer.

“It’s a common misconception that a larger firm is better.”
I am Clare Mayell and I run Silver and Ward Solicitors in Sheringham. I am an extremely competent and experienced solicitor, qualified Family Mediator and Collaborative solicitor.
As I have worked for 2 larger local firms I know what clients want and expect. My charges are significantly less than other solicitors in North Norfolk or Norwich and I provide 22 years of expertise and exceptional service. The common misconception is that a larger local firm or city firm is better but this is incorrect. A client just pays more.
When a client rings or walks through the door they invariably get to speak to me as this personal and direct approach is important to my clients and I. I ensure complete confidentiality is an absolute priority. I am one of the few solicitors that offffers a free first appointment so that clients can come in and obtain some initial advice and discuss costs and then make an informed decision.
I advise new clients to “shop around” as I know that my charges are significantly less than other solicitors but I can offer the same expertise, if not better. I have and can act for clients across Norrffolk and the Country as we now have the use of Skype, emails etc. so it enables me to act for clients further afield. The reason that clients, near and far, instruct Silver and Ward is because of my expertise, exceptional service and competitive costs.
“I would say to any potential client to come and meet me face to face for a FREE FIRST APPOINTMENT, as you have nothing to lose but all to gain.
Home visits can be arranged or appointments outside of office hours including Saturdays. 01263 823465 0 1263 8 23465 or email clare@silverandward.co.uk

Aldborough Panto
This year's performance, The Three Musketeers (and D'Artagnan) is the 23rd panto put on by the Aldborough Players. The script author and director is the youngest so far, the 21 year old James Green.
James, a teaching assistant at the village school, saw a number of friends leave the area for university, and decided he needed new challenges to fill the gap. After taking a small part last year, he decided to write his own. It is very much a family affair with his dad Duncan, and sister Maisie taking leading roles, and mum Sharon organising costumes. There is a cast of 23 which includes the young (10 years) and the not so young.
The panto suggests links between the French royal family and this corner of Norfolk and will be great fun for all the family. Performances at Aldborough Community Centre are at 7.30pm on 3 to 6 February. Tickets are available from Aldborough village post office and cost from £5 to £7, with half price tickets for children. Please shake off those winter blues, come along and support one of your local community events.

The Vicar of Dibley to raise money for comic relief
The hilarious comedy, The Vicar of Dibley will be performed at Sheringham Little Theatre by local amateur actors and actresses who started rehearsing last November. They are all members of the Cromer and Sheringham Operatic and Dramatic Society, and all the license fees will go to the well-known charity Comic Relief.
Laura Williamson, who lives in West Runton plays the lead role of Geraldine Grainger. Laura who works in Horsham St. Faith and has performed in many productions locally, said that it was her ambition to play the role of Geraldine Grainger.
The script was written by Ian Gower and tells the story of a small Oxfordshire village Parish Council, who are awaiting the arrival of their new vicar. They are amazed, and not altogether pleased when they find that a woman vicar has been appointed. Will Rev Geraldine Grainger be able to make her mark in Dibley or will the eccentricities of the inhabitants of the village prove too much for her? All will be revealed in this rib-achingly funny production.
The production is at the Sheringham Little Theatre from 23 to 27 February and tickets are on sale from the box office on 01263 822347 or online from www.sheringhamlittletheatre.com Ticket prices are £10 and £11.

North Walsham and District Branch of Cats Protection
Gremlin, the little kitten featured in the last article, has now found a loving new home in North Walsham with her brother Scallywag. We have now taken into care 32 kittens from the colony and know there is at least one more to be caught. Some of the kittens have had contact with the person caring for the adult cats and most have reacted positively and quickly to the people involved in their care. Another two of the kittens, Malificent and Rioja, have also left for a loving new home.
As well as taking the kittens into care, we have also taken in 3 cats whose owners have sadly died. Boco, is a really big, but beautiful, black and white lad and his sister is a very pretty tortie girl. These cats are about six years old and, apart from Boco needing to lose some weight, they appear to be in good condition. However, they not yet been to the vets for a check up. The other little cat is ginger and is quite old, about 17 years our vets believe. She had been outside since her owner died so it is quite a relief to have her in care. At present we are waiting for the results of blood tests to confirm the vets concerns about her general health. However, we soon realised that this dear little cat is blind. On arrival she was disorientated but, by confining her to her housing unit

with all facilities to hand, she soon settled down and is very much happier. She also just loves attention, which was obvious to David, her vet, when trying to examine her and listen to her heart. Once her health problems have been resolved, she will be adopted by one of our fosterers who, having lost two of her old cats last year, was looking to give a home to another old cat. This special little girl has certainly landed on her paws.

Bruce was last seen on 7 January at the Norfolk Homes development, Park View, Sayer Crescent, Roughton Road, Cromer, heading towards Amazonia. He is a 20 month old neutered tom, white and black with a ‘beauty spot’ of black fur on the right hand side of his face. He is microchipped.

MARE AND FOAL RESCUED FROM HADDISCOE Redwings Horse Sanctuary concerned for foal’s future On Monday 11 January, Redwings’ Senior Field Officer Julie Harding attended a field near Haddiscoe following a call to the charity’s welfare line. On attending the site, a piebald cob mare was discovered with a very sickly foal at foot.
Requiring immediate veterinary attention and with the help of Redwings’ Senior Welfare Veterinary Surgeon Nic de Brauwere and RSPCA Inspector Ben Kirby, the foal was removed with the mare and taken to Redwings’ Reception Centre.
“It was essential that the foal was taken to a safe environment for treatment,” reflected Julie, “and we couldn’t have done this without nearby welfare charity Horse Rescue Fund who we called upon for help in transporting the horses to our Reception Centre. “They helped us load the two relatively unhandled horses, drove them to our centre and even stayed to assist our vets in setting up the treatment for the

horses. Their help with this urgent case was invaluable and we cannot thank them enough”.
Once at Redwings’ Reception Centre, Nic – together with Welfare Veterinary Surgeon Nicola Berryman – provided care to the mare and foal through the night. “We’re very concerned about this young foal and diagnosis for his current condition is underway,” commented Nic.
This case comes just months after a similar mare and foal rescue by Redwings late last year. In October 2015, the charity rescued a mare with a six-week-old foal at foot found on farmland near Harleston. The pair – named Star and Rocket by the Sanctuary – were both extremely thin and Star was in such a severe state of neglect that she sadly died less than two weeks after her rescue. Investigations into this recent rescue are ongoing, but if you would like to help support Redwings’ care for this foal and his mother, you can donate by texting “HORS30 £5” to 70070 or visit www.redwings.org.uk.

CROMER AND DISTRICT GARDEN SOCIETY The society started the New Year with a talk from Chris Wright on ‘Making the most of your veg plot’.
A very well attended meeting heard that gardening in parts of North Norfolk is a challenge because of the nature of the soil. Sandy soils need body in order to meet the expectations of gardeners. Nutrients are washed out quickly and although the soil is easier to dig and warms up sooner than elsewhere it does not hold water that well so the need to add compost etc is paramount. Our speaker is a firm believer in organic gardening. Good food promotes good health we were told. Freshness and seasonality, good soil husbandry, drawing on traditional ideas, saving seeds and the right approach to composting mean that gardeners work with nature and not against it. Organic gardeners claim that their crops taste better as well.
Manures need to be well-rotted otherwise weed seeds that are not digested by the animal will be transferred to your garden. Compost should ideally be 50% green and 50% brown material. Green manures can add bulk to your soil and this reduces leaching. Phacelia was recommended as the ideal green manure but Italian rye grass, red clover and field beans are acceptable alternatives. The advantages of crop rotation, raised beds and companion planting were explained. Acid soils discourage worms – ‘the plough of the earth’ according to Charles Darwin – so attention must be given to getting the ph of the soil right. Members went away at the end of the meeting with plenty to think about and our thanks go to Chris Wright for getting our 2016 programme off to a fine start.
Our next meeting is on Wednesday 10 February at 7.30 pm in the Community Hall in Cromer. It will take the form of a Gardeners Question Time. Charlotte Philcox and Peter Purdy will be answering the questions. Visitors are always welcome. Entry is free for members and £2 for visitors. We hold meetings on the second Wednesday of each month (except August) and this year’s programme includes Simon Harrap talking on ‘Natural Surroundings’, Ian Roofe giving advice on pruning techniques, Chris Branford talking on Joseph Paxton and his place in the history of gardening and Tony Goode letting us into the secrets of growing crocuses and other small bulbs. In addition we will host the inter-society quiz with our friends from the Sheringham and Hoveton Societies and have shows in the spring and autumn. All-in-all it will be a busy year so why not join the society and play a part in what is a friendly and welcoming group of around 60 gardeners. Annual membership is £10 and details are available from the Chairman, Jack Andrews on 01263 514399.

Here at Age Concern North Norfolk we are trying to eradicate loneliness amongst the over 55s in our area and have been running a befriending service for 10 years now. We are funded by the National Lottery with an aim at doing just that.
But to help us achieve this goal we desperately need more volunteers to become befrienders. We currently have a long waiting list for people who would like a befriender and many, without more volunteers, will have to potentially wait for a long time to be matched with someone. We want that to change in 2016.
Please do something wonderful this New Year and give someone who is lonely back their life by lifting their moral and, for many, giving them a reason to go on living.
I did this before I became employed by our charity and, like so many of our wonderful existing volunteers, I got so much pleasure out of seeing another person being made so happy by a simple act, such as making a cup of tea and listening to their stories.
Your visit may last for an hour or two, once or twice a week, or fortnightly; whatever time you are free to give and that you and your new friend mutually agree upon. You may play games, reminisce, and help to read books or just have a good old chat over that aforementioned cuppa.
Having that someone you know and get along with in your life and the feeling you have as you look forward to seeing them can make the world of difference to a befriended person and the volunteer. It can be the difference between the befriended getting poorly and or falling ill and them having a happy, fulfilling quality of life. Made only all the more important this time of year as the cold days and dark nights can often bring the gloomy thoughts of loneliness to many.
Bring a little light back to someone’s life in 2016.

Our thanks go to Jackie for her efficiency and help, and to the Royal staff for their care and competence.
The next meeting will be on 10 February at our usual venue of the Sports Pavilion in Overstrand. All are welcome to attend and it should be fun. A New Year brings with it new hopes and maybe new ears; for new pleasures and revisiting previous delights...
The 2016 FALCON Concerts held at St Andrews Church in Holt, arranged to help raise funds for FALCON (the North Norfolk based arts initiative - Facilitating Arts and Literature for the Children of Norfolk) and St Andrew's Church Development Fund, are upon us once more. Performers once again are drawn from the pool of young professionals, all ex-pupils from the Purcell School (an international school for young musicians of exceptional talent), who very generously come for expenses only.
And what a wonderful range of concerts are on offer, including, for the first time, a Chamber Orchestra concert, in early July, conducted by the internationally acclaimed conductor Peter Stark. This concert is part of an exciting and ambitious School’s Concert project (which, funding permitting, includes a wider programme of related events and activities – composition workshops, children’s art and poetry workshops, exhibitions and competitions, visits to their local libraries), all on the theme of ‘Carnival of the Animals’. And all of which are being developed in partnership with Holt Festival, 5 local Primary School’s (Langham, Holt, Gresham Village, Roughton and The Belfry in Overstrand), the North Norfolk Library Service, the acclaimed local poet and prize winning children’s author Kevin Crossley-Holland and St. Andrews

It is a programme, called 'Carpe Noctem', designed to reflect aspects of the night, both its stillness and amazing vibrancy. She hopes, that by the time she comes to play at Holt, the CD will also be available.
Make a note of the date and pass on this information to anyone you think might be interested. As many already know, the performances can be truly breath-taking, and we are, as always, confident you won't be disappointed…the next concert promises to be no exception. As usual pre-concert drinks will be available, as well as during the interval.

Cromer Times 486 January 30th 2016
I have been cut out of a Will – What can I do?
As a general rule of thumb, people in England and Wales can leave their property in their Wills to whoever they wish. After all, it is the whole point of going to the cost of having a Will in the first place. The courts can decide if a Will is valid if the deceased’s capacity at the time of making the Will was impaired or if it can be proved they were unduly influenced by another to leave their estate to them entirely or in greater measure than they would have done. However, there may be nothing that can be done to overturn the Will itself where these cannot be shown to have occurred.
There may however be another protection for someone close to the deceased where they have been cut out of the Will. The Inheritance (Provision for Family and Dependents) Act 1975 allows, in certain circumstances, for payments to close family to be made out of the estate despite what the intentions of the deceased were in their Will. It is also possible that promises that were made by the deceased may be enforceable.
Inheritance (Provision for Family and Dependents) Act 1975 - The Act makes it possible for close family and dependents who are not adequately provided for financially under a Will, to apply to the Courts for an order that they should receive reasonable provision from the deceased’s estate.
A spouse that is cut out of a will can generally expect to receive a considerable payment. The Courts are likely to order that provision should be made that is reasonable for the surviving spouse to have, whether or not the spouse is financially secure or not. Children of the deceased, or another dependent relative, might get a lesser payment that is sufficient to ensure that their everyday needs are paid for.
It is possible, and in fact quite regular, for these types of claims to be brought by several different people against the same estate. This is especially likely to be the case in disputes involving a longrunning sibling rivalry and subsequent fallout or a family argument of perhaps the elderly widow(er) and the fresh on the scene, younger love interest.
Under the Act, the Courts are required to take into account many factors in deciding whether to make an order for provision of the disappointed dependent and if so, the amount that the dependent requires from the estate to be provided for adequately.
Even where such an order is made by the Courts, the Will, as created and signed by the deceased, remains valid. After the terms of the order have been satisfied, the Will continues to apply to the rest of the estate subject to any further order of the Courts. This is true of all gifts under the Will and all powers provided to the Executor(s) of it.
Proprietary Estoppel - A person may be granted relief where there was a “representation or assurance made to the claimant pertaining to an interest in identified property; reasonable reliance on it by the claimant; and detriment to the claimant in consequence of that reliance. The claimant has to show that it would be unconscionable for the person who made the assurance or representation to go back on his word, and deprive the claimant of the proprietary interest he had been led to expect. In plain English, this means where the deceased made a promise to someone that the Will would leave them something, but then the Will did not in fact do so. If the person acted on that promise, and suffered a loss, then they can seek to enforce the promise to receive the property in spite of the Will.
Take for example the model of this family business.
If the father is the sole owner and has four children. Children 1-3 each leave home and pursue extremely successful careers in the city. Child 4, however, enters the family business at 16 when he leaves school and remains there his whole life, without taking a wage and living with his parents on the assurance from his father that the business would pass on to him. Father dies and the Will leaves the family business to all four children in equal shares. Children 1-3 are delighted because on top of the city salary, they now have a 25% share of a reasonably successful local business. Child 4 has devoted his entire life to the business without taking a salary and ends up receiving the same share of the business as his brothers and sisters. The rules of equity determine that this is not fair and Child 4 could reasonably make a claim for the entire 100% share of the business.
Again, the Will remains valid, but the specific property in question no longer forms part of the estate. These are just two of many potential issues that may arise with the passing of a loved one. At Clapham & Collinge we can provide you with all of the necessary information, support and legal advice on Will disputes and how they can be resolved. If you require advice on Will disputes please contact Tammy Parnell on 01263 820468 or email ttp@clapham-collinge.co.uk. Nearly there - junction at Felbrigg A148/B1436
After over eight years of campaigning by the Steps to Safety group, acknowledgement of the need for a roundabout at this important, frustrating and dangerous junction has been made by Norfolk County Council Highways Dept.
Their costing estimate is £552,000 but they are unable to meet the entire costs from their own funds and are seeking help to cover the shortfall, which after pledges received from local town and parish councils, the district council and the National Trust, is in the region of £107,000. In order to safeguard the monies committed by NNC, work needs to start fairly soon.
During the past two years surveys undertaken by the Steps team, both from the public and local businesses, showed overwhelming support for a roundabout at this junction.
We are now seeking monetary pledges in order to close the funding gap. 18
We are not asking for money at this stage but pledges, which will only be called in when the project is ready to start. If you would like to see a roundabout at this junction please consider pledging now.
The easiest way is through our web site www.felbriggroundabout.com, which has a lot of information on the project or to me Sue.arnold@talktalk.net.
Please give this your URGENT CONSIDERATION. If we are unable to realise these additional funds there is a real possibility the commitment from NNC will be withdrawn.
Yours sincerely, Sue Arnold Chair of Steps to Safety Campaign District Councillor for Roughton Ward (Felbrigg, Roughton, Southrepps and Thorpe Market) Cromer Times 486 January 30th 2016

Dear Margaret,
On behalf of Cromer RNLI, i would like to say thank you to everyone who attended the Carol Evening sponsored by The Grove Hotel in Cromer. The evening began at 6pm and everyone was made welcome by a warming drink of mulled wine (or soft drink) and a warm mince pie. During the evening, several carols were sung and they were linked by the Christmas story readings from people who are either active crew or have an association with Cromer RNLI. Just under £300 was raised to support the valuable work undertaken by the RNLI. Thank you to The Grove and in particular Richard Graveling, for undertaking this and supplying refreshments for all who attended. Audrey Smith - Volunteer Press Officer Cromer RNLI
Coaster on fire calls for help
At 05.38 on 13 January the coaster Elbetor broadcast a mayday signal. A fire in crew accommodation had been discovered and was getting out of control. With a crew of seven persons on board, a helicopter was alerted and Cromer’s all weather boat Lester was asked to launch.
By 06.20 the Lester was alongside the wheat carrying coaster which was approximately seven miles off shore. With a moderate sea state and the wind gusting at 5 to 6 knots in a north westerly direction, conditions were not expected to improve. At 06 15 the helicopter

had arrived and Humberside maritime fire crew was on its way.
Cromer’s lifeboat continued to monitor the situation and remained within reach of taking the coaster crew and firemen off if necessary. With the fire soon under control but with a lot of smoke, the fire crews then discovered hot spots which had to be dealt with urgently.
By 15.10 the situation was under control and it was agreed that the coaster could slowly make her way to Yarmouth and continue to Rotterdam the next day. The RNLI crew from Cromer were advised they could stand down and
once the 12 firemen were transferred to the lifeboat, it could return to Cromer for re-housing. At 15.50, it reached the boathouse and all the maritime fire equipment unloaded ready for a return to Humberside. Lester was rehoused, cleaned down and soon made ready for its next service.
John Davies, RNLI Coxswain for Cromer’s RNLI Lifeboat, says ‘A fire at sea is the worst scene possible to be called too. Working together with the maritime fire service resolved a situation where there were not any injuries and least damage to the coaster. The professionalism of all those involved reflected the high levels of training we receive.

North Norfolk District Council has started the process of preparing a new Local Plan.
The Plan will introduce new planning policies, which will be applied in the determination of planning applications and will also include new development sites to address the development needs of the District for the period 2016-2036.
As part of the preparation of the Plan, the Council is carrying out a ‘Call for Sites’.
This provides an opportunity for developers, landowners, individuals and other interested parties to put forward potential sites within North Norfolk District for development. Any sites which are suggested will then be subject to a detailed appraisal process by the Council. The Council will then publish preferred options for consultation. The final site selections will then be included in a draft Plan which will be subject to independent examination before the new Plan can be adopted.
Cllr Sue Arnold, Cabinet Member for Planning, said “This is an important stage in the process of preparing the new Plan and the Council is keen to hear from as many people as possible so that we can consider the options that may be available not just for new housing but also other types of development.”
The Call for Sites registration form and guidance notes are available on the council’s website at www.north-norfolk.gov.uk/callforsites and all forms should be returned on or before 31 May 2016.

Congratulations to Sam Lowe and all the brave folk who plunged into a freezing North Sea on New Years Day for charity.
Robert Plumb, who had already raised £2000 from previous events, was delighted with the additional £260 that was raised by the swimmers on the day. 24
He said “the money will go to Arthritis Research. I met up with the swimmers at The Links Country Park Hotel, where another annual charity golfing tournament was taking place, so it was a brilliant start to the year.”
“I will do all I can to help this worthy cause and I look forward to next year’s event. Well done to all concerned, keep up the good work.”
