Quiz Success at Paston Sixth Form College
Over 100 students and staff raised £250 for Breast Cancer Research by holding a Christmas quiz and raffle. Throughout the year, students at Paston support a range of charities. This time the Student Executive at the College decided to support breast cancer research. Breast cancer is the UK’s most common cancer, with nearly 50,000 women diagnosed each year. Students felt this was a very worthy cause. The quiz covered a range of topics with rounds on music, current affairs, sport and Christmas. After a hard fought battle the winning team consisted of Ian Simpson (Chemistry Teacher), Carole Martin (Science Technician) and three students, Stan Clarke, Lucy Harrison and Chloe Higenbottam. It was a brilliant way to end a successful term at Paston.

Cromer and Wells benefit from £100,000 government grant Coastal Revival Fund helps two heritage sites in North Norfolk
A £100,000 government grant will help breathe new life into two heritage sites in North Norfolk.
The Cromer West prom Art Deco block renovation and the Wells Maltings Project have been awarded £50,000 each under the national Coastal Revival Fund scheme.
The purpose of the Coastal Revival Fund is to help kick-start the revival of at-risk heritage sites that have potential to create opportunities for new businesses and jobs.
It seeks to support communities looking to unlock the economic potential of those hard-to-tackle buildings, facilities and amusements such as piers, lidos and proms.
The Cromer grant will be used by North Norfolk District Council to support the renovation and rejuvenation of the Cromer West promenade Art Deco chalet block. The block was severely damaged in the storms which ravaged the North Norfolk coast in December 2013. The Wells grant will help the Wells Maltings Trust develop a landmark heritage,

arts and community project in the Grade II former Maltings building in the centre of this rural, coastal community. The building will be transformed into a community space, heritage and learning centre, auditorium, café and central box office and tourist information centre. The Coastal Revival Fund money will pay to refurbish, repair and reconfigure the existing Maltings building.
Cabinet Member for Assets Cllr John Rest said “Both the Cromer and Wells projects support the local economy and help create income for the community. We appreciate the fact that both of these bids were successful and look forward to the projects proceeding in the new year.”

Homemade Coffee & Walnut Cake `
Ryan Farrow, Demi Chef from the Sea Marge Hotel, Overstrand has a favourite cake - it's Coffee & Walnut Cake and this is his recipe for a delicious treat.
Cake Ingredients
500g butter 500g sugar 8 eggs 100ml coffee granules blend and mix with a little of water 500ml self raising flour 150g of walnuts Icing and Topping Ingredients
500g butter 400g icing sugar 100ml coffee granules, blend and mix with hot water into a paste
Method
Cream butter and sugar together, add eggs mixing one at a time, and blend mixed coffee after mixing with a little hot water to dissolve into a paste. Then add flour and walnuts. Mix well and pour into your greased cake tins. Bake at 180c, for 30-40 mins.
Icing and middle filling; mix butter, icing sugar with coffee paste, add
crushed walnuts to topping of cake for taste and decoration.

Cromer New Year’s Day Fireworks

The many people behind the scenes who help put this all together, and particularly to Clive Casburn of Premier Fireworks, who creates a very special and individual display, that makes this a ‘must see’ way of beginning the New Year.

Hospice starts big plans for Patient Kitchen Garden

The Norfolk Hospice is also our Local Charity Partner for 2015, so it felt like the perfect fit for our store’s Here We Grow Gold project this year. From this donation I hope the group can enjoy the calming nature of gardening and create peaceful spaces for those who need it most".
The Norfolk Hospice, Tapping House is currently in the middle of expanding its Patient Kitchen Garden to enhance the Gardening Therapy Programme.
Dobbies donation has arrived at the perfect time, as an extra-large wheelchair friendly greenhouse has just been put up by supporters of the Hospice and engineers from RAF Marham (CPL Mzungu, LCPL Dunning, LCPL Needham and LCPL Wailutu). The labour of the paths were donated by Martin Bacon Plant Hire, and a local charity called Phobbies who provide creative activities to disabled people will be making raised beds so all abilities have full access to the garden.
Dobbies in King’s Lynn have kindly donated £1000 towards the project, which was fantastic as Emma Shaw (Senior Palliative Rehab Assistant) who runs the Gardening Therapy Programme was able to hand pick a variety of bulbs, flowers and equipment tailored to the needs of the current patients. The Patient Kitchen Garden faces onto fields which are jam packed with wildlife. Patients can not only enjoy the gardening aspect but also the nature which accompanies it, thanks to their new bird table.

Norfolk Hospice Courtyard During the end of October, The Norfolk Hospice Tapping House courtyard at Hillington was transformed into a beautiful and peaceful garden for patients, volunteers and staff to enjoy!
Approximately 1100 plants from Crane Garden Buildings have been planted with the majority of these being grown by Norfolk nurseries. These award-winning plants were previously displayed at the Royal Horticultural Society (RHS) Chelsea and Hampton Court Flower Shows. 20 tonnes of shingles has been laid which was donated by Middleton Aggregates. A further 7.5 tonnes of shingles and 4 tonnes of carrstone have been set which was donated by Frimstones from their Snettisham quarry. 190 square meters of turf has been laid, curtesy of Q Lawn near Feltwell, and a rotivator was used to

prepare the soil, loaned by Newmarket Plant Hire.
Alison Findlay (RHS Volunteer Co-ordinator) has helped provide some of the wonderful volunteers to dig, plant and rake. first the type of weed has to be identified. Some are annuals, such as hairy bittercress and chickweed, and have a one - year life cycle that ends with them setting seeds for the next generation. Others are perennials, like dandelions (having a lifecycle longer than one year). Annual weeds Bring up annual weeds by shallowly working the soil with a hoe. If you hoe too deep it may bring up ungerminated seeds to the surface. Common annual weeds include Chickweed This weed thrives on rich soils, quickly smothering other seedlings and spoiling the appearance of borders.
GET RID OF YOUR GARDEN WEEDS
Over the years there have been some bizarre and unusual art installations in the Turbine Hall of Tate Modern in London. The current work is called Empty Lot and is the work of Mexican sculptor Abraham Cruzvilleges.
Two large stepped triangular platforms, created with scafolding, support a grid of triangular wooden planters. Each planter was filled with soil collected from parks, heaths, commons, green spaces and gardens across London. Some compost was added and the planters are lit and regularly watered. However nothing has been deliberately planted in the soil. Flowers, mushrooms or weeds may or may not grow, dependent on what is already in the soil, what seeds or spores are carried in the air or what people drop into the structure. For the artist the project is about feelings of hope and expectation, as much as it is about whatever may or may not happen over the six months of the installation. Equally, back in the ordinary world, it is always amazing what grows in any soil that is left uncultivated in our own gardens. Weeds can grow in great variety and numbers and at amazing speed which can intimidate the gardener. These weeds can be controlled but
Perennial weeds If you wish to use a weedkiller, treat perennial weeds with the ‘systemic’ weedkiller glyphosate, which is applied to the foliage but absorbed into the plant’s sap stream. The chemicals go all the way to the roots and kill all parts of the plant. It’s a slow acting but efficient method. Common perennial weeds include Ground Elder Underground stems grow beneath the soil surface and wind indiscriminately around garden flowers. Patience is the key if you want to dig out these rhizomes and the job may have to be repeated several times. You can apply a glyphosate-based weedkiller. Alternatively you can lay a weed control membrane between plants to help suppress the weeds. Dandelion Recognisable to us all – you can dig out the long tap root by hand or spot treat with a glyphosate stick. Further follow up treatments may be necessary. Bindweed The twisting stems of bindweed can swamp flowers and shrubs in borders. Try pushing a pole or cane into the border next to the bindweed to encourage it to climb and then apply the systemic weedkiller with less risk of it getting onto nearby specimen plants. It will be interesting

Buried seeds can germinate after 30 years of lying dormant in the soil, so prevent a potential problem by removing plants and seedheads as soon as you spot them. Groundsel Produces seeds all the year round. Although hoeing seedlings is effective, remove larger uprooted plants as these can still set seeds that will germinate.

Norman Lamb welcomes North Norfolk beer as guest in Parliament’s Strangers’ Bar
Norman Lamb helped to celebrate a local business success in Parliament’s famous ‘Strangers’ Bar’ last month.
The event was organised to celebrate 50 years of Maris Otter barley – a variety that a number of local brewers use to make craft beer.
The North Norfolk MP was joined by representatives of Hempton-based grain merchants H Banham and by David Holliday of Norfolk Brewhouse of Hindringham as well as Broadland MP, Keith Simpson. Norman Lamb pulled pints of Moongazer Ale, brewed by
Norfolk Brewhouse, the guest beer in Strangers’ Bar.
“Banham’s and Crisp Maltings in Fakenham, together with brewers like David Holliday have helped to make this a nationally celebrated brand. I was delighted to welcome them to Parliament and I hope they will carry on brewing up a real local success story,” said Norman Lamb.

Rock Bodham Presentations
Proceeds from the Rock Bodham charity music event have been distributed to worthy causes at a special handover event held at Bodham Red Hart. Rock Bodham, which was held over two days in July and attracted over 1000 people has donated funds of £3000 to 9 local charities for 2015.
The committee donated money to four Bodham causes, Bodham Playing Field (£500), Bodham Church and Village Hall (£250 each) and Bodham Croquet Club for lawn improvements(£100).
A further four charities were nominated by local businesses and individuals who have given their time or services to ensure the event could run at all. Cargills farms, who loaned us use of a generator nominated the Buckingam Emergency Food Appeal (£200). Mik Godfrey, who has for the previous 4 years donated his time to bus people back to local towns nominated Sheringham RNLI (£200) and presented the cheque to senior helmsman Dave Hagon. Will Beeson of PREVA Produce, who donate a curtain side lorry which is used as stage for the event, nominated East Anglian Children's Hospice (£200). Mike Waters, who compered Rock Bodham as well as playing, suggested a further donation to Norwich Soup Movement (£150).
The final cheque of £1000 was presented to Janet Acott, for the Ronald Macdonald House Charity (Camberwell) in memory of Janet's son David, who lived in the village and died earlier in the year aged only 17. The charity provided them with home from home accommodation when David was in hospital for a prolonged period. Janet was supported by many of David's friends and family at the handover. Speaking after the handover, event secretary Callum Ringer said it was important “we raise money, not just for village organisations but also recognise charities which help people from the village. We are really pleased to be able to raise some money for a charity close to the hearts of David's family and friends, and in his memory". The handover was closed by a set from local duo AudioJack.
Rock Bodham 2016 will take place on 23 and 24 July and will be the fifth edition of the event. More details will be announced for this early in the new year.

Construction begins on new affordable homes for Upper Sheringham Building work started last month to create a new housing development in Upper Sheringham, which will provide eight new affordable homes for local people. The new properties, located off Blowlands Lane, are being developed by Broadland Housing Association in partnership with North Norfolk District Council, transforming the site of the former Council Depot which has been vacant for many years. With property prices in many areas of North Norfolk having risen beyond the reach of many local people, the mixture of two, three and four bedroom homes, will be a Rural Exception Housing scheme. These are sites where an exception has
been made to normal planning policy to allow affordable homes to be built to meet local housing needs. Andrew Savage, Executive Partnerships Director at Broadland Housing Association, explained “Rural Exception Housing schemes are a key means of providing affordable homes in rural areas. We also attended the RSPCA East Norfolk’s Community Action Day where we assisted in providing free of charge health checks and flea and worming treatment to over 90 cats and dogs. Local girl achieves her childhood dream and is awarded Doctorate of Philosophy in Ireland
Amy Lusher was deputy head girl at Sheringham High School (2006) and attended Fakenham College (2006-2008). After moving to Plymouth for her undergraduate degree, Amy moved to Ireland to take up a PhD research position in marine pollution at Galway-Mayo Institute of Technology (GMIT).

A keen swimmer and kayaker, Amy grew up loving the ocean. She spent her summers and some winters on the beach or in the sea between Sheringham and the family’s beach hut at Cromer. She says her interest in biology and marine life stem both from her mother, Anita Lusher's interest and love of nature, as well as her late grandfather Ken Durrant's passion for insects.
Dr Lusher’s research was the first to examine the distribution of microplastics in the North Atlantic and Arctic oceans. During her research, Dr Lusher developed new methods for sampling at sea, and techniques for the detection of microplastics in animals. Dr Lusher published the first reports of the presence of this emerging pollutant in the North Atlantic, Arctic Ocean and in whales. She has published her research in internationally renowned journals including Nature’s Scientific Reports. Through enhancing our knowledge of microplastics, Dr Lusher’s research provides the foundation for assessing the ecological risks posed by microplastics. She was honored to accept her Doctorate in her family’s presence when they attended her graduation ceremony in Galway in November.

Some £250 was collected during the first evening followed by £274 the following night. Then, on the Friday and Saturday at Morrisons, the Club collected £448 and £642 respectively.
“No one can quite believe this year’s collection”, commented Club President, Debz Conisbee. “Indeed, it is twice the amount raised last year and beats the previous best over recent years by over £200. We are so grateful to the people of North Norfolk and to our collectors – both from within the Club and friends from outside.”
A major portion of the proceeds will be presented to the Canaan Trust at a special meeting of the Club on January 27.

I have been cut out of a Will – What can I do? As a general rule of thumb, people in England and Wales can leave their property in their Wills to whoever they wish. After all, it is the whole point of going to the cost of having a Will in the first place. The courts can decide if a Will is valid if the deceased’s capacity at the time of making the Will was impaired or if it can be proved they were unduly influenced by another to leave their estate to them entirely or in greater measure than they would have done. However, there may be nothing that can be done to overturn the Will itself where these cannot be shown to have occurred.
There may however be another protection for someone close to the deceased where they have been cut out of the Will. The Inheritance (Provision for Family and Dependents) Act 1975 allows, in certain circumstances, for payments to close family to be made out of the estate despite what the intentions of the deceased were in their Will. It is also possible that promises that were made by the deceased may be enforceable.
Inheritance (Provision for Family and Dependents) Act 1975 The Act makes it possible for close family and dependents who are not adequately provided for financially under a Will, to apply to the Courts for an order that they should receive reasonable provision from the deceased’s estate.
A spouse that is cut out of a will can generally expect to receive a considerable payment. The Courts are likely to order that provision should be made that is reasonable for the surviving spouse to have, whether or not the spouse is financially secure or not. Children of the deceased, or another dependent relative, might get a lesser payment that is sufficient to ensure that their everyday needs are paid for. It is possible, and in fact quite regular, for these types of claims to be brought by several different people against the same estate. This is especially likely to be the case in disputes involving a long-running sibling rivalry and subsequent fallout or a family argument of perhaps the elderly widow(er) and the fresh on the scene, younger love interest.
Under the Act, the Courts are required to take into account many factors in deciding whether to make an order for provision of the disappointed dependent and if so, the amount that the dependent requires from the estate to be provided for adequately.
Diabetes UK North Norfolk Group
Through the North Norfolk Group's fundraising activities this year we are again able to offer a limited number of FREE support holidays, organised by Diabetes UK, during the summer of 2016. These will be available for children and young people with diabetes between the ages of 7-10 and 11-17 who live in Norfolk.
Even where such an order is made by the Courts, the Will, as created and signed by the deceased, remains valid. After the terms of the order have been satisfied, the Will continues to apply to the rest of the estate subject to any further order of the Courts. This is true of all gifts under the Will and all powers provided to the Executor(s) of it.
Proprietary Estoppel A person may be granted relief where there was a “representation or assurance made to the claimant pertaining to an interest in identified property; reasonable reliance on it by the claimant; and detriment to the claimant in consequence of that reliance. The claimant has to show that it would be unconscionable for the person who made the assurance or representation to go back on his word, and deprive the claimant of the proprietary interest he had been led to expect.” In plain English, this means where the deceased made a promise to someone that the Will would leave them something, but then the Will did not in fact do so. If the person acted on that promise, and suffered a loss, then they can seek to enforce the promise to receive the property in spite of the Will.
Take for example the model of this family business. If the father is the sole owner and has four children. Children 1-3 each leave home and pursue extremely successful careers in the city. Child 4 however enters the family business at 16 when he leaves school and remains there his whole life, without taking a wage and living with his parents on the assurance from his father that the business would pass on to him. Father dies and the Will leaves the family business to all four children in equal shares. Children 1-3 are delighted because on top of the city salary, they now have a 25% share of a reasonably successful local business. Child 4 has devoted his entire life to the business without taking a salary and ends up receiving the same share of the business as his brothers and sisters. The rules of equity determine that this is not fair and Child 4 could reasonably make a claim for the entire 100% share of the business.
Again, the Will remains valid, but the specific property in question no longer forms part of the estate.

Our winter menu has been very well received and Icarus Hines’ Norfolk venison was the undoubted star. This version has an unusual chocolate and chilli twist, perfect for warming up those long nights before spring arrives. We look forward to seeing you all in 2016.
Ingredients 2 tbsp vegetable oil 1½ kg diced stewing venison 3 large carrot, roughly chopped 1 onion, roughly chopped 1 tbsp cumin seed 1 tsp ground coriander large pinch of chilli powder 1 red chilli, whole 1 heaped tbsp plain flour 500ml red wine 300ml beef stock 400g can chopped tomato

Method Heat oven to 180C/160C fan/gas 4. Heat the oil in a large casserole dish and brown the meat in batches. Add the vegetables in the dish and brown lightly, then stir in the spices, chilli and flour, and cook for a few mins. Pour in the wine, stock and tomatoes, then add the herbs. Bring to a simmer. Cover with a lid and put in the oven for 1 hr 30 mins, then remove the lid and cook for a further 1 hr until the meat is really tender. Remove from the oven and leave to cool slightly, then stir in the chocolate and serve.

The Regency Act 1937 and restrictions on the use of LPAs Written by Miranda Marshall – Director at Hayes + Storr
The case of XY v Public Guardian (2015) involved a very wealthy individual who in making his Lasting Power of Attorney (“LPA”) wished to impose detailed guidance and tight restrictions upon his Attorneys.
The case was brought by the Public Guardian (“PG”), the head of the administrative arm of the Court of Protection, who refused to register the LPA because of the conditions. XY was a high-worth individual who owned assets in numerous countries and wanted to include additional safeguards. The conditions were intricate and aimed to ensure that decisions could only be made on his behalf when he clearly lacked capacity and there was a genuine financial need for a decision to be made. The provisions were lengthy (5 sheets) and required 2 psychiatrists’ opinions and the opinion of a ‘Protector’. The role of the Protector was to review the medical evidence before the LPA could be used. These provisions were similar to the Regency Act 1937 (the law that governs how decisions would be made in the event of the monarch lacking capacity). The Protector was a third- party who had to agree with the medical evidence before the powers conferred on the Attorneys by the LPA could be used.
The PG objected on the basis that most of the conditions imposed were an unreasonable fetter on the Attorneys’ power to act and were therefore ineffective under the Mental Capacity Act. One of the main concerns was that the ‘Protector’ was not an Attorney, yet was in a position to interfere with the Attorneys’ duty to act in the best interests of XY. The Protector was not bound in law by the same duties as the Attorneys.
Even though this case is very specific to the facts and concerns an extremely rich person, essentially it is about the question of whether the LPA is effective “only when I don’t have capacity” in accordance with

the prescribed form of an LPA, or not. There is something akin to a government health warning in the new-style LPA, as follows: “Be careful – this can make your LPA a lot less useful. Your attorney might be asked to prove you do not have mental capacity each time they try to use this LPA”. The question therefore is does “a lot less useful” mean the same as “ineffective”?
The Senior Judge who decided the case told the PG that “it is not part of his statutory duties to police the practicality or utility of individual aspects of an LPA.” This was a polite rebuff to the PG not to involve himself in such matters. The conditions in the LPA were difficult and complex but did not make it ineffective.
The case makes it clear that there is a distinction between a Protector who confirms incapacity (allowed) and third parties sanctioning decisions of attorneys (not allowed).

Pupils from Oak Class at Millfield Primary School in North Walsham are calling on others to help raise awareness about the plight of the planet’s endangered species. The children have been learning all about the fantastic life-saving work of WWF and have produced magnificent projects, which are on display in the school. Through their indepth investigations into the different species (which are endangered or on the brink of extinction) and being so moved by watching the report on Prince Harry, who had been to Africa and seen the devastation that was left behind by poachers, they decided to do a planned afternoon of fund raising. They wanted to raise enough money to sponsor a snow leopard for a year. The class made cakes and treats to sell and created animal themed games with ‘yummy’ prizes for a small charge. The children had put together the afternoon themselves; with a touch of creative cake design from their teacher Ms Croft; which made it extra special as its success was down to
them. When asked why they thought it was important to help, their fundamental message was that if we don’t save the animals now, the animals will not be here for our children and our children’s children. Their hope was by highlighting the animal’s plight, they could help raise awareness and help stop the animals from dying out. Sophie Thompson, one of the pupils from Oak Class, said that if she could do one thing to help she would like to work with the charity in the animals’ natural environment. It was a sentiment shared by many of the class. The children are sending letters to Prince Harry explaining what they have been doing to raise awareness and stepping forward together to join the good fight. The children were hoping to raise £36 to cover the cost of adoption for a year but ended up raising £139, which will be spent on sponsoring three endangered animals for a year!

As part of their independent learning, German students at Paston Sixth Form College were asked to produce posters, articles and podcasts on a variety of different topics. The project was run as a competition, and it was Year 12 student Harriet Bradnock who handed in the winning contribution - a beautifully designed poster advertising the German City of Cologne and its various tourist attractions. Impressed by the outstanding quality of the work (and knowing that the student was heading to Germany to visit the Christmas markets), Harriet’s teacher got in touch with the Tourist Information Office of Cologne to ask them if they were willing to sponsor a little prize, and indeed they were more than willing to help. Having received a copy of the poster, they decided not only to surprise Harriet with a small gift but also asked for the poster to be published in ‘Stadt Intern’, Cologne’s magazine for the city’s employees and their families. Harriet and her family visited Cologne over the Christmas period, where Harriet was presented with a range of gifts relating to Cologne from the Tourist Information Office. Harriet said “her family enjoyed the visit to Cologne, especially the historic buildings, and meeting the local people who were extremely friendly and welcoming.” Well done, Harriet!
