New Chemotherapy Ward at Cromer Hospital

Supporters of North Norfolk Knitters and Stitchers have been raising funds to help equip the new chemotherapy ward to be opened at Cromer Hospital late 2019 or early 2020.

It will be amazing to have this facility in our area and it will make such a difference to so many people. The opening of a chemotherapy ward in Cromer will be of tremendous benefit to the residents of North Norfolk who at present need to travel to the N and N Hospital in Norwich.

Panto Success at Northrepps

Northrepps first ever Pantomime was a real success

On Friday 7 and Saturday 8 December, Jack and the Beanstalk was seen by a very happy audience of over 300 adults and children at the capacity sold out performances.

Northrepps Village Hall was beautifully transformed into a magical theatre by Blackout, the company that supplied the lighting, rig, and theatre drapes. Super talented Rachel Lamb, made and painted all the scenery and props, which bought the pantomine to life.

The adaptation written by Gavin Smith, starred a cast of colourful characters all wonderfully portrayed by local residents. He wrote the script to reflect historical village references and people, bringing a quirky and humorous version of the original fairy tale.

The show included songs and dance plus choral narration lead by Top Banana’s front man Dave Burns.

Based in the mystical village of Toprepps, we saw Jack and his mother struggling against increasing rent and an even bigger bar bill! Along comes a dancing cow and a mysterious character looking for the coffee mecca of Cromer! The plot thickens with a giant beanstalk that grows to the rafters during a magical dream sequence with twinkling stars and little dancers from Georgie Prior’s dance school, ‘Live and let Dance’. Havoc ensues when Jack steals a Golden gallus plough from the giant. But in true panto style it all ends well, with Jack and his mother growing solid gold potatoes.

Diabetes UK North Norfolk Group

It is with great sadness that following the resignation of some Officers and Committee Members and our inability to find someone to take over these positions we have had to make the regrettable decision to put the group ‘on hold’. No meetings or fundraising will take place during 2019.

Mick Greenhalf will stay as Chairman and Jackie Greenhalf as Treasurer, in name only, just to keep the group open and with the hope that we can find some willing volunteers to take the group forward and carry on its good work but if no one is found by the end of 2019 then the group will officially close.

Cromer Women’s Institute

We met in the Community Hall on 13 December and our 46 members and 2 visitors were in festive mood.

We were entertained by Pip Jenkinson who sang songs from shows including My Fair Lady, Oliver and Cats. She was accompanied by John playing a keyboard. Pip finished with a medley of Christmas songs which we all joined in with. We were then treated to mince pies, sausage rolls, cakes and savoury nibbles during our tea break.

As we resumed the meeting, we gave congratulations to our member Monica Gepp who won 1st prize in the wreath competition on our behalf held during the Christmas Tree Festival in the Parish Church earlier in the month.

Our WI hosted a Christmas Celebration for the WI’s in the Noreaster group in the church on 11 December which was very enjoyable. Each WI chose a Carol and a Christmas reading, in true WI tradition this was followed by tea and mince pies.

Our competition was an item beginning with the letter F. Judy Roberts was 1st with a ceramic Father Christmas, Liz Holehouse was 2nd with an ornate fan and 3rd place was another delicate fan from Irene Nutt.

Six members received a posy of flowers to celebrate their birthdays this month.

Our President Pru Mead wished all the members a very Happy Christmas and as we left to go home, we were all given a Secret Santa present to put under our Christmas tree.

Street Collection for Cromer Christmas Lights A street collection permit issued to Mr T A Harding for Cromer town centre from 4pm - 8pm on Saturday 1 December 2018 for the Cromer Christmas Lights fund. The total amount collected was £477.37. There were no expenses or payments incurred with this collection.

The committee are very grateful to all the public who supported and contributed to this and the other various fund raising events which were organised over the three day period. We would also thank many local shops and businesses who provided prizes and donations to enable us to repair/update and renew all the lights and set pieces which provide the excellent display which lights up Cromer at Christmas. There are currently 25 to 30 volunteers who contribute in so many ways. All the wiring and bulbs have to be checked, repairs carried out and updates made to meet legal requirements. In 2018 we broke all records for numbers of visitors and for the funds raised for the church’s upkeep. The snowdrops attracted over 1200 visitors over four Sundays. Our many volunteers come from outlying villages - Trunch, Southrepps, Northrepps as well as Thorpe Market. Without them none of our fund-raising efforts would be possible at the church, especially the homemade cakes that have been so much in demand that we produced our own collection of recipes for sale.

Last year we had live organ music and a ‘Cantamus’ singer serenading us with wonderful music from the pulpit. We hope to offer this again.

Exhibiting artists for each Sunday will be stained glass craftsman & restorer Neil Forkes of Forkes Stained Glass on 3 February who will display a selection of his work and have smaller items for sale. Our Christmas party included a buffet lunch. Entertainment should have been by an Elvis impersonator but unfortunately he had doublebooked himself and so was unable to come.

After a period of socialising Jackie then read out a different version of the 12 days of Christmas, which made us laugh, followed by a list of unknown facts about the festive season, which made us think.

We then sat in a circle, each with a small gift, and Jackie read out a story. Every time she said "right" we passed the presents to the right until she either said "right" again (when we'd continue in the same direction) or "left" when we would change. Some of us were spending too much time laughing to follow the story and some of us were busy complaining of aching arms! It went at quite a pace. Once the story was over we could unwrap the presents we were left with, which was funny as some of us had two or three and some had none!

It was then time to attack the amazing buffet provided by our members. It was a beautiful spread and we thank everyone for their donations. Jackie had been her usual efficient self and had organised several fun things to take his place. First there was a short quiz with cryptic clues as to what we might eat at Christmas - harder than one might think! The clue for dates was appointments which wasn't too difficult but when asked for the opposite of a French stick a lot of us thought long and hard without coming up with an answer - which was, apparently, shortbread!

Later she read out a series of children's quotes about love - for instance, "Love is when Mummy gives Daddy the best bits of turkey", but one of the most heartrending was from a 4 year old who saw his neighbour sitting in his garden crying after his wife had died. The little boy went next door and sat on his knee and when he came home his mother asked him what he had said to the man. His reply? "Nothing. I was just helping him cry".

Big Society Fund – Latest round of funding announced • •

North Walsham and Dilham Canal at Ebridge

New round of grants worth more than £63000 The latest round of Big Society Fund grants have been agreed, with North Norfolk District Council supporting a wide range of groups, including Holt United Football Club, Cley Harbour, the North Walsham and Dilham Canal Trust and two village halls.

Since the Big Society Fund started in 2012, NNDC has awarded over £1,827,861 to 240 community projects in Norfolk including this round.

The committee which oversees the grants meet quarterly to decide which projects to fund. This time they approved grants totaling just over £63,000.

2019 probate court fee hike is taxation by the back door

by Miranda Marshall, Director, Hayes + Storr Adam Smith, the founder of modern economic principles and the darling of many right of centre politicians, established the three essential duties of government. In his 1776 ‘The Wealth of Nations’ he stated these to be national defence, administration of justice (law and order) and the provision of public works and the public institutions that facilitate trade.

The government’s justification for the proposed hike in probate court fees is ‘access to justice’. They argue the need to raise funds for an effective court and tribunal service. They are expecting a group of vulnerable people (the bereaved) to pay to run the court system. In doing so they are failing in their fundamental duty, as second-stated above. In the UK we do not have ‘hypothecated taxation’; we have general taxation, national insurance and VAT. We should not be paying for public services out of fees paid by users of associated services and arguably, not by users of the service at all. For example, those of us that pay tax, support the NHS whether or not we use it. We pay for schools, whether or not we have children.

of a Will on a large estate than a small one. The system is exactly the same and there is no value-related element in the court’s work. 85% of estates are to be liable for the higher fees. At present a flat fee is paid of £155, for applications through a solicitor and £215 for applications without.

Under the new sliding scale, which is proposed from April 2019, one in five families can expect to pay £2,500 in probate court fees on estates of more than £500,000. Admittedly, for estates below £50,000, where increasingly no grant of probate is needed anyway, there will be no fee at all. The increased fee could even fall on a widow continuing to live in the marital home. Estates between £50,000 and £300,000 will remain little-altered at £250, while the maximum fee of an eye-watering £6,000 will fall on estates of over £2,000,000. It is wrong and ill-founded to expect the bereaved in England and Wales to pay the cost of upgrading the courts, when the bereaved in Scotland and Northern Ireland will not. I doubt that we would object if the proposed increase was in line with inflation or according to the Scottish or Northern

Irish scales.

Ministers backed-off the changes prior to the 2017 general election in the face of criticism but have back-tracked. It is small-comfort that the maximum fee has been cut from the 2017 proposed figure of £20,000 on estates of £2million and over. The Brexit-embattled government was not brave enough to announce the changes in the Budget; rather they will be enacted via secondary legislation.

NNDC Arts and Culture Fund Open for Applications Results for the December round of funding also announced

The aim of the Arts and Culture Fund is to improve the health and wellbeing of North Norfolk residents through active participation and engagement in arts and culture. Organisations that strive to better the community through art and culture are being urged to enter for funding this winter.

The deadline for the next round of funding is 22 February and decisions on eligible applications will be made in July, November and March.

This round of applications follows the awarding of the December round of grants, which saw four groups benefit from up to £2,000 each.

The following grants were awarded : • SWAN (Supporting Women, Activities Network) - £2000 towards the delivery of a broad range of art therapy based classes for ladies with mental health needs in the Stalham area. • North Norfolk Arts Co- Operative – £2000

North Walsham and District Branch of Cats Protection

Several cats and kittens were reserved before Christmas and some have already left for their new homes. We have also had lots of enquiries since we re-opened and several more have been reserved or have already joined their new families. However, when a pen has become vacant it has quickly been filled by cats from our waiting list. If you are on the waiting list please remember that, if we have more than one cat from a household in a pen, we cannot take any more cats into that pen until the last one has been re-homed.

We often mention the importance of kittens born outside coming into care as soon as possible to ensure they learn at an early age to accept contact with people. Ideally, we like to have them in care before they are 6 weeks old, although we will take older kittens, especially if they have had some contact with the people who are feeding them. These kittens will need more socialising before we put them up for adoption as they have missed that vital stage in their development.

Sometimes they can be older than we would like when they come into care and these kittens do take longer to accept contact with us. Two such kittens are Nancy and Nimbus who joined us from the colony on the industrial site. They were older than most kittens and had very little contact with people. Although very frightened when they arrived, they did not spit, scratch or bite although they would hiss when anybody tried to get to close to them or touch them. When they joined us, they came to live in their carer’s home and initially reacted when she had visitors by running and hiding behind the settee in her conservatory. However, although still only happy to have physical contact with their carer, they no longer hide but will sit on the settee observing the comings and goings in her living room. These two young cats are beautiful but they will need a home/homes

Hedgehog Haven

The New Year has started off quietly with no more admissions.

The last one to arrive was on 23 December an underweight juvenile that I’ve named Tinsel.

As the weather is still mild (as at 6 January) there are still hedgehogs coming out at night seeking food. Hibernation is usually ruled by the weather. Until there are several nights of frosty cold weather they could still be about, so if you put food out for hedgehogs please carry on until it does not get eaten for several days in a row.

CROMER FLOWER CLUB

Jenni Baker kindly stood in for Chrystal Dyaball at our December meeting, as she was unable to come due to family illness.

Jenni’s title was ‘It’s beginning to look a lot like Christmas’ and it was. Her first design was a triangular one comprising of pine, holly, variegated hebe, ivy and palms sprayed gold, Hugo chrysanthemums, small red amaryllis , hypericum and to finish gold painted lotus heads.

Next she decorated a wire grid with pieces of bark attached. The foliage was eucalyptus, trails of ivy, senecio, blue spruce, pink nerines and gorgeous pink roses, an unusual shaggy pink gerbera, silver ting ting and silver poppy heads. The next was an all white arrangement in a

white vase with various foliage and aspidistra leaves manipulated to hide the floral foam at the back. The flowers were cream carnations, white germinis with a bit of sparkle at one side, white sprayed cones and twigs completed the design. While doing this arrangement she was amusing us with the trials and tribulations of learning how to ski when a grandmother! For her fourth design she used a metal trough filled with greenery and added gold ting ting, red cornus, green anastasia chrysanthemums, red carnations, red gerberas and finished with red and gold baubles.

A tall silver cocktail glass made an appearance and was filled with palms, holly, eucalyptus, ivy, box, with variegated holly at the front. One side had white carnations and the other pale orange euphorbia, and white germinis. The gaps were filled with silver birch twigs

Festive service brings schools together

Children from a Cromer school celebrated the festive season at a Christmas service featuring pupils from academies across Norfolk and Suffolk.

Held at the medieval St Andrew’s Hall in Norwich on Wednesday 12 December, the Inspiration Trust’s annual Christmas service featured readings, carols, and music by pupils and staff from its schools in Cromer, Great Yarmouth, Norwich, Lowestoft, and Thetford.

Cromer Academy pupil Anwyn Chapman opened the concert with the solo of Once In Royal David’s City as a candlelit procession led through the hall.

Joint choirs and orchestras from the Trust’s primary and secondary schools performed traditional festive pieces including Away in a Manger and Gaudete, and pupils and staff gave traditional readings telling the story of Jesus’ birth.

The audience joined in for hymns including O Come, All Ye Faithful and Hark! The Herald Angels Sing.

Breakfast meeting opportunity for Business Rate payers

Presentation on North Norfolk District Council’s spending plans North Norfolk District Council is to give people who pay Business Rates the chance to discuss the council’s spending plans for the forthcoming financial year before they are finalised and submitted for approval.

A presentation at a breakfast meeting on Monday, 28 January, will be followed by an informal discussion with senior councillors and officers.

Cllr Eric Seward, NNDC Deputy Leader and Cabinet Member for Finance, Revenue and Benefits, said “The meeting about plans for the forthcoming budget is an opportunity to find our more on the topic and get your views heard.”

Cllr Duncan Baker, NNDC Conservative spokesman for Finance, said “We would be delighted to hear views from our rate-payers, and I would encourage local business owners to attend so they can engage with us on our budget plans.”

Cllr John Rest, Leader of the Independent Group at NNDC, said “This is an opportunity for businesses to put forward their ideas for the forthcoming budget. The success of last year’s event proved very valuable. We want to continue to ensure that we work with local businesses, and identify your needs for the future.”

The meeting, which will be held at NNDC's Cromer offices, will start at 8.30am.

Ten Year Contract for Management of North Norfolk Leisure Facilities Announced Everyone Active will manage six North Norfolk facilities from 1 April 2019

The contractor which will provide services at North Norfolk District Council’s leisure facilities from 1 April has been announced as Everyone Active, part of Sports and Leisure Management.

The announcement comes after a thorough procurement process for the Council’s leisure contract, which was advertised to potential contractors in April 2018.

The decision to award the contract was made at a meeting of North Norfolk District Council’s Cabinet on 3 December, where the successful applicant was named as ‘Bidder X’ due to confidentiality rules. The name of that successful bidder was announced as Everyone Active following a standard 10-day ‘standstill’ period.

The ten-year leisure management contract will see Everyone Active responsible for the management of the following facilities: • The Victory Swim and Fitness Centre in North Walsham • The Fakenham Sports and Fitness Centre • The Splash Leisure and Fitness Centre in Sheringham • The dual use sports centre at North Walsham High School • The dual use sports centre at Stalham Academy • The dual use sports centre at Cromer Academy

The average annual saving over the life of the contract is in excess of £300,000 and this reduction is helping to finance the provision of the new Sheringham Leisure

The Council thanked the existing contractors Places For People for all they have done for more than 20 years, where an excellent reputation has been developed for delivering high quality public leisure facilities.

All staff at the six facilities will be transferred over to the new contract under TUPE Regulations, which preserve employees' terms and conditions when a business is transferred to a new employer.

This means staff currently employed at the six centres, either by the current contract holder or North Norfolk District Council, will continue to be employed but by the new contractor.

MP seeks meeting with Health Secretary for those let down by NSFT

Following the Care Quality Commission’s damning report on the Norfolk and Suffolk Foundation Trust, Norman Lamb MP has asked the Secretary of State for Health to meet with people who feel let down by the Trust.

Mr Lamb, the Liberal Democrat MP for North Norfolk, met with constituents in Sheringham on 30 November to discuss the lack of services for those with mental health needs, and what can be done to improve them.

Days earlier, the Care Quality Commission recommended that NSFT remain in special measures and renewed its rating of Inadequate overall from July 2017, also noting a deterioration on one measure.

Mr Lamb said “It was clear from the meeting that many people feel

seriously let down by mental health services in North Norfolk. Some who were there had lost loved ones through suicide. The CQC’s own assessment is damning, and what makes it worse is that it’s a continuation of the last inspection which also found the Trust to be inadequate, indicating that there has been a serious failure to improve services.

“The Health Secretary has signalled to me personally that he is taking a personal interest in the steps needed to address the CQC’s damning report. I hope he will therefore agree to meet with me and people whose lives have been affected by the failure of the mental health services. I would be keen for other MPs to attend as well."

Solar panels to be installed at North Norfolk District Council The installation of Eco-friendly PV panels given the go ahead by Councillors

Councillors have given approval of the planning application for a 150 kilowatts Photovoltaic (PV) array of 390 solar panels on the roof of the Council offices at Cromer. By using these panels the Council will be making use of a sustainable power source and cutting down on their reliance on fossil fuels. The decision was made at the first North Norfolk District Council Development Committee meeting of the New Year.

Cllr. Karen Ward, Portfolio Holder Planning & Housing said “The benefits to the environment in terms of energy savings are good news for North Norfolk residents. The Committee was reassured that all necessary measures had been taken to minimise the visual impact of this installation on the surrounding AONB (Area of Outstanding Natural Beauty).”

A Playful Connection in North Lodge Park Planning Application is validated

A major step on the implementation of the new play bridge in North Lodge Park Cromer was passed last month with the validation of the planning application.

“We're really pleased to see practical progress in our plans to bring the upper lawn into the Park”, said Samantha Annison, chair of the Friends of North Lodge Park, “this is an exciting project, in collaboration with NNDC, responding to the community wishes for the Park.”

AREA Landscape Architects from Pin Mill in Suffolk and the Daniel Connal Partnership from Norwich have been working with the Friends of North Lodge Park to finalise the design elements after the outline project was published earlier in the year. “There has been real positive feedback from across the community,” adds Samantha “there is a real buzz from the people we talk to about the project - they are really pleased there is to be improvements to the Park and like the style and content of this proposal”. North Lodge Park was first created in May 1929. The aim is to implement the new playful connection at the 90th anniversary in May 2019. In summary the project will: • Replace the existing bridge between the two parts of the Park. The old

The new bridge consists of gentle (maximum 1:20) slopes, with a 'floating' design based on the zig-zag style of the cliff paths found along the seafront in Cromer, using materials and colours inspired by local fishing traditions; the new bridge will also contain a viewing platform, seating and play elements, all accessible to wheelchair users. The upper lawn area of the Park will be opened up with new entrances to the cliff top path to the north and road to the south. Inspirational play opportunities will be created across the upper lawn, providing inclusive play for all. Planting schemes will be implemented around the bridge, play elements and across the upper and main lawns, providing additional sensory and educational features.

Once the planning application is passed there is a need for fund-raising before the project can commence.

The Hansells men’s league fixtures are out, with the league reduced to 12 matches. Federation league fixtures are expected soon and the fixture secretary will also be arranging the NANSA league matches. We already have 10 friendly games organised for the weekends and many other club events to sort out. So, enough games to satisfy all members whatever their ability and more faces, old and new, would be welcomed.
